India-China second informal summit: PM Modi emerges as 'master of personal diplomacy'

Chinese President Xi Jinping was gifted a hand-woven portrait of his by Prime Minister Narendra Modi on the final day of the Mamallapuram Informal Summit.

The portrait was painstakingly created by the master weavers of Sri Ramalinga Sowdambigai Handloom Weavers Co-operative Society in Sirumugaipudur in Coimbatore District.

The President's face was intricately woven in gold on a red background with floral patterns on both sides of the portrait to enhance its beauty and elegance.

The personal thought put into the gift was reflected through the usage of the red colour which symbolises luck, joy and happiness in Chinese culture and is also the main colour of the Chinese state flag and the ruling party.

The portrait was made by using pure mulberry silk and 'zari' or gold threads.

A 240 Hooks Electronic Jacquard helped encode the portrait pattern into the design punch cards that created the thread patterns used by the weavers.

The warp and weft used was 20/22 Denier Silk along with half fine zari.

The fine art of silk weaving is an ancient and treasured craft that has been perfected over generations by weavers guarding their distinctive patterns and designs.

Tamil Nadu is home to many such silk traditions that are often named after the ancient towns around which they developed.

Kancheepuram, Arani, Madurai, Coimbatore and Rasipuram are some examples of these timeless classical traditions.

'Chennai connect' marks new era in India-China relations: PM Modi

The Centre is committed to reducing to a "minimum," the number of applications filed under the Right to Information as it is working towards putting maximum information in the public domain so that people do not feel the need to seek information through RTIs, Union Home Minister Amit Shah said here on Saturday.

Shah said this during his address to the inaugural session of 14th annual convention of Central Information Commission (CIC).

"All the countries have stopped after creating an RTI Act. They feel that they have done their responsibility but the Indian government doesn't think so. Prime Minister Narendra Modi government wants to give such an administration that applications made under RTI should be reduced to a minimum. Nobody should be required to file the RTI application," said Shah.

"The success of government does not lie in how many applications were filed under RTI but rather in giving such a system that the number of applications under RTI should be minimal despite channels being open to doing so," said Home Minister."The government should itself give all the information to the public so that people do not feel the need to file RTI application," he said.

He said that till 2005 when the RTI Act came into being, attempts were made to "widen the rift" between people and the administration.

"Before Independence and even after that till 2005 when the RTI Act came into being, attempts were made to widen the rift between the administration and people. But in the last 14 years, a lot of work has been done to fill the gap that has been created," said Shah emphasising that RTI Act is essential in ensuring "accountability" and "transparency" in the system.

Defence Minister Rajnath Singh, who arrived in the national capital from France visit on Thursday night, said that seven Rafale fighter jets will arrive in India by April or May next year. The Defence Minister was in France for the official handover of the first Rafale aircraft.

"Seven Rafale jets will arrive in India by April or May. The aircraft is capable of reaching up to the speed of 1800 kilometre per hour. I flew in a Rafale jet at the speed of 1300 kilometre per hour. The credit for the successful acquisition of the jets goes to Prime Minister Narendra Modi," Singh said while addressing reporters.

He said that the France visit was a success and that he also held a meeting with French President Emmanuel Macron for over 35 minutes.

Responding to the Opposition's criticism over performing of 'Shastra puja', Singh said, "People can say whatever they want. I did what I thought was right and I will continue to do so. This is our faith, that there is a superpower and I have believed it since childhood."

"People from all religions have the right to pray according to their beliefs. I would not have objected if someone else had done the same. I feel there must have been a difference of opinion over the issue in Congress as well, it would not have been everybody's opinion," he said.

Singh also said that India does not intend to intimidate anyone by increasing its defence capabilities.

"After induction of Rafale fighter aircraft, the combat capability of the Indian Air Force will increase. We don't want to intimidate anyone by doing so. We will neither fear anyone nor will we intimidate," the Defence Minister said.

He said that some IAF officers were undergoing training in France to operate the aircraft. Speaking about the controversy over the Rafale deal, Singh said, "Baseless accusations were levelled against the Prime Minister over the Rafale deal and strong language was used against him. I think the people of the country have given a befitting response to that."

The Directorate General of Civil Aviation (DGCA) has directed airlines to ensure the timely redressal of all grievances by passengers, saying it is a topmost priority and warned of stringent action if any laxity is found.

The DGCA said this in a meeting with appellate authority and nodal officers of all scheduled domestic airlines at its headquarters in the national capital on Thursday.

It also directed the airlines to ensure that complaints of passengers on social media platforms should be attended to promptly and resolved at the earliest.

During the meeting, the civil aviation watchdog said that a number of steps have to be taken to avoid inconvenience to the passengers.

"Prompt redressal of passenger complaints should be the topmost priority and must be attended to as per the relevant provisions of the Civil Aviation Regulations (CARs). Airlines must periodically update the details of their nodal officer and appellant authority on their website," the DGCA said in a statement.

It said that the airlines should make all efforts to send SMS in case there is a delay in flight beyond 30 minutes or a boarding gate change has taken place at the airport."

Airlines must send repeated SMS messages after every 30 minutes to keep the passengers updated for the flight delay/ cancellation/ boarding gate change," the DGCA outlined.

Recently, the civil aviation watchdog had learnt that many domestic passengers were facing ticket refund issues as their tickets were booked through their respective travel agents.

To mitigate this problem, the DGCA has asked all airlines to ensure better coordination with their travel agents and reduce the inconvenience faced by the passengers while obtaining a refund after booking tickets through travel agents.

"The airlines must keep close coordination with their travel agents. The travel agents must share the mobile numbers of the travelling passenger with the airlines for flight information updates. All necessary assistance must be provided to the passengers for their connecting flights," the DGCA said.

The civil aviation watchdog said in the event of a delay, airlines should make proper arrangements to ensure refreshments and meals to the passengers.

"In case of delay, airlines should make appropriate arrangement to provide water, refreshment and meals as per the provisions of the CARs. The airlines shall ensure the refund of airline tickets through a travel agent/portal in a timely manner. All help should be provided to senior citizens and passengers with reduced mobility," it said.

"Complaints on social media platforms such as Twitter, Facebook etc. should be attended promptly and to the extent possible, must be resolved. Airlines must ensure proper conduct and behaviour of their employees towards passengers. Any laxity in the matter shall be viewed seriously," DGCA said.

While the effects of pollution on our lungs and overall health have been well established, little is known if the changes in our skin and hair could be blamed on the polluted air.

This week, a team of researchers were finally able to establish a link between the increased presence of particle matter and pollutants in the air and loss of hair.

The study, funded by a South Korean cosmetics company, tested the effect of dust and fuel particles on human scalp. It was found that pollution adversely affects hair-making proteins. The study is believed to be the first to find a link between airborne pollutants and loss of hair.

The findings were presented at the 28th European Academy of Dermatology and Venereology Congress in Madrid.

Earlier this year, a report on the state of global air quality stated that more than 1.2 million people in India died due to air pollution in 2017.

The report further added that long-term exposure to pollution - both outdoor and indoor - is tied to triggering a host of non-communicable diseases like stroke, diabetes, heart attack, lung cancer, and chronic lung disease.

The report was released by US-based organisation Health Effects Institute (HEI) in April this year and highlighted air pollution as the third biggest cause of death among all health risks in India.
