On the first day of Jinping's visit on Friday, he will meet PM Modi in Mamallapuram and visit some UNESCO world heritage sites in the evening. On Saturday, Modi and Xi will have one-to-one meeting followed by delegation-level talks.

Bilateral, regional issues

During the informal summit, President Xi and PM Modi are expected to hold discussions on bilateral, regional and global importance and exchange views on deepening India-China Closer Development Partnership, the External Affairs Ministry said in a statement.&nbsp;

No MoUs

According to the Ministry of External Affairs, no Memorandum&nbsp;of Understanding (MoU) will be signed between India and China. The nature of the summit will essentially be similar to the first summit that took place in <a href="https://www.wionews.com/india-news/modi-xi-summit-in-wuhan-removed-several-misconceptions-between-india-and-china-indian-envoy-177673">Wuhan, China last year</a>.

Border security, confidence-building&nbsp;

The leaders are expected to agree on new security measures along the unsettled border, officials said, in an effort to smooth ties ruffled by differences over Kashmir, news agency Reuters reported.&nbsp;

The two sides will move forward on a set of confidence-building measures, an Indian source briefed on the discussions told Reuters.

"Priority will be given to enhancing confidence-building measures and people-to-people exchanges," Reuters quoted a second government source.

Territorial disputes, trade deficit, 5G

The prime minister will also hold one-to-one talks designed for a free exchange of ideas on issues ranging from territorial disputes to India's ballooning trade deficit with China and the question of allowing Chinese telecoms equipment maker Huawei into India's 5G network.

"Xi will have in-depth communication with Modi on issues that have overall, long-term and strategic significance on bilateral relations, set the tune and guide the direction for the future development of the ties," Chinese state media quoted Vice Foreign Minister Luo Zhaohui as saying.

Differences remain

The meet comes in the backdrop of Beijing supporting Islamabad in raising the matter of abrogation of Article 370.&nbsp;

China had criticised New Delhi's move on Kashmir. Chinese Foreign Minister Wang Yi raised the matter at the UN General Assembly last month.

India continues to maintain that the abrogation of Article 370 is an internal matter.

Modi-Xi second informal summit: Focus on border security, boosting trade and bilateral ties

Ranbaxy's former promoter Malvinder Singh has approached Delhi High Court seeking quashing of an FIR registered by Economic Offences Wing (EOW) of the Delhi Police, saying it lacks jurisdiction to register FIR.

Malvinder Singh said the Serious Fraud Investigation Office (SFIO) is already conducting investigations.

He claims he can only be tried under companies law by SFIO. Justice Brijesh Sethi is currently hearing the case.

Appearing for Singh, senior advocate Abhishek Manu Singhvi said, "The plea raises the question of lack of jurisdiction. The writ was filed some days ago. It raises the issue of jurisdiction. It's not related to something that happened last night."

Singhvi stated that Section 212 of the Companies Act "clearly bars the investigation under Companies Act by any other agency other than SFIO."

"The Centre has assigned the case to SFIO for investigation. In case SFIO has been investigating any offence under the Companies Act, all other authority/agencies having any information shall provide such information to SFIO," he stated.

EOW's case against the applicant is under Sections 409 and 420 of IPC. SFIO, which investigates cases of serious frauds, is also empowered to investigate charges under CrPC while investigating cases of serious financial frauds, he said and added that parallel investigation by EOW would violate protection from duplication as enshrined under Article 20 of Constitution.

EOW stated that Singh was arrested yesterday. This matter is not appropriate to be taken up at this time and may be adjourned for few weeks, it added.

Singhvi said that in the FIR lodged by EOW, it has acknowledged the investigation being conducted by SFIO.

"How can two proceedings go simultaneously? Both the complaints refer to the same company, same transactions. For species of offences that partake with fraud, SFIO is made the only agency. How can the EOW then continue with the investigation? If SFIO investigating, EOW can't jump the gun," he said.

Singhvi has sought notice to be issued to EOW or grant of stay on the proceedings initiated by EOW.

