Canada's economic growth to outpace US: Recovery twice as fast as in US

Prime Minister Justin Trudeau tapped Chrystia Freeland to be Canada's first female finance minister on Tuesday as an ethics scandal that clipped her predecessor's wings reverberates through the government.

Freeland, 52, a former journalist and foreign minister, replaced Bill Morneau who resigned on Monday amid friction with Trudeau.

Freeland, who is considered Trudeau's most likely successor as Liberal Party leader, spearheaded negotiations of the United States-Mexico-Canada (USMCA) trade pact in 2017 and 2018 as Canada's foreign minister.

She will be tasked with reviving an economy crippled by the COVID-19 pandemic, with the budget deficit this fiscal year forecast to hit $253.4 billion. That would be the largest shortfall since World War Two.

"We need a long term plan for recovery, a plan that addresses head-on the fundamental gaps that this pandemic has unmasked," Trudeau told a news conference.

Canada should embrace "bold new solutions", he said, citing the need to do a better job of protecting the vulnerable and greening an economy that relies heavily on fossil fuel exports.

Parliament has been suspended until September 23, when Trudeau is due to formally outline his plan. It will be subject to a confidence vote and if the minority Liberal administration loses, Canada will head into an election.

Freeland has written about the need to address growing inequality, in part by making the rich pay more. Trudeau, though, insisted taxes would not be going up, saying this was the last thing Canadians needed.

Freeland's appointment comes after a tumultuous week for the government that ended in Morneau's departure. Morneau and Trudeau had clashed over pandemic spending, including on green initiatives the prime minister views as key for the economy.

Freeland had previously been minister for international trade. That experience and her relationships with provincial premiers make her a good choice for finance minister, economists said.

After the Liberals won an election last year, Freeland was named deputy prime minister, a position she will keep.

"The restart of our economy needs to be green. It also needs to be equitable and inclusive," she told reporters, declining to give more details of her policies.

Canada's Finance Minister Bill Morneau has resigned amid controversies of charity scandal and fallout with the Canadian Prime Minister.

"This morning I went to the prime minister and I tendered my resignation," Morneau announced on Monday morning.

He claims the reason behind this decision is that he does not plan to run for the parliament again and would prefer if the PM Justin Trudeau finds someone for long term. "It`s appropriate that the prime minister find someone with a longer term approach for the role, since I`m not running for office," he said.

However, his reason is being seen as a cover-up for the real issues. Morneau, the 57-year-old minister, had been on this job since 2015. However, recently there had been rumours about his falling out with Trudeau, after which the PM had expressed confidence in his finance minister.

Morneau, who claims to aim to become the next secretary general of the Organisation for Economic Cooperation and Development (OECD) rather than the Finance Minister, was also surrounded by controversies of a charity scandal after he disclosed he had forgotten to repay travel expenses covered for him by a charity at the heart of an ethics probe. This upset several cabinet members and led to an investigation on Morneau and the PM from the Ethics body of the charity.

His decision to step down, when the country is facing economic challenges in a pandemic, has not been appreciated by the opposition. "I doubt you`ll be seeing other finance ministers around the world step down at this time of elevated economic and fiscal uncertainty," David Rosenberg, chief economist at Rosenberg Research and Associates. Canadian Finance Minister resigns amid controversies and scandals

Canada has released as much information as it legally can about the arrest of Huawei executive Meng Wanzhou, the government's lawyers said on Monday, as she sought more confidential documents relating to her 2018 detention.

Meng, the Chinese telecom giant's chief financial officer, was arrested on a US warrant in December 2018 during a stopover in Vancouver.

She is charged with bank fraud related to violations of US sanctions against Iran, and has been fighting extradition ever since.

On the first day of hearings expected to last up to three days, Meng's lawyer said a "flurry of emails" between Canadian and American officials around the time of Meng's arrest should not all be covered by privilege, as Canadian prosecutors have argued.

