A planned $1 billion cut in US aid to Afghanistan would come from funds for Afghan security forces, according to three US sources, a step experts said would undercut both Kabul's ability to fight the Taliban and its leverage to negotiate a peace deal with them.

Secretary of State Mike Pompeo announced the reduction on March 23 and threatened to slash the same amount next year to try to force Afghan President Ashraf Ghani and his political rival Abdullah Abdullah to end a feud that has helped stall US-led peace-making efforts in Afghanistan.

After nearly 20 years of fighting the Taliban, the United States is looking for a way to extricate itself and to achieve peace between the US-backed government and the militant group, which controls more than 40% of Afghan territory.

Pompeo and other US officials have declined to publicly detail how the cut would be made. The State Department declined to comment on its plans.

Two US congressional aides, speaking on condition of anonymity due to the sensitivity of the matter, said State Department officials told Congress the $1 billion would come from a $4.2 billion Pentagon fund that underwrites about three quarters of the Afghan security forces' annual budget.

"The idea they would cut security forces funding goes against U.S. national security interests," said one aide, arguing the money is needed to maintain the U.S.-backed government's ability to fight the Taliban while preserving its bargaining power in peace talks.

Most of the fund pays for salaries, food, fuel, equipment and infrastructure to support Afghan troops and national police.

Congress appropriated at least $86.4 billion for Afghan security assistance between fiscal years 2002 and 2019, according to a March 11 Congressional Research Service report.

"That's the only fund large enough to support a $1 billion cut," said the third source, a former US military official who also requested anonymity.

US civilian aid is far lower, with the State Department requesting $532.8 million this year, mainly for general economic support as well as for counter-narcotics and law enforcement.

Pompeo announced the cut as he flew home from Kabul after failing to persuade Ghani and Abdullah to end a dispute over Afghanistan's September 2019 presidential election.

Both men claim they won and have held rival inaugurations.

Pompeo said the cut could be reversed if the two resolved their dispute, which had stymied naming an Afghan delegation to negotiate peace with the Taliban after decades of war.

His threat appears to have had some impact.

On March 26, Ghani announced a negotiating team including Abdullah allies and Abdullah endorsed the slate on March 31.

Government and Taliban officials have also agreed to start prisoner releases as a prelude to peace talks envisaged under a Feb. 29 US-Taliban deal for a phased US troop withdrawal.

Laurel Miller, a former State Department official handling Afghanistan policy, said a $1 billion cut would take time to be felt but would hurt Afghan security operations and morale.

It would also allow the Taliban to start peace talks "riding high," said Miller, now at the International Crisis Group think tank.

In the meantime, the Ghani-Abdullah dispute has persisted.

'THEY WILL BE TOAST'

A U.S. defense official, who said the administration was still weighing where to make the cut, described "huge concern" within the Pentagon about slashing funding for Afghan forces.

"We really don't want to have to do this," said the official on condition of anonymity, while acknowledging it made sense to target those funds because of the leverage it gave Washington.

"That is the pain point. That is what they care about a lot," said the official, adding that there were internal talks about whether enough progress has been made for Pompeo to withdraw the threatened cut.

The former U.S. military official said the proposed cut reflects U.S. President Donald Trump's determination to bring U.S. forces home from the longest conflict in American history.

The borders connecting Pakistan and Afghanistan are going to be opened for three days to allow Afghan nationals to exit Pakistan.

"The Torkham and Chaman land border crossings will be opened for a specific period from 6 April to 9 April 2020 to facilitate Afghan nationals."

The Imran Khan government had given the order to open the border earlier saying that Islamabad would continue to support Kabul.

"Despite the global pandemic of COVID-19, we remain committed to supporting our Afghan brothers and sisters. I have given instructions to open the Chaman-Spinboldak border and let trucks crossover into Afghanistan. In this time of crisis, we remain steadfast with Afghanistan," Khan had said in a tweet.

Afghanistan has ordered the release of up to 10,000 prisoners -- mostly women, juveniles and sick people -- in a bid to slow the spread of the novel coronavirus, officials said Thursday.

