Power failures were reported in many parts of Taiwan on Thursday following what the presidential office said was "an incident" at a power plant.

The blackouts occurred after 9 am (0100 GMT) across the island, from the capital Taipei to central Taichung city and southern Pingtung county, reports said.

The electricity failures came as President Tsai Ing-wen was set to meet the former US secretary of state Mike Pompeo.

They also came a day after a visit by a delegation of former US security officials, a trip denounced by Beijing, which sees Taiwan as its territory and denounces any official ties the island has with other countries.

The Presidential Office said an initial probe showed the blackouts were caused by "an incident" at a power plant in southern Kaohsiung city.

While power supply at the president's office was normal, it said a scheduled live stream of Tsai's meeting with Pompeo was cancelled.

"President Tsai has instructed the cabinet and relevant agencies to clarify the cause of the incident... and resume power supplies as soon as possible," the statement read.

State-run Taipower said a malfunction occurred at Kaohsiung's Hsinta power plant, the island's third-largest coal-fired station which supplies around a seventh of Taiwan's power.

It then caused an ultra-high voltage station in neighbouring Tainan to trip, which led to the blackouts, it said.

The outage hit about 5.5 million homes across Taiwan, the company said, of which 4 million have since had power restored.

Economic minister Wang Mei-hua told reporters the Hsinta plant has been cut off from the power system after the incident, with hydro and other power plants being brought online to supply electricity.

TV footage showed police officers directing cars as traffic lights failed and some shops were forced to stay closed due to the lack of power.

As the temperature steadily rises due to global warming, lakes, rivers, and seas will experience earlier ice break-up, later ice formation, shorter ice cover seasons, and decreased ice thickness.

Were you looking forward to making a fried bologna sandwich loaded with crisp vinegar-brined potato chips?

Or whipping up deviled egg tostadas with salsa macha?

You may have to dive to the bottom of the Atlantic Ocean.

That is where copies of the cookbook “Turkey and the Wolf” — named for the popular New Orleans restaurant and containing such recipes — could be sitting. The publisher isn’t entirely sure.

The books, which were supposed to be available next month, were on their way from Singapore to New York aboard the Madrid Bridge, a container ship.

On Jan. 7, the ship experienced a container collapse that caused dozens of units to tumble into the sea, according to Ocean Network Express, the transportation and shipping company that operates the vessel.

“I have some wild and unfortunate cookbook news,” Mason Hereford, author of “Turkey and the Wolf” and owner of the restaurant, said on Instagram earlier this week, announcing the accident.

Also on the ship were about 50,000 copies of “Dinner in One,” a cookbook written by Melissa Clark, a New York Times food writer and columnist, who said she learned of the collapse from her editor last week.

She said that the strange incident felt in keeping with the string of tumultuous events that had defined this era.

“Of all the things that we’ve been through in the past few years, I wasn’t surprised,” Clark said Friday. “Of course this happened. Of course this happened to my book.”

About 60 containers went overboard, and 80 were damaged during the collapse, Ocean Network Express said in a statement.

“There were no injuries or fatalities reported and there was no loss of containers with dangerous cargo,” Nick Roe, a spokesperson for the owners of the ship, said in a statement.

A “significant swell” occurred at the time of the accident but the company said the “root cause” of what happened remained under investigation.

Hundreds of millions of containers are transported by sea every year. While units rarely fall into the ocean, such accidents can occur during severe weather and in rough seas, according to the World Shipping Council, which together with other organizations in the industry published a report on the phenomenon.

In 2014, a Danish ship lost more than 500 containers when the vessel ran into hurricane-force winds at sea.

On average, 1,382 containers are lost at sea every year, according to a 2020 report by the council.

Hereford said that he learned that his books had been on the ship when a representative from the publishing company Ten Speed Press called him late last week to tell him about the collapse. He recalled that the representative began with the news that nobody was killed.

“When you lead with ‘No one was hurt’ you’re like, ‘What are you about to say?’” Hereford said Friday.

The representative explained that it was not clear whether the books had fallen into the ocean, were in one of the damaged containers or were safe in one of the unaffected containers.

