The BJP government cleared the work which had been stalled for more than three decades leading to the inclusion of Rafale aircraft in the fleet of Indian Air Force (IAF), said Prime Minister <a href="https://www.wionews.com/opinions/how-narendra-modis-prime-ministership-will-evolve-over-the-next-five-years-232915">Narendra Modi</a> on Tuesday.

"For over 30 years not a single next-generation fighter plane was added to IAF's fleet. Our aging aircrafts used to meet with accidents, fighter pilots kept getting martyred but the people responsible for getting the new planes had no concern," Modi said at the <a href="https://www.wionews.com/india-news/10-jamia-students-asked-to-leave-ncc-camp-for-keeping-beard-27736">National Cadet Corps</a> (NCC) rally at Cariappa grounds in New Delhi.

"Should we have let that continue? Should we have allowed the Air Force to get weakened? No. We cleared the work which was stalled for more than 30 years and today I am happy that India has got the next-generation fighter plane Rafale and it will fly in the country's skies soon," Modi added.

Modi further said that the Centre had not only approved the purchase of adequate bulletproof jackets for its own soldiers, but it is now moving ahead to export such jackets to the other countries too.

Asserting that his government had also played a big role in increasing synergy by the creation of the post of Chief of Defence Staff (CDS), Modi said, "For many years, discussions were being held to appoint a Chief of Defence Staff to increase synergy and coordination between the three wings of the Armed Forces. But nobody took a decision on it."

The BJP government cleared the work which had been stalled for more than three decades leading to the inclusion of Rafale aircraft in the fleet of Indian Air Force (IAF), said Prime Minister Narendra Modi on Tuesday. "For over 30 years not a single next-generation fighter plane was added to IAF's fleet. Our aging aircrafts used to meet with accidents, fighter pilots kept getting martyred but the people responsible for getting the new planes had no concern," Modi said at the National Cadet Corps (NCC) rally at Cariappa grounds in New Delhi. But nobody took a decision on it." "The creation of the Department of Military Affairs, CDS and the appointments to them was also done by us. We worked with the thought that it was time to deliver," he added. Earlier, the Prime Minister had presented awards to the best cadets. A day after the Bodo pact was signed, senior Assam minister Himanta Biswa Sarma on Tuesday said that the Centre is willing to hold peace talks with ULFA (Independent) faction and appealed to its leader Paresh Barua to come to the negotiating table.

Sarma, also the North East Democratic Alliance (NEDA) convenor, told reporters here that Union Home Minister Amit Shah had clearly said on Monday that if the anti-talk ULFA(I) faction is ready for negotiations, then “the Centre is more than willing to hold dialogue with them for the sake of permanent peace in Assam and the Northeast.”

“A historic Accord was signed on Monday through discussions with all the factions of the NDFB. The Centre and state government want peace in the region through dialogue,” Sarma said, referring to the Bodo pact.

Most of the militant outfits in the northeastern states, barring some in Assam and Manipur, are holding talks but “if we want peace in the region, it should be inclusive by involving all the factions and the outfits,” he said. The offer comes a few days after ULFA(I) claimed responsibility for four serial blasts in Upper Assam districts on the Republic Day.

The Supreme Court on Tuesday said that its nine-judge Constitution bench would wrap up within 10 days proceedings in the matter relating to discrimination against women in various religions and at religious places including Kerala’s Sabarimala Temple.

A bench headed by Chief Justice S A Bobde made it clear that questions to be dealt with would be purely legal in nature and it would not take more time in concluding the hearing. “It cannot take more than 10 days. Even if someone wants more time, it cannot be given,” said the bench which also comprised justices B R Gavai and Surya Kant.

The observations came when Solicitor General Tushar Mehta mentioned the case before the bench, saying that in pursuance of the court’s earlier direction a meeting of lawyers took place but it could not finalise the common legal questions for consideration of the nine-judge bench.

“We could not finalise common questions for consideration of my lords. The Supreme Court can consider framing the questions,” the law officer said. The bench then asked Mehta to furnish issues dealt by lawyers in the meeting.

The court will consider issues related to entry of Muslim women into mosques, female genital mutilation in the Dawoodi Bohra Muslim community and barring of Parsi women, married to non-Parsi men, from the holy fire place at Agiary.

