Amid the global focus on fighting COVID-19, China has ramped up self-described research stations and landed special military aircraft in the dispute-rife sea, according to the State Department.

Vietnam - which, like China and Taiwan, claims sovereignty over the Paracel Islands - called in a foreign ministry statement for Beijing to compensate the fishermen, "strictly discipline" the officers responsible and prevent similar occurrences in the future.

Tensions have risen sharply in recent years between China and the United States, which has also alleged that Beijing has not promptly controlled SARS-CoV-2, the virus that has now infected more than one million people around the world.

Don't 'exploit' coronavirus pandemic for sea disputes: US warns China

A sense of death stalking the hospital ward, fear of dying alone, tearful despair and disarray at home, solitude, anger and the desire to share, or change their life: 12 people from different parts of the world who have survived COVID-19 share emotional and harrowing stories of the pain and fear after catching the virus:

- A painful 'roller coaster' -

With no pre-existing health conditions, South Korean engineering professor Park Hyun, 47, said he'd originally thought the coronavirus was "not my problem" until he developed symptoms and ended up in intensive care in the southern city of Busan.

It had started with a dry cough and sore throat, he said, followed a few days later by shortness of breath so severe he fainted while waiting for a hospital coronavirus test.

It came back positive and he was admitted to hospital where his condition fluctuated wildly every day and several times he thought he would die.

"It was like a roller coaster," he said. "I was feeling like there is a thick plate pressuring my chest and also needles poking my chest."

Some of his symptoms may have been the side effects of his treatment, he believes.

But after eight days and two negative tests, he was discharged.

"I had a very bad situation," Park said. Whenever his condition was slightly better "I was thinking that might be my last time where I can write something in my life," he added.

"So I tried to write something short on Facebook to share with friends."

- 'Death prowls' the ward -

Cardiologist Fabio Biferali spent eight days "isolated from the world" at Rome's Policlinico Umberto I hospital in an orthodontics department that had been converted into an intensive care unit.

Describing the pain he felt as "strange", the 65-year-old said it almost resembled having a little monkey on his back, just like one of his patients had described it to him.

Oxygen therapy is painful and finding a radial artery is difficult, he said. "They would do it up to twice a day. Being a doctor helped me bear the pain. Other patients would desperately shout 'enough' 'enough'."

The hardest part were the nights, alone with his fears.

"I couldn't sleep, anxiety invaded the room... nightmares came, death prowled," he said.

"I was afraid of dying without being able to cling on to the hands of my family and friends, despair overcame me."

While medical staff were covered head to toe in protective gear, Biferali said he found some solace in being able to see their "affectionate" eyes behind the glass masks and hear their voices.

"Many were young, doctors on the front line. It was a moment of hope."

- Going to 'gate of hell and back' -

Wan Chunhui, 44, said he was "terrified" at first but that going to the "gate of hell" and coming back to survive the virus had transformed his outlook on life.

"I think the biggest change for me is that my way of looking at things is different now," said Wan, who spent 17 days at the makeshift Huoshenshan Hospital in the Chinese city of Wuhan, in central Hubei province, where the outbreak began.

"I feel really calm about everything, really calm... I went to the gate of hell and came back. I saw with my own eyes that others failed to recover and died, which has had a big impact on me."

He had initially isolated himself to protect his family after getting a temperature, but, still feverish a couple of days later, he walked an hour to hospital.

Tests were not available but he was prescribed antibiotics and flu medication and asked to quarantine himself at home due to a hospital bed shortage.

"I was terrified at first," he said. "But I went back home, switched to a positive mood, and braced myself for the situation. Anyway it’s pointless to panic," Wan told AFP.

The 44-year-old investor and married father of a nine-year-old daughter already suffered from high blood pressure before the virus.

At home, he began recording his illness in an online diary, but a bad cough set in and he was admitted to hospital.

Hormone therapy helped lower his temperature, although he remained short of breath, but medical supplies were scarce, Wan said, and healthcare workers wore poor-quality protective suits and rubbish bags as shoe covers.

Wan was transferred to one of the two field hospitals built for virus sufferers in Wuhan, a well-supplied centre, he said, where he was treated mostly with Western medicines.

- Keeping the faith -

Song Myung-hee, 72, was afraid of dying alone after being infected during a service at the Shincheonji Church of Jesus in the southern city of Daegu, a secretive religious group at the centre of South Korea's coronavirus outbreak.

