British Foreign Secretary Dominic Raab said the government is considering a "bespoke arrangement" for Afghan refugees that will be announced soon.

New resettlement schemes will focus on making the UK more accessible to those most in need, such as women and girls. While Raab did not confirm how many refugees would be admitted, he called the UK 'an open-hearted nation'.

Speaking to BBC, Raab stated that the UK has had always been a country in which people fleeing persecution could find refuge.&nbsp;He added that the prime minister and the home secretary would announce the details of the new resettlement program in due course.

On Wednesday, the British Parliament will return from its summer recess to debate the war in Afghanistan.

According to former Conservative minister for defence, Tobias Ellwood&nbsp;the fall of Afghanistan will spur a mass migration on a scale not seen since the end of World War II.

New resettlement programme is likely to follow a similar model to the one used for Syrian refugees,&nbsp;which since its launch&nbsp;in 2014, has&nbsp;resettled around 20,000 refugees from Syria in the UK.

Over 3,300 Afghan interpreters, staff and their families have already been accepted into the UK for resettlement, the Home Office reported on Monday. According to them, the decision on how many Afghan refugees to accept would be based on the capacity of local authorities.

Doomed from start: US invasion of Afghanistan was a 'bad idea', says last Soviet leader Gorbachev

The Taliban's rapid takeover of Afghanistan has left regional heavyweights&nbsp;Iran&nbsp;and Turkey with a headache -- both countries may see an opportunity to boost their influence but neither wants a further influx of refugees.

This is especially the case right now as both countries are battling the coronavirus pandemic and facing economic difficulties.

<h2><a href="https://www.wionews.com/south-asia/live-afghanistan-crisis-india-brings-back-ambassador-embassy-staff-from-kabul-406158">LIVE Afghanistan crisis: India brings back ambassador, embassy staff from Kabul</a></h2>

Analysts say everything depends on the unknown factor -- whether the Taliban present a more moderate stance that allows for international cooperation or they return to the unbridled extremism that led to their overthrow in the wake of the September 11, 2001 attacks.

"The situation is a huge risk for Turkey, there is no doubt.&nbsp;Iran&nbsp;will also stand to lose if the Taliban returns to its old ways and provides a safe haven" for Islamist extremists, Asli Aydintasbas, a senior fellow at the European Council on Foreign Relations (ECFR), told AFP.

Iran&nbsp;and Turkey both risk seeing substantial inflows of refugees, many of whom cross from&nbsp;Iran&nbsp;into Turkey in the hope of reaching Europe.&nbsp;

The Taliban's rapid takeover of Afghanistan has left regional heavyweights Iran and Turkey with a headache -- both countries may see an opportunity to boost their influence but neither wants a further influx of refugees. This is especially the case right now as both countries are battling the coronavirus pandemic and facing economic difficulties. LIVE Afghanistan crisis: India brings back ambassador, embassy staff from Kabul Analysts say everything depends on the unknown factor -- whether the Taliban present a more moderate stance that allows for international cooperation or they return to the unbridled extremism that led to their overthrow in the wake of the September 11, 2001 attacks. "The situation is a huge risk for Turkey, there is no doubt. Iran will also stand to lose if the Taliban returns to its old ways and provides a safe haven" for Islamist extremists, Asli Aydintasbas, a senior fellow at the European Council on Foreign Relations (ECFR), told AFP. Turkey welcomes 'positive messages' from Taliban, says in talks with the group

It’s been a heavy week for us all as the world watches Afghanistan crumble in the hands of militant group Taliban that has taken control over major parts of the country. After US troops pulled out of the country, the Afghanistan government collapsed and gave in to the miscreants.&nbsp;

While the world watches with a heavy heart at the sad state of affairs, on Monday’s episode of The Late Show, Stephen Colbert said it feels like a ripped ‘Band Aid’ scenario. He dedicated his entire monologue to the Taliban’ takeover of Afghanistan and the US’ withdrawal from the country after 20 years.&nbsp;

Stephen Colbert said, “The US has been there for 20 years. We spent $2 trillion. We trained a 300,000-man strong Afghan army, and the Taliban took it over in 10 days. The country is in complete chaos.”