Meng's lawyers have pushed for the release of more documents to support their assertion that Canadian and American authorities committed abuses of process while questioning Meng before her arrest, including the improper sharing of identifying details about her electronic devices.

Canadian government lawyer John Gibb-Carsley retorted that all relevant documents were given to the defense.

"The Attorney General of Canada cast the net very wide to capture all documents," said Gibb-Carsley.

Meng's defense team alleges that the Federal Bureau of Investigation (FBI) conspired with Canadian authorities to collect evidence and interrogate her, in violation of her rights.

Specifically, they point to her detention and questioning without a lawyer over the three hours after she disembarked a flight from Hong Kong, but before she was charged, as well as the illegal seizure of her electronic devices.

The Royal Canadian Mounted Police (RCMP), the defense says, noted the serial numbers and technical specifications of her smartphones, tablet and laptop computer and improperly gave these details to the FBI.

Most of the almost 400 documents sought concern communications between Canadian and US agencies prior to and after Meng's arrest.

The hearings will continue in a closed session on Tuesday, potentially stretching into Wednesday. Meng will not be present.

A schedule proposed jointly by lawyers for the prosecution and defense said that a decision on the issue by Oct. 2 would allow the rest of the trial to proceed as planned, with hearings wrapping up in April 2021.

Thousands of user accounts for online government services in Canada were recently hacked during cyber attacks, authorities said Saturday.

The attacks targeted the GCKey service, used by some 30 federal departments and Canada Revenue Agency accounts, the Treasury Board of Canada Secretariat explained in a press release.

The passwords and usernames of 9,041 GCKey account holders "were acquired fraudulently and used to try and access government services," the authorities said.

All affected accounts have been cancelled.

About 5,500 Canada Revenue Agency accounts were targeted in this and another attack, the authorities said, adding that access to these accounts has been suspended to protect taxpayer information.

An investigation was launched by the government and the federal police to determine whether there were any breaches of privacy and whether information was obtained from these accounts, the authorities said.

According to the CBC, a number of Canadians have reported since the beginning of August that their banking information associated with their Canada Revenue Agency accounts has been altered.

Payments related to the Canadian Emergency Benefit, a financial assistance package put in place by the government in response to the COVID-19 outbreak, have also been issued in their names without their request.

"These moves have undermined the democratic process that has been fundamental to Hong Kong’s stability and prosperity." They urged "the Hong Kong government to hold the elections as soon as possible". According to Hong Kong's current chief executive Carrie Lam, it would be logical to extend the term of the legislature at present. But the question remains on the four opposition lawmakers who have been disqualified from seeking re-election for breaching the new security law bill. These lawmakers were disqualified after calling for international sanctions on Beijing and Hong Kong. The foreign ministers of the five nations, in a statement, urged for the disqualified legislators to be reinstated. The joint statement from the five countries that share intelligence under the "Five Eyes" partnership said the security law was "eroding the Hong Kong people’s fundamental rights and liberties. Canada will impose retaliatory tariffs on C$3.6 billion ($2.7 billion) worth of US aluminum products after the United States said it would impose punitive measures on Canadian aluminum imports.

Deputy Prime Minister Chrystia Freeland told a news conference the countermeasures would be put in place by September 16 to allow consultations with industry.

Trump moved on Thursday to reimpose 10% tariffs on some Canadian aluminum products on August 16 to protect US industry from a "surge" in imports. Canada denies any impropriety.

The Canadian list of goods that might be subject to tariffs includes aluminum bars, plates, refrigerators, bicycles, washing machines and golf clubs. Trump is a keen golfer.

The list of goods subject to tariffs is narrower than the last time Ottawa struck back at Trump because the two sides agreed in 2019 to limit the scope of retaliation in disputes over steel and aluminum, said a Canadian government source who requested anonymity.

In 2018, Ottawa slapped tariffs on C$16.6 billion ($12.5 billion) worth of goods ranging from bourbon to ketchup after Washington imposed sanctions on Canadian aluminum and steel.