The <a href="https://www.wionews.com/.../pm-johnson-signs-agreement-for-britain-to- leave-european-union-276448">European Union</a> (EU) Parliament should not take any action questioning the rights and authority of democratically elected legislatures, government sources said on Sunday, ahead of a debate on a batch of resolutions against India's new <a href="https://www.wionews.com/.../despite-protests-citizenship-amendment-act-will- not-be-withdrawn-amit-shah-275742">citizenship law</a> by the powerful bloc of 28 nations.

India hopes that the "sponsors and supporters" of the resolutions will engage with the government to get a full and accurate assessment of facts before they proceed further, the sources said.

The EU Parliament is set to debate on the resolutions tabled by a large chunk of its members against the Citizenship (Amendment) Act (CAA), saying the enactment of the new law marked a dangerous shift in India's citizenship regime.

The new law, passed by Parliament last month, offers citizenship to non-Muslim persecuted religious minorities from Pakistan, Bangladesh and Afghanistan. India has been witnessing massive protests against the new law with opposition parties, civil rights groups and activists saying granting citizenship based on religion is against the foundational principle of the Constitution.

Reiterating New Delhi's stated position, the sources said the CAA was an entirely internal matter of India and that the legislation was adopted through democratic means after a debate in both houses of Parliament.

"Every society that fashions a pathway to naturalisation contemplates both a context and criteria. This is not discrimination. In fact, European societies have followed the same approach," a government source said, explaining why India is opposed to the resolutions at the EU parliament.

A total of six resolutions have been tabled by groups within the EU, including the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament (S&amp;D), Group of the European People's Party (Christian Democrats) (PPE), Group of the Greens/European Free Alliance (Verts/ALE), European Conservatives and Reformists Group (ECR), Renew Europe Group (Renew) and European United Left/Nordic Green Left (GUE/NGL) Group.

The resolutions have a similar theme with a number of them, such as the one tabled by the GUE/NGL Group, also making a reference to the revocation of Article 370 of the Constitution that gave a special status to Jammu and Kashmir. They are set to be debated in the European Parliament in Brussels next Wednesday and voted the day after.

The resolutions urge the Indian authorities to "engage constructively" with those protesting against the law and consider their demands to repeal the "discriminatory CAA".

"The CAA marks a dangerous shift in the way citizenship will be determined in India and is set to create the largest statelessness crisis in the world and cause immense human suffering," according to the GUE/NGL resolution.

"Instead of addressing the concerns, offering corrective action, calling for security forces to act with restraint and ensuring accountability, many government leaders have been engaging in efforts to discredit, rebuke and threaten the protesters," it stated.

The Indian government has been emphasising that the new law does not deny any citizenship rights, but has been brought to protect the oppressed minorities of neighbouring countries and give them citizenship.&nbsp;

Bodo Accord will usher in a new dawn of peace, harmony and togetherness: PM Modi

India needs a better opposition which is the heart of any democracy and the ruling party should embrace that to keep it under check, noted economist and Nobel laureate Abhijit Banerjee said here on Sunday.

Speaking at a session at the Jaipur Literature Festival (JLF), the 58-year-old India-born American economist said there was no correlation between the authoritarianism and the economic success.

"You can easily argue that Singapore had a successful dictator and can easily come back and talk about Zimbabwe. We can talk about this ad nauseum… At some level authority is an illusion," he said.

"India needs a better opposition. The opposition is the heart of democracy and the ruling party should want a better opposition to keep it under check," Banerjee said.

The Indian-American innovative MIT economist, his wife Esther Duflo and Harvard professor Michael Kremer jointly won the 2019 Nobel Economics Prize "for their experimental approach to alleviating global poverty".

Elucidating on the ways to ameliorate poverty, he said there was no silver bullet, but many silver pallets.

"Poverty, like cancer, is many problems. There are many diseases. Some people are education poor, some are heath poor and some asset poor. You have to figure out what is missing. Trying to solve everything with one action is unviable to work and never does work," he said.

Banerjee also challenged the dogma that if the poor people are given the money they waste it, become lazy and fall back into poverty. He advocated that the people living in abysmal poverty should be encouraged by giving them assets and freebies.