Stephen noted that US President Joe Biden is facing some flak for not leaving the country with some stability and support. He admitted that Biden will face the music “because he’s the President.” He then cut to a clip in which ABC’s Martha Raddatz referred to a “massive intelligence failure” on the part of the US.&nbsp;

<h2>ALSO&nbsp;<a href="https://www.wionews.com/world/watch-kabul-chaos-shocking-videos-and-photos-from-afghanistan-after-taliban-takeover-406056" hreflang="en">WATCH - Kabul chaos: Shocking videos and photos from Afghanistan after Taliban takeover</a></h2>

Stephen said, “That’s gotta sting when people describe your foreign policy the same way they describe Ron DeSantis.” He admitted that “it’s hard to argue that the White House didn’t shank the withdrawal.”

Joe Biden had said in a July 8 press conference that “the likelihood there’s going to be the Taliban overrunning everything and owning the whole country is highly unlikely.” Stephen said this was the most inaccurate prediction from a president since Abraham Lincoln said, ‘See you after the play.'”

However, Stephen agreed that Biden was right in pulling out the troops as “American troops cannot and should not be fighting in a war and dying in a war that Afghan forces are not willing to fight for themselves.” Stephen said, “He’s right. Why should our soldiers be fighting radicals in a civil war in Afghanistan? We’ve got our own on Capitol Hill. What’s happening now is the responsibility of both parties, and the American people who voted them into office.”

He also touched on Biden’s points that we, as a country, did everything we could for the Afghans, and that the Taliban would have taken over Afghanistan, regardless of the timing of U.S. withdrawal.

“Maybe Biden’s right. Maybe there was no good alternative. Were we never supposed to leave? Make Afghanistan the 51st state?” he wondered. “In the end, you can make us accept that there was no good alternative, but you can’t make us feel good about it. The only people who can feel good about this are the service members and their families who aren’t going to see soldiers sent into harm’s way for no reason that the commander-in-chief of either party can articulate.”

The host ended with, “So pulling out might be the right thing to do, but it’s heartbreaking, it’s humbling, when the right thing feels so wrong.”

Stephen Colbert on US pulling out of Afghanistan amid rise of Taliban: Right thing feels so wrong

As the Taliban seize control of Afghanistan, a Chinese official said on Monday that China is ready to further enhance "friendly and cooperative" relations with the country.&nbsp;

Throughout Washington's withdrawal from Afghanistan, Beijing tried to maintain unofficial ties with the Taliban.

Afghanistan and China share a 76-kilometer (47-mile) border and in the sensitive border region of Xinjiang, Beijing has long feared that Afghanistan might serve as a staging area for Uyghur separatists.

However, in Tianjin last month, a Taliban delegation met with Chinese Foreign Minister Wang Yi, promising that Afghanistan wouldn't be used as a base for militants.

Chinese investment and economic support were offered in return for Afghanistan's reconstruction.&nbsp;&nbsp;

On Monday, at a time when the world watched in horror what was happening in Afghanistan, China said it welcomed the chance to strengthen ties with the country, which has long been coveted by bigger countries due to its geostrategic importance.

"The Taliban have repeatedly expressed their hope to develop good relations with&nbsp;China, and that they look forward to&nbsp;China's participation in the reconstruction and development of Afghanistan," foreign ministry spokeswoman Hua Chunying told reporters.&nbsp;

As per analysts, an administration in Kabul that is stable and cooperative could pave the way for Beijing to expand its Belt and Road Initiative through Central Asia.

Meanwhile, China may be seen by the Taliban as a key source of investment and economic support, directly or through Pakistan - the Taliban's chief regional patron and an ally of Beijing.&nbsp;

So far, China has not recognized the Taliban as the new leaders of Afghanistan, although Wang Yi described them as a "decisive military and political force" during last month's meeting in Tianjin.

'We welcome this': What China stands to benefit from rise of Taliban in Afghanistan

Life of Afghan civilians: The stark difference between 'then' and 'now'

Taking over Afghanistan by the Taliban represents a failure by the international community, according to British Defence Secretary Ben Wallace, who is assessing the West's intervention was just half-done.&nbsp;

"All of us know that&nbsp;Afghanistan&nbsp;is not finished. It's an unfinished problem for the world and the world needs to help it," he said talking to BBC television.

<h2><a href="https://www.wionews.com/south-asia/live-afghanistan-crisis-china-says-embassy-operating-normally-405858">Live Afghanistan crisis: China says embassy 'operating normally'</a></h2>

According to the former British army officer, US President Joe Biden's predecessor, Donald Trump had secured a "rotten deal" with Islamist militants that allowed their return.

In his opinion, the 20-year US-led intervention in Afghanistan had not been a waste, " it wasn't for nothing," but he accused Western powers of being politically shortsighted.

