Jammu and Kashmir tourism department is planning to double its promotions after authorities decided to lift an advisory on tourists this week.

The government had issued a security advisory asking tourists to curtail their stay in Jammu and Kashmir. The move followed the Centre's decision to abrogate Article 370 in August.

In a security advisory issued by the state home department, it read that "the security advisory requesting tourists visiting Jammu and Kashmir to curtail their visit in Kashmir valley... is hereby withdrawn." The authorities have promised tourists all necessary assistance and logistical support.

Sources in the tourism department told WION that a meeting, headed by the principal secretary and other top officials, was held to discuss the measures needed for the revival of tourism in Kashmir valley.

"Normally we publicise tourism but this year we will have to double our promotions. We have roadshows in metropolitan cities of India. We will also do the same shows in Bangladesh, Thailand and Malaysia. We will also publicise at all the major airports of the country," said Nisar Ahmad Wani, director of tourism, Kashmir.

After the abrogation of Article 370 in Jammu and Kashmir and the subsequent imposition of restrictions, the tourism sector here has seen a steep downfall. Hotels and tour operators have fallen silent as travel bookings were cancelled.

According to an estimate, five lakh people are directly associated with the tourism industry in Jammu and Kashmir. The state tourism department says that the industry contributes 16 per cent to the state's total GDP.

"Kashmir is a 12-month destination for tourists and since winter is coming, travel agents are trying our best to get clients from across the world and our country. The government has to take many steps which includes restoring telecommunication and internet services," said Mohammad Altaf, a tour and travel agent based in Srinagar.

Union Home Minister and BJP national president Amit Shah on Wednesday said the Congress and other Opposition parties should rise above party politics and support the government of the day, at least on national issues, as the nation was much important than petty politics.

Addressing an election rally here, Shah alleged that the Congress leaders were having "sleepless nights" over the repeal of Article 370 and it has kept raising the issue.

He said the Modi government had shown guts to remove the Article which gave special powers to Jammu and Kashmir.

"So many governments came and went and so many Prime Ministers came and went. No one had the guts to touch Article 370. In the last 55 years, Congress had no interest in removing Article 370 and kept on asking what was the need to remove it?" Shah said.

"Pakistan did not want the removal of Article 370, even Congress says the same thing. Why do Rahul Gandhi and Pakistan speak in each other's language? What is the relationship between the two? While the entire country is happy with the move, it is the Congress which is having sleepless nights," said Shah.

He said that Modi has punctured Opposition's "vote bank politics" by abrogating Article 370.

Shah also hit out at former Chief Minister Bhupinder Singh Hooda who has won elections from Rohtak and termed the previous Congress regime as "corruption-ridden".

Hitting out at Congress president Rahul Gandhi for his 'khoon ki dalali' remark made over alleged politicisation of the surgical strikes carried out by the Army in 2016, Shah said on issues concerning country's security everyone should rise above party lines.

"When it is the issue of the country, we should all be one and rise above party lines. In 1971, when our Army won, Atalji (Atal Bihari Vajpayee) was the first person to congratulate Indiraji (Indira Gandhi) in Parliament. Rahulji says 'Modi ji khoon ki dalali karte hain.' This is shameful," Shah said.

He said that the BJP government in Haryana has done a lot of development works in the last five years.

"Under the Manohar Lal Khattar government, BJP has taken Haryana to the path of development," he said, adding that a lot of initiatives have been taken including elevated rail line and mega food projects.

Shah urged the people to re-elect the BJP in the upcoming Assembly elections.

Haryana is slated to go to polls on October 21 and counting of votes will take place on October 24.

Union Home Minister and BJP national president Amit Shah on Wednesday said the Congress and other Opposition parties should rise above party politics and support the government of the day, at least on national issues, as the nation was much important than petty politics.

Congress leaders having sleepless nights over repeal of Article 370: Amit Shah

India is among 34 United Nations member states which paid their regular annual dues within the stipulated time.

In a document shared by the United Nations, as of 27 October 2019, 129 member states have paid their regular budget assessments in full.

Out of 129, only 34 members have paid their regular budget assessments in full within the 30-day due period specified in the U.N.'s Financial Regulation.

The UN's operating budget for 2018-2019 is close to $5.4 billion excluding the money for peacekeeping operations. Meanwhile, India has contributed $23,253,808 this year.

Although 129 States out of 193 have now paid their regular annual dues, only 70 per cent of the total assessment for the year till September had been paid, versus 78 per cent this time last year.

The United Nations is facing the worst cash crisis in nearly a decade and it might not be able to pay the salaries to its officials next month, said the Secretary-General Antonio Guterres.

In a statement issued by his Spokesperson Stephane Dujarric, Guterres said he had written to the Member States, "about the worst cash crisis facing the United Nations in nearly a decade. The organisation runs the risk of depleting its liquidity reserves by the end of the month and defaulting on payments to staff and vendors."