The move comes after an increase in local COVID-19 cases and as tens of thousands of Afghans return from neighbouring Iran, one of the countries hit hardest by the pandemic.

President Ashraf Ghani's decree was directed at women, young offenders, critically ill patients and inmates aged over 55, said Attorney General Farid Hamidi.

"This is a responsible decision to safeguard the health of the people," Hamidi told a news conference.

"The decree is not for those who have committed crimes against national and international security."

Prisons chief Ahmad Rashed Totakhail said between 9,000 and 10,000 inmates would be released over the coming 10 days.

UN rights chief Michelle Bachelet has urged countries to protect people held in overcrowded prisons and other enclosed facilities by releasing vulnerable detainees, saying COVID-19 "risks rampaging through such institutions".

Sudan and Ethiopia have recently ordered the release of thousands of prisoners in an effort to slow their own outbreaks.

Afghanistan has officially recorded two deaths and 80 cases of coronavirus, but the true figure is feared to be many times higher as the war-torn country struggles to administer tests and screen the influx of people returning from Iran.

The upcoming prisoner release is unrelated to a prisoner exchange the Kabul government is currently negotiating with the Taliban as part of an effort to start peace talks.

A further $1bn could be cut in 2021, the US secretary of state, Mike Pompeo, said after a surprise visit to Kabul on Monday failed to persuade the two men to make a deal. Pompeo suggested the aid could be restored if they changed their minds. “The United States is disappointed in them and what their conduct means for Afghanistan and our shared interests,” Pompeo said in a sharply written statement. “Their failure has harmed US-Afghan relations and, sadly, dishonours those Afghan, Americans, and coalition partners who have sacrificed their lives and treasure in the struggle to build a new future for this country. “Because this leadership failure poses a direct threat to US national interests, effective immediately the US government will initiate a review of the scope of our cooperation with Afghanistan,” Pompeo added. “Among other steps, we are today announcing a responsible adjustment to our spending in Afghanistan and immediately reducing assistance by $1 billion this year. We are prepared to reduce by another $1 billion in 2021.” The secretary of state warned that an array of other US projects, as well as US pledges at donor conferences, would come under review.

Afghan, Taliban held first talks regarding prisoner release: US envoy

US Secretary of State Mike Pompeo arrived in the Afghan capital Monday amid an ongoing political crisis, a raging Taliban insurgency and rising coronavirus cases -- all of which further threaten an already-floundering peace process.

Pompeo was set to meet with Afghan President Ashraf Ghani along with his archrival Abdullah Abdullah, who also claims the presidency, following a contested election last year.

According to a pool report from a journalist accompanying Pompeo, the top US diplomat was welcomed by special envoy Zalmay Khalilzad -- the lead US negotiator in recent talks with the Taliban -- after arriving at Kabul airport.

The visit comes just a day after the Afghan government and the Taliban held their first discussion on arranging prisoner exchanges -- a key step in a broader push for peace following a withdrawal deal signed between Washington and the militants last month.

The agreement established a framework for bringing to an end America's longest war following the invasion of Afghanistan in 2001.

Khalilzad tweeted Sunday it was "urgent" to quickly conclude plans for the prisoner swap -- as called for in the US pact with the Taliban -- with the coronavirus pandemic complicating diplomatic contacts.

The deal called for the release of up to 5,000 Taliban fighters held by Kabul, and up to 1,000 members of the Afghan government forces in insurgent hands.

That was meant to take place before the start of peace talks originally set for March 10 between the government -- which was not a party to the negotiations that produced the Doha deal -- and the Taliban.

After initially refusing to release the Taliban prisoners, Ghani announced that the authorities would free 1,500 insurgents as a "gesture of goodwill" with plans to free another 3,500 prisoners after the talks are underway.

The Taliban rejected the offer.

The Doha accord also calls for the gradual withdrawal of American and other foreign troops over a 14-month period -- the main focus of the US diplomatic efforts.

The first phase of that withdrawal has already begun, though some troop movements have been slowed by the coronavirus pandemic.

In exchange, the Taliban committed to fight jihadist groups like Al-Qaeda and promised to negotiate for the first time with Kabul.