"If it's a failure, it's a failure of the international community to not realise that you don't fix things overnight," he said.

"I'm afraid when you deal with a country like&nbsp;Afghanistan, that is 1,000 years of history effectively and civil war, you manage its problems and you might have to manage it for 100 years.

"It's not something that you just rock in, rock out and expect something to be fixed."

Former US national security adviser HR McMaster has blasted his government for ignoring the Taliban's ability to take over quickly, calling the lack of awareness "wilful ignorance."

The retired army lieutenant general told Times Radio it was "clear that this kind of collapse was going to happen", after the deal brokered by Trump, who sacked him in 2018.

According to him, the deal weakened Afghanistan's government and security forces, strengthening the Taliban. He said, "We stood idly by and we turned a blind eye. This was utterly predictable."

Foreign policy 'disaster'

Britain's prime minister Boris Johnson has said Britain will assist 3,000 nationals with their departure, but questions are being raised as to why he didn't fight harder against Washington's withdrawal.

Last month, the United Kingdom withdrew the majority of its remaining 750 troops from Afghanistan but announced that 600 soldiers would be returning to assist with repatriations.

On Saturday and Sunday, 370 embassy employees and British citizens left the country, and 782 Afghans are expected to leave in the next 24 to 36 hours, Wallace told Sky News.

Each day, officials plan to evacuate 1,200 to 1,500 people from Afghanistan. His department reported that the first flight returned to a British air force base on Sunday night.

A report in The Times declared the pullout&nbsp;&nbsp;"unforced and unnecessary"&nbsp;and said it was&nbsp;becoming "the greatest disaster in American foreign policy for almost 50 years".

Tom Tugendhat, the head of the foreign affairs committee, compared the situation to the 1956 Suez crisis, which revealed Britain's limitations as a global influence.

Live Afghanistan crisis: China says embassy 'operating normally' According to the former British army officer, US President Joe Biden's predecessor, Donald Trump had secured a "rotten deal" with Islamist militants that allowed their return. In his opinion, the 20-year US-led intervention in Afghanistan had not been a waste, " it wasn't for nothing," but he accused Western powers of being politically shortsighted. "If it's a failure, it's a failure of the international community to not realise that you don't fix things overnight," he said. "I'm afraid when you deal with a country like Afghanistan, that is 1,000 years of history effectively and civil war, you manage its problems and you might have to manage it for 100 years. "It's not something that you just rock in, rock out and expect something to be fixed." Former US national security adviser HR McMaster has blasted his government for ignoring the Taliban's ability to take over quickly, calling the lack of awareness "wilful ignorance." The retired army lieutenant general told Times Radio it was "clear that this kind of collapse was going to happen", after the deal brokered by Trump, who sacked him in 2018. He said, "We stood idly by and we turned a blind eye. This was utterly predictable." Foreign policy 'disaster' Britain's prime minister Boris Johnson has said Britain will assist 3,000 nationals with their departure, but questions are being raised as to why he didn't fight harder against Washington's withdrawal. His department reported that the first flight returned to a British air force base on Sunday night. A report in The Times declared the pullout "unforced and unnecessary" and said it was becoming "the greatest disaster in American foreign policy for almost 50 years". UK accuses Western powers of being politically short-sighted

Chancellor Angela Merkel's government is planning to deploy soldiers to Afghanistan to help with the evacuation of&nbsp;German&nbsp;nationals and Afghans in danger from the Taliban, parliamentary sources said Monday.

The government will seek a mandate from parliament to allow the deployment of as many as "several hundred soldiers", the sources told AFP, citing a briefing by Merkel to leaders of parliamentary groups late Sunday.

"An 'air bridge' is to be set up from Kabul, to allow the evacuation of local staff, particularly vulnerable women, human rights activists and other employees from non-governmental organisations, for as long as that is possible," said a source.

The government thinks roughly 2,000 people will need evacuating.

Consultations with the United States suggest it may be possible to run the evacuation operation until August 31, but Berlin may end the deployment earlier, said the sources.

Germany had already begun ferrying out staff from its embassy on Sunday, after moving them to safety at a military section of Kabul airport.

The first&nbsp;German&nbsp;military aircraft left on Sunday night for the Afghan capital to help with the evacuation.

The military will fly passengers to an unnamed neighbouring country where they will then be put on civilian flights to Germany.

