Israel’s Prime Minister Benjamin Netanyahu described the launch of the ambitious India-Middle East-Europe Economic Corridor (IMEC) as “major news” for Israelis and said it was the “largest cooperation project in our history” that would impact the Middle East, Israel, and the entire globe.

In a bid to counter China's Belt and Road Initiative (BRI),&nbsp;the new economic corridor&nbsp;was jointly unveiled on Saturday by leaders from the US, India, Saudi Arabia, the United Arab Emirates, France, Germany, Italy, and the European Union in New Delhi.

Netanyahu said that Israel is the centre of a ground-breaking worldwide project that will connect infrastructure from Asia to Europe in a late-Saturday night video address.

“I welcome the statement that was released today by the United States, India, Saudi Arabia, the UAE and the European Union, as well as France, Italy and Germany. Israel is at the focus of an unprecedented international project that will link infrastructure from Asia to Europe. This link will also realise a multi-year vision that will change the face of the Middle East, and Israel, and will affect the entire world,” he said.

The IMEC is being viewed as a potential substitute for the BRI, a large-scale project started by Chinese President Xi Jinping that has also received criticism over its debt sustainability, particularly from smaller countries.

In order to connect China, the world’s largest manufacturer, with Southeast Asia, Central Asia, the Gulf region, Africa, and Europe through a network of land and sea links, Xi introduced the BRI in 2013.

The IMEC’s declaration coincides with discussions about the rapprochement between Israel and Saudi Arabia. Although there are no diplomatic ties between the two nations, the Gulf state has recently been viewed to soften its stance towards Israel by allowing Israeli airlines to use its airspace.

“I would like to thank US President (Joe) Biden and his administration for the major effort that has led us to today's historic announcement. Several months ago, the US contacted us regarding the realisation of this historic opportunity. Since then, it has held urgent diplomatic contacts in order to bring about today's breakthrough,” he added.

According to him, the initiative will change&nbsp;the look of the area and make the dream of "normalising the Middle East" possible. The programme calls for the building of trains, a hydrogen pipelines, fibre optic communications lines, electrical cables, and additional infrastructure.

He added that the State of Israel will offer all of its skills, knowledge, drive, and dedication to the realisation of the biggest cooperative endeavour in its history. All government ministries would be given the green signal to collaborate in making this ambition a reality, he added.

In order for this vision to materialise as fast as possible, Netanyahu stated, “I have directed the National Security Council, in the Prime Minister’s Office, to coordinate the staff work and also the close cooperation with the US and other countries.”

The China Pakistan Economic Corridor is a flagship project of China’s faltering Belt and Road Initiative (BRI).

BRI is an ambitious international infrastructure investment programme launched by Beijing which aims to link Asia with Africa and Europe as a matter of revival of the ancient Silk Road. The project is facing roadblocks due to concerns related to China's territorial assertiveness and 'debt-trap' funding apparatus.

The effort, however, is pumped with billions of dollars in funding for infrastructure projects, including the construction of ports from Sri Lanka to West Africa, the paving of motorways from Papua New Guinea to Kenya, and the provision of power and telecoms infrastructure for people in Latin America and Southeast Asia.

In 2019, Italy became the only major Western country and the only country from the G7 group of advanced economies to join the BRI. But over the weekend, Italy's defence minister said that joining China’s vast Belt and Road Initiative (BRI) was an "atrocious" decision and the 21st century's Roman challenge is to leave the BRI without damaging ties with Beijing.

<h2>China-Pakistan ties and Lifeng's role</h2>

Reports in Pakistani media said that Lifeng has played a "prominent role" in China’s international economic relations and implementation of the Belt and Road Initiative.

He was "instrumental in the planning and execution of multiple CPEC projects in Pakistan" while serving as chairman of China’s National Development and Reform Commission from 2017 to 2023, the Foreign Office had stated.

Pakistanis had hoped that the CPEC would turn the economic fortunes of the country. The country's deepening economic troubles have been partially blamed on CPEC's economic non-feasibility.&nbsp;

The investment has only had debilitating impact on Pakistani economy amid Islamabad's fostering of terrorism.

"Security stands out as the core problem that hinders the realisation of Chinese goals," Azeem Khalid, assistant professor of international relations at COMSATS University Islamabad told AFP. He added, "This factor is the primary reason why CPEC has not reached its full functional potential yet."