The United Nations is facing the deepest deficit of the decade.

Addressing the budget-setting Fifth Committee of the General Assembly on Tuesday morning, the Secretary-General said, "this month, we will reach the deepest deficit of the decade."

He said that the Organisation risks "exhausting the closed peacekeeping cash reserves and entering November without enough cash to cover payrolls."

Dujarric, while talking to reporters said, other states needed to pay "urgently and in full".

As India gets ready to host the Chinese President Xi Jinping for the second India China informal summit, many issues are going to be discussed by both the leaders.

These include additional confidence-building measures (CBMs), counter-terror, trade, reforms at United Nations Security Council, challenges faced at the World Trade Organisation and "selective walking back from global trading arrangements" where both India and China "have a similar approach". Afghanistan will serve as the host of these issues on the table.

A source told WION that the objective of the summit will be to build "contacts at the highest level and exchange views on strategic issues and overarching issues in the world today and giving a broad direction to bilateral ties".

The source explained that the "communication between the leaders is routinised and easy-going" indicating that "President Xi & PM Modi are getting to business in an informal and a more practical way... several hours of one to one discussion [will happen] in which any subject can be discussed".

Additionally, the discussion will be more about ''where the leaders see the relationship going and how and where we need to address it" and so far "political relations have gone well, there have been several visits by both sides since Wuhan".

The summit will mark the third meeting between both the leaders since the re-election of President Xi. They have already met in Japan on the sidelines of G20 Summit and in Kyrgystan on the sidelines of the SCO summit. PM Modi and President Xi will be meeting next in Bangkok on the sidelines of the East Asia/ASEAN summit from 31 October-4 November 2019. The meeting will come within 15 days of the informal summit. The Bangkok meeting will be the fourth this year between Xi-Modi.

Xi will be accompanied by Foreign Minister Wang Yi. National Security Adviser Doval and External Affairs Minister Jaishanker will be present in the meetings.

The source said that there has been "fairly frequent" contact and there is "readiness by both sides to maintain and advance the contact and [to] build a personal connection".

The informal summit is unlike the regular summit which involves the signing of MoUs, agreements and joint statements.

President Xi will land on Friday afternoon, and there will be an engagement with PM Modi with the latter showing the former the world heritage sites at Mahabalipuram. Dinner will be hosted by the PM on Friday evening with a cultural show being organised by Kalakshetra. The second round of talks will take place on Saturday in the one-to-one format as well as on the delegation-level. President Xi will depart by 2 pm IST for Nepal on that day itself.

For India, the trade deficit "remains a matter of concern" and even though there is "encouraging progress" on the regulatory side like market access for soya, non-basmati rice, rapeseed, Tabacco leaves since Wuhan, "it is yet to translate into meaningful ways on volumes on trade front", said the government source. ''We need to bridge that trade deficit... our effort is [to understand] how much flexibility China is willing to show in sectors and certain tariff lines", the source added.

The resolution on border dispute has been topping the priority for both the sides and while "mechanism is in place" on border disputes which both sides have been "able to handle in a sensible manner", both are looking at additional CBMs. Additionally, these won't be announced in the summit with the "[negotiations on the border dispute] being part of the discussion''. Focus for both New Delhi and Bejing will be how to "make sure peace and tranquillity" remains on the border.

More India China defence exchanges are coming soon and additional CBMs can be announced during that time or during Special Representative (SR) meetings between National Security Advisor Ajit Doval and his Chinese counterpart Wang Yi. Later this year, the annual bilateral joint counter-terrorism exercises will also take place.

Next year is the 70th anniversary of the establishment of the relationship between India and China. The focus will be "how we commemorate this summit and make it more people-centric". Terrorism will be other key issues that will be discussed with "the common threat we face and [which] needs to be addressed comprehensively". Indo-pacific issues, the source said, will be on the table and "it is important for us and the PM has publically articulated it... at official levels, we have explained it to China."

Government sources dismissed that Jammu and Kashmir will be on agenda, saying "irrespective of whichever country we deal with, our position is very clear. The issue of discussing with any country doesn't arise."

Adding, "If the President of China would like to understand, the PM will outline what we have done. On Union Territory of Ladakh, logic has been explained. FM Jaishankar has made our position clear in this regard."

On Pakistani Prime Minister Imran Khan's ongoing China visit, the source said, "visit has been decided by Pakistan and China and the matter is not a concern to us... we don't see it as hyphenation if the other side sees it, the Chinese side has to react".

PM Narendra Modi, Chinese President Xi Jinping getting to business in practical way, says India ahead of second informal summit

As India gets ready to host Chinese President Xi Jinping for the second India-China informal summit, it was history and PM Modi's desire to showcase other parts of India that clinched Mahabalipuram as the venue of the meet between two most important leaders of Asia.