Trump acted just weeks after a new continental trade pact between the United States, Canada and Mexico took effect. The North American economy is highly integrated and Canada sends 75% of all its goods exports to the United States.

Trump said Thursday that he was re-implementing tariffs because there was a surge in aluminum exports from Canada to the US in recent months, but industry organisations dispute that claim.

Aluminum imports from Canada rose sharply from February to March but have since levelled off and dropped 2.6 per cent from May to June, according to the Aluminum Association trade group.

A series of packages containing seeds propped up across the United States recently. The packages came from China, and stirred fears of some new kind of warfare being set into motion.

Owing to the coronavirus pandemic, the paranoia around touching foreign objects has been amplified. Earlier, scientists had warned people against planting these seeds, as they may trigger the growth of foreign plant species, which would attack and decimate many local varieties.

The United States Department of Agriculture (USDA) has identified many of the mysterious seeds as Solanum Lycopersicum, or in layman terms - tomato seeds!

US identifies 'mystery seeds' from China as tomato pips

As if a health crisis was not enough, China is now exporting a biosecurity crisis. Mysterious seed packets have landed in mailboxes across the globe.

Last week the seeds had landed in the United States, the United Kingdom, and Canada. Today China has attacked at least three more countries with these seeds of doubt including New Zealand and Japan.

In New Zealand, a woman received a parcel claiming to contain a toy. The shipment was from Zambia. In Japan, a man received a bag of seed-like objects. Each measuring about 2 millimetres.

Meanwhile, India is on alert. The mysterious seeds have not yet landed in the country. But experts and the ministry of agriculture have been alerted about the possibility of seeds coming into India through e-commerce.

Authorities have already warned people against China's seed terrorism.

Keshavulu kunosoth, vice president of international seed testing association says that the seeds are a threat to global food security.

So far, experts have been able to identify 14 varieties including seeds of flowering plants like hibiscus, and lavender. The seeds are also being probed in the UK.

What role does Taiwan play in china's seed terrorism?

Last week, the Ontario police had tweeted this photo of a seed packet. The tweet read: 'if you receive an unsolicited shipment of foreign seeds in the mail from china or taiwan do not plant or dispose of them. Call the canadian food inspection agency.'

Several reports claimed that the seeds sent to Canada were from Taiwan. Taiwan's postal service has now issued a clarification. It said that the shipment was via Taiwan and not from Taiwan. The seeds were sent on behalf of a private logistics company.

Taiwan's post-service has slapped a fine of around $ 3500 against the particular company for sending prohibited items through the mail.

The logistics company, however, has reportedly refused to identify the sender.

Why is china sending these seeds?

These are seeds of an invasive species and it is an attempt by China to introduce pathogens or disease. US authorities claim that these packets are a part of China's brushing scam.

People are being sent these seeds by china's online sellers so that they can generate a transaction and justify fake reviews.

Two Canadian ice caps situated on the Hazen Plateau of northeastern Ellesmere Island in Nunavut, have disappeared, as per NASA satellite imagery.

In 2017, a paper by National Snow and Ice Data Center (NSIDC) was published in The Cryosphere, which predicted that the St. Patrick Bay ice caps would disappear in the next five years. This prediction was true after images came in from NASA's Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER).

Mark Serreze, who is the director of NSIDC, is also a Professor of Geography at the University of Colorado Boulder. He was the lead author of the prediction published in 2017. He first set foot on the St. Patrick Bay ice caps in 1982 as a young graduate student and visited the ice caps along with his advisor, Ray Bradley, of the University of Massachusetts.

"When I first visited those ice caps, they seemed like such a permanent fixture of the landscape," said Serreze. "To watch them die in less than 40 years just blows me away."

In 2017, the scientists compared the situation of the ice caps through images taken from ASTER. The scientists compared the image taken in July 2015 to the picture taken from August of 1959. It was found that, from 1959 to 2015, the ice caps had been reduced to only five per cent of their former area. The area saw a drastic reduce between 2014 and 2015.

