Next month, France will hold the first round of polling to elect its next president. The war in Ukraine has boosted the re-election campaign of French President Emmanuel Macron. Palki Sharma tells you how.

Gravitas: How Ukraine war boosted Macron's re-election campaign

For 22 days, the Russian invasion of Ukraine has been dominating headlines. This war has not just changed the lives of Ukrainians it has far reaching implications. World leaders tried to play peacemakers and among them was the French president Emmanuel Macron, however this war changed the narrative altogether for Macron.

Ukraine war dominates electoral agenda in France, Macron to be benefitted?

French President Emmanuel Macron pledged further tax cuts, reforms to the welfare system and major public investments on Thursday as he unveiled his manifesto less than a month from elections.

The 44-year-old had delayed confirming his intention to seek a second term until March 3 and had been at the heart of Western diplomatic efforts to halt Russia's invasion of Ukraine.

Speaking for four hours at his first major campaign event, he announced a programme aimed at deepening pro-business reforms started in 2017 to reduce chronically high unemployment.

"We have to work more," Macron told some 300 journalists gathered at a venue in a northern Paris suburb, in front of giant screens showing his slogan "With You".

"We have two levers: full employment and reforming the pension system," he said.

Macron acknowledged that he had been unable to push through the pension overhaul as promised in 2017, but pledged to tackle it again and push back the retirement age to 65 from 62.

He also proposed reforms to the benefits system that would require the unemployed to undertake 15 to 20 hours of work or training per week.

Another politically risky change would see all social benefits -- for unemployment, housing, or childcare -- centralised in a single system, affecting up to 20 million French people.

Major new public investments in the military, the energy sector and new technologies were also required in order to create "an independent France in a strong Europe," he said.

The programme "has been informed by the crises we've experienced in the last five years which we weren't expecting," he said, referring to so-called "Yellow Vest" anti-government protests from 2018, the Covid-19 crisis, and the war in Ukraine.

Question of 'legitimacy'

Rivals across the political spectrum, who have struggled to make an impact as Russia's invasion of Ukraine has dominated headlines, have accused Macron of neglecting the election campaign until now.

He has taken a leading role in Western diplomatic efforts to stop the war in Ukraine, holding 20 hours of talks with Russian leader Vladimir Putin in the last five weeks.

"The president wants to be re-elected without ever really having been a candidate, without a campaign, without a debate, without a competition of ideas," the head of the Senate, Gerard Larcher, said on Tuesday.

"If there isn't a campaign, then there will be questions about the legitimacy of the winner," Larcher, from the opposition Republicans party, told Le Figaro newspaper.

In the most recent voter surveys Macron has gained five to six points over the last month and could be on course to win the first round of the election on April 10 with a score of about 30 percent.

Veteran far-right leader Marine Le Pen is running in second place, on around 18 percent, a poll of polls by the Politico website suggests.

She is trailed by three candidates at around 11-12 percent -- right-wing challenger Valerie Pecresse, far-right former TV pundit Eric Zemmour and hard-left campaigner Jean-Luc Melenchon, who appears to be gaining momentum.

The top two candidates in the first round will progress to a run-off vote on April 24.

Polls suggest Macron will triumph by a large margin irrespective of his rival.

Behind the scenes, the president is reported to be urging ministers and campaign workers to guard against premature optimism -- to limited effect.

"Macron is winning by default. It's the others who are useless," one senior supporter told AFP this week.

Desire to act

Macron remains a highly divisive figure, dubbed the "president of the rich" by left-wing critics and criticised for his at-times abrasive personality.

Many of his proposed reforms will be subject to debate with stakeholders, he said, such as changes that would introduce more autonomy for schools and wage differences between teachers.

He also stressed his difference from the nationalist programmes of Le Pen, and Zemmour, without naming them.

"There are programmes that propose a withdrawal, a return of a certain type of nostalgia, a nostalgia for something that never really existed," he said.

The French government has rolled back most covid19 curbs, ending mass mandates in most public places and allowing the unvaccinated into bars, restaurants and cinemas.

France lifts Covid-19 restrictions on unvaccinated just before Presidential polls

In a bid to normalise French people's daily lives, the government will ease most of its Covid restrictions on Monday. This means President Emmanuel Macron’s vaccine pass and compulsory indoor mask-wearing in schools and many public spaces will now come to an end.

Interestingly, this comes just a few days before April’s presidential vote. Also, at a time when there is a surge in Covid cases.