But since the Doha agreement was signed, the Taliban have carried out scores of attacks.

Political chaos in Kabul has further complicated matters, with Ghani's former chief executive Abdullah also claiming the presidency following last September's bitterly disputed election.

The impasse and continued fighting along with the world's preoccupation with coronavirus has sparked fears the window for a peace deal is closing fast.

Afghan health officials have reported just 40 cases of the novel coronavirus and one death to date.

However, health experts fear the contagion is spreading as tens of thousands of Afghans have returned home in recent weeks after fleeing virus-hit Iran.

Poverty, population and weak healthcare: Coronavirus cases on the rise in South Asia

More than a fortnight has elapsed since February 29, 2020, when the United States of America (USA) entered into a historic, though unique, 'Agreement for Bringing Peace to Afghanistan' with the so-called Islamic Emirate of Afghanistan (better known as Taliban and notorious for its violent acts of terrorism).

The deal is historic as it promises to put an end to a prolonged but inconclusive war between the USA and Taliban on Afghan soil spread over a period of nearly two decades. It is unique to the extent that a sovereign country and superpower namely the USA has signed the deal with a terrorist organisation which it doesn’t even recognise as a state, whereas the democratically elected government in Afghanistan never participated in the talks.

The main and obvious objective of the deal is to pave the way for the withdrawal of the US and NATO forces from Afghanistan over a period of fourteen months; by doing so President Trump will fulfil his promise to Americans back home, significantly in the year in which he is seeking his re-election. In return, the Taliban assures that no individual or group would be allowed to operate from the Afghan soil against the security of the US and its allies.

It is apparent that the deal is essentially between the USA and the Taliban. The destiny of Afghanistan is left to be settled between the Afghans through so-called inclusive intra-Afghan talks between the Taliban and all other stakeholders in Afghanistan including the elected government.

The intra-Afghan talks, as per the deal were expected to commence on March 10, 2020, with the objective of reaching an agreement on a comprehensive and permanent cease-fire and future political roadmap for Afghanistan.

By available indications, the intra-Afghan talks appear to be facing serious roadblocks and are nowhere close to a smooth take-off. First and foremost, violent attacks by the Taliban against Afghan forces continue unabated. According to the Afghanistan National Security Council statement, the Taliban had carried out at least 76 attacks across 24 Afghan Provinces within one week of concluding the peace deal.

Further, the deal envisages the release of 5000 Taliban prisoners as a confidence-building measure for the commencement of intra-Afghan talks. The Afghanistan President Ashraf Ghani, after initial reluctance, announced (through an official Decree) that starting March 14, 1500 Taliban prisoners would be released as a 'goodwill gesture', provided the released prisoners give 'a written guarantee to not return to the battlefield'. He further promised to release the remaining 3500 prisoners after the commencement of talks. The Taliban rejected the proposed staggered release of prisoners insisting that the release of 5000 prisoners was a part of the deal. The matters stand further complicated by the announcement (March 14) of the Afghan government to postpone the release of prisoners on the plea that the government needed more time to review the list of prisoners.

A long-standing political rivalry between President Ashraf Ghani and his former Chief Executive Abdullah Abdullah is yet another factor which may influence the fate of the intra-Afghanistan talks. The feud between the two became sharper recently when the Afghan Independent Election Commission finally declared (mid-February) the incumbent Ashraf Ghani as the winner in September 2019 Presidential elections. Abdullah Abdullah declined to accept the verdict and has now formed a parallel government through his own inauguration on March 9- the day Ashraf Ghani was sworn – in as President. If the two leaders remain at loggerheads, the chances are that even if intra-Afghan talks do commence in the near future, the talks will not be inclusive.

It remains to be seen as to how the situation in Afghanistan unfolds in forthcoming weeks and months. The USA has found a way for its 'honourable' exit from Afghanistan. But will peace ever return to Afghanistan? Will the USA keep aloof so long as its own security interests remain unaffected or will it come back to Afghanistan’s rescue if the Afghans, including Taliban, fail to reach an amicable solution for themselves and the Taliban doesn’t give up violence?