Willing to develop friendly relations with Afghanistan, says China as Taliban take control

Kabul today is a very different place than it was just a few days ago.&nbsp;

The passage of time seems to have passed backwards, 20 years to be exact.&nbsp;

The Taliban are in the city, and the people are scrambling to flee. Governments have abandoned their offices, everyone just wants to get out of the godforsaken city.&nbsp;

<h2><a href="https://www.wionews.com/south-asia/live-afghanistan-crisis-china-says-embassy-operating-normally-405858">Live Afghanistan crisis: China says embassy 'operating normally'</a></h2>

Compared to the previous days, something has changed drastically. One of the most striking differences is that people on the street have changed their clothing, from jeans and T-shirts to traditional shalwar kameez, and no women are seen on the roads.

Traffic is backed up near the airport. People are engaged in&nbsp;a mad scramble for flights that have been cancelled - as well as for military flights to which civilians don't have access.

Eyewitness reports talk of American helicopters circling the air overhead for hours, with pilots looking down. The American pilots knew that the Taliban were in the city,&nbsp;nothing they did could now prevent the capture of the capital.&nbsp;

Shots ring out throughout the day. There's fear in the air, people are scared, what is going to happen.

Eyewitness account tells of US embassy staff being shuttled to the international airport by helicopters during the day as road travel was considered too dangerous.

Taliban troops were seen marching through the heart of the country's government just outside the presidential palace.

For days now, tension has been at an all-time high in Kabul. The streets, which are usually crowded with people and cars, are now deserted.

Checkpoints for both the military and law enforcement remain unmanned, once again, Afghan troops seem to have vanished.

Many people are walking around with their belongings, looking for a place to stay. Many are from Mazar and have just arrived trying to escape battles throughout the country.

On streets of Afghanistan, an air of despair surround the end of 20-year war

Confirming the imminent withdrawal of most embassy staff in the wake of a rapid Taliban offensive, Boris Johnson said the United Kingdom would not abandon Afghanistan.

"Nobody wants Afghanistan to be a breeding ground for terror...or to lapse back into the pre-2001 situation," he said.

With Islamists capturing more Afghan cities, Britain will be deploying around 600 troops to assist in evacuating its roughly 3,000 residents, and as per the PM, the majority of remaining embassy staff in Kabul will return to the UK.

Defence Secretary Ben Wallace said Joe Biden's decision to withdraw US troops, forcing NATO allies to follow suit, amounted to "a very big problem on the ground" and helped the Taliban gain momentum.

According to him, it would benefit Al-Qaeda in Afghanistan, since the Taliban had provided a safe haven for them before the September 11 attacks, something that led to the West's 20-year involvement in Afghanistan.

In an interview with Sky News, Wallace said that Biden's predecessor Donald Trump's predecessor had struck a "rotten deal" with the Taliban allowing the US to end its longest war. This echoes the complaints of UK military chiefs who have strongly opposed the pullout.

After convening crisis talks with senior cabinet colleagues, Johnson noted that Britain and the West retain a strategic interest in supporting the beleaguered&nbsp;Kabul government.

I think we have got to be realistic about the power of the UK or any power to impose a military solution, a combat solution, in Afghanistan," he told reporters.

He added that "there is clearly a change of regime now happening" but "we don’t know exactly what kind of regime that will be".

"What we certainly can do is work with all our partners in the region, around the world, who share an interest with us in preventing Afghanistan once again becoming a breeding ground for terror.

First elected president in 2014, Ghani took over from Hamid Karzai, who led Afghanistan after the US-led invasion in 2001, and oversaw the conclusion of the US&nbsp;combat mission, the near-complete withdrawal of foreign forces from the country, as well as a fractious peace process with the insurgent Taliban.

He made the effort to end decades of war his top priority, despite continuing attacks on his government and security forces by the Taliban, and began peace talks with the insurgents in the Qatari capital of Doha in 2020.

However, Ghani, known for his quick temper alongside his deep thinking, was never accepted by the Taliban and peace talks made little headway.

Foreign governments were frustrated by the slow progress of talks, and calls grew for an interim government to replace his administration.

During his presidency, he managed to appoint a new generation of young, educated Afghans into leadership positions at a time the country's power corridors were occupied by a handful of elite figures and patronage networks.

He spent almost a quarter of century outside Afghanistan during the tumultuous decades of Soviet rule, civil war and the Taliban years in power.

Within months of the events of the US-led invasion of Afghanistan, he resigned from his international posts and returned to Kabul to become a senior advisor to newly-appointed President Karzai.

He served as Afghan finance minister in 2002, but fell out with Karzai, and, in 2004, was appointed chancellor of Kabul University, where he was seen as an effective reformer as well as forming a Washington-based thinktank that worked on policies to empower some of the world's most impoverished people.