While the Indian authorities looked at many locations, Mahabalipuram's world heritage tag "with a strong connection with China" and PM's view "that we need to show other parts of India and particularly southern India" became the deciding factor a source told WION.

Chinese President Xi is an enthusiast of history and culture and it was "evident to PM during the first informal summit in Wuhan" so India was "looking for the venue with a world heritage site" the source explained.

Mahabalipuram is a world heritage site and was listed in 1984. Chinese Buddhist monk Xuanzang had visited Kanchipuram during Pallava dynasty and spoken about his visit elaborately. Mahabalipuram has been a major port city during the Pallava kingdom in the 7th century.

Bodhidharma who had spread Zen Buddhism to China had set sail from the coast of Tamil Nadu and landed in present-day Guangdong (Canton) Province. A small temple has been constructed at a place where he landed and former President Pranab Mukherjee paid a visit there in 2016.

And then there is the sea connect. There has been a major trading connection between Pallava and Chola kingdoms of South India with the southeastern coast of China particularly the province of Fujian and city of Quanzhou. A large amount of physical evidence has been found like coins and pottery from China's Song dynasty in and discovery of Indian temple architecture that part of china. China's song dynasty had maintained diplomatic ties with the Chola kingdom. It is interesting to know, President Xi has been the governor of Fujian, which "clinched the venue."

A source said, "We were given clear guidance that we are to look for a venue outside the national capital. PM has been favouring practise of taking foreign dignitaries outside the national capital and showcase other parts of India. Outside objective to do outside Delhi."

Visiting global leaders like President Xi has been previously taken to Ahmadabad, French President Emmanuel Macron has been to Varanasi, German Chancellor Angela Merkel has been to Bengaluru, Japanese PM Shinzo abe has been to both Ahmedabad and Varanasi.

Overall the idea was to showcase "tourism potential of Tamil Nadu" also played in the background when the venue was being decided.

The town, which according to one estimate is one of the most visited towns of south India has "group of Hindu monuments" which are UNESCO world heritage sites as its key focus points.

The monument consists of 7th and 8th century-old open-air rock sculptures such as "descent of the Ganges" and famous Shore temple.

The Delhi High Court has granted two more months of time to the Central Bureau of Investigation (CBI) to probe charges against the agency's former special director Rakesh Asthana and others.

Justice Vibhu Bakhru granted two months' time to the CBI after the agency sought more time to complete the investigation into the corruption charges levelled against Asthana and Devendra Kumar.

The CBI had on September 30 moved the court seeking time to complete the investigation into the corruption charges levelled against the duo.

The agency moved the court on the expiry of the four months extension granted to it to investigate the case.

According to the application, it sought the extension as there is an issue relating to the investigation in the foreign countries.

Earlier, the agency had also submitted to the court a status report in a sealed cover containing all the development made in the investigation so far.

Prior to this, the CBI had filed a status report in March earlier this year mentioning the progress made in the investigation and sought further time from the court which was subsequently allowed.

Asthana and Devendra Kumar are being probed by the CBI for allegedly accepting the bribe in exchange for a clean chit to Hyderabad-based businessman Sathish Babu Sana.

Asthana had also accused former CBI Director Alok Verma of trying to falsely implicate him in the case, following which the Centre sent both on leave last year.

Congress leader Salman Khurshid on Wednesday said some people in the party are true "Congressi" and that they won't leave the party whatsoever.

"The kind of situation is prevailing in the nation and the kind of situation our party is in following the Lok Sabha elections... in these circumstances, some of us in Congress wont quit, we are an integral part of the Congress party (jee jaan se Congressi hain), he told reporters here.

"No matter what happens we won't leave the party. We aren't like those who got everything from the party and when the chips were down, things were difficult they left the party and walked away," he added.

Khurshid's remarks came after a controversy over his comments broke out wherein he reportedly termed Rahul Gandhi's resignation from the post of party president "walking away" following defeat.

There will be a Shiv Sena Chief Minister in the state in the times to come, stated Shiv Sena leader Sanjay Raut while addressing party's Dussehra rally in Mumbai, Maharashtra.

"There will be a Shiv Sena Chief Minister in the state in the times to come. Today, Shiv Sena looks a little calm but do not go by that. Since we are in the alliance we ought to speak carefully on some issues," said Raut while addressing the gathering at the rally.

"We are not just planning to win the assembly elections; we want to hoist our flag on the ministry. Back then nobody dared to raise voice against demonetisation but party chief Uddhav Thackeray was the only person who stated that the economy was affected due to demonetisation. It was Bal Thackeray's dream to revoke Article 370 from Jammu and Kashmir and that's why we came into an alliance with BJP," he added.