Over the past many years, the CPEC projects have been attacked by militants, engineers have been abducted and protests have erupted from regionalists seeking independence from Islamabad.

Chinese vice premier gets red carpet welcome in Pakistan to 'celebrate' troubled BRI project

Chinese Vice Premier He Lifeng arrived in the Pakistan capital, Islamabad on Sunday (July 30), as the countries mark the 10th anniversary of the China-Pakistan Economic Corridor (CPEC), a cornerstone of Beijing’s Belt and Road Initiative (BRI).&nbsp;

<h2>Chinese official’s visit to Pakistan</h2>

During his three-day visit from July 30 to August 1, Vice Premier He, who is also a member of the Politburo of the Central Committee of the Communist Party of China, will hold meetings with Pakistan Prime Minister Shehbaz Sharif and President Arif Alvi.

He was received by the Pakistan Planning Minister Ahsan Iqbal and Interior Minister Rana Sanaullah at the airport, as well as the officials from the Chinese embassy and Islamabad’s ministry of foreign affairs, according to local media reports.&nbsp;

In a statement released ahead of the Chinese vice premier’s arrival on Saturday, Pakistan’s Foreign Office (FO) said that his visit to Islamabad at the federal government’s invitation played a “prominent role” in China’s international economic relations and implementation of the BRI.&nbsp; 
 
It added that as the chairman of China’s National Development and Reform Commission from 2017 to 2023, he was “instrumental in the planning and execution of multiple CPEC projects in Pakistan”. He’s visit also reflects the importance attached by Pakistan and China to further deepen their “All-Weather Strategic Cooperative Partnership,” said the Pakistan FO.&nbsp;

<h2>Bomb blast in Pakistan kills at least 44</h2>

The Chinese official’s visit&nbsp; began on the day that saw a <a href="https://www.wionews.com/world/explosion-in-pakistan-claims-the-lives-of-at-least-43-620814">deadly bomb blast</a> at a Jamiat Ulema Islam-Fazl (JUI-F) convention in Khyber Pakhtunkhwa’s Bajaur district which has led to the death of at least 44 people and wounded over 200 others.

No group has yet claimed responsibility for the deadly bomb blast, but as per local media reports, the local chapter of the Islamic State (IS) group has carried out attacks against JUI-F in the recent past.

<h2>About CPEC</h2>

Since its initiation in 2013, CPEC has seen $25.4 billion invested into massive transport, energy and infrastructure projects across Pakistan, as per media reports.&nbsp;

However, the countries that share a 596-kilometre border near the Siachen Glacier, have recently witnessed some strain due to the numerous hurdles in recent years which also include disruption of CPEC projects.&nbsp;

<h2>Security concerns</h2>

CPEC, which connects Gwadar Port in Pakistan’s Balochistan with China’s Xinjiang province, is opposed by India as it is being laid through Pakistan-occupied Kashmir. Additionally, it has also been opposed by the locals who have reportedly claimed that the influx of investment does not benefit them. &nbsp;

Over the years, Baloch separatists have claimed multiple attacks on CPEC projects which has prompted Pakistan to deploy thousands of security personnel to counter threats against Chinese interests.&nbsp;

“Security stands out as the core problem that hinders the realisation of Chinese goals,” Azeem Khalid, assistant professor of international relations at COMSATS University Islamabad told AFP.

He added, “This factor is the primary reason why CPEC has not reached its full functional potential yet.”

Previous attacks on Chinese workers and officials have prompted Pakistan to ramp up security measures this time around. Islamabad also ordered a two-day public holiday to keep people off the streets. Ahead of He’s visit, banners celebrating the anniversary and flags of both countries were put up across Pakistan’s capital.

By interfering in local elections abroad that would bring to power a regime that would support China’s vision of growth and development to making fake YouTube and Weibo accounts to counter negative portrayals of China, &nbsp;the CCP uses several tools to spread its soft power influence abroad. &nbsp;

Media outlets like press, radio, television, social networking sites such as Facebook, YouTube, Twitter, WeChat, Weibo, TikTok and Plurk, films, and books are all mobilised by the Chinese government spread their narrative and counter any negative perceptions. China has various media outlets such as VTS, CHBC and Haifeng to solely deal with issues related to Taiwan. &nbsp;

Public and private companies of China play a substantial role for the Chinese government. At the behest of the CCP, these companies act as subsidiaries and indulge in business with other foreign companies. &nbsp;

Russian news agency Tass reported that Chinese President Xi Jinping brought up the issue of the proposed visit during a meeting with Valentina Matviyenko on Monday, chairwoman of the Federation Council, Russia’s upper house of parliament.&nbsp;

The report was based on comments made by Andrey Denisov, a former Russian envoy to China who is currently deputy chairman of the council’s foreign affairs committee.&nbsp;

Denisov served as Russia’s envoy to Beijing from 2013 to 2022 and helped arrange several meetings of Putin with Chinese leaders.