Defending the government's decision, French Prime Minister Jean Castex in a recent interview said that there had been a surge in cases “like everywhere in Europe."

He further added that the pressure on hospital emergency wards was going down. Also, the BA2 variant of Omicron was more contagious but “seemingly less dangerous”.

Also, he “strongly recommended people who are vulnerable because of their age or pathologies to keep wearing masks in indoor spaces."

As per the polls, Macron seems to be winning the re-election.

Earlier in January, protestors were seen demonstrating on the streets as the government mandated the vaccine pass policy. About two thousand people took to streets of Paris to express anger against the vaccine pass. The protesters lashed out at the vaccine passes which they said were discriminatory and excessive.

The French vaccine pass took effect on January 24, replacing a health pass that showed proof of vaccination, a recent negative test or past infection.

Health minister, Olivier Véran, said that the government remained “extremely vigilant," and contamination rates had shown a 20 per cent increase over the last week. He also defended the government’s decision to lift restrictions but said vulnerable people “must continue to protect themselves."

Protesters in the northern Corsican town of Bastia attacked public buildings and threw projectiles at police on Sunday in the latest demonstration over an attack on a jailed nationalist at a mainland French prison.

"We are concerned about the risks that additional delays pose to the possibility of concluding. Together with our E3 partners, we call on all parties to take a responsible approach and make the decisions necessary to conclude this agreement."

France has decided to lift all COVID-19 health restrictions at businesses starting March 14, the same day that vaccine passes are lifted and obligation to wear masks in indoor public places are removed.

“Businesses will resume normal rules,” AFP quoted Minister of Labour Elisabeth Borne as saying on Tuesday.

Apart from that, social distancing rules and communal eating in company cafeterias have been eased.

But masks will remain compulsory on public transport, the minister noted.

He specified that it would be necessary “to continue to follow hygiene rules” such as washing hands, cleaning surfaces and ventilating the premises.

As for teleworking, Borne said companies had already been given great latitude in making their own rules and that companies could continue to make these decisions internally.

A guide on measures to prevent the risks of COVID-19 contamination, which was released by the government, has advised people to continue wearing mask in the business establishments since the virus has not completely been eradicated.

“In the current circumstances where the virus continues to circulate, employees who wish to do so will be able to continue to wear a mask, without the employer being able to oppose it,” the document which is 25 pages long says.

France joins the growing list of European countries who have dropped many “harsh” Covid restrictions.

Iceland removed all border restrictions on February 25, while Italy and Denmark eased them on March 2.

On March 3, Germany also removed all countries from the list of high-risk areas, automatically easing restrictions for all travellers from the countries previously on this list, regardless of their vaccination status.

Time will tell if the current turmoil between Russia and Ukraine escalates to a Europe war or World War III, but it is clearly having a negative impact on the world as of now.

Nostradamus, a French astrologer and seer who is supposed to have written things of the future in his book Les Propheties in 1555, which contained 942 prophesies, predicted a war in Europe in 2022.

One of his 942 predictions was a hazy idea that France would face an eastward danger.

'Blue-head shall white-head harm in such degree, As France's good to both shall e'er amount,' it says.

However, according to Nostradamus specialist Bobby Shailer, a Third World War could occur "within the next several years."

'Nostradamus believes it will be a great protracted war, 25 to 29 years, followed by lesser battles,' he stated last year.

But, he added, there will be a 'age of Saturn,' which will last a thousand years and be a time of peace.

He also predicted that the globe will be hit by an asteroid, that floods and droughts would ruin entire countries, and that mass hunger would occur in 2022.

Nostradamus is attributed with foreseeing a number of international events, including the Great Fire of London, the rise of Adolf Hitler and Napoleon, the killing of John F Kennedy, and the terrorist attack on the World Trade Center on September 11, 2001.

Nostradamus foretold that the war will break out this year.

Some believe Nostradamus foresaw the catastrophe brought by global warming and asteroids, as well as the rise of AI technology.

The French astrologer and doctor, known as the 'Prophet of Doom,' was motivated by biblical scriptures and his personal plague experiences, and his forecasts concentrated on famine and grief.

Because Nostradamus' predictions are completely open to interpretation, his work has remained popular for more than 400 years.