She was at the same event as the woman known as Patient 31, a 61-year-old who attended four services before being diagnosed with the virus.

Song was quarantined at home as a precaution but remained asymptomatic for several days before the virus struck suddenly with a severe cough.

"I could not sleep at all," she told AFP. "It lasted for two days. I had to hold a plastic bag at all times because I kept on coughing up phlegm.

"Then my face started swelling. I was scared I might die alone."

Facing an influx, no hospital beds were available at the time in Daegu, so she was taken to Seongnam, 220 kilometres (137 miles) away.

"I was relieved when I entered the hospital room -- because at least there, I knew I wouldn't have died alone," she said.

The Shincheonji Church leader has apologised over its role in the spread of the disease but, despite her family's pleas, Song is resolute about staying a member.

"I'm never leaving my church, it doesn't matter what other people say."

- Comes and goes in waves -

"The best way to describe it is: when you are at a high altitude, you struggle to breathe," said Christine, 28, from South Africa, who suffers from syringomyelia, a disorder affecting the spinal cord.

Two days after being in contact with a sick work colleague, the analyst said she felt the first symptoms and COVID-19 was confirmed.

Her partner, lawyer Dawie, 30, could not take the test because "the system was already under a lot of pressure" but within a few days had the same symptoms.

Self-isolated, the couple who did not wish for their full names to be published, continue to work from home.

Sometimes they wondered if they were overreacting because some days they felt fine, Dawie said.

"Within days, it fluctuates. You get chilled and later on you feel better...The worst for me was last week... I was really short of breath... I called my doctor. She told me to look at the signs showing that I am not getting enough oxygen.

"You should look at your fingernails if they turn blue," he said.

- Despairing at home -

French housewife and mother-of-three Djemila Kerrouche said the worst part was the challenge her three children faced continuing their schoolwork while confined at home.

After developing symptoms, she wore gloves and a mask at home and didn't touch food, she said, but two of the children -- who are aged six, 11 and 19 -- were already coughing.

"My children put themselves under great pressure, they want to succeed at school," said the 47-year-old from Mulhouse in eastern France, which has been badly hit by the pandemic.

"Their teachers give them work as if the situation were normal," she said.

"The big one is preparing for her bac (end of secondary school exam) and I see her cry when she can't manage and I can't hold her in my arms, console her, help her."

"My morale is rock bottom. I can't stop crying..."

- Shock and solitude -

Marisol San Roman, a sociologist and student from Argentina, said she was shocked to find she had the virus and described the "total solitude" of being infected.

She is thought to have caught COVID-19 at a farewell dinner in Madrid after the closure of the Instituto de Empresa business school where she was studying, before returning home to Argentina.

"I'm 25, I'm young, I'm in good health -- it's mad," she said, expressing her shock.

Her 65-year-old father with whom she lives avoided her, leaving her food at the door of her room.

On her own, she treated a lung infection and gauged the oxygen saturation rate in her blood. "Coronavirus is an illness which is lived in solitude, in total solitude," she said.

Her case went viral after she gave Skype interviews to the media, and she said she received several insults via social media for having returned to the country when she was carrying the virus.

She has tried to stop the stigmatisation associated with having it, she said.

On her Instagram account she writes of wanting to be a kind of social conscience, warning people to be aware, that "this isn't a joke, being young doesn't immunise you against anything and that the coronavirus isn't flu".

- Sharing our experience with others -

Entrepreneurs Julia, 27, and Megan, 35, wanted to share what they went through to help others after being among the 50 first cases recorded in South Africa.

They caught the virus, with three other family members, on a ski trip to Switzerland, probably in a bar.

The two women, who didn't want their full names published, are behind the @livingcoronapositive Instagram account, which documents their recovery, responds to questions and aims to "bring some light and positivity to this dark time".

They all experienced different versions of the symptoms; some mild, others lasted a week, they said.

On testing, they said, "having a large earbud stuck down the back of your nose is not pleasant but it's quick".

And their advice, said Megan, is to remember that "stress, anxiety and panic are normal human reactions to something as massive and unknown as this pandemic! So please be kind to your loved ones who feel out-of-control. They need your love and reassurance."

- Anger -

Frenchman Charlie Barres, 29, works in hospitals in his job as a physical educator and worries about the added strain the pandemic is putting on the health system.

"Warnings about the state of the system don't date from yesterday. Not so long ago, the caregivers were on strike... And now, it's blowing up. At the same time, we're on a disaster footing in hospitals," he said.

