Prime Minister Narendra Modi addresses the nation at 11 am on Sunday through his monthly radio programme 'Mann ki Baat'. This is the 66th edition of the monthly radio programme.

Prime Minister'S Monthly Radio Address

Vice President M Venkaiah Naidu paid tributes to former Prime Minister PV Narasimha Rao on his birth anniversary on Sunday and recalled the pioneering role played by him in initiating economic reforms.

According to a press release, Naidu referred to the measures initiated by Rao to liberalise the economy. "He sought to dismantle the restrictions imposed under the license raj, reduce red tape and make Indian industries more competitive," the Vice President recalled.

Observing that the former Prime Minister had laid the foundation for trade liberalisation and the re-integration of the Indian economy with the global economy, especially East Asian economies, the Vice President said: "This was a major shift from the inward orientation of the previous regimes to a new trajectory of globally integrated development".

He was a reformer and wanted India to learn from what was happening elsewhere in the world. He wanted the crisis to be turned into an opportunity, Naidu said.

The Vice President said that a huge credit should go to Rao for the growth of India`s GDP in the subsequent years and the emergence of the country as the fastest growing economy in the recent past.

Pointing out that gradually a broad consensus emerged in the country on the need to continue with the reforms, he said the former Prime Minister Atal Bihari Vajpayee accelerated the reforms, while the present Prime Minister, Narendra Modi, is implementing the reforms with greater vigour.

Rao laid a strong foundation for national nuclear security as well, the Vice President said: "Among his bold moves in foreign policy were establishing diplomatic relations with Israel and reversing decades of frosty relations between India and the United States by bringing them together".

The former Prime Minister was also fairly successful in controlling the separatist movements in Punjab and Kashmir, he added.

The Vice President said the launch of the Look East policy and the path-breaking 73rd and 74th Constitutional amendments empowering local bodies during Rao`s tenure as the Prime Minister are also worthy of mentioning.

China reinforced its troops near the Indian border with mountain climbers and martial arts fighters shortly before a deadly clash this month, state media reported.

China reinforced its troops near the Indian border with mountain climbers and martial arts fighters shortly before a deadly clash this month, state media reported. Tensions are common between the two nuclear-armed neighbours in the mountainous border terrain, but this month's fighting was their deadliest encounter in over 50 years. Five new militia divisions including former members of a Mount Everest Olympic torch relay team and fighters from a mixed martial arts club presented themselves for inspection at Lhasa on June 15, official military newspaper China National Defense News reported. State broadcaster CCTV showed footage of hundreds of new troops lining up in the Tibetan capital. Tibet commander Wang Haijiang said the Enbo Fight Club recruits would "greatly raise the organization and mobilization strength" of troops and their "rapid response and support ability," China National Defense News reported, although he did not explicitly confirm their deployment was linked to ongoing border tensions. Chinese and Indian troops clashed later that day in the most violent confrontation between the two powers in decades, in the Ladakh region 1,300 kilometres away. India says 20 of its own soldiers were killed in brutal hand-to-hand combat that day, while China suffered an unknown number of casualties. Both sides have blamed each other for the battle, which was fought with rocks and batons without any shots fired. India said Thursday that it had reinforced troops in the contested Himalayan border region, saying it was matching a similar buildup by China. Chinese state media have in recent weeks highlighted military activity including high-altitude anti-aircraft drills in the Tibet region bordering India. The new troops were recruited with the aim of "strengthening the border and stabilizing Tibet," China National Defense News said. India claims Chinese troops ambushed Indian soldiers and forced them down a ridge where they had gone to remove a Chinese "encroachment". A bilateral accord prevents the use of guns, but the fighting was still fierce, with rudimentary weapons. China has, in turn, accused Indian soldiers of twice crossing the Line of Actual Control, the unofficial boundary, provoking its troops. The two countries fought a war over the border in 1962. There is an understanding between the nuclear-armed neighbours that their troops in the disputed and inhospitable region will not use firearms.

India is seeking the extradition of a top Pakistan militant suspected to have planned the 2008 Mumbai attacks after the United States said last week he was living freely in Pakistan, government officials said on Sunday.