The latest images of the disappeared ice caps were taken on July 14, 2020.

"We've long known that as climate change takes hold, the effects would be especially pronounced in the Arctic," said Serreze. "But the death of those two little caps that I once knew so well has made climate change very personal. All that's left are some photographs and a lot of memories."

Lawyers for Huawei executive Meng Wanzhou on Monday demanded the release of unredacted Canadian spy service documents they say would reveal a plot between the FBI and Canada to "trick" their client.

Huawei Technologies Chief Financial Officer Meng Wanzhou was arrested on a US warrant in December 2018 during a stopover in Vancouver. She is charged with violating US sanctions against Iran, and has been fighting extradition ever since.

During a videoconference hearing before a federal court in Ottawa, Meng's lawyers demanded full publication of several documents that had been redacted before and after arrest. A redacted version of the documents has already been released.

They said the documents would provide proof of a plot between the US and Canadian authorities.

The arrest set off an unprecedented diplomatic crisis between Ottawa and Beijing.

Scott Fenton, one of Meng's lawyers, said Monday his client had been questioned for three hours by Canadian customs agents at Vancouver airport without knowing what she was accused of, before being formally arrested.

He said that constituted a violation of her rights and justified halting the extradition process.

"She was never told the reasons she was detained," Fenton said. "She was misled; she was tricked, in fact."

The Canadian Attorney General's lawyer, Robert Frater, opposed the unredacted publication of the documents and denied any plot with the FBI.

He dismissed the allegations as "fanciful inferences from anodyne statements" in the court filings.

In a sworn statement delivered to a Vancouver court in July, a Canadian foreign ministry official said the full disclosure of the documents could "renew tensions" between the two countries and put Canadians in danger.

A few days after Meng's arrest in Vancouver, China jailed former Canadian diplomat Michael Kovrig and his fellow countryman Michael Spavor, who were later charged with spying.

Their detention is largely seen in the West as a reprisal for Meng's arrest.

The hearing at the federal court in Ottawa was later adjourned and will resume behind closed door on Thursday.

Shandong Gold Mining Co.'s plans on buying the gold mines from a Canadian company as experts believe it shows how China is expanding its presence in strategically important region.

The Canadian opposition party has raised concerns and has urged the Trudeau government to take steps as it holds a cabinet meeting over this deal.

The opposition has urged the Prime Minister to block the deal and discourage China from acquiring any more assets in the Arcitc after the US warned that China could be aiming to assert its importance in sensitive and important regions such as Arctic, similar to the South China Sea dispute.

“This purchase should not go forward,” said Richard Fadden, who was national security adviser to both PM Trudeau and former Canadian Prime Minister Stephen Harper. “They are clearly adversaries, and I think we have to take that into account every time they seek to buy something.”

The Canadian company TMAC Resources Inc. has approved the deal and the only step remaining is a green signal from the Canadian government. In Canada, all assets being sold to foreign state-owned company has to be approved by the government, and the cabinet holds the power to block the deal if it poses a threat to the national security — a term undefined by the Canadian government.

“We are a commercially focused company that is well known to the Canadian mining industry,” said Jack Yue, director of corporate development and global investment. “The Canadian government will decide whether to approve this acquisition, but we see it as a straightforward gold-mining transaction.”

While the experts and Canadian opposition are looking at Trudeau's administration for a final decision now, his office has not issued a statement on this matter yet.

Britain, the United States and Canada on Thursday risked worsening fraught diplomatic ties with Russia by accusing Moscow-linked hackers of targeting labs in their countries conducting coronavirus vaccine research.

The three governments pointed the finger at the Kremlin, saying that a hacking group called APT29 was "almost certainly" linked to Russian intelligence.

In a separate claim, London said "Russian actors" sought to disrupt last year's UK general election by circulating leaked trade documents between Britain and the United States.