One of his 942 predictions was a hazy idea that France would face an eastward danger. 'Blue-head shall white-head harm in such degree, As France's good to both shall e'er amount,' it says. However, according to Nostradamus specialist Bobby Shailer, a Third World War could occur "within the next several years." Nostradamus predictions for year 2022: Asteroid strike, Global warming and more 'Nostradamus believes it will be a great protracted war, 25 to 29 years, followed by lesser battles,' he stated last year. But, he added, there will be a 'age of Saturn,' which will last a thousand years and be a time of peace. He also predicted that the globe will be hit by an asteroid, that floods and droughts would ruin entire countries, and that mass hunger would occur in 2022. Also read | New lethal virus and alien invasion? Here is what Baba Vanga predicted for 2022 Nostradamus is attributed with foreseeing a number of international events, including the Great Fire of London, the rise of Adolf Hitler and Napoleon, the killing of John F Kennedy, and the terrorist attack on the World Trade Center on September 11, 2001. (With inputs from agencies)

Dog creating ripples in political circles in France. But why?

France's finance minister Bruno Le Maire on Friday said that the European Union (EU) wants to cut all links between Russia and the global financial system. During a meeting of European finance ministers, he said that the EU "wants to cut all the links between Russia and the global financial system."

"We want to isolate Russia financially... We want to dry up the financing," he further added.

While discussing sanctions, Le Maire said that Moscow was "an economic partner of secondary importance" for France.

However, he added that Paris would protect households from a surge in energy prices due to the confrontation, which happens to be a key concern because Europe buys most of its natural gas supplies from Russia.

Le Maire's German counterpart Christian Lindner noted "in one-off cases payments (to Russia) remain possible, for example to pay for gas deliveries".

"We already have a complete blockade of Russian banks," Lindner said. "Business dealings with Russia are as good as stopped. Further steps are possible but their consequences must be weighed, the idea is to inflict consequences on the Russian economy" and not to cause harm to Europe.

Meanwhile, Ukrainian President Volodymyr Zelensky said that his country had been left on its own to fight Russia following the Kremlin's large-scale invasion which killed 130 Ukrainians on the first day.

"We have been left alone to defend our state," Zelenisky declared in a video address to the nation made at the end of the first day of the Russian attack.

"Who is ready to fight alongside us? I don't see anyone. Who is ready to give Ukraine a guarantee of NATO membership? Everyone is afraid," he added.

“Sadly, today we lost 137 heroes, our citizens. Ten of them were officers. 316 people have been wounded. Defending the Zmiinyi Island, all our border guards died a heroic death. But they have not surrendered. They will all be awarded posthumously the title of the Hero of Ukraine. Let those who gave their lives for Ukraine be remembered forever.”

According to Zelensky, 137 Ukrainians, both military and civilian, have been killed and another 316 have been wounded since the attack began early Thursday morning.

Ukraine invasion: EU wants to cut all connections between Russia and global financial system

France has removed Australia from its list of close "strategic partners" as the European nation plans a new Indo-Pacific strategy.

This comes in the aftermath of a diplomatic row that erupted when the United States, United Kingdom and Australia announced a new defence deal last year in September.

As per the agreement (Aukus), the US and UK will help Australia deploy nuclear-powered submarines in the Pacific region, however, France had said that it has been "stabbed in the back" by Australia.

The agreement was signed at a cost of angering France as UK Prime Minister Scott Morrison revealed plans to scrap a $90 billion deal to buy submarines from France.

In the latest development, a document issued by French President Emmanuel Macron's government revealed the country's new Indo-Pacific Strategy, which saw a significant change.

In the updated version of the strategy, the European nation said it would now cooperate with Australia on a "case-by-case basis".

The French government explains, "Australia’s decision in September 2021, without prior consultation or warning, to break off the partnership of trust with France that included the Future Submarine Programme (FSP), has led to a re‐evaluation of the past strategic partnership [between] the two countries."

"France will pursue bilateral cooperation with Australia on a case‐by‐case basis, according to its national interests and those of regional partners," it said.

"France intends to maintain close relations with the United States, an ally and major player in the Indo‐Pacific, and to strengthen coordination, including on issues raised by the announcement of the Aukus agreement," it added.

Russia's Daniil Medvedev defeated Benoit Paire of France 6-3 6-4 in the first round of the Abierto Mexicano tournament in Acapulco on Tuesday to get his quest for the world number one ranking off to a winning start.

World number two Medvedev is looking to ascend to the top ranking for the first time by displacing Serbian Novak Djokovic, who is competing at the Dubai Tennis Championships.

Djokovic will be forced to relinquish the crown even if he wins Dubai for a sixth time, provided the Russian wins the ATP 500 event in Acapulco, where he is making his tournament debut.

