According to Delhi Police, Hussain`s task was to collect as much glass bottle, petrol, acid, stones, as possible on the roof of my house.One of Hussain`s acquaintance, Khalid Saifi was given the task to gather people on the streets for protest.

"Khalid Saifi, along with his friend Ishrat Jahan, first started a dharna demonstration in Khureji on the lines of Shaheen Bagh. On February 4, in Abu Fazal Enclave, I met Khalid Saifi for planning the riots," Hussain told the police during interrogation.

Even as India-made Covishield is not on European Medicine Agency's (EMA) list that is used for EU green pass, it has become the collateral damage in the inter-EU tussle in the bloc, over the bid to allow Chinese and Russian <a href="https://www.wionews.com/topics/coronavirus-vaccine">vaccines</a> for travellers.

Member countries came up with a compromise formula, under which EMA's vaccines list was agreed to be used for the green pass that comes into effect from July 01. EMA has listed four vaccines, which are Comirnaty (Pfizer), <a href="https://www.wionews.com/topics/coronavirus">COVID-19</a> vaccine Janssen, Spikevax (previously COVID-19 vaccine Moderna), and AstraZeneca's Vaxzevria.

EMA gives out a commercial list and the body is in charge of the scientific evaluation of medicines/vaccines in view of their marketing authorisation in the EU. The AstraZeneca vaccine produced by Serum Institute of India (Covishield) got a license for commercial use in South Asia, Africa, but not in Europe, due to which SII never even applied for the list.

The EU green pass or the Digital Covid&nbsp;Certificate is meant to facilitate safe and free movement during the Covid pandemic within the EU. The certificate serves as proof that a person has been vaccinated against coronavirus, received a negative test result, or recovered from the deadly virus. However, it is not a pre-condition to travel.

EU officials have pointed out, "For the purpose of the Digital COVID Certificate, individual Member States will have the option to accept also vaccinations that have been authorized by the World Health Organization (WHO), such as Covishield."

Each member country is also allowed to use any vaccine that it is okay with. Switzerland has made it clear that anyone&nbsp;who has been vaccinated or who have recovered do not have to produce a negative test even when travelling from countries where the Delta variant is widespread such as India or the United Kingdom. Ireland has listed Covishield&nbsp;as one of the vaccines for travellers coming to the country. Meanwhile, France is "actively working" on allowing Covishield after India raised the matter.

Interestingly, the EU could have used WHO's list of approved vaccines, which included Covishield but it would have implied giving a green light to both Chinese vaccines which the EU is divided on. Covishield, Sinovac, Sinopharm are among the eight vaccines that have been given approval by the&nbsp;WHO.

In a statement to WION, on Monday, European Medicines Agency said Covishield does not currently have a marketing authorisation in the bloc, pointing out that "should we receive a marketing authorization application for Covishield ...we would communicate about it."

Terming his meeting with the Prime Minister a 'courtesy call' Kejriwal said the duo also discussed the spread of coronavirus. 
"We (the Centre and Delhi government) should work together to stop the spread of coronavirus and for treating the people who are infected with it," the chief minister said.

Later at a press conference, elaborating about the meeting, Kejriwal said that he had praised the state police for the commendable work is done on Sunday (March 1) evening in preventing rumours in various areas of Delhi. 
"I also said that the same kind of alertness and response should have been shown by the police department on Monday and Tuesday (February 24 and 25) then the loss of lives could have been prevented," Kejriwal said. 
"I also said to the PM that we must take all necessary steps to ensure that such riots do not take place in Delhi ever again," he added.

Hence, it becomes significant to examine the various factors which could have contributed to the Delhi violence.

The role of demographics in orchestrating structural violence in the country can no more be overlooked. French sociologist and philosopher Auguste Comte had once coined the famous phrase ‘Demography is Destiny’. In this aphorism, he had laid emphasis as to why we should study growth and expansion of the human race, so that we will be able to predict the future progress of society based upon population trends. His teachings hold so much relevance in today’s times when the societal fabric is deteriorating.