Appearing for EOW, advocate Avi Singh said, "EOW is investigating companies which are different from the ones notified by the Centre to be investigated by SFIO.

EOW is investigating different companies, promoters are same. SFIO has been given specific allegations and companies to investigate.

"EOW's investigation is also being done under a different Act. EOW is not investigating any offences under Companies Act but offences under IPC, EOW stated.SFIO cannot investigate offences under IPC. Fraud by a company is an offence separate from criminal conspiracy and other offences under IPC," it added.

EOW further mentioned that they are at the stage of initial and crucial investigation.

Supreme Court has held that an accused can't choose its investigating agency, it stated.

Our Investigation is relying on RBI forensic report that Rs 1260 crore has been diverted from Religare, it added.&nbsp;

Union Finance Minister Nirmala Sitharaman on Friday said that she was regularly in talks with the representatives of the automobile industry and was ready to hold talks with members of other industries as well to accommodate their demands.

"I am interacting with the automobile sector players from all over the country. They have met me twice in Delhi. It is true that consumer demand has not revived for the automobile sector. If any sector wants anything in particular, they can always talk to me," Sitharaman said in response to a question about the slowdown in the automobile sector.

Sitharaman said her press conference was a part of the BJP's plan to interact with the citizens of the state ahead of the Assembly elections in Maharashtra.

"In the context of Assembly elections in Maharashtra, all over the state media interaction has started. The aim is to highlight the good works done by the state government and the Centre in the past five years," said she.

The Finance Minister praised Chief Minister Devendra Fadnavis led state government for helping all sections of the society in the state during its rule.

"Devendra Fadnavis led BJP-Shiv Sena govt in the last 5 years has touched each segment of Maharashtra and addressed the problems of each segment. Fadnavis has comprehensively addressed the issue of water shortage in Maharashtra," Sitharaman said.

"The water shortage issue needs more time and effort. I have, therefore, come to appeal to the voters of Maharashtra to take these factors into consideration as the state goes to polls," she added.&nbsp;

The Delhi High Court on Friday issued a notice to senior Congress leader P Chidambaram and his son Karti Chidambaram on a petition filed by Enforcement Directorate (ED) seeking cancellation of their anticipatory bail in Aircel-Maxis case.

Justice Suresh Kumar Kait asked the father-son duo to file their response by November 29 and posted the hearing on the matter for the same day.

Chidambaram is also an accused in the INX Media case. He is in judicial custody in Tihar jail till October 21.

The Enforcement Directorate (ED) in the petition termed the anticipatory bail granted to the accused as `unwarranted` and said that the trial court`s finding was completely "perverse and untenable" in law.

The probe agency said that they both remained evasive during the investigation.

"There is a likelihood that the accused could tamper with evidence and influence witnesses," it said.

The case relates to alleged irregularities in granting a Foreign Investment Promotion Board (FIPB) approval in the Aircel-Maxis deal.

The approval was allegedly granted in 2006 when Chidambaram was the Union Finance Minister.

A Special Court had, on September 5, granted anticipatory bail to the duo in the case observing that the entire evidence related to the commission of the crime is "documentary in nature and not liable to be tampered with" by both the accused.

The court said that since both the accused are the lawmakers, there is "no apparent possibility of the accused fleeing from justice."

"Also, there is no possibility of the accused committing any similar crime again as they are not holding any official position in the government at present. The witnesses are also from DoT, Ministry of Finance and banks and as such, there is no possibility of them being threatened or influenced by any of the accused," the court had stated.

BJP president Amit Shah on Friday revealed that Prime Minister Narendra Modi told US President Donald Trump that Kashmir is an internal matter of India and he need not interfere in it.

"This has been our consistent stand for years that we will not tolerate any kind of interference in Kashmir. If any country tried to speak on Kashmir, we said that it is our internal matter, be it American President or anyone else. Prime Minister Narendra Modi said clearly that Kashmir is our internal matter and you need not interfere," said Shah at an election rally.

Shah said the Congress and the NCP have opposed the abrogation of Article 370 in Jammu and Kashmir and in Maharashtra Assembly polls, the voters should ask them about their stand on Kashmir issue.

