Kerala Assembly's business advisory committee on Friday dismissed the <a href="https://www.wionews.com/india-news/kerala-assembly-passes-resolution-seeking-withdrawal-of-caa-271267">notice for resolution</a> by opposition leader Ramesh Chennithala, demanding a recall of Governor Arif Mohammed Khan. A recall is a procedure by which, one can remove an official before his/her tenure is ended. Chennithala had given the notice to move the resolution when the House convened on January 29 for the budget session. The ruling Left government led by Pinarayi Vijayan opposed the resolution.

Chennithala also accused the Governor of working as the state president of BJP. "Governor Arif Mohammad Khan is ridiculing the Kerala assembly for passing a resolution requesting the central government to withdraw CAA. He is acting as the state president of BJP, as a tool in the hands of RSS and BJP," he said.

Addressing the budget session of the Kerala Legislative Assembly on Wednesday, Khan read out a portion against the CAA in his policy address stating that he was doing so to "honour the wish" of chief minister Pinarayi Vijayan. Khan said although he disagreed with the state government over its resolution requesting the Centre to abrogate the Citizenship (Amendment) Act.

Earlier, a controversy erupted after Khan said that the state government's decision to move the Supreme Court against the controversial Citizenship Amendment Act (CAA) was "illegal" as it did not have his approval. After a resolution was passed in the State Assembly seeking withdrawal of the CAA, Chief Minister Pinarayi Vijayan-led government has approached the apex court against the law.

"This is in reference to violation of Model Code of Conduct by Amit Shah and other BJP leaders/MPs by posting false, fabricated and concocted videos in order to malign the image of Aam Aadmi Party, Delhi Govt schools, their teachers and students and play fraud against people of Delhi," a memorandum from the AAP reads.

It further states, "In the last five years, the AAP-led Government in Delhi has made revolutionary changes in the education system of Delhi which has been recognised worldwide."

"It is submitted, Amit Shah, his MPs of Delhi and other leaders in their public utterances made false claims that 'nothing has been done by the Aam Aadmi Party government for the betterment of government schools in Delhi'. In response to this, Arvind Kejriwal invited Shah to visit Delhi govt schools with him. But he, along with his MPs in a well-planned manner, with ulterior motive to spread false propaganda against Kejriwal, Manish Sisodia and AAP, manufactured and published false and fabricated videos on Twitter and other media platforms," the memorandum said.

It further said, "BJP sitting MPs Gautam Gambhir, Parvesh Verma, Hans Raj Hans on the direction of Amit Shah made false and fabricated videos to put the wrong picture of Delhi government schools before the people of Delhi."

"We would urge the Election Commission to direct Amit Shah and above mentioned BJP MPs and leaders to remove these videos from Twitter. Delhi police to register FIR against the above-mentioned persons for posting false, fabricated and concocted videos. Impose ban on Amit Shah and above-mentioned MPs for violating Model Code of Conduct," the memorandum added.&nbsp;

The Madras High Court has ordered the Tamil Nadu Director General of Police that a special branch should be appointed within two months, in every police station, to identify those who spread objectionable and defamatory content against those holding Constitutional posts, high offices and their families.&nbsp;

This comes after the High Court had earlier taken up the bail plea of Marudhachalam, a Chennai resident who was arrested for having posted defamatory, objectionable content about a sitting Judge. However, Marudhachalam was granted bail for having tendered an unconditional apology, besides having agreed to remove the objectionable, defamatory social media post.&nbsp;

Justice Dhandapani had earlier said that it had become a common, rampant practice for social media users to share defamatory content without any evidence against senior officials, those holding constitutional posts and their family members. He had ordered the cybercrime division to explore options, procedures to track and identify those posting such defamatory posts.

The judge had ordered the DGP to file a report on the action taken against such individuals who have been responsible for posting objectionable content against those hosting high offices.

“There is no set procedure to deal with the offenders posting objectionable and defamatory content on social media. If this is not dealt with an iron fist, it would cause serious problems in the coming times,” Justice Dhandapani said.&nbsp;

Budget 2020: Populist or Progressive?

The Ministry of External Affairs on Thursday said that the regional cooperation promoted under the South Asian Association for Regional Cooperation (SAARC) has been affected by the cross border terrorism that is being supported by "one country," in an apparent reference to Pakistan.

"India enjoys an excellent bilateral relationship with all the SAARC countries except one. Regional cooperation is adversely affected when you have cross border terrorism, where a country supports cross border terrorism and when a country also interferes in the internal matters of another country," MEA spokesperson Raveesh Kumar said in a weekly briefing.