If we look at India’s demographics before partition, there were about 33 per cent Muslims. When it emerged during the Freedom Struggle that Hindus and Muslims won’t be able to live peacefully together and a demand for a separate nation Pakistan was made. While many Muslims who had staunchly advocated for the creation of Pakistan migrated there, still 15 per cent of them couldn’t go and lived in India. Despite being here, many couldn’t separate themselves from jihadist agenda and fundamentalism. The vote bank and appeasement politics practised by so-called secular parties further kept their ideology and agenda alive.&nbsp;

There are ample instances to indicate as to how people can be seen celebrating at Pakistan’s victory during India vs Pakistan cricket matches, or the slogan of ‘Pakistan Zindabad’, from political podiums. Whenever a country’s culture, history and tradition are divided along religious lines, the people of that country are no longer able to identify themselves with that nation’s history and rich legacy. The heroes and leaders they once eulogised become enemies for them. Thanks to anti-national mindset, their own country becomes ‘Darul Harab’ for them. They continue to perceive themselves as ‘others’ and claim alienation and excesses at the hands of the majority. The violence panning out in Delhi is no exception. It is high time that we need to guard against such hate-mongers who can go to any extent to establish their supremacy over non-Islamists, as seen in a spate of attacks in the US (9/11), London bombings, and terror incidents in other parts of the world such as New Zealand, Australia, France, Spain and India (26/11), among others.

There is no middle-path in nationalism. If one is not a nationalist, there is no doubt that the person isn’t devoted to the welfare of the nation. Prime Minister Narendra Modi’s emphatic victory for his second term sent shock-waves across the ‘tukde-tukde’ gang. The country’s people including many Muslim women rejected their attempts of projecting Modi as corrupt or anti-minorities. These camps also know that the Modi government won’t hesitate to take action against groups propounding Islamic radicalism and division of the nation. The present violence as seen in Uttar Pradesh in December, and now in Delhi is nothing but the outburst of frustration prevalent among those who don’t want India to give shelter to persecuted minorities in Pakistan, Afghanistan and Bangladesh. They want to conveniently turn a blind eye to the daily hardships and humiliation the Hindu minorities have to undergo in these countries, including the forceful conversion and marriage of Hindu girls to Muslims.

Hindus who in the truest sense are in minority globally, never seem to battle an eyelid, even if their population falls, in their own country like India. While Pope, missionaries and other Catholic leaders can be seen openly propounding ways of converting people to Christianity and talk about measures of increasing population, they are never criticized. 
 
Prime Minister Narendra Modi had rightly stated that protests at Shaheen Bagh were nothing but a social experiment by protestors and that he won’t budge on his stand with respect to the Citizenship Amendment Act and safeguarding the interests of persecuted minorities.

The Delhi violence looks to be a well-planned strategy of protesters, to make it coincide with the visit of US President and project India’s image negatively abroad. Only Modi and India haters are expected to benefit from such acts of arson and violence. Sources in the Ministry of Home Affairs have also pointed out that the violence had been planned in advance. It also points to the lack of tolerance among anti-CAA protestors who couldn’t allow pro-CAA supporters to march peacefully in North East Delhi. The death of Police constable Ratan Lal and the likes of DCP Shahdara Amit Sharma suffering massive injuries at the hands of anti-CAA rioters is an indication of how the protestors are opposed to maintaining law and order. Stone-pelting has been a common feature among protesters in J&amp;K, Uttar Pradesh districts, and now North East Delhi.

It is hoped that better sense prevails and the law and order situation is swiftly brought under control. The sense of brotherhood shown by Hindu-Muslims in certain riot-hit localities needs to be lauded and should serve as an example for other areas of Delhi to emulate. The source of funding in these riots also needs to be investigated, and the perpetrators of this are punished.

What role do demographics play in orchestrating structural violence?

A week after deadly communal violence erupted in northeast Delhi, the situation in affected areas was peaceful but tense on Sunday as four more bodies were fished out from drains in Gokalpuri and Shiv Vihar and heavy police deployment continued.

In parts of northeast Delhi, people complained of cash crunch as several bank branches and ATMs have remained closed in the aftermath of the riots.

The Delhi Police said it has registered 254 FIRs and arrested or detained 903 persons in connection with the violence so far. Forty-one of the cases were registered under the Arms Act.