"In the integration of Kashmir with India, Article 370 was the biggest hurdle. In 70 years, no other Prime Minister showed the courage to abrogate Article 370 but Narendra Modi did it," he said.

"Congress Ghulam Nabi Azad said in Parliament that river of blood would flow in Kashmir if Article 370 is repealed. But I would like to share with you that not even a drop of blood was flown after Article 370 was revoked," added Shah.

"The Congress and the NCP opposed the abrogation of Article 370. When they come to you asking for votes, you should ask what is their stand on it," said Shah.

Article 370 was abrogated on August 5, divesting Jammu and Kashmir of its special status and bifurcating it into two UTs -- Jammu and Kashmir and Ladakh.

National carrier Air India is training the pilots of Indian Air Force (IAF) for operating the new Boeing 777 aircraft, which would be used for ferrying the top leadership of the country including the President, Vice President and Prime Minister.

This would also be for the first time that Air India pilots will not fly the 'Air India One'&nbsp;special aircraft which is used by dignitaries.

Currently, Air India's trained pilots of Boeing 777 are giving training to Indian Air Force (IAF) pilots at the Mumbai (Kalina) training centre of the airline.

"IAF pilots are trained but they are specialised to fly with fighter plane or specific IAF aircraft, but new aircraft of Air India Boeing 777 which will be delivered in July 2020 for VVIPs are typical commercial aircraft and IAF pilots need to go through training for commercial aircraft," a senior Air India official said.

At present, Air India has Boeing 747 aircraft for VVIP dignitaries who fly with Prime Minister Narendra Modi, President Ram Nath Kovind and Vice President M Venkaiah Naidu with Air India pilots.

The aircraft is known as 'Air India One'. Two brand new Boeing 777 aircraft will come in use for VVIPs in July 2020.

The official further said, "In total, around 10 IAF pilots will get training by Air India for new Aircraft Boeing 777. Training of four-six IAF pilots has been completed, and remaining are supposed to be taking it in coming days."

The IAF pilots being trained for the Boeing 777 operations would be the part of the service's Palam-based Communication Squadron which ferries VVIPs for domestic routes or for travel to nearby neighbouring countries.

Meanwhile, there will be no changes in the maintenance. Air India Engineering Services Limited (AIESL) will take care of the new Boeing 777 aircraft, and Air India crew services inside the aircraft will also remain the same.&nbsp;

A high-level situation-cum-security review meeting, headed by Jammu and Kashmir Governor Satya Pal Malik, was held on Monday during which it was decided that the advisory will be lifted from October 10.&nbsp;

The Central government had on August 5 scrapped the provision of Article 370, which took away the special status of Jammu and Kashmir and bifurcated the state into two Union Territories -- Jammu and Kashmir and Ladakh. The UTs will come into being on October 31.

After remaining closed since the abrogation of Article 370, schools, colleges and universities reopened on Wednesday following the government's directive issued earlier.

Last month, the government had directed schools to open but the move remained unsuccessful given the communication shutdown and uncertainty regarding the situation.

Meanwhile, Union Home Minister <a href="https://www.wionews.com/india-news/jammu-kashmir-will-get-statehood-wont-remain-union-territory-forever-says-amit-shah-254311">Amit Shah</a> this week said that Jammu and Kashmir would not remain a Union territory for forever and it will get back its statehood status once there is a favourable situation for that.

"Jammu and Kashmir would not remain a Union Territory forever and that the statehood would be returned once the situation is normalised," Ministry of Home Affairs (MHA) said in an official statement quoting Shah.

On the eve of the second India-China informal summit, New Delhi has reminded both Islamabad and Beijing that Kashmir is India's internal matter and countries should not comment on it.

The Ministry of External Affairs in a statement said, "India’s position has been consistent and clear that Jammu &amp; Kashmir is an integral part of India."

Adding, "China is well aware of our position. It is not for other countries to comment on the internal affairs of India."

Pakistani Prime Minister Imran Khan was on a two-day visit to China and held talks with Chinese President Xi Jinping on Wednesday.&nbsp;

Kashmir was mentioned in the release issued by Pakistan and China on the Xi-Khan talks and was a topic in the joint statement by both countries.