China neither denied nor confirmed the report; however, a spokesperson for the Chinese foreign ministry said Beijing was maintaining communication with its partner nations on relevant issues. “The third Belt and Road Summit for International Cooperation will be held later this year. China is maintaining communication with our belt and road partners on relevant issues,” said Wang Wenbin, the spokesperson for the ministry, on Wednesday.

Andrey Denisov also hinted that the biggest agenda on the table for the upcoming Putin-Xi meeting is likely to be the Belt and Road Initiative (BRI).

India’s support for China’s ambitious Belt and Road Initiative (BRI) was once again visibly absent at the declaration issued at the end of the Shanghai Cooperation Organisation (SCO), becoming the only country to not support the project.

Though the infrastructure project was endorsed by Russia, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, the final declaration did not feature India’s name.

“Reaffirming their support for China's 'Belt and Road Initiative'&nbsp;(BRI) initiative, the Republic of Kazakhstan, Kyrgyz Republic, Islamic Republic of Pakistan, Russian Federation, Republic of Tajikistan and Republic of Uzbekistan note the ongoing work to jointly implement this project, including efforts to link the construction of the Eurasian Economic Union and BRI,” the declaration read.

"They spoke in favour of implementing the Roadmap for a gradual increase in the share of national currencies in mutual settlements by the interested member States," it added.

On earlier occasions as well, India did not endorse the BRI initiative, while other member countries were supportive of it.

One of the major reasons why India doesn’t support BRI is because one of the parts of the project, the China-Pakistan Economic Corridor (CPEC), passes through the Indian territories occupied illegally by Pakistan.

Earlier in the day, Indian Prime Minister Narendra Modi highlighted the need for boosting connectivity but stressed that it is essential to respect the basic principles of the SCO charter, especially the sovereignty and territorial integrity of member states while making such efforts.

The summit, chaired by Modi, was joined by Chinese President Xi Jinping, his Russian counterpart Vladimir Putin, Pakistan Prime Minister Shehbaz Sharif and other leaders of the grouping.

The declaration also focused on Afghanistan whereby the member states believed that one of the most important factors for the preservation and strengthening of safety and stability within the SCO region is the "early settlement" of the situation in Afghanistan.

"All this is being done with the aim to keep India constrained and occupied in facing the resultant challenges, force resolution of bilateral issues on its own terms, modulate India's growth story, leaving it (China) free to achieve its aim of becoming not only Asia's pre-eminent power, but a global superpower," the papers titled "Chinese influence in the neighbourhood and implications for India" said.

These papers were submitted as part of a three-day annual conference attended by Prime Minister Narendra Modi, Union Home Minister Amit Shah, National Security Adviser Ajit Doval and about 350 top police officers of the country.

According to one of the papers, China has become far more attentive to its South Asian periphery, moving beyond commercial and development engagements to more far-reaching political and security ones.

And in response, many of India’s neighbouring countries have called China as a key development partner either as a funder or in providing technological and logistical support, it said.

“It is the biggest trading partner in goods for Bangladesh and Sri Lanka, and the second-largest for Nepal and the Maldives,” it said.

"However, the economic element is increasingly intertwined with political, government, and people-to-people aspects of these relationships," it added.

<h2>Covid helped China</h2>

The onset of Covid pandemic helped China in opening up several new avenues in engaging with these countries such as providing medical equipment, biomedical expertise, and capital for coronavirus-related needs, it said.

“These developments demonstrate that China's presence in Southeast and South Asia is no longer predominantly economic but involves a greater, multidimensional effort to enhance its posture and further its long-term strategic interests in the region,” the paper said.

The paper says that China is hell-bent on achieving regional power status in the Indian Ocean Region, and “to do so, Beijing wants to contain India which is the only threat before China in this region."

The Partnership for Global Infrastructure and Investment, unveiled with fanfare by US President Joe Biden and G7 allies from Canada, Germany, Italy, Japan and the European Union, aims to fill a huge gap left as communist China uses its economic clout to stretch diplomatic tentacles into the furthest reaches of the world.

