US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad on Thursday urged the Taliban to stay committed to the implementation of the US-Taliban peace agreement, warning that the rising level of violence in the country is threatening peace.

Negotiations between the Afghan government and Afghan Taliban that started last month are aimed at the warring sides agreeing to a reduction of violence and a possible new power-sharing agreement in Afghanistan.

Violence, however, has not abated even as Afghan negotiators have been engaged in direct talks for the first time ever.

Scores of Afghan soldiers and Taliban fighters have been killed in intensive clashes and suicide attacks have left dozens of civilians dead in recent weeks across the war-torn country.

Ghani and his team will be stopping first in Kuwait to attend the funeral ceremony of the late Emir of Kuwait Sheikh Sabah Al Ahmad Al Jaber Al Sabah before travelling to Qatar on Monday, a close aide to Ghani told Reuters.

"Several meetings are planned to discuss efforts for deepening Afghanistan-Qatar ties and mutual cooperation in various areas," said the official adding that Ghani will also meet the Afghan representatives who are holding talks with Taliban.

"But it is clear that Ghani will not meet the Taliban officials as there has been no reduction of violence and they continue to kill innocent civilians," said a senior western diplomat overseeing the ongoing peace process.

The intra-Afghan talks are part of a February deal between the militants and the United States that has cleared the way for US&nbsp;forces to withdraw from their longest war.

But so far there has been no progress as the warring Afghans have become bogged down on processes and procedures, diplomatic sources said.

Sultani has continued climbing throughout the coronavirus pandemic, in August making it to the summit of the 7,492 metre (24,580 feet) Noshakh Peak in the Hindu Kush mountain range in northern Afghanistan, becoming the youngest woman in the world to do so.

But as the Islamist Taliban hold peace talks with the Afghan government in Doha, many women in Afghanistan worry the militant group may exert its influence through formal political channels.

When the Taliban ruled the country between 1996 and 2001, they banned education for females and barred women from leaving the house without a male relative.

The group says it has changed but many women remain sceptical.

"When I got into sports, I knew that I would face some problems in the future, for example, one of the issues was that maybe the Taliban would hinder sport for women, but still I'm ready to face the challenge," Fatima said.

When she's not training in the mountains, Fatima lives in Kabul with her parents, younger sister and cat. Her father said he will continue to celebrate Fatima's achievements but has lingering concerns about her safety.

"I am worried about this, (the Taliban) oppose women's sports," Abdul Wahed Sultani said. "(But) I told Fatima that you are free to do whatever sport you want to, even mountaineering, and I will support her as much as I can."

Flash floods that broke out in several provinces of the country in the last 24 hours killed over 110 people and left 150 wounded.

The death toll of victims due to the flood in the Parwan province stands at 85 and 110 wounded, according to local officials, reported Tolo News on Thursday.

Death toll due to flash floods in Afghanistan rises to 110

At least 30 people have been killed and hundreds of houses destroyed as flash floods caused by torrential rains lashed a city north of the Afghan capital Kabul, officials said on Wednesday.

Many children were among the dead in the city of Charikar, which was hit by heavy rains overnight, the ministry of disaster management said in a statement.

About 20 people were also injured and more than 300 houses destroyed.

A local government hospital in the province of Parwan said it had received the bodies of 17 people killed in the floods.

A relief operation was under way to help those affected.

A rocket attack that struck Kabul this week as the city marked Afghanistan's independence day killed at least three people, including two members of President Ashraf Ghani's honour guard, officials said Wednesday.

Fourteen rockets were fired into central Kabul on Tuesday as the country marked the 101st anniversary of its independence, with one of the missiles slamming into the compound of the famous Arg presidential palace.

Interior ministry spokesman Tareq Arian said three people, including two government employees, had been killed in the strike.

He did not specify who the employees were, but two palace officials told AFP on condition of anonymity they were members of Ghani's honour guard.

Another six honour guard members were wounded when the rocket hit the palace compound shortly after Ghani had wrapped up his ceremonial duties Tuesday.

The Arg Palace is located in a highly fortified area of the capital that also houses several embassies.

Arian said 16 other people were also wounded in the rocket salvo, including four children and a woman.

No group has so far claimed the attack, which came as the Afghan government and the Taliban are poised to begin peace talks.

Ghani's swearing-in ceremony on March 9 was also interrupted by rocket fire near the palace. No serious injuries were reported at the time.

"The government ... yesterday released 80 Taliban convicts out of the 400 that the Consultative Loya Jirga sanctioned for release to speed up efforts for direct talks and a lasting, nationwide ceasefire," said Javid Faisal, spokesman for the National Security Council.

He did not say when the remaining 320 would be set free.

Disagreement over the release of the prisoners, who include some of those accused in connection with some of Afghanistan's bloodiest attacks, has delayed negotiations for months as the United States withdraws troops under a deal signed with the Taliban in February.

President Ashraf Ghani on Monday issued a decree to release the final batch of prisoners.

The Taliban did not immediately respond to request for comment. They have previously said they would sit down for peace talks with the US-backed government in Qatar within a week of the release of the last of the prisoners.

The Taliban have always refused to talk to the government, dismissing it as a US&nbsp;"puppet".

But they agreed to power-sharing talks under the deal struck with the United States, on the withdrawal of its troops in exchange for Taliban security guarantees.

Five of the men, for example, played a role in the 2018 attack on the Intercontinental hotel in Kabul which left 40 people dead, including 14 foreigners.

The family said they could never accept a decision to release the prisoners "which would not show respect to their victims or their relatives and we hope the Loya Jirga will carefully consider the case of those who have carried out such crimes and not release them."