While the Chinese government readout on Xi-Imran talks said that the President supports "Pakistan's legitimate interest in Kashmir... and parties should resolve the dispute via peaceful dialogue", Pakistani readout was stronger and mentioned the "humanitarian crisis in Jammu and Kashmir."

The China-Pakistan joint statement mentioned Kashmir and called for a resolution "based on the UN Charter, relevant UN Security Council resolutions and bilateral agreements" with China opposing "any unilateral actions that complicate the situation."

But China and Pakistan have been making statements critical of Delhi since the revocation of the special status for the erstwhile state of Jammu and Kashmir.

The India-China second informal summit will take place on October 11 and 12, and New Delhi has asserted that Jammu and Kashmir would not be on the agenda since it's India's internal matter.

Government sources said, "Irrespective of which every country we deal with, our position is very clear. The issue of discussing with any country doesn't arise."

Adding, "If the President of China would like to understand, the PM will outline what we have done. On Union Territory of Ladakh, the logic has been explained. Foreign Minister Jaishankar has made our position clear in this regard."&nbsp;

On Pakistani Prime Minister Imran Khan's ongoing China visit, the source said, "Visit has been decided by Pakistan and China and the matter is not a concern to us... we don't see it as hyphenation if the other side sees it, the Chinese side has to react."

With heavy security, a freshly painted wall and banana tree-lined roads, the tourist town of Mamallapuram, Chennai suburb is all set to host Asia's two important leaders -- Narendra Modi and Chinese President Xi Jinping for the second informal summit. The first summit took place in Wuhan, China and the focus of this year's summit will be too keep the momentum generated from the last year's summit. Friday afternoon around 2pm local time President Xi will be reaching Chennai and by 5pm, Modi will give him a guided tour of three important UNESCO world heritage sites -- Arjuna’s Penance, Panch Rathas and Shore Temple. Chinese President will be driving down to the suburb from Chennai and will be joined PM Modi. The fact that Mamallapuram hosts world heritage sites coupled with its coastal links with China dating back to sixth century Pallava dynasty played a key role in it hosting the summit. Both leaders will see cultural performances at the Shore temple followed by a dinner in the evening. On Saturday, both will meet again and after the lunch, President Xi leaves for Nepal, the first visit by Chinese President in decades. Since its an informal summit, no joint statement is expected but both sides will issue separate statements in a coordinated manner. The trade deficit stands at 57.86 billion dollars and while greater market access has been given to Indian agriculture products like rapeseed, fishmeal, tobacco leaves, chilli meal, India is hoping it is translated into volumes. On border dispute, both sides are expected to start work on new confidence-building measures that could be announced later this year. One of the key outcomes of the Wuhan informal summit that happened in the backdrop of 2017 Doklam crisis, was strategic guidance being given by both leaders to there armies to resolve any issue at the Line of Actual Control (LAC) in a sensible manner.

Lambasting the Nationalist Congress Party (NCP) and the Congress, Shah asked both the parties to clear their stand on the abrogation of Article 370."Why did you not vote for it in the Parliament? Why did you not support Prime Minister Modi on the initiative? Is politics more important for them than the nation," he said.

Shah underscored the difference between the Congress and the BJP over the issue of national security and said that late BJP stalwart Atal Bihari Vajpayee was the first to congratulate former Prime Minister Indira Gandhi after India won 1971 war against Pakistan because nation always comes first for his party.

He further alleged that while Congress and NCP give tickets only to their family members, the BJP is the only political party that allows its smallest worker to rise through the ranks and hold higher positions.

The BJP president maintained that under the leadership of Chief Minister Devendra Fadnavis, Maharashtra has chosen the path of development.

"In the last five years, the Fadnavis government has supplied water to 20,000 villages at just Rs 9,000 crore. The double-engine BJP government, here in the state as well as at the Centre, has worked towards Maharashtra`s growth and take it forward," he said.