Biden said the target was for the United States to bring $200 billion to the table, with the rest of the G7 another $400 billion by 2027.

Funding the kinds of projects that China currently dominates everything from roads to harbours in far-flung corners of the world is not "aid or charity," Biden said.

Highlighting the geostrategic thinking behind the plan, Biden said such projects "deliver returns for everyone, including the American people and the people of all our nations."

As reported by AFP, European Commission chief Ursula von der Leyen echoed this, saying "it is up to us to give a positive, powerful investment impulse to the world, to show our partners in the developing world that they have a choice."

Unlike China's state-run BRI initiative, the proposed G7 funding would depend largely on private companies being willing to commit to massive investments and is therefore not guaranteed.

According to US officials, however, that is a good thing.

In this capitalist vs communist scenario, US officials say, recipient countries will be able to avoid the debt traps and other strongarm tactics allegedly used by the Chinese.

BRI or the “One Belt, One Road” initiative is a flagship programme of President Xi Jinping for trade and connectivity. India has often raised concerns over the BRI projects because of a key part– the China-Pakistan Economic Corridor (CPEC) – passing&nbsp;through Pakistan Occupied Kashmir (PoK).

In a statement, Bangladesh MoFA said, “Ministry of Foreign Affairs categorically asserts that the Padma Multipurpose Bridge has been entirely funded by the Government of Bangladesh and no foreign funds from any bilateral or multilateral funding agency have financially contributed to its construction.”

The response came amid reports that the Padma Multipurpose Bridge has been constructed under the Chinese BRI and foreign funds.

According to the foreign ministry, the completion of the bridge— which is scheduled to open on June 25—will fulfil the dream of Bangladesh of connecting the 19 south-western districts to the rest of the country resulting in collective prosperity, socio-economic development of the country as well as enhanced regional connectivity.

The 6-km bridge, which is located about 40 kilometres south of Dhaka, is expected to boost trade and commerce in Bangladesh's southwest region and, according to official estimates, increase the country's GDP by 1.2 per cent.

Prime Minister Sheikh Hasina inaugurated the main construction work of the bridge in 2015. When completed it will be the largest bridge in Bangladesh and the first fixed river crossing for road traffic.

It will connect Louhajong, Munshiganj to Shariatpur and Madaripur, linking the south-west of the country, to northern and eastern regions.

China is reportedly pressurising Pakistan to let it construct military outposts for its citizens working in Pakistan, in the wake of recent terrorist attacks against the Chinese nationals in the country.

There are thousands of Chinese personnel working in Pakistan on a host of projects being carried out under the aegis of the Belt and Road Initiative’s (BRI) China-Pakistan Economic Corridor (CPEC) projects in Karachi, Balochistan, and Gilgit-Baltistan.

This comes a month after a woman suicide bomber from the Balochistan Liberation Army (BLA) militant group struck a van on the Karachi University premises, killing three Chinese nationals and their Pakistani driver.

According to News18, which has cited sources from Islamabad, China has for long been demanding security for its citizens.&nbsp;They are looking at places that were earlier used or under the influence of the US during the Cold War and the war on terror.

The sources further claimed that China is trying to persuade Pakistan by promising to roll over debts accruing from the CPEC projects—which the cash-strapped Islamabad had been seeking for long due to the economic crisis.

Chinese Embassy in Nepal on Thursday said that it considers Nepal as an important partner of the Belt and Road Initiative (BRI), and does not attach any political conditions to its aid to Nepal. This comes after protests erupted against the country’s growing influence in the Himalayan nation.&nbsp;

Demonstrators carried placards with slogans such as “Down with China government”, “stop Chinese intervention”, “stop border encroachment”, “ensure safe passage to Nepali students studying in China”, among others.

Spokesperson of the embassy Wang Xiaoling issued a statement on recent protests against China’s increasing political, economic and cultural presence in Nepal.&nbsp;

“China and Nepal are traditional friendly neighbors. The protestors also criticised China for interfering in Nepal’s political as well as economic sectors and encroaching Nepal’s land in different northern districts, including Humla.

In connection to that, Wang Xiaoling said, that the foreign authorities of the two countries maintain good communication on border-related affairs, “it is hoped the Nepali people not be misled by individual false reports”.