India and the United States have both indicted Sajid Mir of the Pakistan-based Lashkar-e-Taiba group for the three-day attacks on hotels, a train station and a Jewish centre in which 166 people were killed including six Americans.

While Pakistan took action against the Lashkar founder Hafiz Saeed last year, it continued to provide safe harbour to other top militant leaders, the US State Department’s 2019 country report on terrorism said.

One of them was Sajid, the “project manager” of the Mumbai attack, believed to remain free in Pakistan, the U.S. report said.

An Indian official said the government has repeatedly asked Pakistan to hand over Sajid who is charged with serving as chief planner of the attacks, directing preparations and reconnaissance and was also named as one of the Pakistan-based controllers during the attacks.

“We have asked before, and are demanding again, he needs to be handed over,” the official dealing with regional security issues said.

Pakistan’s foreign office did not immediately respond to a Reuters request for comment.

Pakistan has repeatedly rejected US allegations that it is a safe haven for militants and said it has prosecuted the leadership of several proscribed groups.

Another Indian official said the lack of action against Sajid was in conflict with Pakistan’s assurances to international organisations including the Financial Action Task Force, the global watchdog on terrorism financing. Pakistan is trying to get off the FATF grey list of offending nations.

The FBI has posted a reward of $5 million for information leading to the capture of Sajid who is also wanted for a 2008/2009 plot against Denmark’s Jyllands-Posten newspaper to avenge its publication of cartoons of the Prophet Mohammad that enraged many Muslims.

The UK government on Sunday said it is planning to impose localised lockdowns in some regions showing a spike in coronavirus infections, as latest figures showed that Indian-origin people remain in the category of those hardest hit from the deadly virus among Britain's ethnic minorities.

Home Secretary Priti Patel confirmed as "correct" the reports of the first such local lockdown for Leicester, a region in eastern England with a large Indian-origin population.

"We have seen flare-ups across the country already, just in the last three or four weeks in particular. There will be support going into Leicester," said Patel.

"With local flare-ups it is right we have a localised solution in terms of infection control, social distancing, testing and many of the tools actually within the Public Health England space that will come together to control the virus and to stop the spread so we can get on top of the infection," she said.

Patel's confirmation came as England has seen an overall fall in the daily death count and prepares to substantially lift its lockdown restrictions from July 4, when bars, restaurants and cinemas will begin to open up to public access amid Covid-secure guidelines of safe distancing and hygienic conditions.

Meanwhile, the latest NHS England statistics revealed that 763 people identifying with Indian heritage have died so far in the pandemic, according to data collated until last Thursday.

This continues to reflect three per cent of the total deaths officially recorded by the National Health Service (NHS) from coronavirus, first reported in April at the peak of the pandemic, followed by those of Pakistani and Caribbean heritage as the second-hardest hit ethnic groups at two per cent each.

The UK government had conducted a review into the disparity in the impact from the coronavirus pandemic among the country's black, Asian and minority ethnic (BAME) groups and Public Health England (PHE) said it is exploring further measures required to address the disproportionately adverse impact on some ethnicities.

As part of some targeted measures, new official guidance was put in place earlier this week which requires pregnant women from BAME backgrounds to be fast-tracked to hospital because of their increased risk of coronavirus.

"While Public Health England is continuing to assess and advise on the impact of the COVID-19 outbreak on ethnic groups, I want to make sure that the NHS is doing everything we can to reach out, reassure and support those pregnant women and new mums most at risk," said Jacqueline Dunkley-Bent, the Chief Midwifery Officer for England.

All hospitals have also been instructed to complete risk assessments for staff who are perceived at being at a higher risk of coronavirus, including those from a BAME background and with underlying health conditions.

The UK has so far reported 311,739 coronavirus cases and 43,598 fatalities due to the disease.

A seven-year-old girl has been cleaning the world famous Dal lake for two years -- an effort that has won her applause from many. Her latest achievement is that her name has now been published in a textbook of a Hyderabad school.

Jannat was born and raised in Srinagar. Her parents say she questioned littering of waste into the lake since she was a small kid.