No untoward incident has been reported from the northeast district over the past three days, an official said, adding police are urging residents to not pay attention to rumours and report them to authorities.

Three bodies were fished out from two drains in Gokalpuri on Sunday while one body was pulled out out from a drain in Shiv Vihar, police said. However, it is yet to be ascertained if they are linked to the riots and authorities have not updated the death toll figure.

Several bodies of riot victims have been found in drains since Wednesday including of IB staffer Ankit Sharma after violence ebbed.

Panic spread across several parts of west Delhi on Sunday evening following false rumours of violence. Delhi Metro also shut down entry and exits of seven stations without giving any reason. However, Delhi Police swiftly denied any incident and appealed to all to remain calm.

Art of Living founder Sri Sri Ravi Shankar visited some of the riot-hit areas, including Brahmapuri, and consoled the people affected by the worst violence in three decades in Delhi.

"It is very disturbing to see that so many people are badly affected. We have to relieve them of trauma and bring their lives back on track. Everyone should come together to do this," he told reporters.

Schools are closed in Northeast district till March 7.

On Sunday, the CBSE said any further delay in conducting board exams in violence-affected areas may hamper chances of students in admission to professional courses like medical and engineering, but added that it is ready to conduct fresh exams for students who will not be able to appear as per schedule.

Aadil Khan, a resident of Jafradbad, said that several bank branches and ATMs located at B Block of Yamuna Vihar, were closed since the deadly communal violence erupted on February 23.

Mohammad Alam, 27, a mobile recharge shop owner in Shiv Vihar --- one of worst violence-affected areas --- said his shop remained shut for the last four days.

"The business has been hit badly due to closure of banks and ATMs. People don't have cash," Alam told PTI.

Kailash Kumar, who lives in Mustafabad, said his family would leave the city for their hometown in Uttar Pradesh's Ghazipur, but he could not draw cash for travel.

Kumar said that apart from banks and ATMs, most of grocery shops remained shut due to which there is shortage of essential commodities.

The violence in Jaffrabad, Maujpur, Babarpur, Chand Bagh, Shiv Vihar, Bhajan Pura, Yamuna Vihar and Mustafabad areas of northeast Delhi claimed at least 42 lives and left over 200 injured.

A large number of properties have been damaged. Frenzied mobs had torched houses, shops, vehicles, a petrol pump and pelted stones at locals and police personnel.

Police said they are conducting flag marches in violence-affected areas. However, there was an eerie silence in the narrow bylanes that were teeming with people and hawkers barely a week back.

In Shiv Vihar, among the worst hit areas, the roads were deserted and almost all the houses locked. In Mustafabad, people were wary of stepping out of their homes.

"Though there is police presence, tension is lingering. We celebrated Eid, Holi, Diwali together. I have never faced such a situation in my life. There is grief, mistrust, disbelief. Those who indulged in violence did not belong to the area, they came from outside," said Mohammad Yunus, 45.

Yunus, who owns a garment store in Shiv Vihar, said he was saved by his Hindu neighbours during the violence and they tore the shop's name-board to protect the business from rioters.

Earlier in the day, Chief Minister Arvind Kejriwal said the AAP government is putting in best efforts to provide relief to the people affected by the riots.

Taking to Twitter, Kejriwal said he is personally trying to ensure that relief reaches each person in need, asserting that the government wants people to return to their homes and be welcomed by their neighbours.

Anxious relatives of people missing during the violence continued to queue up at the GTB hospital mortuary, where bodies of riot victims were kept.

With a photograph of her youngest brother, Salman (25), in her hand, Nabi Jan frantically went around the mortuary hoping that he was not among those killed.

"Salman worked as a labourer and had gone to Gokalpuri on February 26. He kept a phone, but it is switched off and there is no clue of what happened to him," Jan said. 
None of the bodies in the mortuary was of his brother, he said.

A woman, whose 19-year-old son has been missing from northeast Delhi's Mustafabad area, fell unconscious after seeing a corpse at the mortuary. Her family later confirmed that her son's body was not in there.

Sources said till Saturday six bodies were unidentified at the mortuary, out of which two were later identified and claimed. One of the bodies was charred.