“The Chinese Embassy in Nepal has clarified repeatedly that China and Nepal have resolved the boundary issue through friendly consultations as early as the 1960s, and there is no dispute at all,” the statement added.&nbsp;

Reacting to the issue of the protest of the blockade imposed on Nepal, Xiaoling said, “The Chinese side opened one-way cargo transportation to Nepal by overcoming great difficulties and has continuously enhanced the ports' cargo handling capacity, which played an important role in ensuring the supply of anti-pandemic and livelihood materials in Nepal.”

According to reports, China has been creating obstructions in Rasuwagadhi-Kerung and Tatopani border points which is a blatant violation of China’s commitment to bringing them into operation as a major international border under its ambitious BRI.

Even though during the visit of Chinese President Xi Jinping to Kathmandu in 2019, it was outlined that Nepal would be transformed from a landlocked to a “land-linked” country.

Of the 20 agreements signed between Nepal and China during Jinping’s visit, it is very difficult to pinpoint what is that Nepal gained.&nbsp;

China has the upper hand due to the railway and roadway connectivity between the Chinese border and Kathmandu. "This is a narrative that has been created by those who do not want to see development in Africa. If there is any trap, it is about poverty and underdevelopment," Wang asserted.

In Middle East push, China makes Syria sign up to its Belt and Road Initiative

In June 2017, India became the permanent member of the Shanghai Cooperation Organization (SCO). The inclusion of India, along with Pakistan, in the regional grouping has inflated hopes of the regional cooperation between India and China. &nbsp;

Indian membership of the SCO will definitely reform the power dynamics in the Central Asian region, specifically, and all of the Indo-Pacific region, broadly, with effects on India’s relationship with nations like United States, Japan and Australia.

The SCO is the global institution of which India and China are the members, apart from the United Nations, thus, providing diplomatic opportunity to freely express their concerns with regard to the regional security parameters. Moreover, it is a platform for bilateral dialogue between India and China for resolution of all disputes.

Nonetheless, India’s strategic vision was to leverage form its geographical position and its historical socio-cultural and trade contacts with the Central Asian Republics.&nbsp;

The significance of these advantages has been worth noting in India’s dealing with assertive China in the region. The full-fledged participation in this organization also assumes significance amidst the Chinese insistence on the Belt and Road Initiative (BRI) project in the Eurasian region.

Therefore, by accepting the Chinese offer to become the member-state of this organization, India has accurately held the position that it is not against any multilateral connectivity project, unless it violates territorial integrity and sovereignty.&nbsp;

The pro-active approach of the Indian political leadership also, markedly, deflates the notion that India is against any regional connectivity project, as in case of the BRI project; and in contrary, communicated through this diplomatic step that India is willing to engage with all the major stakeholders in the region for economic progress and overall development of the region.

Recent SCO Meeting&nbsp;

The 21st meeting of the SCO Council of Heads of State, held on September 17, 2021, in Dushanbe, Tajikistan. Prime Minister Narendra Modi addressed the meeting, though virtual mode, and highlighted the prospects of radicalization and extremism in the broader SCO region, with reference to rapid fall of Afghanistan into the hands of militant organization.

Through the Prime Minister’s address, India signaled its approach with regard to the developments in Afghanistan to China, specifically, and the international community at large, and called for mutual efforts to stabilize the volatile situation in the region of which China has also become a significant stakeholder due to its close contacts with Taliban.&nbsp;

The economic understanding between India and China is of paramount importance for both nations, thus, both sides chose not to escalate the border tensions into a full-fledged confrontation between both Asian powers. Indian and Chinese leadership also demonstratesd their willingness to resolve immediate matters of concerns amicably and adopted conciliatory tone and tenor in the recently held meeting between the Council of Head of the States in September 2021.&nbsp;

There is a sense of understanding between both nations to discuss the evolving situation in the Central and South Asian region within a framework of respecting each other’s concerns related to security and strategic interests. In a major diplomatic victory for India, the SCO also called for cooperation amongst the international community in its fight against all forms of terrorism and to not support any manifestations of extremism and radicalization. It also encouraged economic integration and called for deep cooperation in health sector and other fields to enhance the member states’ capabilities in its fight against the pandemic. &nbsp;&nbsp;

Both India and China acknowledged the fact that, in 21st century, collaboration is the only ‘way forward’ in their efforts to strengthen their relationship. Indian perspective with regard to the relationship with China has been clearly stated by the Minister of External Affairs, Dr Jaishankar, in his address during his meeting with the Chinese delegation, said, ‘India-China ties are indispensable and that India does not want clash of civilizations.’