"There is so much prejudice about the abilities of the poor. Give the very poor some asset. Not lend, but give them an asset. Maybe a cow, some goats or trinkets to sell, then you look at what happens to these people after 10 years. They will be 25 per cent richer, they will be healthier and happier. It encourages them to keep trying and they work harder than the people who didn't get the assets," he said.

"It is sustainable. We have calculated the rate of return on the investment. In India, it is 400 per cent. Net income that it generates is four times the amount you put in. The same experiment was done in Bangladesh for 10 years. It has been exactly the same there," he said, giving references from his work.

He said it was important that the poor are encouraged in the beginning, asserting that these people "actually have never done anything in their lives".

Banerjee also spoke about the crisis in the banking sector.

"We are in a deep cycle. It will take some time to fix things, particularly the banking sector. We don't have the money to do what China did which was to put the money in the banking sector, write off the loans. We cannot really afford that right now," he said.

He stressed that devolution of power and decentralisation were very important for economic success.

"Take China, it has on the ground democracy even though it is such authoritarianism set up. They introduced village elections 20 years ago. The elected leaders go to different places. The intra-province competition is intense. There is the devolution of power. China is much more decentralised than India despite its ruling Communist Party being such a centralised force," he said.

Responding to a question on whether he would accept the post of Reserve Bank of India (RBI) Governor if it was offered to him, Banerjee said, "Absolutely not. Because to be an RBI governor, you better be a macroeconomist."

Asked if he could have won the Nobel Prize based in India, he said, "I don't think so."

"I benefited enormously from a place (MIT) where I had the world's best potential PhD students. And that is important. All this work that I am taking credit for is mostly done by others.

"My students, collaborators, and friends and that are what makes it valuable. It is not that there is the dearth of talent here, but bringing together of people on a large scale changes it. It is hard to do it alone," he said.

Born in Mumbai, Banerjee was educated at the University of Calcutta and the Jawaharlal Nehru University (JNU). He received his PhD from Harvard University and is a professor at the Massachusetts Institute of Technology (MIT).

'India needs a better opposition': Nobel Laureate Abhijit Banerjee

Indian enforcement agencies should be able to break end-to-end encryption to hunt down distributors of child pornography online, a parliamentary panel has urged as the south Asian nation looks to regulate social media.

The panel met officials of companies such as Google, Twitter, Facebook and WhatsApp before preparing Saturday's report, which will be considered by several ministries in drafting future policies and law.

"It is a challenge to our collective conscience," the panel said in the 21-page report reviewed by Reuters, referring to child pornography online.

<a href="https://www.wionews.com/world/fbi-director-warns-facebook-could-become-platform-of-child-pornographers-253798">Also read: FBI director warns Facebook could become platform of 'child pornographers'</a>

It sought the "breaking of end-to-end encryption to trace distributors of child pornography", saying India should require that the originator or sender of such messages be traced once law enforcement becomes aware of the sharing of such content.

The call comes as India finalises other rules to force social media giants to deploy automated tools against unlawful content, fanning industry fears that more regulation could boost compliance requirements.

Facebook's WhatsApp has already been at odds with the government, which has been pushing it to reveal the originators of messages on its platform, amid reports that rumours spread via WhatsApp have led to mob lynchings in recent years.

WhatsApp, which counts India as its biggest market with more than 400 million users, says it provides end-to-end encryption to help protect user privacy, and messages cannot be deciphered by the company or others.

"If a company offers breaking such encryption for child porn, then it will be asked by all agencies," an industry source who sought anonymity said of the panel recommendation.

"It's like opening secure borders."

The panel also recommended mandating Internet service providers to "proactively" monitor, remove and report such content to the authorities. Online search websites should also block searches for child pornography sites, it added.

Indian enforcement agencies should be able to break end-to-end encryption to hunt down distributors of child pornography online, a parliamentary panel has urged as the south Asian nation looks to regulate social media.

Also read: FBI director warns Facebook could become platform of 'child pornographers' It sought the "breaking of end-to-end encryption to trace distributors of child pornography", saying India should require that the originator or sender of such messages be traced once law enforcement becomes aware of the sharing of such content.