BJP on Thursday hit out at the Congress after a delegation of the opposition party`s UK representatives met Labour Party leader Jeremy Corbyn and discussed the "human rights situation in Kashmir".

Terming it as "appalling" the BJP said India will give a befitting reply to the Congress for these "shameful shenanigans."

Meanwhile, the Indian Overseas Congress hit back at the "malicious" statement by the BJP, which it said was "another attempt to distract people from their failures."

"Our meeting with @jeremycorbyn was held to condemn the Kashmir resolution passed by his Party &amp; to reiterate that J&amp;K is an internal matter &amp; outside intervention will not be accepted," the Indian Overseas Congress tweeted.

Corbyn put out a tweet about the very "productive meeting" he had with the Congress delegation and called for "de-escalation" and end of "cycle of violence" in the region.

"A very productive meeting with UK representatives from the Indian Congress Party where we discussed the human rights situation in Kashmir. There must be de-escalation and an end to the cycle of violence and fear which has plagued the region for so long," the British politician posted.

Soon after, the BJP hit back at the Congress for raking up the Kashmir issue in the meeting.

"Appalling! @INCIndia owes it to the people of India to explain what its leaders are telling foreign leaders about India. India will give a befitting reply to Congress for these shameful shenanigans!" the party said on its official Twitter handle.

Congress leader Anand Sharma denied the BJP`s allegations and said that any issue pertaining to J&amp;K are purely India`s internal affairs.

"We are shocked by this misrepresentation and any unauthorised statement that has been made on behalf of the Congress party. The delegation of Indian Overseas Congress that met has neither a mandate nor any authorisation to speak on any matter which pertains to policies or India`s domestic issues.

&nbsp;They are supposed to be only confined to the Indian diaspora," said Sharma.

The Congress spokesperson added that: "The INC`s position is firm, consistent and clear as articulated in our working committee resolution of August 6."

"Any issue pertaining to Jammu and Kashmir are purely India`s internal affairs. So what the Congress party has to say is communicated officially here and no other entity, individual or a body has any authority to do so. We disown any such claim in entirety. I am conveying this to the leadership of the Labour Party," he said.

On September 26, Britain`s opposition Labour Party had passed an emergency resolution on Kashmir at the party`s annual conference in Brighton which calls for the entry of international observers into the region.

The motion was a response to the decision by the government of Prime Minister Narendra Modi to bifurcate Jammu and Kashmir into two Union Territories and withdraw the region`s special status under Article 370.

Even at that time, the BJP strongly condemned the move and termed it a blatant interference in India`s internal matter.

The UK government`s official stance on Kashmir is that it remains a bilateral issue between India and Pakistan.

Last month, Pakistan Prime Minister Imran Khan had quoted the Congress while launching an attack on New Delhi over the Kashmir issue. He had even mentioned the Congress party during his speech in the UN General Assembly in New York last month.

BJP Rajya Sabha MP Vijay Goel on Wednesday hit out at Delhi Chief Minister Arvind Kejriwal for blaming Centre for not letting him attend the climate meet in Denmark and said the AAP chief was habituated to criticize Prime Minister Narendra Modi.

Goel said Kejriwal should have sent mayors to the conference in Denmark, as the event is meant for them, not for chief ministers.

"The conference he spoke of is for mayors. He should have sent mayors from Delhi corporations. But he did not do that. The only thing he could do is speak negative things about the Prime Minister," he said.

"Kejriwal is busy criticizing Prime Minister Modi instead of focusing on Delhi`s development", the BJP leader alleged.

Cornering Kejriwal for taking credit of reducing pollution levels in Delhi, Goel said that it was possible due to initiatives by the Centre.

"What did he do? He has done everything in advertisements. It is the central government`s initiatives that led to air pollution control. He is again blaming stubble burning for imposing odd-even on Delhi residents," the BJP MP said.

He said the Delhi Chief Minister was coming up with such strategies as national capital is set to go to polls next year.

Kolkata Mayor and West Bengal Urban Development Minister Firhad Hakim are slated to attend the climate meet in Copenhagen from October 9 to 12.