Meanwhile, the developments in Afghanistan, particularly the US withdrawal, should be a matter of concern to India. Peace and security in Afghanistan is of utmost importance for India. The USA has secured assurances from the Taliban for itself and its allies. India’s security concerns for sure did not figure anywhere in the deal. India and the USA are no doubt 'comprehensive global strategic partners' but India is not an ally of the USA.

India enjoys significant goodwill amongst Afghanis but has little leverage to influence the situation in that country to its advantage. India’s concerns go beyond the security of its personnel and huge investments in Afghanistan. Pakistan, currently under tremendous pressure from FATF, may find it prudent to relocate the anti-India terror outfits to Afghanistan and thereby absolve itself of any accountability for terrorist activities against India from its soil.

Will India be an Onlooker? Perhaps no, as India has learnt by now that it must be prepared to defend its interests on its own, even if global efforts are needed to combat the global menace of terrorism.

Collective response needed to tackle coronavirus outbreak: SAARC leaders

Plans for the Afghan government to begin releasing Taliban prisoners were stalled on Saturday over disagreements on the number of detainees to be released and guarantees that they will not return to fighting, a government security spokesman said.

The Taliban promised to open talks with the Afghan government as part of an accord reached with the United States last month to end 18 years of U.S. involvement in the war in Afghanistan.

The militants say the agreement requires the government to release 5,000 prisoners before talks begin. The government says the talks must begin and violence subsides before it will free all the detainees.

Earlier this week President Ashraf Ghani agreed to free 1,500 prisoners on Saturday with plans to release the remainder once conditions were met.

"We are ready to start the process the way it is described in the presidential decree but we won't release anyone if there is no guarantee that they will not return to fighting," said Javid Faisal, spokesman for the Afghan government's national security advisor. "The Taliban have to show flexibility "

The Taliban are refusing to accept a partial release of the prisoners or any conditions on their release, its spokesman told Reuters on Friday.

"Our stance on the prisoners' release is crystal clear. They should be released without any pre-condition the way it is mentioned on the US-Taliban peace agreement," Zabihullah Mujahid told Reuters by phone. "We have not agreed to any extra dialogue or conditions."

Officials and experts say the issue poses a major hurdle to starting peace talks, alongside an additional challenge of rising discord between Ghani and his political rival Abdullah Abdullah.

Both men say they are the country's rightful leader. Their intense feuding is leading to the risk of parallel governments being formed and is hindering the appointment of a delegation to negotiate with the Taliban.

Release of Taliban prisoners stalls over guarantees

Afghanistan President Ashraf Ghani has signed a decree to release 1,500 Taliban prisoners in order to begin intra-Afghan peace talks with the militant group that could see the end of the nearly two-decade war in the Middle Eastern country.

WION Dispatch: Ashraf Ghani agrees to release 5000 prisoners not 1500

Despite initial setbacks, it seems like the US-Taliban peace deal is alive and kicking.Afghan President Ashraf Ghani has given-in to one of the Taliban's biggest demands — the release of its prisoners.

The president has signed a decree for the release of 5,000 Taliban prisoners. But he's placed some conditions on their release.

1: Those released must give a written pledge that they will not return to the battlefield.

2: The prisoners will be released in batches.

1,500 of them will be released first — in batches of 100 per day. The initial release is expected to start this Saturday. The remaining 3,500 will be released only once the talks begin.

500 prisoners will be released every 2 weeks — until all 3,500 of the remaining prisoners are out of prison.Over-riding all of these conditions, of course, is the promise to reduce violence considerably.

So what brought about this change of heart in the Ashraf Ghani? The answer could very well be the parallel swearing-ins we saw on Monday.

With Abdullah Abdullah consistently questioning his legitimacy — Ghani is in dire need of international recognition. And there are reports that the US leveraged its support in exchange for the release of Taliban prisoners.

Taliban has reacted to Ghani's decision with caution. The group says they have handed over a list of the 5,000 prisoners they want to be released.

And today, their spokesperson confirmed that a prisoner release would be welcomed only if it included the prisoners who are mentioned on the list.