Married and with a two-year-old son, he was confined at his Paris home after the disease began with chills and a sore throat.

A doctor diagnosed him. "The tests are expensive and they keep them for the complex cases," he said.

After two days of feeling bad, he began to improve gradually. His son has been ill and his wife suffered headaches and a bad throat, he said.

- Patient zero -

Thirty-three-year-old Lorena's aunt was Ecuador's "patient zero", who had returned from holiday in Spain to a family welcome home party with about 30 people in late February in the southwestern city of Babahoyo.

"Already on her arrival, she wasn't well... She told us she had felt feverish during the trip and that a lot of people were coughing" on the plane, Lorena, a teacher, said.

Her 71-year-old aunt was hospitalised in Guayaquil, the epicentre of Ecuador's outbreak, and the virus was confirmed a week later.

When the family, themselves isolated and tested, then saw now-former health minister Catalina Andramuno announce five coronavirus cases during a press conference on TV, they realised "it was us!', Lorena said.

Her aunt later died, and a dozen family members were infected, including Lorena, who has now recovered.

European Union has said that India has taken pandemic very seriously and New Delhi's measures to curb COVID spread is in line with global lessons learnt.

Speaking to WION's diplomatic correspondent Sidhant Sibal, EU Ambassador to India Ugo Astuto said, Unprecedented events call for unprecedented actions, and welcoming Indian PM Modi starting the "conversation" on COVID at G20.

WION: How do India and EU cooperating on COVID crisis?

Ambassador Ugo Astuto: Thank u very much. The crisis has called for national cooperation and solidarity and I think India and EU start from the same proposition that we are all together in this and that we all need to work together to overcome the challenge. Unprecedented events call for unprecedented actions, fast and coordinated action. Coordination on macroeconomic policy to mitigate the downturn also needed. Initiative taken by PM Modi to start the conversation in G20 was particularly was timely and EU fully support, I think, we need to work together and we need to mobilize all the international mechanism to be it the UN, G20 or IMF and Indian leadership has been in touch with the European leadership EU and member state on the present state regularly. EAM and his counterpart spoke and we try to work hand in hand to offer our contribution to the global endeavour.

WION: How is the situation in Europe?
Ambassador Ugo Astuto: It is a global pandemic and it is impacting the entire world. Europe has been hit, it has been hit hard, Italy, Spain, France and all over Europe. No country has been spared actually, now in Europe we have started to see some signal infection is slowing, hopefully, it will regress starting with countries it has hit first. But we need to remain vigilant and determined and it is not time to lower our guard, we need to continue to keep and take necessary measures to fight the virus, and EU has been mobilizing all the tools it has to foster a coordinated reaction to the challenge, just to give you an example, we have mobilized funds 140 million..ensuring provisions of medical equipment, coordinating the delivery of masks and respirators which are surely needed this time, set up a task force of scientists to develop guidelines and strategy, it is important whatever we do is evidence-based and based on best available scientific advice and we have been trying to help global endeavours, for instance, supporting WHO by setting aside euro 140 million to boost global containment.

WION: How do see Indian actions to curb COVID?
Ambassador Ugo Astuto: Indian authorities have taken the issue of pandemic very seriously since the beginning and rightly so. I see measures adopted is in line with the lessons learnt in other countries. As I said, we need to act globally in a coordinated fashion to win this battle, so EU and India are on the same page, and initiatives taken by PM Modi to discuss it at G20, is something important. We need a global conversation and global cooperation on COVID and we need global coordinated actions and international action.

WION: European citizens in India, their evacuation..any update?
Ambassador Ugo Astuto: Several EU member states have started to organise special flights to bring tourist home and EU delegation has tried to assist in their endeavours and u can imagine it is a complex operation logistically. EU members states are counting on the full support of Indian authorities and we are very grateful, it is a massive operation and not yet over and difficult to quote figures but I think we are looking at thousands of tourists.

WION: How do u see UN meet on COVID
Ambassador Ugo Astuto: We have all been taken aback at the beginning of this crisis and magnitude of the challenge we facing and now we all stepping up the reaction. Globally, EU is a strong supporter of the UN and belives in the rules-based international system of governance and we can only welcome, discussion at UN for a coordinated global response.

A potential lawsuit by G7 nations against China for “patent breaches” of the International Health Regulations in its handling of COVID-19 could be worth $ 4 trillion, according to a newly released report.