Both accusations came even before the publication in the coming days of a long-awaited British parliamentary report into alleged Russian interference in the 2016 Brexit vote.

Russia quickly rejected the accusations as "groundless".

The United Kingdom’s National Cyber Security Centre (NCSC) and Canada’s Communications Security Establishment (CSE) said Thursday that APT29 was "a cyber espionage group, almost certainly part of the Russian intelligence services," adding their the assessment was endorsed by their US counterpart.

"Throughout 2020, APT29 has targeted various organisations involved in COVID-19 vaccine development in Canada, the United States and the United Kingdom, highly likely with the intention of stealing information and intellectual property relating to the development and testing of COVID-19 vaccines," it said.

Completely unacceptable
Britain is one of a number of countries conducting human vaccine trials for COVID-19. One, at the University of Oxford, showed potential positive results, media reports said on Thursday.

But the National Cyber Security Centre, part of Britain's GCHQ electronic eavesdropping agency, said labs were among those targeted "to steal valuable intellectual property".

NCSC director of operations Paul Chichester said known targets included UK, US and Canadian vaccine research and development organisations using techniques including malware.

APT29 -- also known as "The Dukes" or "Cozy Bear" -- had also tried to hack government, diplomatic, think-tank and energy groups, it added.

Nearly 600,000 people have died and more than 13.5 million infected in the coronavirus outbreak this year.

Britain's Foreign Secretary Dominic Raab said that targeting those working to find a vaccine was "completely unacceptable".

"While others pursue their selfish interests with reckless behaviour, the UK and its allies are getting on with the hard work of finding a vaccine and protecting global health," he added.

Election meddling
Earlier, the government said there were strong suspicions of a Russian link to the leak of classified documents about a possible post-Brexit trade deal with the United States.

An investigation was launched after files were published on the social media site Reddit and were later picked up by the main opposition Labour party.

The party used them in its campaign for the December 12 election, claiming they proved Prime Minister Boris Johnson would "sell-out" the state-run health sector to US President Donald Trump.

Health funding was a key campaign issue, and Johnson was repeatedly forced to deny the claim.

Labour's then leader Jeremy Corbyn dismissed claims the leak was put online by Russia as a "conspiracy theory".

Raab stopped short of accusing Moscow of direct involvement.

But he said it was "almost certain... that Russian actors" were involved by putting the leaked documents online.

Canada’s famous “grey ghosts”, or as how the most world knows them - caribou may disappear forever in the foreseeable future. The caribou is famous for sturdily navigating across the snow, and taking charge of cold forests. However, their population has declined tremendously over the last few years.

There are many factors in play for this potential extinction, the biggest being wolves. Yes, wolves attack the caribou and may have been responsible for a mass murder of the species. The government took this seriously. In 2015, British Columbia went as far as putting bounties on wolves. This, in turn, led to the murder of over thousand wolves.

New information pours in

New facts have emerged, after a study conducted by the University of Alberta, which claims that this purge of predatory wolves has done little to change the ground reality. The mountain caribou has roamed snowy territories for years, but has recently been marred with declining populations.

According to scientists, this may be blamed on the loss of habitat, which could have been a product of human activity, along with of course, predatory wolves. Additionally, when humans navigate through snow, they leave behind trails of ski vehicles, which may set off a path for the wolves to follow.

Only 46,000 mountain caribou remain in the forest now, with no more sightings being reported in the United States. The animal can only be found in Canada. In the central and southern regions, the animal has been declared endangered.

Killing wolves not enough

A study from 2019 believes this can be reversed by a mass purge of wolves, and by creating fencing around pregnant caribous to prevent them from getting killed. Following this, the Canadian government has killed 460 wolves in the last year.

However, new research claims that this simply isn’t enough. Published recently in the journal Biology and Conservation, it claims that there is no proof any culling or protective measures will work. It also found that caribous are being preyed on not by wolves, but by bears, cougars, and wolverines.