On Friday, Nepal Foreign Minister Pradeep Kumar Gyawali said that his country is not only ready but "eager and in hurry" to hand over the chairmanship of SAARC as they have been carrying the "baggage since more than four years" that was supposed to hand over in 2016.

SAARC is a regional intergovernmental organisation and geopolitical union of states in South Asia, including India, Pakistan, Bangladesh, Sri Lanka, Afghanistan, Bhutan, Nepal, and the Maldives.

The 18th SAARC summit was the last annual meeting attended by India that took place in Kathmandu in 2014.

Pakistan was to host the next summit in 2016, but, the summit was cancelled after India decided against participating in it following the terror attack at a military camp at Uri in Jammu and Kashmir.

Other countries, including Bangladesh, Bhutan and Afghanistan also declined to participate and the meeting was called off following India's decision to exit the summit to step up diplomatic pressure on Pakistan.

In December last year, Prime Minister Narendra Modi had said that efforts for greater collaboration among SAARC member states have been repeatedly challenged with threats and acts of terror and such an environment impedes the shared objective of realising the regional body's full potential.

The dismissal of the curative petition of Akshay Thakur by the Supreme Court has brought the convicts closer to their execution and now without any delay, they should be hanged on February 1, said Nirbhaya's mother Asha Devi on Thursday.

"They have moved a step forward towards their execution. Now, nothing is left to provide them as they were given all the time. All that is left is to hang them. Now, they should be hanged without any delay," Devi told ANI.

"It's not only me but everyone has understood that they are trying to delay the execution. They have made a mockery of the system. I still hope that they will be hanged on February 1 and will continue with the fight," she added.

Expressing happiness over the Supreme Court's decision, Nirbhaya's father Badrinath Singh said, "I welcome the decision of the top court. There is, of course, a delay in the process but we are not disappointed. We hope they will be hanged soon."

Earlier in the day, the Supreme Court dismissed the curative petition of Akshay Thakur, who had sought the commutation of his death sentence to life imprisonment.

A five-judge bench of the apex court headed by Justice NV Ramana heard the matter.

The curative petition, which was filed by advocate AP Singh on behalf of Akshay, sought the commutation of the sentence of the petitioner "as it serves all the purposes that the death penalty claims to serve and protects society from the impending reality in the near-future in which torture and murder are equated with justice as a panacea for all social evils."&nbsp;

Successful rehabilitation of Bru refugees in Tripura has brought smiles and cheer to tribal folk in Tripura.

The major decision came after the tripartite agreement was signed by the centre, Tripura, Mizoram state governments and Bru representatives.

Bru or Reang refugees are a primitive minority tribe and the second most populous tribe after Tripuris in the state of Tripura.

More than 30,000 Bru refugees, whose repatriation was uncertain for several years, will finally be able to settle in Tripura.

The Bru community fled from Mizoram following ethnic clashes in 1997 and has been languishing in seven camps in North Tripura for years.

They are now happy as after years of struggle, blood and sweat, they will permanently settle and will no longer be termed as refugees.

A bru tribal, Bamsarai Reang said, "We came from Mizoram and have been living in Tripura for last 22 years. Now that we will be settled here, we are happy and it is a good decision. Earlier, we faced difficulties in Mizoram and so we escape here in Tripura."

Members of the Bru community said that they have been through a lot of struggle and deprived of basic amenities like shelter, clean water, food, employment, education, health facilities, electricity, and road connectivity for long.

"We are from Mizoram and we faced a lot of problem. We are happy now and we hope that our future generation would be better than before," Marina Reang, a Bru tribal said.

The Bru people and their leaders hoped that their days of struggle shall end very soon. General Secretary, Mizoram Bru Indigenous Democratic Movement, Philip Apito, "We are facing a lot of problems not only with education but also with our livelihood... we have no cooking materials, safe drinking water, educational facilities and all the documents. We have faced a lot of things which we are supposed to get as human beings. We are fighting for education."

"By the grace of God, we are having a proper settlement in Tripura under the initiative of the central and the state governments. We are extremely grateful for their sincere support and cooperation. Our future is better than before," he said.

The Mizoram government has made at least nine attempts to repatriate the Brus since 2009 but they have been refusing to return to the state citing security reasons and insufficient rehabilitation packages offered by the Centre.

Hence, the new agreement has been signed recently, has brought a glimmer of hope among the distressed Bru Tribals.

The Brus would get all the rights that other residents of the state get and would now be able to enjoy the schemes and benefits of the Centre and the state governments.

It is worth noting that a large section of people are getting their documentation done while others are opening bank accounts as the Centre has already declared a 600 crore rupees rehabilitation package for them.&nbsp;