The report which is the first comprehensive investigation into the global economic impact of the outbreak concludes that potential damages liable against China could run to $4 trillion from just the G7 nations. The US is said to have a claim worth a potential $1.1 trillion in damages based on announced government spending. The UK meanwhile could claim $430 billion, Canada can claim $58.7 billion, and Australia $36.7 billion from China as damages caused by the spread of Coronavirus.

The report claims that the Chinese Communist Party’s early handling of the disease and failure to adequately report information to the WHO breached Articles Six and Seven of the International Health Regulations [IHRs], a Treaty to which China is a signatory and legally obliged to uphold. These breaches - it is claimed - allowed the outbreak to rapidly spread outside Wuhan, its place of origin.

In particular, the report by the Henry Jackson Society holds that the CCP:

Failed to disclose data that would have revealed evidence of human-to-human transmission for a period of up to three weeks from being aware of it, in breach of Articles six and seven of the IHRs.

Provided the WHO with erroneous information about the number of infections between 2 January 2020 and 11 January 2020, in breach of Articles Six and Seven of the IHRs.

Failed to proscribe avoidable vectors of lethal zoonotic (animal-originated) viral infection, instead actively promoting the massive proliferation of dangerous viral host species for human consumption in breach of Article 12 of the International Covenant on Economic, Social, and Cultural Rights.

Allowed 5 million people to leave Wuhan before imposing the lockdown on 23 January 2020 despite knowledge of human-to-human transmission.

There have been many allegations against China to have covered up the virus spread which led to a pandemic that has infected more than 1.2 million people till now and killed more than 66 thousand and counting. A University of Southampton study has previously found that — had strict quarantine measures have been introduced three weeks earlier — the diseases spread would have been reduced by some 95%.

The report by the Henry Jackson Society, a British foreign policy think-tank, says there is evidence that China directly breached international healthcare treaty responsibilities.

As a result of the breaches of international law, the report assesses that potential damages liable against China could run to $4 trillion from just the G7 nations.

The report further offers ten different potential legal avenues for action against China across international jurisdictional venues. The legal avenues include making use of the International Court of Justice; Permanent Court of Arbitration; Hong Kong Courts; dispute resolutions through Bilateral Investment Treaties; and actions at the World Trade Organisation.

As states earlier, several potential legal avenues are conceivably open to both states and individuals to seek compensation for damages wrought by wrongful acts in the spread of COVID-19.

At least 10 of such legal actions are as follows:

1. A dispute brought to the WHO that China has breached its obligations under the IHR.

2. Claims made at the International Court of Justice.

3. Disputes opened at the Permanent Court of Arbitration.

4. Actions brought under Bilateral Investment Treaties by individuals, corporations or States.

5. Actions are taken under the United Nations Convention on the Law of the Sea to either arbitration or the International Tribunal.

6. Action taken under WTO rules.

7. Claims brought before the Hong Kong Courts that the actions of state bodies breached rights under the ICESCR.

8. Claims brought in the US Federal Courts against the Chinese State that fit an exemption within the FSIA.

9. Claims brought in the US Federal Courts against commercial entities linked to the Chinese State.

10. Claims brought in the English courts against commercial entities linked to the Chinese State.

In addition, should China be unwilling to submit to international justice and other avenues, both ICJ advisory opinions and PCA Commissions of Inquiry offer opportunities to determine facts and apportion blame.

Co-author of the report, Matthew Henderson said that the Chinese Communist Part learned no lessons from their failure in the SARS epidemic. He also blamed the repeated lies and disinformation campaign by the Chinese Govt to have far more deadly consequences.

"By computing the cost of damage caused to advanced economies and assembling a series of possible legal processes to which the rules-based order can have recourse, we offer a sense of how the free world might seek recompense for the appalling harm the CCP has done,” he said.

Irish prime minister Leo Varadkar has rejoined the medical register to help the health service during the coronavirus crisis, a government spokesman said Sunday.

Dr Varadkar "has offered his services to the Health Service Executive for one session a week in areas that are within his scope of practice", a government spokesman said in a statement.

The Irish Times reported Varadkar — who graduated with a medical degree from Dublin's Trinity University in 2003 — is to work assessing patients over the phone.

The son of a doctor and nurse, Varadkar's partner and his two sisters are also practising health workers.