Lawyer Mamtesh Sharma and paralegal volunteer Asha Mittal, manning the Shahdara District Legal Services Authority (SDLSA) help desk, said they were coordinating with hospital authorities and police to provide assistance to people seeking information about their missing family members.

"So far, around 35 families contacted us. Some have identified bodies, while others were directed by us to look into the wards where injured are admitted. Also, we are coordinating with police to find out if anyone missing was detained by them," Sharma said.

Meanwhile, human rights activists wrote to the Delhi Police Commissioner demanding that the names and addresses of those arrested in connection with the violence in the national capital be publicised as mandated by the law.

In a letter, signed by activists Anjali Bharadwaj, co-convenor of the National Campaign for People's Right to Information, advocate Prashant Bhushan, CPI leader Annie Raja, Amrita Johri among others, said Section 41-C of the CrPC mandatorily requires that a police control room be established in all districts and section 41-C(2) demands that the names and addresses of all persons arrested be displayed on the notice board outside the control room.

Acting Delhi Police Commissioner SN Shrivastava visited DCP Amit Sharma who is undergoing treatment after suffering serious injuries in the clashes.

Shrivastava has been given the additional charge of Delhi Police Commissioner, following Amulya Patnaik's retirement on Saturday.

Shrivastava visited Max Hospital in Patparganj and inquired about the health of Sharma, Deputy Commissioner of Police (Shahdara), who suffered injuries to his head and hand in violence in Gokulpuri on February 24.

"His health has improved and he was likely to be shifted to the ward later today. He has undergone the surgery. He is having his meals now and recovering from the serious injuries," a family friend told PTI.&nbsp;

Delhi violence: Tension persists in riot-hit areas, four more bodies fished out from drains 

Panic gripped the residents of several parts of west Delhi on Sunday evening following false rumours of violence but the Delhi Police denied any incident and appealed people to remain calm.

The Delhi Metro Rail Corporation (DMRC) said it had shut down the entry and exit gates of seven metro stations but did not give any reason. The stations were later reopened. 
"A rumour has been noticed that there is some tension in Khyala-Raghubir Nagar area of West District. There is no truth behind it. All are requested to keep calm as the situation is absolutely normal &amp; peaceful," DCP West Deepak Purohit said.

"There are some rumours regarding some communal tension in Tilak Nagar and Khyala area. It is intimated that there is No tension in Tilak Nagar and Khyala and whole west Distt area. Nothing to worry about," he added.

Police said some "unsubstantiated reports" of tension in southeast and west districts were circulated on the social media.

"It is to reiterate that these are all rumours. Don't pay attention to such rumours. Delhi Police is closely monitoring accounts spreading rumours and taking action," they said, adding that rumours about tension in Dwarka and Badarpur areas were also "unsubstantiated".

Shopkeepers downed shutters and people rushed to reach home early in several areas including Subhash Nagar, Tilak Nagar, Janakpuri and Khyala in west Delhi. 
Tilak Nagar MLA Jarnail Singh too urged people to remain calm.

"I reached at the site as soon as I heard of the rumour of riots, shops were shut people were in a state of panic but no one saw any riots happening. It was a conspiracy to spread rumours and spoil the atmosphere. I appeal to people to maintain peace and brotherhood and do not believe the rumours," he said.

Rajesh Sharma, a resident of Subhash Nagar, said he had gone to a mall in west Delhi when at around 7:45 pm, he witnessed sudden commotion.

"The outlets inside the mall began shutting down and the situation remained tense for nearly 20 minutes before the police arrived and assured everyone that the situation was normal,"

he said. 
Meanwhile, the metro stations which were briefly shut down included Tilak Nagar, Nangloi, Surajmal Stadium, Badarpur, Tughlakabad, Uttam Nagar west and Nawada metro stations.