US special envoy Zalmay Khalilzad welcomed Ashraf Ghani's move. And urged the 2 sides to get together and start the intra-afghan dialogue.

At the same time, Khalilzad made an important admission. That violence by Taliban continues to remain high. He urged the group to adhere by the tenets of the peace deal.

The u.S also scored another diplomatic coup at the UN security council. Its peace deal with the Taliban was unanimously endorsed as a 'significant step towards ending the war in Afghanistan'.

Its regional rivals China and Russia also supported the deal.China has in fact followed the US in supporting the Ghani govt in Afghanistan.

The ball is now fairly in the Taliban's court. In the last 24 hours, they have carried out 32 attacks in 15 provinces — killing 5 security forces and 2 civilians. The success of the upcoming talks will depend on Taliban scaling down violence.

The Taliban have demanded the release of the prisoners as a confidence-building measure.

Ghani, who was sworn in on Monday at a ceremony attended by US Special Envoy for Afghanistan Zalmay Khalilzad, had earlier rejected the Taliban demand for its fighters to be released.

"After our conversation with Zalmay Khalilzad on Monday, in which he conveyed to us the release of our 5,000 prisoners, we sent vehicles to pick them up," the senior Taliban leader said via phone from Doha.

It is unclear how many prisoners will be released immediately, but three other sources told Reuters on Monday that it could vary between 1,000 to 1,800. It was also unclear whether prisoners would be released from other prisons aside from Bagram.

The US Embassy declined to comment. A spokesman for NATO's mission referred questions to the Afghan government.

The Taliban leader in Doha also confirmed the group had finalised arrangements for the release of 1,000 prisoners held by them, adding that they had shifted all prisoners to safe locations in Afghanistan.

"We are planning to release the 1,000 prisoners of the Afghan government to the Red Crescent and they could then shift them to their hometowns or pay them cash for travelling home," he said.

Two blasts in Afghan capital during presidential inaugurations

Afghan President-elect Ashraf Ghani on Monday delayed his planned inauguration ceremony until the afternoon, as his rival Abdullah Abdullah also postponed a scheduled competing for the swearing-in ceremony.

Both men have laid claim to Afghanistan's leadership following a disputed election in September, a situation that threatens political chaos just days after the United States and the Taliban signed a deal on the withdrawal of U.S.-led international forces.

The delay of the competing ceremonies would allow more time for Ghani and Abdullah to continue days-long talks with U.S. special envoy Zalmay Khalilzad as he tries to shepherd a deal between the two political camps, an official for Ghani said.

"We are in serious negotiation with Abdullah team since last night, and it is still underway," the official said, requesting anonymity because he was not authorised to speak media. "We hope to reach an agreement with Abdullah team."

The official said Ghani's ceremony had been postponed until 1 pm, confirming a tweet from Ghani's spokesman Sediq Sediqqi. Abdullah had earlier offered to postpone his ceremony, if Ghani did the same, in response to an appeal by Khalilzad, Abdullah's spokesman, Omid Maisam, said.

Afghanistan's Election Commission last month announced that Ghani had retained power by winning the September 28 election. But his long-time rival, Abdullah, rejected that and proclaimed himself the winner.

The political crisis comes as the government is meant to be preparing for talks with the Taliban, to follow up on February 29 pact between the United States and the insurgents on the withdrawal of US troops after 18 years of war.

Western diplomats in Kabul said it was unclear how the situation might be resolved.

"If Ghani is determined to hold his swearing-in then Abdullah may suddenly decide to hold it too ... it's all up in the air for now," said one diplomat, who has invitations from both of the rival camps, requesting anonymity because they were not authorised to speak to the media.

Another diplomat, also speaking on condition of anonymity, said that amidst uncertainty, many foreign envoys were waiting for a "green signal" from the United States on whether to attend Ghani's ceremony.

Ghani and Abdullah both held roles in the previous government under a U.S.-brokered power-sharing agreement that followed the previous election in 2014.

A former foreign minister, Abdullah held the specially created post of chief executive in the outgoing government.

The Independent Election Commission (IEC) announced Ghani the winner on February 18. Under election law, the swearing-in ceremony for president must be held within 30 days of that announcement.