"Many of his family and friends are working in the health service," the spokesman explained. "He wanted to help out even in a small way." As COVID-19 took hold in Ireland last month the HSE made a call for qualified healthcare workers not currently working in the sector to return.

Over 60,000 responded to the recruitment drive, which included a request for medically skilled and general volunteers to aid the health service.

According to the most recent department of health figures released Sunday, there have been 158 coronavirus-related deaths in Ireland. There have been a total of 4,994 confirmed cases across the Republic, the department said.

The number of people killed by the coronavirus in Canada has jumped by just over 20% to 258 in a day, officials said on Sunday, while Ottawa offered full-time jobs to reservists in the armed forces.

By 11:05 eastern time (1505 GMT), the number of those diagnosed with the coronavirus had risen by almost 12% to 14,426, the public health agency said. The respective figures on Saturday were 214 deaths and 12,924 positive diagnoses.

The outbreak looks set to tip the economy into recession and the Liberal government of Prime Minister Justin Trudeau has already announced stimulus measures totalling C$105 billion ($74 billion) in direct spending, or 5% of gross domestic product.

Trudeau said officials were contacting reservists to offer them full-time jobs for the coming months.

"Bolstering the military's ranks will help offset some of the economic consequences of COVID-19 and ensure our communities are well supported," he told a daily briefing.

Canada has around 31,000 reservists, most of whom serve one evening a week and one weekend a month. There are just over 67,000 full-time members of the armed forces.

Trudeau said on Friday that members of the Canadian Rangers, a group of reservists based in remote regions, would be deployed to northern Quebec to help provide healthcare to the isolated aboriginal population.

Late last month, U.S. President Donald Trump authorized the secretaries of homeland security and defence to call up military and Coast Guard reservists to active duty.

Trudeau said he had yet to speak to Trump about his demand that exports of respirator masks to Canada be blocked. Trudeau said on Saturday he would not retaliate while noting some Canadian health professionals living along with the US border work in hospitals south of the border.

"We're continuing to engage constructively with the entire American administration to highlight how important it is that goods ... continue to flow both ways," he said.

White House trade adviser Peter Navarro told Fox News on Saturday that "some exports" of masks to Canada would continue.

Almost half the cases in Canada are in the province of Quebec, where premier Francois Legault said on Sunday he hoped to see new diagnoses peak in several weeks. He also told reporters he was extending a shutdown of non-essential businesses for another three weeks to May 4.

The RBI has reduced the trading hours of debt as well as currency markets from Tuesday because of the lockdown following the outbreak of coronavirus.

The revised market timings will be effective during April 7-17, 2020, the central bank said in a circular on Friday.

The market will open at 10 am instead of the current 9 am and closing timings too have been revised to 2 pm for all segments.

The lockdown has adversely impacted the functioning of financial markets, the RBI said.

The market timings have been revised to "minimise these risks" and to ensure that market participants maintain adequate checks and supervisory controls while optimising thin resources and ensuring the safety of personnel, it said.

As per the circular, the timing of the Government Securities (Central Government Securities, State Development Loans and Treasury Bills) market has been revised to 10 am to 2 pm from the existing 9 am to 5 pm.

Foreign Currency (FCY)/Indian Rupee (INR) Trades including Forex Derivatives market as well as Rupee Interest Rate Derivatives market too have been changed to 10 am to 2 pm from the existing 9 am to 5 pm.

The RBI said the unprecedented situation created by the COVID-19 outbreak has necessitated lockdowns, social distancing, restrictions on the movement of people and non-essential activities, work from home arrangements and business continuity plans.

The resultant dislocations have adversely impacted the functioning of financial markets. Staff and IT resources have been severely affected, posing operational and logistics risks.

"The thinning out of activity is impacting market liquidity and increasing volatility of financial prices," the circular said.

However, all regular banking services for customers, including RTGS, NEFT, e-kuber and other retail payments systems will continue to be available as per extant timings, the RBI added.

Vice President M Venkaiah Naidu on Friday urged governors and Lt governors to motivate spiritual and religious leaders to advise their followers against holding congregations and practice social distancing to prevent the transmission of coronavirus.

Addressing governors, LGs and administrators along with President Ram Nath Kovind via video, Naidu also asked them to focus on the arrangements made to ensure harvesting, storage and procurement of agriculture produce in their respective states and Union territories.

He urged them to contact spiritual and religious leaders in their respective regions and advise them to guide their followers to strictly adhere to the guidelines on social distancing and to observe personal hygiene, a statement from the Vice President Secretariat said.