Whatever their fate, it was unclear when the ship would be able to unload any of the remaining merchandise, Hereford said. The ship is currently docked in Charleston, South Carolina, where it is being inspected, according to Ocean Network Express.

“I wasn’t computing that the book was going to be delayed until I finally asked, ‘Does the book come out in time?’” Hereford said.

She replied: Absolutely not.

Hereford said the release date of his book has been pushed to June.

Clark’s book is now expected to come out in September, a delay that she said she is taking in stride.

“I think it’s important to stress that humans weren’t hurt, just merchandise,” she said.

Clark said that she worried about the reactions from people who had already ordered copies of her book. But when she announced the delay on Instagram, people responded with sympathy and jokes.

“Lucky fish,” wrote one person. “Poor the rest of us.”

Hereford made light of the mishap, posting several memes on Instagram. One of them, a play on the movie “Titanic,” showed actress Kate Winslet floating on a door in the icy-cold water. But instead of Leonardo DiCaprio clinging desperately to the door, as he does in the film, it was a copy of Hereford’s book.

Hereford said he spent his entire Saturday night coming up with memes.

“I was up until 2 in the morning and having the time of my life,” Hereford said. It was easy to find humor in a situation that before the pandemic would have felt calamitous, he said.

“The world is just one crisis after another,” Hereford said. “If one of the crises is ‘Hey let’s reschedule the book,’ it seems pretty far down on the list of major problems the world is going through.”

In a freak accident, a 60-year-old patient in South Korea, who was undergoing an MRI scan, died after he was hit in the head by a 60kg oxygen cylinder that was sucked into the machine due to its strong magnetic force.

The man, who is yet to be named, was admitted to the MRI ward in a hospital in the southern city of Gimhae late on Thursday in a critical condition. According to doctors, the man was suffering from seizures.

“We’re investigating why the oxygen tank was brought into the room,” police superintendent Choi Tae-yong told Hong Kong-based news outlet South China Morning Post, adding that the inbuilt oxygen supply system may have been malfunctioning.

“We will thoroughly investigate the incident to determine whether human errors were involved,” he added.

According to the authorities, “There are usually no metal objects around it because of the strong magnetic force” and “the hospital also knew about this but explained that the patient was in critical condition at the time and could not [be taken] off the oxygen cylinder.”

MRI scanners, whose magnetic fields are up to 60,000 times stronger than the Earth's– attract metal objects and cause them to become airborne.

Notably, a similar tragedy took place in India’s Mumbai city, where a 32-year-old man visiting his mother-in-law in Nair Hospital was killed when an oxygen cylinder he was carrying pulled him into the MRI bore.

It was later reported that the metal detector in the room wasn’t working properly and that a hospital staff member was on the phone when the accident occurred.

After ascending about 4,000ft, 35 of 39 miners, who were trapped at a mine in Ontario, Canada, have finally made it to the surface. They had a grueling half-day climb.

On the detachment of a scoop bucket and blocking of the main transport shaft at Totten mine, in Sudbury, these miners had got trapped deep underground on Sunday.

The miners were forced to scale the network of ladders in secondary shafts. They only got the chance to rest after every 100 metres.

At least 10 people were killed after a passenger van suspected of transporting two dozen undocumented migrants was in a Texas road accident, state officials and a witness said Wednesday.

Texas Department of Public Security (DPS) troopers said in a statement they were investigating a "major crash" near Falfurrias, a few miles from the Mexican border in the state's southeast.

A Ford passenger van was speeding north on a highway when, according to a witness, around 4 pm (2100 GMT) the driver "veered off the roadway, striking a metal utility pole and a stop sign.

A bus crammed with pilgrims coming back from a religious festival crashed in southwest Pakistan on Friday killing at least 20 and leaving 10 others critically injured, officials and a hospital doctor said.

The bus careened off the road into a ditch during the early morning in the Karkh area of Khuzdar district, in Pakistan’s southwestern province of Balochistan.

