<p>Popular artificial intelligence chatbot, ChatGPT, which was banned in Italy over data privacy concerns in March, was made available to users again after the company 'addressed, clarified' issues raised by Italy’s data protection authority and complied with the demands of regulators.</p>

<p>"ChatGPT is available again for our users in Italy. We are delighted to welcome them back and remain committed to protecting their personal data," an OpenAI spokesperson said.</p>

<p>OpenAI CEO Sam Altman also tweeted that he is excited about ChatGPT services resuming in Italy.</p>

<p>Italy's data protection agency, Garante, had laid out a list of demands, and guidelines which it said ChatGPT maker OpenAI must meet by the end of April if it wanted its services to resume in the country.</p>

<p>"Only in this case...the authority will suspend the provisional restrictions on the use of the data of Italian users...and ChatGPT will once again become accessible in Italy," it said.</p>

<p>Garante had accused ChatGPT of not showing 'any legal basis that justifies the massive collection and storage of personal data' to 'train' their chatbot.</p>

<p>It also condemned Open AI for failing to check the age of ChatGPT's users who are supposed to be aged either 13 or above.&nbsp;</p>

<p>The company has now said that it will offer a tool to verify users' ages in Italy upon sign-up and will also provide greater visibility of its privacy policy and user content opt-out form.</p>

<p>According to a company spokesperson, OpenAI will now also provide a new form for the European Union users to exercise their right to object to the use of their personal data to train the chatbot.</p>

Google, European Union to develop AI pact ahead of new Artificial Intelligence rules, says EU industry chief

<p>It also said that the app rollout is in the US and the company will expand to additional countries in the coming weeks.</p>

The CEO of the organisation that began the so-called AI arms race, OpenAI, has also recently expressed concerns over the potential misuse of the technology.&nbsp;</p>

<p>On Tuesday, the CEO of the startup which created the ChatGPT chatbot, Sam Altman, addressed a panel of United States lawmakers and said regulation of the “increasingly powerful models” of artificial intelligence is “critical” to mitigate the risks the technology poses.&nbsp;</p>

<p>Meanwhile, in the context of religious beliefs, the poll also showed that 32 per cent of Evangelical Christians “strongly agree” that AI presents risks to humanity as opposed to 24 per cent, non-Evangelical Christians.&nbsp;</p>

<p>While 61 per cent of respondents believe that AI poses risks to humanity, 22 per cent disagreed, while 17 per cent were unsure, said the Reuters/Ipsos poll. However, there are also some in the industry who said that people should understand AI’s benefits too.&nbsp;</p>

<p>“OpenAI was founded on the belief that artificial intelligence has the potential to improve nearly every aspect of our lives, but also that it creates serious risks,” said Altman while addressing a Senate judiciary subcommittee hearing.&nbsp;</p>

<p>This comes as many companies across the board from companies large and small have raced to bring increasingly sophisticated models of AI to market, which has raised concerns among critics and industry experts who have warned about how the technology can exacerbate societal harms including factors like misinformation and prejudice.</p>

<p>Notably, the session opened with Subcommittee Chairman Senator Richard Blumenthal, Connecticut Democrat, playing a recording of a rather convincing AI version of himself reading out remarks crafted by ChatGPT. Blumenthal chairs the Senate Judiciary Committee’s subcommittee on privacy, technology and the law.&nbsp;</p>

<p>AI has become the&nbsp;buzzword since last year after the launch of ChatGPT, a bot capable of generating text from short prompts. The blockbuster response to ChatGPT has led to a frenzy amid tech majors like Google and Microsoft to weave AI into their products and tools. Investors have started pouring money into AI startups.</p>

<p>But the health academics pointed to a range of threats, including powerful AI surveillance systems being developed in dozens of countries, killer robots and disinformation.</p>

<p>They highlighted issues like people with darker skin being at serious risk of harm or reduced care. This they said may be the result of datasets used to "train" AI algorithms being biased.</p>

<p>They argued that "the window of opportunity to avoid serious and potentially existential harms is closing".</p>

<p>The authors, led by Frederik Federspiel of the London School of Hygiene and Tropical Medicine and David McCoy of the United Nations University in Kuala Lumpur, wrote that global cooperation would be needed.</p>

<p>"Healthcare professionals have a key role in raising awareness and sounding the alarm on the risks and threats posed by AI," they wrote in an analysis piece.</p>

<p>"If AI is to ever fulfil its promise to benefit humanity and society, we must protect democracy, strengthen our public-interest institutions, and dilute power so that there are effective checks and balances."</p>

<p>Even people from the tech world are making their voices heard now.</p>

<p>Earlier this month, computer scientist Geoffrey Hinton, often dubbed "the godfather of AI", quit his job at Google to warn of the "profound risks to society and humanity" of the technology.</p>

<p>In March, billionaire Elon Musk -- whose Tesla carmaker deploys AI systems -- and hundreds of experts called for a pause in AI development to allow time to make sure the technology was safe and properly regulated.</p>

<p>The idea of a mass hack caught the attention of the American&nbsp;government officials in March at the South by Southwest festival in Austin, Texas, where Sven Cattell, founder of DEF CON’s long-running AI Village, and Austin Carson, president of responsible AI nonprofit SeedAI, helped lead a workshop inviting community college students to hack an AI model, Associated Press report added.&nbsp;</p>