In 2009, Ghani, who belongs to Afghanistan's majority Pashtun ethnicity like Karzai, ran for president but came in fourth, securing about 4% of the national vote.

He continued to work in important roles in Afghanistan, including as Afghanistan's "transition czar", chairing a body overseeing security transition from NATO to Afghans.

With Karzai barred by the Afghan constitution from standing for a third time, Ghani mounted a successful second campaign in 2014. He was re-elected in 2019.

His relationship with Washington and other Western capitals was uneasy.

He was a vocal critic of what he termed wasted international aid in Afghanistan and often did not see eye to eye with the West's Afghan strategy, particularly as they looked to fast-track a slow and painful peace process with the Taliban.

Ashraf Ghani: Departing Afghan president who failed to make peace with Taliban

United States Secretary of State Antony Blinken said that all the US embassy staff in Kabul are being moved to the airport as the Taliban attacked the Afghan capital.

Taliban fighters had been ordered to wait on the outskirts of Kabul, and the government admitted it was preparing for a "transfer of power."

<h2><a href="https://www.wionews.com/south-asia/live-president-ghani-leaves-afghanistan-as-taliban-enter-capital-kabul-405579">LIVE: President Ghani leaves Afghanistan as Taliban enter capital Kabul</a></h2>

"It's why we had forces on hand to make sure we could do this in a safe and orderly fashion. The compound itself, folks are leaving there and going to the airport," said&nbsp;Blinken&nbsp;while talking to ABC.

Even with the sudden withdrawal, he rejected comparisons with the 1975 chaotic departure of Americans from Saigon at the end of the Vietnam War.

"This is not Saigon," said&nbsp;Blinken. "The fact of the matter is this: We went to Afghanistan 20 years ago with one mission in mind. That was to deal with the people that attacked us on 9/11. That mission has been successful."

"The US has succeeded in its mission to stop attacks on US."

"It's simply not in our interests to remain in Afghanistan," he added.

In an astonishingly quick rout, the Taliban forced government forces to abandon Kabul, who, without US assistance, proved unable to hold onto territory.

As Afghan security forces left parts of Kabul city and their checkpoints, Taliban spokesman Zabihullah Mujahid said the forces entered the city to prevent looting and chaos.

The Afghani leader has also advised locals not to be scared by the Taliban and not to panic about their entry into the city.

United States Secretary of State Antony Blinken said that all the US embassy staff in Kabul are being moved to the airport as the Taliban attacked the Afghan capital. Taliban fighters had been ordered to wait on the outskirts of Kabul, and the government admitted it was preparing for a "transfer of power." LIVE: President Ghani leaves Afghanistan as Taliban enter capital Kabul "It's why we had forces on hand to make sure we could do this in a safe and orderly fashion. The compound itself, folks are leaving there and going to the airport," said Blinken while talking to ABC. Even with the sudden withdrawal, he rejected comparisons with the 1975 chaotic departure of Americans from Saigon at the end of the Vietnam War. "This is not Saigon," said Blinken. "The fact of the matter is this: We went to Afghanistan 20 years ago with one mission in mind. That was to deal with the people that attacked us on 9/11. That mission has been successful." "The US has succeeded in its mission to stop attacks on US." "It's simply not in our interests to remain in Afghanistan," he added. The Taliban want to take control of&nbsp;Afghanistan&nbsp;"in the next few days", a spokesman for the group told the BBC Sunday, as their fighters encircled the capital.

"In next few days, we want a peaceful transfer," Suhail Shaheen, based in Qatar as part of the group's negotiating team, told the BBC.

Shaheen laid out the policies of the Taliban ahead of an expected power transfer that would re-install the hardline Islamic group two decades after US-led forces toppled them in the wake of the September 11, 2001 attacks.

"We want an inclusive Islamic government... that means all Afghans will be part of that government," Shaheen said.&nbsp;

"We will see that in the future as the peaceful transfer is taking place."

He also said foreign embassies and workers would not be targeted by the group's fighters and they should remain in the country.&nbsp;

British Prime Minister Boris Johnson was on Sunday to hold further crisis talks on&nbsp;Afghanistan, his office said, as he recalled parliament from its summer break.

A Downing Street spokesperson said Johnson had called a meeting of the COBR emergencies committee to discuss the situation, which follows the withdrawal of US-led forces, the second such meeting in three days.