Referring to a “recent avoidable action” which caused widespread adverse impact across the country, Naidu cautioned the governors and Lt governors to treat it as a “wake-up call”.

“No religious congregations should be allowed to take place in your respective states,” he said in an apparent reference to the Tablighi Jamat congregation in Delhi’s Nizamuddin.

On harvesting season, Naidu urged them to advise the state agencies to ensure smooth movement of farm machinery so that the farmers do not face any hardship.

He also asked them to ensure 100 per cent procurement of the produce. “That is the need of the hour,” the vice president said.

Expressing concern over the incidents of assault on doctors in some states, Naidu described them as unfortunate and condemnable.

He asked the governors to sensitise people on the crucial role being undertaken by doctors, nurses and other frontline warriors such as sanitary staff and police personnel in the battle against COVID-19.

The vice president said such incidents would have a demoralising effect on doctors and others, according to the statement. This is the second time the president and the vice president have interacted with governors, LGs and administrators on coronavirus.

Motivate religious leaders to ask their followers not to hold congregations: Venkaiah Naidu tells Governors

Police in Pakistan will enforce a strict lockdown to prevent people from going to mosques to offer Friday prayers and fuel a rise in coronavirus infection, officials said, after failing to prevent large congregations last week.

Health experts have warned of an epidemic in South Asia, home to a fifth of the world's population, that could easily overwhelm its weak public health systems.

But authorities in Pakistan and Bangladesh, another Muslim majority nation, and even India have struggled to persuade conservative religious groups to maintain social distancing in order to curb the spread of the virus.

The government in Pakistan's southern province of Sindh, home to the country's largest city, Karachi, will enforce a "curfew-like" lockdown for three hours beginning 12 noon Friday to deter people from coming out of their homes for prayers, officials said.

“In the greater interest of saving lives, a decision to ban the prayer congregations at mosques has been taken following a meeting of clerics from all schools of thought. Islamic Sharia allows it,” said Syed Nasir Hussain Shah, Sindh's minister for local bodies and information.

Pakistan has reported 2,386 people infected with coronavirus, the highest in South Asia, fuelled by a jump in cases related to members of Tablighi Jamaat, a Sunni Muslim group, which had planned a congregation in the city of Lahore last month.

The meeting was postponed but by then hundreds of people had already arrived at the premises and they stayed on.

In Bangladesh, some people were expected to go to mosques even though the government appealed to them to stay at home to reduce the risk of infections.

Bangladesh's top religious body, the Islamic Foundation, said elderly people and those with fever or cough, symptoms similar to those of COVID-19, should offer prayers at home.

Bangladesh, home to 160 million people is one of the world's most densely populated countries. So far it has had 56 cases, including six deaths.

PM MODI'S APPEAL

In India which is under a strict three-week lockdown, Prime Minister Narendra Modi sought to rally people, many of whom have lost their jobs because of the shutdown.

"We are not alone. All 1.3 billion of us are in it together," he said in a video message.

The shutdown, which ends on April 14 has helped stem a big outbreak for now, but it has brought India's economy to a shuddering halt and left millions without work.

Many are struggling for food and water and fleeing cities for their villages in the hinterland, triggering criticism that the government rushed through the shutdown and has hurt the poorest the most.

"I request all of us 1.3 billion Indians to switch off lights in our homes for nine minutes on Sunday, April 5 and to light a lamp or candle or use your mobile flashlights to mark this fight against the coronavirus," Modi said.

India has had 2,069 confirmed infections, of whom 53 have died, low figures by comparison with the United States, China, Italy and Spain.

A fifth of the people who are infected with the coronavirus are either members of the Tablighi Jamaat, which held a gathering in a densely packed Delhi neighbourhood last month or those who came in contact with them later.

Modi said social distancing must be maintained throughout if India were to stop an epidemic which could overwhelm its public health system.

The World Bank on Thursday said it had approved an initial $1.9 billion in emergency funds for coronavirus response operations in 25 developing countries, with more than half the aid earmarked to help fight the fast-spreading disease in India.

"The poorest and most vulnerable countries will likely be hit the hardest," World Bank Group President David Malpas said in a statement.

Following is data on the spread of the coronavirus in South Asia, according to government figures:

* Pakistan has registered 2,386 cases, including 34 deaths.

* India has registered 2,069 cases, including 53 deaths.

* Sri Lanka has registered 151 cases, including three deaths.