A Future Perspective

It is imperative for both nations to work together, and resolve differences through dialogue and negotiations, to maintain peace along the border areas and carefully prevent the recurrence of the events that has disrupted the serious progress made by both sides in the past two decades to develop smooth and cooperative bilateral relationship.

With the advent of complex interdependence, to leverage the benefits of economic development of advanced nations in the multi-polar world, India adopted the strategy of collaboration with all major states to possess stable relationship with all nations in the region, including China, However, during mid-2017, it was also the critical phase when India was involved in military confrontation with the PLA at Doklam trijunction region. Indian and Chinese engagement at the SCO was critical, considering the fallout of military clashes between the two sides in eastern region of Ladakh, for shaping up developmental policies for the growth of whole region. Since India has become a full member-state of the SCO, both sides were involved in serious business activities in order to make noteworthy progress in bilateral relationship in diverse fields such as SCO University, health cooperation and counter-terrorism measures. India’s ‘Political’ Masterstroke The significance of the SCO emerges from the notion that this international grouping comprises of India’s strategic partner – Russia, its immediate neighbors – China and Pakistan and, most importantly, the Central Asian Republics (CARs) like Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan. Through the institution like SCO, New Delhi’s strategy was to include and enhance geo-political and strategic connections, trade and economic cooperation and people-to-people exchanges with China and other Asian republics. The SCO became the medium for India to connect with China outside the geo-political arena of the South-Asian region. It will help India to come closer to China and eventually advance its prospects in the region. Through this medium, India and China, together, can play a constructive role in coordinating their efforts for promoting their political and economic interests through managing the Central Asian Republics. Indian membership of the SCO will definitely reform the power dynamics in the Central Asian region, specifically, and all of the Indo-Pacific region, broadly, with effects on India’s relationship with nations like United States, Japan and Australia. The SCO is the global institution of which India and China are the members, apart from the United Nations, thus, providing diplomatic opportunity to freely express their concerns with regard to the regional security parameters. Moreover, it is a platform for bilateral dialogue between India and China for resolution of all disputes. Nonetheless, India’s strategic vision was to leverage form its geographical position and its historical socio-cultural and trade contacts with the Central Asian Republics. The significance of these advantages has been worth noting in India’s dealing with assertive China in the region. The full-fledged participation in this organization also assumes significance amidst the Chinese insistence on the Belt and Road Initiative (BRI) project in the Eurasian region. Therefore, by accepting the Chinese offer to become the member-state of this organization, India has accurately held the position that it is not against any multilateral connectivity project, unless it violates territorial integrity and sovereignty. The pro-active approach of the Indian political leadership also, markedly, deflates the notion that India is against any regional connectivity project, as in case of the BRI project; and in contrary, communicated through this diplomatic step that India is willing to engage with all the major stakeholders in the region for economic progress and overall development of the region. Recent SCO Meeting The 21st meeting of the SCO Council of Heads of State, held on September 17, 2021, in Dushanbe, Tajikistan. Prime Minister Narendra Modi addressed the meeting, though virtual mode, and highlighted the prospects of radicalization and extremism in the broader SCO region, with reference to rapid fall of Afghanistan into the hands of militant organization. Through the Prime Minister’s address, India signaled its approach with regard to the developments in Afghanistan to China, specifically, and the international community at large, and called for mutual efforts to stabilize the volatile situation in the region of which China has also become a significant stakeholder due to its close contacts with Taliban. The economic understanding between India and China is of paramount importance for both nations, thus, both sides chose not to escalate the border tensions into a full-fledged confrontation between both Asian powers. Indian and Chinese leadership also demonstratesd their willingness to resolve immediate matters of concerns amicably and adopted conciliatory tone and tenor in the recently held meeting between the Council of Head of the States in September 2021. There is a sense of understanding between both nations to discuss the evolving situation in the Central and South Asian region within a framework of respecting each other’s concerns related to security and strategic interests. In a major diplomatic victory for India, the SCO also called for cooperation amongst the international community in its fight against all forms of terrorism and to not support any manifestations of extremism and radicalization. It also encouraged economic integration and called for deep cooperation in health sector and other fields to enhance the member states’ capabilities in its fight against the pandemic. Both India and China acknowledged the fact that, in 21st century, collaboration is the only ‘way forward’ in their efforts to strengthen their relationship. Indian perspective with regard to the relationship with China has been clearly stated by the Minister of External Affairs, Dr Jaishankar, in his address during his meeting with the Chinese delegation, said, ‘India-China ties are indispensable and that India does not want clash of civilizations.’ A Future Perspective It is imperative for both nations to work together, and resolve differences through dialogue and negotiations, to maintain peace along the border areas and carefully prevent the recurrence of the events that has disrupted the serious progress made by both sides in the past two decades to develop smooth and cooperative bilateral relationship. China`s Belt and Road Initiative (BRI) has left scores of lower and middle-income countries (LMIC) saddled with "hidden debts" totalling USD 385 billion, according to new research.The findings are part of a report published by AidData, an international development research lab based at the College of William and Mary in Virginia. According to this report, China has used debt rather than aid to establish a dominant position in the international development finance market.