Raut further asserted that Shiv Sena's name would be written on the first brick that would be used in the construction of Ram Mandir.

A strong and sustained push is being made by Arunachal Pradesh’s Chief Minister Pema Khandu for a separate cadre.

Arunachal Pradesh is a strategic state with a long boundary with China, Bhutan and Myanmar which is roughly around 1800 km. It is the biggest state and most abundant in natural resources.

The state today is clubbed with UT cadre officers who also work in Union Territories and states like Goa and Mizoram. The argument is that the projects get either stalled or abandoned midway because officers who are piloting them get transferred.

The culture of the state and its tribal traditions too require a deeper understanding of the administration. The lack of continuity directly impacts the developmental schemes in the state. It even adds to lack of institutional memory of the officers as they are frequently transferred in and out of the state. The dedicated cadre creates an attachment with the state which in turn helps effective implementation of schemes.

It is not as if smaller states do not have a cadre. Sikkim, Manipur and Tripura have separate cadre and it has helped states develop well. Indian Frontier Administrative Service functioned till 1968. It was subsequently merged with the Indian Administrative Service. AP was created in 1987 but continues under the AGMUT cadre and has dedicated 42 officers.

Moreover, it is not as people have not demanded a separate cadre or parties have kept silent on it. On October 1, 2019, BJP state executive meeting passed the resolution for separate cadre for the second time apart from one already passed by all party MLAs in the legislative sessions. Time has come to accommodate special need of the North-East. The proposal for a second time zone could not pass muster because of administrative hassles and lack of political will.

AP can be given a separate cadre to resolve its unique developmental aspirations. Time has come that it should not be treated as a place for "punishment posting". It is not as if there are no sincere bureaucrats in UT cadre but every state in the Indian federal structure should and must be allowed to realise its potential to the fullest.

Arunachal Pradesh pushes for a separate cadre

After remaining closed since the abrogation of Article 370, schools, colleges and universities reopened on Wednesday following the government's directive issued earlier.

Since morning, teachers and professors were seen going to schools and colleges but yet again a very thin attendance was witnessed in Srinagar. Those who came to schools were spotted without uniform and had come to inquire about the upcoming exams and assignments.

It is important to mention that security forces who were airlifted, to control the situation, have been stationed in several colleges and higher secondary schools because of the lack of space to accommodate them.

"We have suffered since last two months and education is something, which is difficult to regain. The government should figure out a way because we suffered in 2016 and once again, we are facing hardships," said a 12th standard student Aqib, who had come to submit his assignments at government-run SP higher secondary school in Srinagar.

A meeting held on Monday by the J&K governor also took up the issue of education which has been badly hit since August 5.

"Some of the major decisions taken in the past in the situation cum security review meetings include reopening of higher secondary schools; colleges and universities; restarting public transport.....monitoring attendance in government offices, etc," said a statement issued by the authorities.

"Being a parent, I haven't sent my kids to school because once they are there, I wouldn't be in touch with them as mobile communication is still shut. What is someone pelts stones at their bus?" said a parent.

Last month, the government had directed schools to open but the move remained unsuccessful given the communication shutdown and uncertainty regarding the situation in the Himalayan state.

The administration has asked education institutes not to charge any tuition fee or bus fee since August.

Goods from India's northeast can now be transported through Bangladeshi territory providing a major boost to connectivity and cutting down the cost and time of travel.

Under the Standard Operating Procedure (SOP) signed between Bangladesh and India during PM Sheikh Hasina's India visit, Dhaka has allowed a couple of its major ports - the Chattogram and Mongla Ports - for the movement of goods to and from India through its territory.

Calling the development an outcome of PM Modi's "successful foreign policy", Union Minister of State Shipping (Independent charge) Mansukh Mandaviya said, "shorter distance and coastal shipping benefits will make northeast states' products competitive in the market."

The agreement allows the use of Bangladeshi waterways, rail, road and other means of transport. Eight routes have been provided under the agreement and will connect landlocked Tripura, Assam and Meghalaya.

These routes are Chattogram/Mongla Port to Agartala in Tripura via Akhura in Bangladesh; Chattogram/Mongla Port to Dawki in Meghalaya via Tamabil in Bangladesh; Chattogram/Mongla Port to Sutarkandi (Assam) via Sheola in Bangladesh and Chattogram/Mongla Port to Srimantpur in Tripura via Bibirbazar in Bangladesh.

Assam, Meghalaya and Tripura will be directly connected to the sea via Chattogram and Mongla ports and by consequence other Indian ports.

Distance between Kolkata and Agartala by road is 2,000 kilometres, this will reduce to just 810 kilometres since the port of Chattogram is 600 kilometres and the port is 201 kilometres away from Agartala. The second busiest port of Bangladesh, Mongla port is even closer to Kolkata.