Kejriwal was to attend the four-day C-40 climate summit. He was to speak on his government`s work towards lowering pollution, including the car rationing scheme.

The AAP had accused the BJP-led Centre of showing hostility and not giving political clearance to Kejriwal and others for attending the conference.

Meanwhile, the Ministry of External Affairs (MEA) had said that "clearance from political angle was declined" on the application of Kejriwal and seven others, seeking political clearance to attend the climate summit in Denmark.

Raveesh Kumar, spokesperson MEA said, "A considered decision on political clearance by the Ministry of External Affairs is based on multiple inputs and takes into account the nature of the event, the level of participation by other countries, type of invitation extended, etc."

The participation of Delhi Chief Minister as a Speaker at a panel discussion was not commensurate with the level of participation from other countries. The chief minister of one of the largest and populous cities in the world, which also is the capital of India, was therefore advised not to attend the event."&nbsp;

Officials of the Customs Air Intelligence Unit seized juvenile pythons and monitor lizards from the checked-in baggage of two passengers who had arrived at the Chennai airport from Kuala Lampur in Batik Airways Flight 6018.

Officials of the Customs Air Intelligence Unit seized juvenile pythons and monitor lizards from the checked-in baggage of two passengers who had arrived at the Chennai airport from Kuala Lampur in Batik Airways Flight 6018. Based on prior information, officials had maintained a special vigil for passengers travelling from Kuala Lampur. Two male passengers were being closely watched as they were walking suspiciously near the arrival area, later the two men started walking hurriedly after collecting their checked-in baggage. On being intercepted and questioned at the exit, the duo gave evasive replies, after which their baggage was examined. Both their stroller bags were found to contain a large yellow plastic toy concealed under chocolates, gift items and personal clothing. On opening the toys few cloth bags tied with rope were found in them, in which some reptiles were concealed. The duo has been identified as Mohammad Parvez,36, of Ramanathapuram district and Mohammad Akbar,28, of Sivaganga district of Tamil Nadu. They told officials that these bags were given to them by someone outside Kuala Lampur airport with instructions to handover it over to unknown persons who would identify them, outside the Chennai airport. They were taken outside the airport, but none turned up to receive the bags even after waiting for a considerable time. Speaking to WION, a Senior Customs official said, “such endangered species are kept as pets by high profile individuals and the persons who carry them in their luggage are merely couriers who do this for a sum of money. Usually, such reptiles and animals are smuggled in from Bangkok, but now KL has also become an origin point.” Forest officers of Wild Life division identified the reptiles as- Green Tree Python (Morelia Viridis), Scrub Python (Amethystine python ). Both are native species of Australia and not covered under Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES ). CITES is an international agreement between governments. It aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival. A team of Veterinary doctors from Arignar Anna Zoological Park inspected and found the animals to be in healthy condition. The Animal Quarantine Officials recommended deporting the wildlife species back to their country of origin as the passenger did not have any NOC/ DGFT license for their import into India. The wildlife species were seized under the provisions of Customs Act 1962 read with FT( D&R) Act. Both the passengers were detained. The seized reptiles being exotic species will be sent back to Kuala Lampur.

Amid complaints of favouritism in its medical branch, the powers of transfer and deployment of doctors in the Army have been given to the Army Headquarters.

"After the complaints were received from different quarters about favouritism in transfers and postings of doctors in the Army, it has now been decided that these matters would now be handled by the Adjutant General`s branch," Army sources told.

The sources said there were multiple complaints about posting of doctors where individuals have spent their entire careers in only metropolitan cities.

"There has been a complaint about a doctor couple who spent over 20 years of their career between Delhi and Pune together. It is because of such complaints that such a decision has been taken," the sources said.

The sources said it was also observed that in the Navy and the Air Force, transfers and postings of doctors are done by the respective services.

Doctors in the armed forces are part of the Army Medical Corps which is under the Defence Ministry.

Sources said the powers of posting and transfer were given temporarily to the Army Headquarters some time ago and recently the arrangement was formalised.

In the recent past, there was another case involving a senior officer of the Army Medical Corps against whom an enquiry was ordered for misuse of government funds.