Parliament on Sunday said it had approved Johnson's request to call back MPs on Wednesday for an urgent debate on what Britain, which lost 457 troops in the two-decade-long war, should do next.

Taliban fighters were on the outskirts of Kabul on Sunday and on the brink of a complete military takeover of&nbsp;Afghanistan, leading British politicians to call for a last-ditch intervention.

Conservative MP Tobias Ellwood, chairman of the Commons Defence Committee, urged Johnson to "think again" about stepping in.

"We have an ever-shrinking window of opportunity to recognise where this country is going as a failed state," he told Times Radio.

"Just because the Americans won't, does not mean to say that we should be tied to the thinking, the political judgement -- particularly when it is so wrong -- of our closest security ally.

Johnson vowed on Friday that Britain will not "turn our backs" on&nbsp;Afghanistan, even as he confirmed the imminent withdrawal of most embassy staff in the face of a rapid Taliban onslaught.

However, he said that those calling for an intervention "have got to be realistic about the power of the UK or any power to impose a military solution -- a combat solution -- in&nbsp;Afghanistan".

With the Islamists seizing control of more Afghan cities, Britain is deploying around 600 troops to help evacuate its roughly 3,000 nationals from the country, and Johnson said the "vast bulk" of remaining embassy staff in Kabul would return to the UK.

The Foreign Office said on Sunday that Britain had "temporarily&nbsp;suspended most operations" at its embassy in Kabul and was doing "all we can to enable remaining British nationals, and those Afghans who have worked for us and who are eligible for relocation, to leave&nbsp;Afghanistan".

Opposition Labour leader Keir Starmer backed the move to recall parliament, saying in a statement: "The situation in&nbsp;Afghanistan&nbsp;is deeply shocking and seems to be worsening by the hour.

"The government has been silent while&nbsp;Afghanistan&nbsp;collapses, which, let's be clear will have ramifications for us here in the UK.

"We need parliament recalled so the government can update MPs on how it plans to work with allies to avoid a humanitarian crisis and a return to the days of&nbsp;Afghanistan&nbsp;being a base for extremists."

Most of the remaining British troops assigned to the NATO mission in&nbsp;Afghanistan&nbsp;left last month, according to Johnson.

As well as the fallen troops, the conflict has cost Britain around £40 billion ($55 billion, 46.7 billion euros).

In 2014, the British mission in&nbsp;Afghanistan, centred on the restive southern province of Helmand, shifted from a combat operation to one focused on supporting Afghan national forces, with the help of around 750 troops.

Turkey to work with Pakistan to stop new wave of Afghan migrants

The European Union is no position to deal with a repeat of the 2015 migration crisis and must try to keep people from fleeing conflict in Afghanistan, Greece said on Wednesday, as unity between EU member states over deportations crumbled.

Greece, which last week co-signed a letter with five other EU countries saying deportations of failed asylum-seekers should continue despite the fighting, said ending such returns "would send the wrong message".

"It would lead to more people trying to leave and come to the European Union," Migration Minister Notis Mitarachi told Reuters.

However, two other signatories to the letter, the Netherlands and Germany, abruptly reversed course on Wednesday, saying they would not, for now, deport Afghan citizens who are seeking asylum, given the rapidly escalating conflict there.

Among other signatories, Austria said it was sticking to its position and Denmark and Belgium declined to comment. But German Interior Minister Horst Seehofer said a state based on the rule of law had a responsibility to ensure any deportations did not put people in danger.

"The security situation is changing so rapidly that we cannot meet this responsibility," he said.

DIFFERENCES

The disagreement underlined the differences over the issue within the EU, which Mitarachi said was unprepared for a repeat of the 2015 migrant crisis when more than a million people, most of them Syrians, Afghans and Iraqis, arrived seeking refuge.

"Absolutely not, the EU is not ready and does not have the capacity to handle another major migration crisis," he said.

For now, the issue is largely theoretical as returns have not been possible due to the Afghan situation. Last week Germany cancelled a flight due to deport six Afghans convicted of criminal offences to Kabul because of security risks.

Fears of a new migrant crisis have escalated as Taliban fighters have made sudden, strong gains in their campaign to defeat the Kabul government following the withdrawal of U.S.-led foreign forces after a 20-year presence.

Mitarachi said the EU should offer more support to help Greece`s neighbour Turkey handle more arrivals from Afghanistan.

A European Commission spokesperson said on Tuesday it was for member states to determine their approach to deportations. However, a senior EU official said it was "hard to imagine" forced returns would go ahead in current conditions.