Also read: Afghanistan: Abdullah Abdullah threatens parallel inauguration after the disputed election "We are in serious negotiation with Abdullah team since last night, and it is still underway," the official said, requesting anonymity because he was not authorised to speak media. "We hope to reach an agreement with Abdullah team." The official said Ghani's ceremony had been postponed until 1 pm, confirming a tweet from Ghani's spokesman Sediq Sediqqi. Also see: Chaotic week after US-Taliban deal leaves Afghans' fate unclear The political crisis comes as the government is meant to be preparing for talks with the Taliban, to follow up on February 29 pact between the United States and the insurgents on the withdrawal of US troops after 18 years of war. Watch: × Another diplomat, also speaking on condition of anonymity, said that amidst uncertainty, many foreign envoys were waiting for a "green signal" from the United States on whether to attend Ghani's ceremony.

Afghan president-elect delays inauguration to continue talks with rival

Squabbling Afghan presidential rivals threatened to both declare themselves president in duelling inauguration ceremonies Monday, throwing plans for negotiations with the Taliban into chaos.

Those talks among Afghans on both sides of the conflict were supposed to be the next crucial step in a US-Taliban peace deal, signed less than two weeks ago.

But the dispute between the top two candidates in last year's presidential election over who actually won means the Afghan government side appears unable to present a united front.

When Washington and the Taliban insurgents signed the deal, the promise was that Afghans would sit down and negotiate a road map for their country's future.

They are looking to hammer out such thorny issues as women's rights, free speech and the fate of tens of thousands of armed men on both sides of the 18-year war. Those negotiations were set to be held Tuesday in Oslo.

The US has said its troop withdrawal from Afghanistan will be linked to the Taliban keeping their counter-terrorism promises but not to the success of talks between the Taliban and the Afghan government.

Afghanistan's election commission has declared incumbent President Ashraf Ghani as the winner of September's vote. His former partner in a unity government, chief executive Abdullah Abdullah, as well as the election complaints commission, say the results are fraught with irregularities. As a result, both Ghani and Abdullah have declared themselves winners.

The two candidates are also backed by warlords who have a stake in who becomes president, complicating negotiations to break the stalemate being conducted by Washington's peace envoy, Zalmay Khalilzad.

The rival presidential candidates called journalists to their respective inaugurations early Monday, only to delay them for a few hours while more talks were being held.

A senior member of Abdullah's team, Basir Salangi, told local Afghan channel Tolo TV that the U.S. Peace envoy has asked both sides to delay their inaugurations for three days to sort out the stalemate.

Abdullah reportedly said he was ready, but would go ahead with his ceremony Monday if Ghani refused to postpone.

Taliban spokesman Zabihullah Mujahed, in response to questions from The Associated Press, said late Sunday that the Taliban were still committed to the deal, but said the duelling presidential inaugurations ''are not good for the Afghan nation."

As well as competing candidates, Khalilzad still has to get some agreement on a prisoner release, which was supposed to be settled before the intra-Afghan negotiations could begin.

The peace deal signed by the US and Taliban said 5,000 Taliban prisoners and up to 1,000 captives from the government side would be freed as a goodwill gesture ahead of the intra-Afghan negotiations.

Ghani had previously said he won't release the Taliban prisoners, even as US Secretary of State Mike Pompeo called on all sides to stop posturing and free their prisoners, some of whom have already served their sentences. Pompeo called on all sides get on with talks about the country's future.

The Taliban spokesman told the sources that the group wants their prisoners released and were ready to free the captives they're holding. Mujahed said they did not want to see a delay, but reiterated that if it occurred 'we remain committed to the agreement.'

In a tweet, Afghanistan's former deputy foreign minister, Jawed Luddin, thanked Washington for trying to sort out Afghanistan's political turmoil while calling the squabbling 'a mess'

'Thank you USA for trying to sort out our political crisis - yet again. We know you must be sick of it - as are we Afghans,' Ludden said.

The deal signed by the U.S. Would allow Washington to end its involvement in Afghanistan and bring home U.S. Troops over a period of 18 months.

