Morning News Brief: Coronavirus death toll climbs to 170, Bolton testimony at Senate trial and more

A tiny rural school situated in the village of Mansa Bigha in Bihar's Gaya district sets a new standard for education and access to this right. For the past year, this particular school has remained open solely to provide education to one Janhavi Kumari. Two teachers and a cook give this shy Dalit girl a warm welcome every morning for she is the only pupil in the entire school.

Janhavi has learned how to write her name in English and can identify different fruits and colours in the language, but the lack of friends to study, play and talk with is something she is struggling with at times. The commitment of her sole pupil was astounding for school teacher Priyanka Kumari, who comes from a long background of discrimination and poor access to education.

“Little Janhavi is very prompt,” she said. “She has never missed her class right since she got admission in our school in the last session. We also eagerly wait for her every day as her absence means no work for us to do all day.”

The primary school has been operational since 1972 and once saw a routine rush of students, but a growing mistrust regarding the standard of government schools resulted in an exodus of pupils to nearby private institutions. Government classrooms have continued to empty despite the best efforts of local administration to convince parents to keep their children in State Schools.

Promises of initiatives offering bicycles, uniforms, shoes, schoolbags and free lunches were made to achieve this goal, but it was not enough. Today, the school's only student comes from a poverty-stricken family from the lower Paswan caste, whose mother is a housewife and her father works at a petrol pump.

This small local school is her only avenue for education, and when the community came to know that she enrolled at the start of this year, support to keep the school open for one child alone grew and efforts were made to make sure that her education is completed.

Morning News Brief: Trump's Middle East peace plan, Coronavirus and more

Army Chief General Manoj Mukund Naravane on Tuesday said that its forces deployed in the North East for counter-insurgency, counter-terrorism and internal security would be reduced once the Bodoland Territorial Council (BTC) elections are over. He said that two battalions have already been taken off from such duties.

"Two battalions have already been taken out. Once the Bodoland Territorial Council (BTC) elections are over, we would reduce more troops. In the next two to two and a half years we would concentrate fully on conventional warfare in North-East rather on counter-insurgency operations," said Naravane.

Speaking on the security situation in Jammu and Kashmir, General Naravane said, "The situation has improved after the abrogation of article 370."The Central government on Monday signed a tripartite agreement with the representatives of all factions of the banned organization - National Democratic Front of Bodoland (NDFB).

The peace accord was signed in the presence of Home Minister Amit Shah and Assam Chief Minister Sarbananda Sonowal, which intends to fulfil key political and economic demands of the NDFB.

Home Minister Shah, while addressing media after signing the agreement said the new development will ensure "a golden future for Assam and the Bodo people." He also stated that around 1550 of NDFB cadres will surrender on January 30.

"Around 1550 cadres along with 130 weapons will surrender on January 30. As the Home Minister, I want to assure all representatives that all promises will be fulfilled in a time-bound manner," he said.

Assam Finance Minister Himanta Biswa Sarma, commenting on the development, said that "all stakeholders of Bodo society have signed the agreement, reaffirming territorial integrity of Assam."

"BTAD will now become the Bodoland Territorial Region," Sarma added.
This is the third Bodo accord which has been signed in the last 27 years since the movement for a separate Bodoland state commenced in Assam.

The BTC was formed under the 6th Schedule of the Constitution. The demand for a separate state for the Bodos has been going on in Assam for about five decades.

Army Chief General Manoj Mukund Naravane on Tuesday said that its forces deployed in the North East for counter-insurgency, counter-terrorism and internal security would be reduced once the Bodoland Territorial Council (BTC) elections are over.

Addressing the budget session of the Kerala Legislative Assembly on Wednesday, Governor Arif Mohammad Khan read out a portion against the Citizenship Amendment Act (CAA) in his policy address stating that he was doing so to "honour the wish" of chief minister Pinrayi Vijayan.

Khan said although he disagreed with the state government over its resolution requesting the Centre to abrogate the Citizenship (Amendment) Act, he would still read out the 18th paragraph, the portion regarding the CAA, in his policy speech only to "honour the wish of Chief Minister" Pinarayi Vijayan.

"Now I come to Para 18, I have been corresponding with the honourable chief minister for the last few days, I have my reservations because in my view...I am going to read it, I am going to read this Para because the Honorable CM wants me to read this," said Khan giving the Governor's customary policy speech in the House on the opening day of the Budget Session.

"Although I hold the view that this doesn't come under the definition of policy or program. The CM has himself said in his letter that this is the view of government. I disagree, but to honour his wish I am going to read this para," he added.

Further, he read the para, "Our citizenship can never be on the basis of religion. The august house has passed a resolution requesting the central government to abrogate the CAA which my government believes goes against cardinal principles and line of our constitution....."