The report has analysed more than 13,000 aid and debt-financed projects worth more than USD 843 billion across 165 countries. According to AidData, over 40 LMIC now have levels of debt exposure to China higher than 10 per cent of their national gross domestic product.The number of "mega-projects"--financed with loans worth USD 500 million or more--approved each year tripled during the first five years of BRI implementation.&nbsp;

Despite larger loans and expanded loan portfolios, BRI has not led to any major changes in the sectoral or geographical composition of China`s overseas development finance program, the report said.As per the report, 35 per cent of the BRI infrastructure project portfolio has encountered major implementation problems, such as corruption scandals, labour violations, environmental hazards, and public protests.&nbsp;

By comparison, only 21 per cent of the Chinese government`s infrastructure project portfolio outside of the BRI has encountered similar implementation problems, according to AidData.Since its launch in 2013, the BRI has been well received across the globe due to its easy loan parameters. However, these concessions facilitated economic and military expansion for the Chinese, allowing them to build infrastructure, establish military bases in BRI- recipient countries, reported The Times of Israel.

Former Nepalese Ambassador to China Leela Mani Paudyal on Saturday said that Nepal rejects Indo-Pacific Strategy and highlighted the importance of the Belt and Road Initiative (BRI) in Nepal's foreign policy.&nbsp;

He was speaking at Nepal Institute for International Cooperation and Engagement (NIICE) Global Conclave, a three-day event organised by Nepal Institute for International Cooperation which will host 220 speakers from 41 countries.&nbsp;

"There is a huge gap in Nepal’s development financing that BRI can supplement. Nepal expects to develop physical infrastructure like road, railways, transmission line, power, air connectivity. It also expects to revive culture heritage sites, promote tourism and conserve biodiversity, promote trade and investment. Air connectivity has been enhanced," the Ambassador said during the "Nepal-China relation" session.&nbsp;

According to Leela Mani Paudyal, China is the largest source of Foreign Direct Investment (FDI) of Nepal.

In his address, Paudyal said, "We have received substantial help from China to fight Covid without which it would have been impossible to treat the virus. There are a lot of development and cooperation activities. Both the counties have reached several agreements, MoUs and understandings that provides better framework, platforms and guidelines for fostering cooperation."

"Our foreign policy rejects Indo-Pacific and accepts BRI because it is under the UN Charter and principle. As a non-aligned country we can accept BRI. There has to be political commitment to implement BRI projects," he added.&nbsp;

Recently, Nepal and China joined hands to develop three separate hydropower projects on Marsyangdi river in western Manang and Lamjung districts of Nepal.&nbsp;

However, Professor Dai Yonghong from Shenzhen University questioned the implementation of BRI projects in Nepal and opined that much more can be done.&nbsp;

Stating some reasons for the low implementation of the projects, Prof Yonghong said, "Nepalese Government is hesitating to decide whether to continue to implement the joint agreement between China and Nepal since 2017. There have been many agreements between Nepal and China in terms of infrastructure, cultural, tourism development but why is the implementation relatively low."