"I reached at the site as soon as I heard of the rumour of riots, shops were shut people were in a state of panic but no one saw any riots happening. It was a conspiracy to spread rumours and spoil the atmosphere. I appeal to people to maintain peace and brotherhood and do not believe the rumours," he said. Rajesh Sharma, a resident of Subhash Nagar, said he had gone to a mall in west Delhi when at around 7:45 pm, he witnessed sudden commotion. "The outlets inside the mall began shutting down and the situation remained tense for nearly 20 minutes before the police arrived and assured everyone that the situation was normal," he said. Meanwhile, the metro stations which were briefly shut down included Tilak Nagar, Nangloi, Surajmal Stadium, Badarpur, Tughlakabad, Uttam Nagar west and Nawada metro stations.

Since early morning, civic workers were seen clearing roads of bricks, glass shards and burnt vehicles in the aftermath of the violence that left 42 dead and over 200 injured. At some places, even bulldozers were used as it became difficult to manually remove debris.

In Jaffrabad, Maujpur, Yamuna Vihar, Chand Bagh, Mustafabad and Bhajanpura, which were among the areas worst hit by the communal violence, there were more vehicles and people on the roads than in the last five days.

Personnel from the Delhi Police and paramilitary forces encouraged people to open their shops and appealed for peace and communal harmony. They started their march at Jaffrabad and moved through Maujpur and then into the narrow lanes of Noor-e-Ilahi, Yamuna Vihar and Bhajanpura, areas where mobs ran riot vandalising shops, houses and torching vehicles early this week.

Schools in northeast Delhi still remain closed.

"It is only the smaller shops that have opened today. The bigger shops and showrooms have still not opened and their owners are being cautious," a showroom owner, whose property was attacked during the riots, told PTI.

Shakib, a resident of Noor-e-Ilahi, said people selling vegetables on carts made rounds of colonies. "Not many, only a couple of them could be seen. The rates are still a little high than the usual, but at least they have resumed sale," he said.

Yamuna Vihar resident Amit Tanwar said the situation has improved and grocery stores and other shops opened during the day.

However, some establishments like restaurants are still not open as their workers have not come to work, he added.

Officials on Saturday said schools will remain closed in northeast Delhi till March 7 in view of the violence. The annual exams have also been postponed since the situation is not conducive for conducting examinations in the violence-affected areas, they said.

Sources said the Delhi government is considering to issue a WhatsApp number for people to report circulation of provocative messages and take complaints on those spreading rumours.

Among the several houses torched by rioters was that of Border Security Force (BSF) Constable Mohammad Anees, who is currently posted at a camp of the force the in West Bengal's Radhabari. The BSF has decided to rebuild his house and hand it over to him as a 'wedding gift'.

At the Guru Tegh Bahadur (GTB) Hospital people are still frantically searching for their loved ones, either in the casualty ward or at the mortuary.

Forty-eight-year-old Madeena, whose son has been missing since Tuesday following the violence, has been running to police stations to find if he is still alive.

"I have been going to police stations. There is no trace of him. I don't know if he is alive or not. Even if he is found here (at the mortuary) among the dead, I will get a closure at least.

Otherwise I will live in hopes forever that he will come home some day," she said.

Mohammad Qadir from Bijnor, who has been visiting the GTB Hospital since Wednesday, is looking for his 18-year-old brother Aftab.

"He had gone to meet his friends that day. His friends told me that they were attacked by a mob, while they managed to escape, he was beaten up badly," he said.

BJP leader Kapil Mishra, who is facing flak for allegedly making provocative statements before communal riots broke out in northeast Delhi, and families of some of the victims of the

Situation returning to normal in riot-hit northeast Delhi, some shops reopen

Over 600 people have been arrested and more than 120 FIRs have been filed in connection with Delhi violence,&nbsp;Delhi Police Public Relations Officer (PRO) MS Randhawa informed on Friday.

"We have registered 123 FIRs so far, around 630 people have either been arrested or detained," Randhawa told reporters.

"We have registered 25 FIRs in connection with firearms, so far," he added.

At least 42 people were killed and over 200 people were injured after rival groups clashed in Delhi's northeast district over the Citizenship Amendment Act, last week. The communal riots led to the arson and vandalism as the violence&nbsp;continued for a few days.

The areas affected include Jaffrabad, Maujpur, Chand Bagh, Khureji Khas and Bhajanpura; and the&nbsp;deceased include a police head constable and Intelligence Bureau officer, Ankit Sharma.