In fact, researches found that habitat degradation, including mass cutting of logs is a major contributing factor. When old trees are cut down, a source of food is lost for the caribous, which also serve as a shelter for the same. And this is an imperative detail because the major food of caribous, the “lichen”, requires trees to mature for more than 80 years, which is being disrupted by loggers.

Ironically, the government had permitted logging of over 900 square kilometres of land listed as a critical caribou habitat.

India and Canada are closely cooperating on the issue of Khalistani terrorism and separatism even as fringe elements in the latter have been proactive. The cooperation includes sharing classified information on Khalistanis, given the full support Pakistan's notorious spy agency ISI has been extending to the terrorist organisation.

India and Canada already have a Framework for Cooperation on Countering Terrorism and Violent Extremism agreed in February of 2018.

This year Khalistanis have been active especially after they plan to hold the so-called "referendum". Canada with the second largest number of Sikh Population after India has been a ground for ISI backed Khalistanis to get support from the diaspora.

According to Canada's Global News two Canadian Sikhs--Bhagat Singh Brar and Parvkar Singh Dulai have been on the country's no-fly list since 2017 over both being trying to engage in act of terrorism in India. In fact, documents which have been seen by Global News shows Brar working with Pakistan's ISI for a specific attack in 2017.

The document as quoted by Global News says, Brar was involved in “promoting extremism, including the radicalisation of youth, with the aim of achieving Khalistan independence; and attack planning and facilitation, including weapons procurement, to conduct attacks in India"

This comes even as Indian mission in Canada lodged a strong protest with Canadian TV authority --the Canadian Radio-Television and Telecommunications Commission over Montreal based PTN24 channel broadcasting anti-India commentary and glorification of terrorism.

The developments come even as India has acted on Khalistani social media handles and blocking 40 websites of Sikhs For Justice (SFJ) which is an unlawful organization under the UAPA,1967.

New Delhi also blacklisted nine Khalistanis in five countries including Canada for being "involved in various acts of terrorism from across the border and from foreign soil" and "trying to revive militancy in Punjab through their anti-national activities and through their support to and involvement in the Khalistan Movement", the home ministry in a statement said a few weeks ago. Hardeep Singh Nijjar, Canada based Chief of “Khalistan Tiger Force” was among those who have been banned.

Khalistani terror: India, Canada closely cooperating

Canadian Prime Minister Justin Trudeau came under pressure on Friday from opposition parties he depends on for support in parliament amid heightening controversy over his family's ties to a charity at the heart of his conflict-of-interest probe.

For the third time in as many years, Canadian Prime Minister Justin Trudeau on Friday found himself at the center of a political firestorm this time over the awarding of a lucrative government contract to a charity that also paid hefty sums to his family members.

Canada's Conservative opposition has demanded a police investigation to uncover whether fraud was committed in the granting of the nearly billion-dollar contract to WE Charity.

The organization has admitted paying nearly CAN $300,000 to Trudeau's mother, brother and wife for speaking engagements.

And Trudeau himself admitted to taking part in negotiations with the charity over the contract.

The charity backed out about a week after the contract was announced. Trudeau and his wife, Sophie Gregoire Trudeau, have regularly participated in WE Charity events, and Gregoire Trudeau hosts a podcast on the charity's website for which she is not paid.

But Trudeau's rivals went into attack mode on Thursday when WE Charity disclosed it paid honoraria to Trudeau's mother, Margaret, amounting to C$250,000 ($184,000) for speaking at some 28 events, while his brother, Alexandre, received about C$32,000 ($23,540). The payments were handed out between 2016-2020, during Trudeau's first mandate.

The Bloc Quebecois said he should temporarily yield his post to his deputy, Chrystia Freeland, until the investigation is over. The left-leaning New Democrats said the situation was "more than disturbing".

The Liberal leader lost his majority in parliament in October and depends on opposition parties for support, but none has said it wants to topple the government, and it would take a concerted effort by all of them to do so.