European Union countries at odds on migrant returns as Afghan conflict grows

Since international troops began withdrawing from Afghanistan in May, the Taliban have carried out a sweeping military campaign and gained control of much of the country’s rural areas. But for months, the insurgents failed to capture major cities — until now.

Over the past six days, the insurgents have overrun nine provincial capitals across the country, most of them clustered in the north, in a major escalation of their military offensive and a devastating setback for the Afghan government.

The Taliban’s rapid victories have put enormous pressure on <a href="https://www.wionews.com/topics/afghanistan">Afghan</a> political leaders and the country’s beleaguered security forces, which have been overwhelmed by the insurgents’ unrelenting advance. The collapse of cities particularly in northern Afghanistan — once the heart of resistance to the Taliban’s rise to power in 1996 — has stoked fears that the insurgents could encircle the country’s capital, Kabul, in a complete military takeover.

Now, the Afghan government must decide whether to reconstitute its forces around the territory it holds — including Kabul — or try to retake its fallen cities. Here’s what we know and what questions will need to be answered in the coming days.

What areas do the Taliban now control?

Since the Taliban began their military offensive in May, the insurgents have captured more than half of Afghanistan’s 400-odd districts, according to some assessments. In recent weeks, after sweeping through much of Afghanistan’s countryside, the insurgents started besieging multiple provincial capitals simultaneously for the first time in the 20-year war.

Then on Friday, those front lines broke: The Taliban captured Zaranj, a provincial capital near the border with Iran, after facing little resistance from Afghan security forces upon entering the city. A day later, they captured another capital, Sheberghan, the northern stronghold of warlord Marshal Abdul Rashid Dostum, whose militia forces were overrun.

On Sunday, Taliban forces seized three more northern capitals. They captured Taloqan, the capital of Takhar province, and Sar-e-Pul, the capital of the province with the same name. They also seized Kunduz, the largest city captured to date and a vital commercial hub that the group has long coveted as both a strategic and symbolic prize.

The Taliban continued their relentless drive Monday, overrunning Aybak, the capital of Samangan province that sits on the main highway that connects Kabul to Afghanistan’s northern provinces. Then on Tuesday, insurgents seized three more capitals: Farah city in the western province of the same name; Pul-e-Khumri, the capital of the northern Baghlan province; and Faizabad, the capital of remote and rugged Badakhshan province in the country’s far northeast.

The simultaneous sieges on provincial hubs overwhelmed Afghan security forces and stretched military resources dangerously thin. Resupply lines to government forces are severed. The cities and districts still under the government’s control are even more cut off and isolated. And Afghan security forces are exhausted from the brutal offensive.

How is the Afghan government responding?

Amid all the defeat, the administration of President Ashraf Ghani refused to acknowledge the falling capitals. Instead, the Afghan Ministry of Defense continued to promote its official talking points that emphasized Taliban deaths and the strength of the Afghan security forces.

The country’s acting finance minister, Khalid Payenda, resigned and left the country as the security situation deteriorated. Although he said on Facebook that he was leaving because of family issues, his departure was a sign to many Afghans that their political leaders had all but accepted a complete Taliban takeover.

The Afghan government strategy to slow down the Taliban’s advance aligns with long-standing US&nbsp;recommendations that the Afghans consolidate their remaining forces around key roads, cities and border crossings, and abandon most of the districts already seized by the Taliban, according to American and UN&nbsp;diplomats.

But it is not clear how that plan addresses the capture of now nine provincial capitals around the country — or accounts for the exhaustion of the country’s air force and commandos.

For months, those elite forces have been the backbone of the country’s defence against the Taliban. As the insurgents besieged cities, they have shuttled from one vulnerable position to another to flush the Taliban out of urban centres, hold territory under government control and retake some districts from the Taliban.

But that strategy is only a stopgap measure. There are simply not enough troops to defend all 34 of the country’s provincial capitals and 400-odd districts, and after months of nonstop fighting, those forces have been battered.

By Tuesday evening, Afghan security forces had not carried out any earnest operations to retake the seized capitals. In Kunduz, where military leaders had vowed to begin an operation to retake the strategic hub, Taliban forces on Wednesday captured Kunduz’s airport, the last pocket of government control on the outskirts of the city.

In a bid to rally government troops and militia forces, Ghani flew to Mazar-e-Sharif, the capital of the northern Balkh province and the only major northern city still under government control. If the insurgents manage to capture the city, it would represent the near complete collapse of northern Afghanistan to the Taliban.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-afghanistan-civil-war-now-inevitable-404533/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Could the Taliban stage a complete military takeover?