“The bus was overloaded, and passengers were even travelling on the roof of the bus,” a Pakistani security official in the area told Reuters after paramilitary forces and soldiers were sent to help the survivors.

“We have received 20 bodies and over 40 injured in Khuzdar district hospital,” Dr Manzoor Zahir told Reuters, adding that the condition of at least 10 of the injured was serious and the death toll could increase.

Deputy Commissioner Khuzdar Bashir Ahmed told Reuters the victims were pilgrims who were returning from attending a religious festival honouring a local Muslim saint, and the victims were from the province of Sindh. Ahmed said all the dead were males.

Traffic and rail accidents are commonplace in Pakistan, partly because of the poor state of roads and track.

Italy's transport minister has vowed to find the cause of the deadly cable-car accident that took 14 lives. Minister Enrico Giovannini visited the accident site on Monday and announced a probe into the incident.

A five-year-old boy is the sole survivor of the horrific accident which took place in northern Italy. The boy is currently receiving treatment in hospital.

The cable car crashed to the ground after a cable broke, according to first reports, while one member of the emergency services said the security brake failed to function.

The accident came at the start of Italy's much-anticipated reopening to tourists after coronavirus closures, and elicited condolences from around the world.

But it also drew condemnation from some commentators over weak security controls in the country's transportation sector, even though the investigations are still at an early stage.

Transport Minister Enrico Giovannini arrived in the town of Stresa, from where the cable car started, to meet with local and regional authorities.

Prosecutors opened an investigation Sunday into potential charges of involuntary manslaughter, while a government-commissioned inquiry by technical experts is also underway.

The accident was the first involving a cable car in Italy since 1998, when a low-flying US military jet severed a cable at a ski resort, killing 20 people.

"There are various aspects of this affair that will certainly be clarified," Giovannini said in a short press conference, without taking questions.

Demands for justice mounted Thursday as relatives buried the victims of Mexico City's metro disaster, accusing the authorities of negligence that cost the lives of 25 people.

President Andres Manuel Lopez Obrador has rejected accusations that his austerity drive was a factor in Monday's accident, when a section of elevated track collapsed, bringing a train crashing down.

But at funerals in the capital, devastated families demanded an explanation for how the tragedy occurred and called for those at fault to be held to account.

"It wasn't our fault. The authorities are responsible," 17-year-old Luis Diaz told AFP after burying his father Juan Luis Diaz, who usually traveled by bus, but on the day of the accident took the metro instead.

"We were not the only ones affected. Other people also lost their relatives. Many people are injured," he said.

Luis Hernandez, whose father was also among the dead, said that he wanted "justice for my mother, because my father was the breadwinner of the household."

The 61-year-old was traveling in one of the two carriages that fell when the overpass collapsed.

"My father's dead and nobody can bring him back," Hernandez said.

"We're going to file a lawsuit, but right now we want to get through all this," his mother said, crying inconsolably.

The victims also included a 12-year-old boy, Brandon Giovanny, who was laid to rest on Wednesday.

Mexico City Mayor Claudia Sheinbaum told a news conference that Norwegian engineering company DNV, which has been tasked with helping prosecutors with the investigation, would carry out "a root cause analysis" of the accident.

"That is, what's caused this situation in general terms since its construction," she said.

The metro line which partially collapsed, the city's newest, has been plagued by a series of problems since it was inaugurated in 2012.

A metro workers union has complained that engineers had already reported concerns about the line on various occasions.

The organization Mexicans Against Corruption has alleged that Lopez Obrador's austerity drive resulted in cuts to the metro network's budget.

The employers' association Coparmex has also suggested that the accident was linked to public spending reductions -- a claim that the president has strongly denied.

"Investigations have already begun to find the causes of this accident... and punish those responsible," the left-wing populist told reporters on Thursday.

The metro system's budget is based on an annual projection of ticket sales and contributions from the government.

"Given the pandemic, there was a reduction associated with the fall in its own income," said Sheinbaum, a close ally of Lopez Obrador.

"The government had to make an additional subsidy to the subway," she told reporters.