Two Special Investigation Teams (SIT) have been constituted under the Delhi Police's Crime Branch to investigate the violence.

On Thursday in a statement, the home ministry announced a relaxation of prohibitory order under section 144 of CrPC for 10 hours after no major incident was reported.

The state and the society are embattled into a day to day struggle to compete and to cooperate. Repression and despotism by states result in this ‘narrow corridor’ to liberty, where society struggles. Riots are not new to India. Political parties and vested&nbsp;organisations have time and again unleashed riots, as a tool, to attain political interests.

Societies, especially the poor and the vulnerable, have suffered indescribable pain and trauma at the hands of the state. But the lamp of ‘liberty’ in India’s ‘narrow corridor’–the persistent struggle between society and the state has always managed to burn. It&nbsp;can be flickered, but it has not been extinguished.&nbsp;

The cost of violence unleashed over society is enormous and immeasurable. The trauma of dividing society is impossible to overcome. State dithers and Institutions collapse. State is undeterred and policymakers across the spectrum fail to control it&nbsp;with checks and balances. In this strained scenario, society needs to take control of the social contract. In the information age, where nothing remains hidden and even deep fakes can easily be exposed. Society needs to show the ‘mirror of truth’ –Rajdharma to the state. This can be done if society is aware and can enquire.

Kautilya considers anvikshiki (the science of enquiry) as the central tool ("lamp") for generating valid knowledge and judging ethical behaviour. For Kautilya, anvikshiki is the benchmark for ethical behaviour and it leads to Rajadharma. Arthashastra usually refers to Rajdharma as the ‘dharma of the king’ and not to dharma as a religion.

Rajdharma is essentially 'prescriptions of righteousness applicable to a ruler'. This implies that the ruler ought to bear the responsibility of upholding dharma (law) in society. The duty of the king is&nbsp;not only to observe dharma in person but also ensuring its observation by others.

Rajdharma, therefore, is an all-encompassing construct for the ethical evaluation of the performance of the state and the government.

In modern times, for a strong society, awareness is the prerequisite to make governments accountable for Rajdharma. In an increasingly inner looking society where superficial information becomes the basis of discord, the need to adopt&nbsp;Kautilya’s ‘science of enquiry’ is felt more than ever. Unless, the society becomes vigilant enough to make the state accountable and follow its Rajdharma, the state and its vested interests would prevail, while the society would continue to be&nbsp;strangulated in the ‘narrow corridor’, vying for every inch of liberty and freedom.

Thus, what is happening in Delhi is not only a stark failure of Rajdharma, but also, to a large extent, the failure of society as well, the people of India have somewhere forgotten to practice the ‘science of enquiry’ – the raison d'état of our traditions and&nbsp;strategic culture.

Kautilya’s Arthashastra – India’s best known secular treatise on how a state and a ruler should be, separates law and religion by explicating Rajdharma. We, the people of India, should not be surprised when our elected representatives, in most cases, desert us and work against our interests by relinquishing their responsibilities. The hard truth is that they are driven by their interests. Some would be surprised by this theory, but whoever has the slightest IOTA of how government’s interests work, knows that its only interest lies – in holding on to power. This soulless version of a coercive state disturbs us all in society. The state is supposed to protect us and uphold the social contract, which we as a society have forged with it. When the state tends to break that social contract, the relationship between the state and the society is strained. Society becomes vulnerable, but the state persists. Many would accuse that this is unnecessarily complicating and theorising. Therefore, this needs to be clearly explained. Daron Acemoglu and James Robinson in their book about ‘States, Society and the Fate of Liberty’ (The Narrow Corridor), have brilliantly argued that “…for liberty to emerge and flourish, both state and society must be strong. A strong state is needed to control violence, enforce laws, and provide public services that are critical for a life in which people are empowered to make and pursue their choices. A strong mobilised society is needed to control and unshackle the strong state… without society’s vigilance; constitutions and its guarantees are not worth much more than the parchment they are written on”. Senior representatives of the Government have been involved in that process. Prime Minister has publicly appealed for peace and brotherhood. We would urge that irresponsible comments are not made at this sensitive time," the statement read.