The Taliban’s breakthrough victories in northern Afghanistan, in particular, have stoked fears that the insurgents could envelop the nation’s capital, Kabul — opening the possibility for a complete military takeover.

After the Taliban emerged in the 1990s, the southern and predominantly ethnic Pashtun insurgency faced fierce resistance from militia groups in the north known as the Northern Alliance. Even when the Taliban seized control of Kabul in 1996, the Northern Alliance deprived the group of a complete takeover for the course of their five-year rule.

But now with the capture of seven northern cities in just five days, experts warn that if the insurgents are able to conquer the north — squashing the country’s best hope for a grassroots resistance strong enough to take on the Taliban — the country could fall in their hands completely.

“The north is strategic for the Taliban, because they believe if they can capture these non-Pashtun areas,” said Ramish Salemi, a political analyst in Kabul, “then they can easily take control of the south and the capital, Kabul.”

Will the Taliban’s advance affect the US&nbsp;military withdrawal?

The US&nbsp;military presence in Afghanistan is set to end by the end of the month, and the recent string of Taliban military victories has not moved <a href="https://www.wionews.com/topics/joe-biden">President Joe Biden</a> to reassess that plan, officials said.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/dont-regret-my-decision-biden-on-american-forces-withdrawal-from-afghanistan-404545/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Still, the escalating violence is a predicament for Biden, who has toed the line between extracting the United States from the war while insisting that he is not abandoning Afghanistan to the Taliban.

The US&nbsp;withdrawal is already 95 per cent complete, officials say. But over the past three weeks, as the Taliban pushed their front lines deep into urban areas, the US&nbsp;military has carried out some airstrikes in Afghanistan to try to buy time for Afghan security forces to rally a defence around the major cities under siege.

Administration officials say the Pentagon will likely request authorisation from the president for additional airstrikes in the next months, should the key southern city of Kandahar or the nation’s capital, Kabul, appear on the verge of falling.

But on Sunday, as three northern cities fell to the insurgents, the US&nbsp;response was muted. It sent a clear message to Afghan leaders: In no uncertain terms, America’s 20-year war in Afghanistan is over, and the Afghan forces will have to retake the cities on their own or leave them to the Taliban for good.

Also read | US wants Afghanistan's neighbours not to recognise govt imposed by force as Taliban capture 9th provincial capital Then on Friday, those front lines broke: The Taliban captured Zaranj, a provincial capital near the border with Iran, after facing little resistance from Afghan security forces upon entering the city. Also read | India brings back 50 nationals from Mazar-e-Sharif amid Taliban's surge The simultaneous sieges on provincial hubs overwhelmed Afghan security forces and stretched military resources dangerously thin. The Afghan government strategy to slow down the Taliban’s advance aligns with long-standing US recommendations that the Afghans consolidate their remaining forces around key roads, cities and border crossings, and abandon most of the districts already seized by the Taliban, according to American and UN diplomats. Also read | 'Grave concern': Taliban advance towards Mazar-e-Sharif after weekend blitz But it is not clear how that plan addresses the capture of now nine provincial capitals around the country — or accounts for the exhaustion of the country’s air force and commandos. “The north is strategic for the Taliban, because they believe if they can capture these non-Pashtun areas,” said Ramish Salemi, a political analyst in Kabul, “then they can easily take control of the south and the capital, Kabul.” Will the Taliban’s advance affect the US military withdrawal? The US military presence in Afghanistan is set to end by the end of the month, and the recent string of Taliban military victories has not moved President Joe Biden to reassess that plan, officials said. Still, the escalating violence is a predicament for Biden, who has toed the line between extracting the United States from the war while insisting that he is not abandoning Afghanistan to the Taliban. The US withdrawal is already 95 per cent complete, officials say. But over the past three weeks, as the Taliban pushed their front lines deep into urban areas, the US military has carried out some airstrikes in Afghanistan to try to buy time for Afghan security forces to rally a defence around the major cities under siege. Administration officials say the Pentagon will likely request authorisation from the president for additional airstrikes in the next months, should the key southern city of Kandahar or the nation’s capital, Kabul, appear on the verge of falling. But on Sunday, as three northern cities fell to the insurgents, the US response was muted. It sent a clear message to Afghan leaders: In no uncertain terms, America’s 20-year war in Afghanistan is over, and the Afghan forces will have to retake the cities on their own or leave them to the Taliban for good.