"If Novak would not be playing, then maybe it would be a little bit more in my mind because it would only be me and it depends on what I can do," Medvedev said.

Taking to the main showcourt after Medvedev's win, Rafa Nadal breezed past 100th-ranked American Denis Kudla 6-3 6-2 in his first match since winning the Australian Open last month for his 21st Grand Slam title.

The 35-year-old Spaniard seemed to have some problems with the humidity on a warm night in the coastal resort town and decided to save as much energy as he could, sealing the contest in 76 minutes with his 16th forehand winner and 26th overall.

Nadal lost just four points on his serve while breaking his opponent three times to race to his 11th consecutive win in the 2022 season.

"It has been a positive start, a good victory in straight sets. That's always very positive for the confidence," Nadal said. "I think I played a very solid match, a good effort today."

Medvedev's contest also appeared to be a one-sided affair when Paire dumped a lifeless forehand into the net to hand the Russian the first set in 51 minutes. But Paire flexed his muscle in the second, attacking the Russian's serve for a 4-2 lead.

Playing for the first time since his defeat to Nadal in the Australian Open final, Medvedev kept his focus and outworked the Frenchman in a back-and-forth deuce game to level at 4-4 and sealed the win when Paire's backhand sailed into the net.

"It's always not easy to come back after some rest and some time off competition," Medvedev said. "Sometimes better, sometimes worse.

"I felt like my sensations were not at the top today, but I managed to fight until the end against a very tough opponent and I'm happy that I managed to win."

Fourth-ranked Serbian Stefanos Tsitsipas was made to work hard by Serbia's 51st-ranked Laslo Djere before the Greek registered a 7-6(7) 7-6(4) win in two hours and 13 minutes.

Parenting has never been easy. But the widespread adoption of smartphones and the rise of social media has introduced a new wrinkle to the challenges of parenthood.

A father in France accidentally jammed out his entire town's internet while he was trying to regulate his child's online behavior.

His son used to wait for his father to go to sleep so that he can online. But when his father found out about it, he tried to use a signal jammer. New high-speed wireless networks are vulnerable to relatively simple jamming.

As per reports, although the technique worked, instead of only jamming the signal of his son's internet, it disrupted the services of the entire town for three hours.

A local mobile phone operator filed an unusual complaint this month – just before midnight and until 3 AM every of the week, the residents of Messanges could not use their cellular and mobile internet services.

Investigators concluded that a signal jammer was being used to block radio frequencies and tracked down the culprit to the tiny town of Messanges in southwestern France.

“The jammer had been installed by the father of the family to prevent his teenagers from accessing the internet with their smartphone instead of going to bed,” said French planning and radio frequency management agency (ANFR).

"His children had indeed become addicted to social networks and other applications, in particular since the confinement imposed due to the epidemic of Covid-19," it added.

As the use of signal jammers is illegal in France, anyone found using them may face a maximum penalty of a €30,000 fine or up to six months in jail. The jammer is likely to have been seized and is now being held in the Public Prosecutor's office. The man also had to pay an intervention fee of 450 euros.

“The ANFR agent, in addition to demanding that he turn off the jammer and no longer use it, reminded the owner of the equipment of the regulatory framework,” the agency added.

India and France have agreed on a Roadmap on Blue Economy and Ocean Governance with the aim to contribute to scientific knowledge and ocean conservation and ensure that the ocean remains a global common, based on the rule of law.

This agreement came during External Affairs Minister S Jaishankar's three-day visit to France. The scope of the roadmap will encompass maritime trade, the naval industry, fisheries, marine technology and scientific research, integrated coastal management, marine eco-tourism, inland waterways, and cooperation between competent administrations on civil maritime issues.

The Ministry of External Affairs (MEA) in a statement said that both nations plan to organise an annual bilateral dialogue on the blue economy and ocean governance to exchange views on their priorities, share their best practices and support ongoing and future cooperation.

"India and France intend to make blue economy a driver of progress of their respective societies while respecting the environment and coastal and marine biodiversity," the MEA said in a joint document.

India and France underscored that fisheries are a vital economic sector and play a decisive role in food security and livelihood security, particularly for coastal populations.

They also highlighted that demographic, economic and societal factors have led to an increased global demand for marine products and growing stress on global fish stocks.

According to the statement, India and France will make the blue economy a priority in the development of their economic exchanges.

"They will facilitate contacts between economic actors, business heads organisations, technopoles and maritime clusters of the two countries, cross investments, as well as visa issuance to entrepreneurs active in the blue economy," the MEA said.