* Afghanistan has registered 273 cases, including six deaths.

* Bangladesh has registered 56 cases, including six deaths.

* the Maldives has registered 31 cases and no deaths.

* Nepal has registered six cases and no deaths.

53,000 dead, over 1 million infected with deadly coronavirus globally

The economic crisis spawned by the coronavirus pandemic has produced a wave of grim US data, with likely more to come as millions lose jobs, businesses shutter and spending stops.

But at some point, the bottom will be reached.

Given how fast the situation has developed, judging when that happens in real-time will prove challenging for economists who usually depend on monthly, quarterly or yearly trends in data to judge the state of the business cycle.

The coronavirus outbreak is not a business cycle event but perhaps a once-in-a-century health crisis where normal choices about where to go and what to spend are influenced by a combination of fear and government edict.

To gauge what is happening using more frequently available information, economists are innovating.

Goldman Sachs economist David Mericle said this week that unemployment claims were still a great guide.

"Jobless claims will be the timeliest hard data point for assessing the depth of the recession and catching the start of the recovery," Mericle wrote, noting that when initial claims start to fall, GDP will likely have stopped shrinking. When ongoing claims, by contrast, have fallen by perhaps a third, it will be evidence the economy is growing again.

This week, initial claims jumped a record 6 million.

Goldman analysts have also combined granular data on things like movie ticket sales and hotel occupancy rates into a bespoke coronavirus tracker. It has been falling fast.

Researchers at the New York Fed, working with Harvard economics professor James Stock, recently released a Weekly Economic Index that provides another view. It combines seven indicators, including unemployment claims but also raw steel production and weekly retail sales information, into an indicator they found closely tracks growth in gross domestic product.

With Thursday's record filings for unemployment insurance, the index is currently pointing to a 6% annual drop in GDP.

The Atlanta Fed's GDPNow "nowcast" of gross domestic growth can be volatile even in normal times. But it is a way to show how government data releases are progressively influencing the estimated growth path of the economy.

For 2020, the "nowcast" had fallen to 1.2% as of Thursday from 3% in mid-February.

Coronavirus in India: Total number of cases climb to 2,069; 53 deaths, says Health Ministry

The government on Thursday launched a mobile app to help people assess themselves the risk of catching coronavirus infection and alert authorities if they have come in close contact with a person infected with the deadly virus.

According to a ministry official, the app will detect only fresh cases and will send out alerts to only those who have been nearby the infected person.

"The App, called 'AarogyaSetu' joins Digital India for the health and well-being of every Indian. It will enable people to assess themselves the risk of catching the coronavirus infection. It will calculate this based on their interaction with others, using cutting edge Bluetooth technology, algorithms and artificial intelligence," an official statement said.

If a person is clinically tested positive with coronavirus infection, the mobile number of the infected person is included in the register maintained by the health ministry and will be updated on the app as well, an IT ministry official explained.

"Once installed in a smartphone through an easy and user-friendly process, the app detects other devices with AarogyaSetu installed that come in the proximity of that phone. The app can then calculate the risk of infection based on sophisticated parameters if any of these contacts are tested positive," the statement said.

The government has announced a 21 lockdown starting March 24 and appealed to everyone to maintain social distancing to avoid the risk of getting infected with the deadly virus which has killed over 40,000 people globally and 50 in India.

As on date, 2,116 people in the country have been diagnosed with the coronavirus infection out of which there are 150 have been cured or discharged and 1,764 cases remain active.

"The App will help the government take necessary timely steps for assessing the risk of spread of COVID-19 infection, and ensuring isolation where required," the statement said.

The government said that privacy is a priority for the app users and the personal data collected by the app is encrypted and will stay secure on the phone until it is needed for facilitating medical intervention.

"Available in 11 languages, the App is ready for pan-India use from day-1 and has a highly scalable architecture," the statement said.

The mobile app has been developed in a public-private partnership to bring the people of India together in a resolute fight against COVID-19, the IT ministry said.

With 376 new cases of COVID-19 reported in the country in the last 24 hours, the Health Ministry on Wednesday said the spike does not represent a "national trend" and was primarily due to travel by those who had attended the Tablighi Jamaat congregation in the national capital.

The Health Ministry in a statement said 1,637 confirmed cases and 38 deaths have been reported in the country as of now.

"During the last 24 hours, 376 new confirmed cases and three new deaths have been reported. 132 persons have been cured /discharged from the hospitals after recovery," the statement said.