<p>This year, the event will be at a much greater scale. It is the first to tackle the large language models that have attracted a surge of public interest and commercial investment since the release of ChatGPT late last year.</p>

<p>Some of the details are still being negotiated. But companies that have agreed to provide their models for testing include OpenAI, Google, chipmaker Nvidia and startups Anthropic, Hugging Face and Stability AI.</p>

<p>"As these foundation models become more and more widespread, it’s really critical that we do everything we can to ensure their safety,” Scale CEO Alexandr Wang told Associated Press. "You can imagine somebody on one side of the world asking it some very sensitive or detailed questions, including some of their personal information. You don’t want any of that information leaking to any other user."</p>

<p>Anthropic co-founder Jack Clark said the DEF CON event will hopefully be the start of a deeper commitment from AI developers to measure and evaluate the safety of the systems they are building.</p>

<p>"Our basic view is that AI systems will need third-party assessments, both before deployment and after deployment. Red-teaming is one way that you can do that," Clark told Associated Press. "We need to get practice at figuring out how to do this. It hasn’t really been done before."</p>

<p>Krishna suggests that hiring in back-office functions, especially human resources could be suspended or slowed. Currently, 26,000 workers are employed in non-customer-facing jobs in the company.&nbsp;</p>

<p>“I could easily see 30 per cent of that getting replaced by AI and automation over a five-year period," said Krishna, whose estimate means that roughly 7,800 employees might receive the sack.&nbsp;</p>

<p>Mundane HR tasks such as providing employment verification letters, and moving employees between departments will be fully automated, according to Krishna, However, few of the HR functions such as evaluating workforce productivity and composition will not be replaced over the next decade.&nbsp;</p>

<p>Chief Financial Officer James Kavanaugh had earlier stated that new&nbsp;productivity and efficiency steps are expected to drive $2 billion a year in savings by the end of 2024.&nbsp;</p>

<p>IBM, considered the world's largest industrial research organisation currently employs nearly 260,000 workers. The decision to pause hiring by IBM comes a few months after it announced it was laying off over 3,900 employees.&nbsp;</p>

<p>In January, the US-based company said it was letting go of the employees due to missing its annual cash target and as part of larger asset divestments.&nbsp;IBM's 2022 cash flow was $9.3 billion, below its target of $10 billion, due to higher-than-expected working capital needs.</p>

<p>According to reports, by the time the layoff process is complete, nearly 5,000 IBM employees would have lost their jobs.&nbsp;However, according to Krishna, the company is still hiring talent and despite the firings, it added 7,000 people to its workforce in the first quarter.&nbsp;</p>

<p>Italy's data protection agency, Garante, had laid out a list of demands, and guidelines which it said ChatGPT maker OpenAI must meet by the end of April if it wanted its services to resume in the country.</p>

<p>"Only in this case...the authority will suspend the provisional restrictions on the use of the data of Italian users...and ChatGPT will once again become accessible in Italy," it said.</p>

<p>OpenAI welcomed the agency's move and in a statement to Reuters said, "We are happy that the Italian Garante is reconsidering their decision and we look forward to working with them to make ChatGPT available to our customers in Italy again soon."</p>

<p>It also condemned Open AI for failing to check the age of ChatGPT's users who are supposed to be aged either 13 or above.&nbsp;</p>

<p>The company has now said that it will offer a tool to verify users' ages in Italy upon sign-up and will also provide greater visibility of its privacy policy and user content opt-out form.</p>

<p>According to a company spokesperson, OpenAI will now also provide a new form for the European Union users to exercise their right to object to the use of their personal data to train the chatbot.</p>

<p>ChatGPT, a very popularised chatbot created by OpenAI, was used by a professor at the University of Victoria in Canada to write a reference letter which a student needed to get a scholarship. <p>Matt Huculak, who is the head of advanced research services at the libraries of the university, directed ChatGPT to pen down an "excellent" reference letter for a student who was then selected for a graduate programme at one of the "top-three" schools in Canada.&nbsp;</p>

<p>The student was not just selected but also offered a prestigious scholarship by the University of Cambridge soon later, Hucula said.</p>

<p>"Honestly, the ChatGPT generated letter was among some of the best letters I've read. It was concise, it used "concrete" examples, it spoke to the candidate's ability to collaborate with others," Huculak stated. &nbsp;</p>

<p>Huculak stated that he used ChatGPT to write an original letter. He said that the professors generally recycle the reference letters they gave in the past and format them to suit the needs of a particular student, which can produce dull letters.</p>

<p>"A formula, per se, isn't bad," said Huculak. "But when a professor is invested in a student's success, you are always fighting the 'form' of expectations in order to show how unique your student is and why they will be successful at the institution to which they are applying," he added. &nbsp; &nbsp;</p>

<p>By repurposing old reference letters, the professors used to save time and escape the anxiety of an empty page. Huculak said that taking the help of ChatGPT to generate the letters can break the cycle.</p>

<p>“If you just took the next 18 months, the AIs will come in as a teacher’s aide and give feedback on writing. And then they will amp up what we’re able to do in math. Our bottleneck in math really is more of how we fit in the overall system and getting that teacher adoption," said Gates in the talk. &nbsp;&nbsp;</p>

<p>He had suggested that for such tutoring services, AI-powered chatbots like ChatGPT Plus may charge, but Gates argued that they will still be more accessible and affordable compared to traditional human tutoring.</p>