"For a few months, I think the prime minister must step aside and leave ... the responsibilities to the deputy prime minister," Bloc Quebecois Leader Yves-Francois Blanchet said in an interview with the Canadian Broadcasting Corp (CBC).

"This is a pattern of behavior with Trudeau," New Democrat leader Jagmeet Singh said in a statement. "Canadians deserve to know the truth and need to know this won't happen again."

There was no immediate comment from Trudeau's office on Friday, but he has said he never accepted any payment from the charity.

The ethics commissioner has already released two reports concluding that Trudeau violated the Conflict of Interest Act: in 2017, for taking a vacation on the Aga Khan's private island, and last year for trying to influence legal proceedings in the SNC-Lavalin case, in which a subsidiary of the engineering company was accused of paying bribes to secure contracts in Libya.

Trudeau has proven to be resilient in the past, including after decades-old blackface images surfaced during last year's re-election campaign. Furthermore, the prime minister's approval rating doubled to about 70% on his handling of the COVID-19 pandemic, according to Ekos Research polling.

Canada: Trudeau under political firestorm as parliamentary rivals seize on charity controversy

Canada handled the novel coronavirus outbreak better than many of its allies, including the United States, Prime Minister Justin Trudeau said on Wednesday, in a rare public comment on the faltering U.S. effort.

Canada - with a population one-tenth the size of the United States - has so far recorded 8,711 deaths and 106,167 cases and Trudeau said the situation was stabilizing, although some hot spots remained.

In contrast, the United States has recorded more than 3 million cases and 131,336 deaths. Authorities have reported alarming upswings of daily caseloads in roughly two dozen states over the past two weeks.

"We were able to control the virus better than many of our allies, particularly including our neighbor," Trudeau told a briefing, saying Canada's success would help efforts to restart the economy.

Canada and the United States have blocked nonessential travel between the two nations since March and are discussing whether to extend the ban when it expires on July 21.

Canadian health officials said the death toll could hit 8,900 by July 17.

Deputy Chief public health officer Howard Njoo said the outbreak was largely under control, while stressing measures such as contact tracing and quarantine would still be essential.

"If we relax too much or too soon, the epidemic will most likely rebound, with explosive growth as a distinct possibility," he told a separate news conference.

Although Trudeau's relations with U.S. President Donald Trump have been good over the last 18 months, he skipped a Washington meeting on Wednesday to herald the start of a new continental trade agreement with the United States and Mexico.

Trudeau, who would have had to enter a 14-day quarantine period on his return, repeated concerns about the possible imposition of U.S. tariffs on Canadian exports of aluminum.

Apple Inc said on Wednesday it is expanding a program to supply repair parts, tools and manuals for iPhones to independent repair shops in 32 countries in Europe as well as Canada.

Apple began the program last year in the United States after years of lobbying against state-level "right to repair" bills that would have compelled it to provide parts to independent shops.

Apple has long maintained a network of authorized service providers such as Best Buy Co Inc to perform warranty work, but smaller shops had complained that the program was too costly to join because of high volume commitments, leaving them without access to genuine Apple parts or the software tools needed to perform some repairs.

Apple launched its program for those independent shops last August, making it free to join if technicians complete a training program. Apple said Wednesday that 140 businesses with 700 locations have signed up for the program in the United States. Some of the independent shops, such as uBreakiFix, have multiple locations, while some are sole proprietorships.

"When a customer needs a repair, we want them to have a range of options that not only suits their needs but also guarantees safety and quality so their iPhone can be used for as long as possible," Jeff Williams, Apple's chief operating officer, said in a statement.

They also get Apple parts at the same prices as authorized service centers and can still also use third-party after-market parts and set their own prices. The program only covers iPhones.

Independent shops must inform customers whether they are using genuine Apple parts and send any salvaged Apple parts back to the company, where they are either refurbished or recycled. Apple said it is also creating an online tool to verify whether an independent shop participates in its program.