However, addressing the daily press briefing to provide updates on the COVID-19 situation in the country, Joint Secretary in the Health Ministry Lav Agarwal said 386 new positive cases were reported in the last 24 hours and till now there are a total of 1,637 COVID-19 cases in the country.

"I want to highlight that the rise in the number of positive cases does not represent a national trend, but if there will be a failure anywhere, obviously cases will rise," he said as he urged people to follow the guidelines of social distancing and lockdown and avoid congregations and religious gatherings.

He said 154 new positive cases of the disease have been reported due to the transit-related history of those who attended the Tablighi Jamaat congregation.

These include 23 new cases from Jammu and Kashmir, 20 from Telangana, 18 from Delhi, 65 from Tamil Nadu, 17 from Andhra Pradesh, nine from Andaman and Nicobar Islands and two from Puducherry.

All the states concerned have been notified and asked to carry out intensive drives of rigorous contact tracing and testing besides sending those with symptoms to quarantine or isolation facilities or hospitals, Agarwal said.

He said around 1,800 people in Delhi connected with the Tablighi Jamaat congregation have been shifted to nine quarantine centres and hospitals.

Giving details about the necessary arrangements being made by the government to tackle the coronavirus pandemic, Agarwal informed reporters that the Indian railways is preparing to set up 3.2 lakh isolation and quarantine beds by modifying 20,000 train coaches.

Modification of 5,000 coaches for the purpose has already begun, he said.

'Lifeline' flights have also been launched by the Civil Aviation ministry to transport testing kits, medicines, masks and other essentials commodities, Agarwal said, adding that 15.4 tonnes of medical supplies have been transported by these flights in the last five days.

Speaking at the same press conference, Raman R Gangakhedkar, the Head of Epidemiology and Communicable Diseases at the Indian Council of Medical Research (ICMR) said 47,951 tests for COVID-19 have been conducted in the country till date.

There are 126 labs in the ICMR network. "The testing capacity utilisation is about 38 cent as of now," he said.

Besides, 51 private labs have been given the approval to conduct tests for coronavirus infection and 861 people were tested at these facilities on Monday.

Agarwal said that under the orders of the Supreme Court, states have been directed that trained counsellors and/or community group leaders of all religions will visit and provide psychological social support to the migrant workers in relief camps.

As directed by the apex court, for technical queries the Ministry of Health has created an email (technical query. covid19@gov.in) which will provide authentic technical information to queries from institutions like AIIMS, New Delhi and a joint secretary rank officer from the ministry, he said.

In addition, the National Pharmaceutical Pricing Authority (NPPA) has notified that all 24 classes of medical devices shall be regulated as drugs for quality control and price monitoring under the provisions of Drug (Price Control) Order, 2013 with effect from April 1 to ensure that no manufacturer shall increase the MRP of these items more than beyond 10 per cent of MRP in the last 12 months, he said.

376 new COVID-19 positive cases in last 24 hours happened due to Nizamuddin congregation: Government

West Bengal Chief Minister Mamata Banerjee wrote to Prime Minister Narendra Modi on Wednesday, seeking financial assistance of Rs 25,000 crore to fulfil the state government’s commitments of providing free ration to the people and continuing other welfare schemes amid a dip in the revenue at a time when all businesses are shut due to the nationwide COVID-19 lockdown.

In the letter, Banerjee stated that the West Bengal government needs assistance from the Centre to cope with the unprecedented “impasse to fight against the COVID-19 pandemic”. “Our state finances like that of many other states is in a dire situation with practically no revenue flows after the closure of all businesses.

Despite this, we have somehow been able to pay the salaries, wages and pensions of government employees this month though some major states of the country could not do that on full. And even with the massive debt trap left behind by the previous government, we were able to service the debt so far, but future remains uncertain,” Banerjee said in the letter to the prime minister.

“Furthermore, we are required to meet our commitments towards girl child, students, farmers, unorganised workers, weaker sections, minorities, SC, ST and OBCs. We are also having to honour our commitments of providing free ration to almost 9 crore people, who need this so crucially to survive in this perilous time,” she wrote.

Banerjee said the Centre should sanction Rs 25,000 crore to West Bengal and also release the other funds due to the state. “The Centre has already reduced their devolution to our state by over Rs 11,000 crore and were yet to pay Rs 36,000 crore owed by the GoI (Government of India) to our state, she said in the letter.