“Nepal is confused whether it should completely accept Belt and Road Initiative (BRI) or go towards Millennium Challenge Corporation Compact (MCC) or some other agreement,” he added.&nbsp;

Nepal had earlier signed the Millennium Challenge Corporation (MCC), a US government’s grant worth $500 million to develop its hydroelectricity transmission infrastructure.&nbsp;

Yonghong further said political instability is the reason for less implementation of BRI projects.&nbsp;

“There is a political instability in Nepal and political policies are not consistent in the country,” Prof Yonghong said.&nbsp;

He emphasized on the faster implementation of the existing agreements and said the most important thing for the government is to focus on the economic needs of Nepalese people and to implement the BRI agreements.&nbsp;

To counter China’s BRI, the seven richest economies in the world, known as G7, arrived at a consensus and offered developing nations an infrastructure plan, The Build Back Better World (B3W) initiative.&nbsp;

The infrastructure plan will be led by United States President Joe Biden.&nbsp;

Australia consists of six self-administered states which means they have their own constitutions and legislatures, and they also have the powers to sign deals with foreign governments.

So the state of Victoria —which also happens to be a major financial hub in Australia — had signed a memorandum of understanding with China for investments via the Belt and Road Initiative.

For Victoria, this deal meant considerable economic benefits and for Beijing, it meant an economic foothold on Australian soil.

However, the Scott Morrison government found this arrangement in conflict with national interest as Beijing and Canberra have been clashing on multiple fronts. There's an ongoing faceoff over the origin of the deadly coronavirus. There is an ongoing diplomatic spat over a crackdown on Australians and disputes over Chinese sanctions on Australian products.

The bilateral ties are at their lowest point ever, so the Australian government has scrapped Victoria's decision to join the BRI. The deal has been overruled through new veto legislation which was introduced in the Australian parliament last year.

"The foreign relations act that our government put in place was designed to protect our national interests by ensuring that there were no other agreements entered into by any other level of government that would conflict with Australia's national interest. And so what we've done is we've followed through and there have been four agreements that the foreign minister has terminated in line with that foreign relations act - that power that we were able to attract from the parliament," said Scott Morrison.

China responded with threats and bluster. "The decision is unreasonable and provocative. It is bound to bring further damage to bilateral relations, and will only end up hurting itself," the Chinese embassy in Australia said.

Meanwhile, the Chinese foreign ministry in Beijing has labelled the move as 'reckless interference’ and has expressed its “strong dissatisfaction”.

"The Australian federal government has no reason to cancel the Belt and Road cooperation agreement between the Victoria state government and the Chinese government. This brings reckless interference and damage to our regular exchanges and cooperation. This severely harms China-Australian relations and mutual trust. China expresses strong dissatisfaction and firm opposition to this. China has already lodged solemn representations with Australia. China reserves the right to take further action,” Chinese foreign ministry spokesman Wang Wenbin said.

As China says that they reserve the right to “take further action”, so far the action seems to be restricted to social media fury and much of it is fueled by Beijing's propaganda machine.

Anti-Australia hashtags have been flying like missiles as Weibo users have been let loose. They're calling Australia mad, undignified, and a lackey of America.

The Australian strategic policy institute reviewed these Weibo posts and conclude that the virality of the hashtag is being driven by Chinese propagandists. Most of the posts happen to be from state media accounts.

Meanwhile, the Global Times is doing its bit by attributing its headlines to anonymous observers and warning Australia of serious consequences.

However, Australia says it won't budge in the face of these threats and will continue to act in the national interest and will do whatever it takes to maintain a free and open Indo-Pacific.

"We will always act in Australia's national interest to protect Australia, but to also ensure that we can advance our national interests of a free and open indo-pacific and a world that seeks a balance in favour of freedom," Morrison said.

"This incident occurred after Iftar (breaking of fast). The car was parked in the parking lot of the Serena Hotel. The blast killed four people&nbsp;and injured 11. One of our police constables is among the injured," Mir Ziaullah Langove, Balochistan provincial minister, said.&nbsp;

Nong Rong, the Chinese ambassador to Pakistan, was staying at the hotel with four other Chinese delegates.

He was out for a meeting at the time of the explosion.

In Beijing, the Chinese foreign ministry is alarmed and has condemned the attack, promising to firmly support Pakistan's anti-terrorism efforts.

"China strongly condemns the terrorist attack, expresses its condolences to the tragic victims and extends its sympathy to the injured," Wang Wenbin, foreign ministry spokesperson, said. &nbsp;

"China will continue to firmly support Pakistan's counter-terrorism efforts, jointly maintain and promote regional security and stability, and ensure the safety of Chinese personnel and institutions in Pakistan."

In Islamabad, Pakistan Prime Minister Imran Khan said he was saddened by the loss of innocent lives, promising to not let the scourge of terrorism re-emerge.