The Union Health Ministry on Wednesday held a meeting with the health secretaries of the states where the 21 identified airports screening passengers for the novel coronavirus infection are located, along with the Airport Health Organization officers, to review their preparedness for prevention and management of the disease.

During the video-conference, Special Secretary in the Union Health Ministry Sanjeeva Kumar also interacted with health secretaries of the states, including those bordering Nepal (Uttarakhand, Uttar Pradesh, Bihar, West Bengal and Sikkim), an official statement said.

The immigration and other staff members at the airports have been sensitised and dedicated ambulances are placed at the airports. Deployment of medical and para-medical staff is also being done for round-the-clock service, it said.

Self-declaration forms are available and signages are being placed at prominent places at all airports. Seven central teams have visited the respective states and helped to strengthen the preparedness too, the statement added.

States and UTs reported that isolation wards have been identified and readied to face any contingency and personal protection equipment are available in adequate quantity, it said.

The statement said tertiary hospitals have also been identified for these airports and the protocols for contact tracing are followed and timely collection and transportation of samples from suspected cases to NIV, Pune, is being done.

In the meeting, states bordering Nepal reported that adequate steps have been taken at the land check posts, and meetings have been organised in villages in the bordering areas to create awareness.

The special secretary added that states need to take pro-active preventive measures by creating awareness among the people through local media.

CYRAN AI Solutions, a deep-tech start-up of IIT Delhi on Monday launched BUDDHI (Build Understand Design Deploy Human-like Intelligence) which is THE world's first do-it-yourself (DIY) AI (Artificial Intelligence) kit. The kit is invented and made in India, for the world.

The BUDDHI kit is the brainchild of Professor Manan Suri of IIT Delhi, who was recognized by Massachusetts Institute of Technology, US as one of the world's top 35 innovators under the age of 35.

The kit was launched on Monday by Professor V Ramgopal Rao, Director, IIT Delhi in the presence of representatives from the education/skills sector, NGOs, schools as well as students.

The BUDDHI Kit is the first-of-its-kind highly interactive and easy-to-use DIY educational kit that can be used to quickly learn the basics of AI and build AI-based solutions for real-world problems without any prior domain knowledge or training. The BUDDHI Kit can be used by young students, tinkerers, makers, innovators, hobbyists, teachers, educationists, artists, parents and professionals from any background.

The kit helps bridge the gap between theoretical and practical aspects of AI for end-users by helping them develop an intuitive understanding of the subject. The DIY nature of the kit helps users develop core skills such as problem-solving, creative thinking and the ability to work in teams. With BUDDHI Kit, the creative possibilities are endless as it can be used to easily introduce AI in any existing STEAM (science technology, engineering, art and math) project.

Professor Manan Suri in a conversation with WION said BUDDHI is a complete learning eco-system on its own and will help in experiencing AI, learning AI basics and building AI-based projects.

Here are some excerpts from his conversation with WION.

WION: Every day we hear the term 'artificial intelligence' or 'AI' multiple times, but not many of us understand the term? Can you please explain what it means?

Professor Suri: AI is an interdisciplinary field of science and technology that lies at the intersection of advanced mathematics, computer science, neuroscience and data sciences. The basic goal of AI is to be able to design systems, machines or solutions that can intelligently solve real-life problems.

WION: Tell us something about the BUDDHI AI DIY kit and how does it work? Also, how easy or difficult is it for anyone to use this kit?

Professor Suri: BUDDHI AI DIY kit its an indigenous AI learning kit that we have built at IIT-Delhi. The term BUDDHI here stands for 'Build Understand Design Deploy Human-like Intelligence'. The BUDDHI kit is a complete learning ecosystem in itself. With the kit, one can experience AI, can learn the basics of AI and can also build their projects which involve AI or they can build simple AI projects.

WION: What led to the creation of "BUDDHI"?

Professor Suri: AI is a complex subject. If you need to build something with AI or you want to build AI itself, you need very complex or rigorous mathematical training and advanced computer programming.
The motivation was to bring this complex subject to a much younger audience so that we could gently nudge them towards the scope of the applications of AI. In a much easy manner, we can remove the barriers of complexity to introduce a new topic or an advance topic of AI to a young population. The motivation was to remove the barriers of complexity and make the subject more intuitive and more practical so that students can enjoy and do not get drowned in the complexity of the subject.

WION: What all things are needed to use BUDDHI DIY Kit?

Professor Suri: You just need the kit, some creativity, and the intent to explore. The kit in itself is sufficient, you can connect it to a smartphone, a tablet, a display, a screen, so the kit is self-contained in itself. We have a lot of additional learning resources that come along with the kit. You can just unbox the kit and start using it right away.

WION: How deep-rooted is AI in our lives at this stage? Also, how important is it to understand the changes it will bring to our daily lives shortly?