The accident comes just a month before June 6 midterm legislative elections in which Lopez Obrador's party aims to retain control of the lower house of Congress.

The furor has engulfed two of his political proteges and leading contenders to be the ruling party candidate in the 2024 presidential elections.

One of them, Sheinbaum, faces questions about whether the network has been adequately maintained since she took office in 2018.

The other, Foreign Minister Marcelo Ebrard, oversaw the development and inauguration of the line involved in the crash in his former position as Mexico City mayor.

Ebrard has promised to cooperate fully with the investigation into the accident.

He said that his administrative responsibility for the project ended after his 2006-2012 term.

"It's known that the first indications about the faults in the elevated part of the line occurred after the 2017 earthquake," which left 370 people dead, mainly in the capital, Ebrard said.

An overcrowded smuggling boat capsized on Sunday off the California coast after crashing into the shoreline, killing three people and leaving 27 people hospitalised with a range of injuries, authorities said.

The accident happened on Sunday morning off San Diego, with all aboard the 40-foot (12 meters) vessel jumping into the choppy water as it slowly disintegrated, witness video showed.

"It was a smuggling vessel," Jeffery Stephenson of the Customs and Border Protection Public Affairs Office told reporters. "Border Patrol agents are with a man we believe was the operator."

"Smugglers don't care about the people they're exploiting," he said.

"All they care about is profit. They had inadequate safety equipment and obviously this vessel was severely overcrowded."

Those aboard were likely migrants trying to illegally enter the United States, Stephenson said.

The 27 survivors were taken to hospitals with "varying degrees of injuries," said Jose Ysea, a spokesman for the San Diego Fire-Rescue Department.

Emergency responders conducted seven water rescues and one cliff rescue, San Diego Lifeguard Chief James Gartland said.

"This was a mass rescue operation that turned into a mass casualty event," he said.

The accident took place as the United States grapples with huge waves of undocumented migrants arriving at its southern border.

Officials and migrants say the influx was sparked by increased poverty and violence in Central America, as well as President Joe Biden's promise of a more humane policy toward immigrants.

US Customs and Border Protection said on Friday it was stepping up patrols off the San Diego coast over the weekend to disrupt migrant smuggling runs.

"We've seen a dramatic increase in the number of maritime smuggling attempts recently," Chief Patrol Agent Aaron Heitke of the US Border Patrol's San Diego sector was quoted as saying in a statement.

"All of these illegal crossings at sea are inherently dangerous, and we have seen too many turn from risky to tragic as smugglers sacrifice the safety of those on board for the sake of profits."

In one of the most heart-warming incidents, a rescue worker was spotted trying to give CPR to a baby elephant who was hit by a motorbike.

Mana Srivate, a rescue worker from Thailand, has been in the profession of healthcare for the last 26 years and has performed dozens of resuscitation. However, never did he think he would have to perform one on an elephant.

In the eastern province of Chanthaburi, a motorcyclist crashed into a baby elephant who was crossing the road with his herd. Both, the elephant and the motorcyclist, were injured in the collision after which emergency services were called.

While the unit served to the motorcyclist, Srivate helped the baby elephant who was lying in the middle of the road. His act was captured on video which was circulated on Thailand's social media.

In the video, Srivate can be seen giving two-handed compressions to a small elephant lying on its side as colleagues a few metres away treat a dazed and injured motorcycle rider.

"It’s my instinct to save lives, but I was worried the whole time because I can hear the mother and other elephants calling for the baby," Srivate said. "I assumed where an elephant heart would be located based on human theory and a video clip I saw online."

Recalling the moment the baby elephant came back to his senses and showed signs of movement, he said, "When the baby elephant starting to move, I almost cried."

The elephant was taken to a nearby location for treatment and was later returned to the same spot after it made recovery. Immediately after the baby elephant called out its mother, the herd of elephants came back to help the baby of the family.

This was also a special case for Srivate as this baby elephant was the only one who had ever revived after CPR, even though Srivate has given the treatment to dozens of victims.

The motorcyclist, too, was given treatment and he recovered soon from the shock and non-life-threatening injuries.