Afghan peace pact in chaos as presidential rivals squabble

A US-Taliban deal that was supposed to kickstart peace talks between the insurgents and the Kabul government is looking flimsier by the day, with fighting raging across Afghanistan and no one sure about what comes next.

The loosely worded, four-page agreement signed February 29 in Doha was meant to set the conditions for a complete withdrawal of foreign forces from Afghanistan within just 14 months -- and end the longest war in US history.

But within days of the ink drying on the deal, blood again was flowing across Afghanistan, with the Taliban striking scores of Afghan military targets and jihadist gunmen killing dozens in a Kabul attack.

US President Donald Trump on Friday even acknowledged that the Taliban could seize power after foreign forces leave -- a far cry from the reassuring messaging American officials pushed in the months leading up to the accord.

The biggest sticking point so far seems to be the deal itself, which is vaguely worded and open to different interpretations.

For instance, the agreement states the Afghan government "will" release up to 5,000 Taliban prisoners before Tuesday, when peace talks between Kabul and the insurgents are supposed to start in Oslo.

Trouble is, the Afghan government is not a signatory to the deal, and a joint declaration between President Ashraf Ghani's administration and the US calls only on Kabul to determine the "feasibility" of a mass prisoner release.

Ghani said Saturday his government was willing to free the Taliban prisoners -- but only if they do not return to violence.

He did not say if a release was possible before March 10, essentially throwing the talks into limbo.

International Crisis Group analyst Andrew Watkins said the "ambiguous language and at some points, outright contradictory language" between the US-Taliban deal and the US-Afghan joint statements have led to confusion.

"The reason we see ambiguity is because it would have been very difficult if not impossible to reach agreement upfront," Watkins said.

Political chaos

It is clear Washington's patience with Ghani's government is waning. The US did not congratulate him on securing a second term last month, amid widespread allegations of voter fraud.

Ghani is due to be sworn in on Monday, but so too is his bitter rival Abdullah Abdullah who wants to form a rival government.

And in a scenario that would have been unthinkable after the September 11, 2001 attacks that triggered the US invasion of Afghanistan, Washington seems determined to downplay acts of Taliban violence and lend credence to its longtime foe's motives.

Secretary of State Mike Pompeo last week said the senior Taliban leadership was "working diligently to reduce violence", while also appearing to take a veiled swipe at the Ghani government for representing only "narrow interests".

Trump even boasted about a "very good" phone call with top Taliban leader Mullah Baradar, while his daughter Ivanka took to social media to post a few lines by the Sufi poet Rumi about the serenity of reconciliation.

The US president also signalled that America's commitment to Afghanistan's security came with an expiry date.

"Countries have to take care of themselves," Trump said Friday. "You can only hold someone's hand for so long."

Scott Smith, an expert on Afghanistan at the US Institute of Peace, said the US is fully aware that Ghani believes it is legitimising the Taliban.

"The message is that (the US) priority is the deal, and we are willing to pay the cost of this difference in legitimacy in order to try to convince you that we're serious about it," Smith told AFP.

Taliban violence

Since the deal signing, the Taliban have launched dozens of operations across Afghanistan.

The Pentagon was quick to play down the widespread fighting, with General Mark Milley, Chairman of the Joint Chiefs of Staff, classifying the violence as "small, low-level attacks, out on checkpoints".

Although Afghanistan enjoyed a partial truce in the week leading up to the deal, hopes it would continue as Kabul and the Taliban prepared for peace talks have been dashed.

And the agreement stipulates only that a ceasefire will be an "item" on the agenda of future talks, highlighting Washington's failure to extract any promise from the Taliban to reduce violence during the interim.

On Saturday, the Taliban released a statement saying their "armed jihad" could continue "until the occupation is completely severed from its roots and an Islamic government formed".

"Unfortunately the renewed fighting against the government signals that the Taliban are not interested in a negotiated settlement," said professor Michael Semple at the Mitchell Institute at Queen's University Belfast.

Worsening the chaos, the Islamic State group claimed a mass shooting at a political rally in Kabul on Friday that killed 32 people.