Professor Suri: AI is extremely important and the extent to which it is entering our lives is increasing everyday which cannot be ignored. It becomes important for the younger generation to engage with AI in a more meaningful way. What is important is we don't just use AI, we also learn what it means, how to build with it. There are tonnes of examples of how AI is already playing an important role in our lives.

WION: How fast is AI growing in India vis-à-vis the rest of the world?

Professor Suri: India is doing great in terms of AI-related growth, one of the reasons for that is that India has a lot of intellectual and innovative ability, Indian academics and researchers are doing a fascinating job related to AI-related research and development. One of the feeders for AI is data and India is an extremely large storehouse for data of any kind which makes us very strongly positioned. India is in the right direction with the several government initiatives that are being taken around related to AI, the academic initiatives, India is in a good shape but a lot more work needs to be done.

The only two Indian carriers that fly to China -- IndiGo and Air India-- on Wednesday announced suspension of most of their flights to the country which is battling a coronavirus outbreak, joining other airlines based in Asia, North America and Europe which have restricted operations to the region, as the deadly virus spread to at least 17 countries.

India has requested China for permission to operate two flights to bring back its nationals from Hubei Province, the epicentre of the outbreak, the Ministry of External Affairs said.

The Indian Embassy in Beijing on Wednesday circulated registration forms and consent notes for the Indians in Wuhan and Hubei province to be filled by them.

A fresh travel advisory asking people to refrain from travelling to China has been issued by the Centre which has ramped up screening across airports, ports and borders.

No case of the deadly virus has been reported in India, though hundreds remain in observation in many states including as many as 806 in Kerala, according to officials.

India's largest airline IndiGo said it has suspended its flights on Bengaluru-Hong Kong route from February 1 and on the Delhi-Chengdu route from February 1 to 20. Similarly, state-run Air India is suspending its flights on Delhi-Shanghai route from January 31 to February 14.

British Airways, Indonesia's Lion Air Group, Cathay Pacific, United Airlines and Air Canada are among the carriers that have reportedly suspended or restricted flights to China, with many citing reductions in demand due to coronavirus outbreak.

The disease which emerged in Wuhan, capital of China's Hubei Province, has spread to at least 17 countries, with the United Arab Emirates announcing on Wednesday its first case of the new coronavirus in a family from Wuhan.

The death toll from the disease in China has mounted to 132 with about 6,000 confirmed infections.

The Union Health Ministry has asked people to use 24x7 helpline (011-23978046) for queries related to respiratory infection.

"In the view of the spurt of cases being reported in China and travel-related cases appearing in many countries...All non-essential travel to China to be avoided," it said.

As part of the preparedness, India has also increased the number of airports from seven to 21 where thermal screening of passengers is being done for possible exposure to the deadly nCoV.

The health ministry also has established four more laboratories apart from the NIV-Pune for testing samples. These labs have been made functional at Alleppey, Bengaluru, Hyderabad and Mumbai.

Special Secretary in the Union Health ministry Sanjeeva Kumar chaired a video conference with health secretaries of states where the 21 identified airports are located along with the Airport Health Organization Officers (APHOs) to review their preparedness for prevention and management of novel coronavirus.

He also interacted with health secretaries of the states, including those bordering Nepal (Uttarakhand, Uttar Pradesh, Bihar, West Bengal and Sikkim), an official statement said.

The immigration and other staff members at the airports have been sensitized and dedicated ambulances are placed at the airports. Deployment of medical and para-medical staff is also being done for round-the-clock service, it said.

Meanwhile, India is placed at the 23rd place among "high-risk" countries where the disease can spread, according to a study based on the number of air travellers predicted to arrive in the countries from the worst affected cities in China.

Researchers from the University of Southampton in the UK compiled a list of cities and countries they believe are at high risk from the 2019 novel coronavirus (2019-nCoV)
The most "at risk" countries or regions worldwide are Thailand (1), Japan (2), and Hong Kong (3). The US is 6th on the list, Australia 10th and the UK 17th.

Novel coronavirus (nCoV) is a large family of viruses that causes illnesses ranging from the common cold to acute respiratory syndromes. The virus, which has killed 132 people and affected at least 6,000 others in China, is a novel strain not seen before.

The AYUSH Ministry has also issued an advisory recommending that homoeopathic and Unani medicine could be effective in the prevention of novel coronavirus (nCoV) infection.

It also mentioned some Ayurvedic practices which can help recess the symptoms of the respiratory tract in possible coronavirus infected cases.

"The Ministry of AYUSH is issuing the advisory as a preventive measure and not claiming to be a treatment advice for the nCoV infection. The Research Councils under Ministry of AYUSH are involved in various public health activities and provide lifestyle advocacies time to time for the general public," the ministry said in a statement.