MEA rebuffs US panel body's statement on Delhi violence, calls it factually inaccurate and misleading

The Government of India-imposed law that prohibits political gatherings of four or more people – known as Section 144 – remains in effect in certain areas," the advisory read.

Charges were filed after the allegations claiming that Hussain was behind the killing of Intelligence Bureau (IB) officer, who was found dead in a drain near his home in northeast Delhi's riot-hit Chand Bagh area. Hussain has rejected the allegations.

Ankit Sharma, 26, had gone missing on Tuesday and his body was found in a drain near his home in on Wednesday.

Earlier in the day, the Delhi high court on Wednesday gave four weeks to the central government to file its response in the <a href="https://www.wionews.com/india-news/delhi-violence-us-issues-advisory-for-its-citizens-as-death-toll-rises-to-27-282953">Delhi violence case</a>.

In a list of precautionary measures, the embassy asked its citizens to "avoid locations where heavy traffic or road closures or protests are expected, keep a low profile, be aware of your surroundings, monitor local media for updates and to follow the instructions of the local authorities."

The law and order situation and traffic in violence-affected parts of Delhi is normal and peaceful, said Joint Commissioner of Police (Traffic) Narendra Singh Bundela also said.

"The situation is quite normal and peaceful as far as security and traffic are concerned. We have held talks and conducted patrols with people of all communities. Services such as road cleaning have resumed and traffic flow is normal," Bundela told ANI here.

Delhi violence: High Court makes Centre party in case seeking FIR over hate speech

Riots in Delhi mark an abject failure of political leadership cutting across party lines, to bring people together. There was a point in time in Indian politics when politicians or people in public service had the capacity to control, and even, influence events which turned violent.&nbsp;

What we have today are political minions. It is expected of political leaders to come out and reason with the crowd, but instead of working on the ground, the matter in Delhi was left to the police as a law and order issue. Everyone knew that violence was a result of communal politics, still&nbsp;all party leaders maintained a safe distance.&nbsp;

The violence has two main dimensions. First, Chief Minister of Delhi, Arvind Kejriwal, failed to demonstrate moral courage and instead of mobilising his supporters to heal the fissure, he only issued statements. It is a reflection of how shallow connect politicians enjoy with the civil society.

This is unlike the previous generation wherein it was expected of people in public service to go out and calm the crowd. Arvind Kejriwal who was elected as the chief minister of Delhi with great fanfare, failed to intercede in the issue. His supporters argue that he does not have police under his control, so he cannot be blamed for law and order issue. Fact is that since last year, Kejriwal has created a distance between the minorities and himself so that BJP does not pin him down as a person who pampers minority. But by not being active during the crisis, Kejriwal, in the process, has come across as insincere politician who succumbed to competitive Hindutva.&nbsp;

After partition, Mahatma Gandhi had nothing under his control, but he used his moral authority to bring peace in riot-affected areas. This could have been done in Delhi too.

Another aspect of the riot was that politicians from BJP spoke blatantly in Hindu-Muslim binary. Senior leaders did not discourage junior leaders from using inflammatory language. Senior BJP leadership's appeal for calm came across as unconvincing.&nbsp;

Politicians from the ruling dispensation not only made hate speeches but also went unpunished, emboldening the unruly element to take the law into their own hands.

The police, on the other hand, failed to counter the unruly elements in the riot-affected area. The police in Delhi reports to the Ministry of Home Affairs. Despite all the technology at its disposal, it failed to locate the centre of violence in the city. Delhi riots cannot be compared with the 1984 violence when the state became completely complicit in the violence. In Delhi, the state allowed the violence to come to life. Delhi Police failed to arrest culprits in time.

Whatever the reason be, pro-CAA protests or anti-CAA protests, Delhi police failed at its job. NSA Ajit Doval’s presence in the area after 72 hours of violence sealed the case. It is not the job of the NSA to move around in a riot-hit area like a DCP or IG. NSA chased by TV cameras looked more like a PR job.&nbsp;

The religious radicals from both sides were allowed to have a free run. Lastly, many in the ruling dispensation must be happy to have found another issue for polarisation but they should remember that in Hindu literature only Goddess rides a tiger.