In the past, the third grade student has won applause from Prime Minister Narendra Modi for her efforts to clean the lake. With time, she has become the face of cleaning the most famous water body of Kashmir.

“I want to keep this lake clean so that more people come here,” Jannat says.

Throughout the year, millions of tourists visit the picturesque lake to enjoy the boat ride and stay in the houseboats. But for many years, the lake has been facing the problem of pollution.

In 1997, the Union Ministry of Environment and Forests launched the ‘Save Dal’ project at an estimated Rs 500 crore. Since then, several projects worth millions have been launched but the result has been short lived.

“I have been also campaigning to save this lake,” Tariq Ahmad, father of Jannat, says.

He now hopes that his daughter inspires more young people to help curb the pollution of the Dal lake.

While police and civic body officials will patrol city roads and enforce the mask rule and social distancing, the public can also do their bit and ask every other person to follow them, he said in a series of tweets as the government stepped up efforts to contain the spread of coronavirus.

Asking traders and others to donate masks to the underprivileged, he also warned of legal action against shops and establishments if they did not implement the norms such as wearing of masks and social distancing.

"DCPs n BBMP (city civic body personnel) are on streets to enforce wearing of masks and SD. Warnings now, criminal cases will follow. Urge every Bangalurean to enforce mask enforcement and SD. If people argue, call 100, we are ready to respond to your calls. RWA (Resident Welfare Associations) n Traders Please Donate Masks to underprivileged," Rao tweeted.

He said, don't bother about the high and mighty factor, whosoever it is, just tell people around you to wear a mask and not to hang it around the neck.

The Commissioner also said if shops, malls, banks, hotels, offices, and establishments do not implement mask wearing and ensure safe distance, the City Police will raid and initiate legal action.

"This has already started, it's in Public Interest," he added.
A total of 2,531 cases of COVID-19 have been reported in the city as of Saturday evening. This includes 84 deaths and 533 discharges.
The number of COVID-19 cases in the state had more than tripled to 11,923 on Saturday from 3,408 as of June 1 with the capital city topping the districts in the infection count.

Union Health Minister Dr Harsh Vardhan said on Saturday that the recovery rate has improved, recording a surge of over 58% in the country. He also confirmed that out of five lakh people who tested positive for coronavirus, 3 lakh people have already recovered.

Union Home Minister Amit Shah said that remarks made by Delhi Deputy Chief Minister Manish Sisodia in early June about the national capital reaching 5.5 lakh COVID-19 cases by the end of July had created "fear" among people

In an interview with ANI, Shah expressed confidence that Delhi will not have 5.5 Lakh cases by July end and added, there was no community transmission of the disease in the national capital.

Shah said a series of steps had been taken to contain the virus and multi-agency meetings had been held to improve coordination at various levels.

"Around the second week of June, Delhi Deputy Chief Minister Manish Sisodia said that by July 31 there will be 5.50 lakh persons infected with the virus. He said that there will be no place left, no beds left and the situation will be difficult. This created a lot of fear in the minds of people in Delhi. His estimate was based on figures. I do not want to go into whether the estimate was right or wrong. But a situation of fear arose and some people started mulling an exodus (out of Delhi)," said Shah.

Shah also referred to Delhi government`s decision about hospitals reserving COVID-19 beds only for residents of the national capital and said it was reversed. The Home Minister said even he is from outside Delhi. "Where will I go, if something happens to me. Delhi is the capital of the country. And people from different states stay here, come and go," he said, adding that a lot of people from neighbouring states stay in Delhi.

India much better placed than other countries in fight against COVID-19: PM Modi

Floodwaters entered 16 districts of Assam on Friday, affecting over 2.53 lakh people, while the death toll due to the deluge rose to 16 after one more person died, officials said.

Dhemaji remains the worst-hit district in the state, followed by Tinsukia, Majuli and Dibrugarh.

The deluge claimed one life in Dibrugarh district, according to the daily flood bulletin of the Assam State Disaster Management Authority (ASDMA).

The Brahmaputra River and its tributaries are flowing above the danger level at several places and have flooded Dhemaji, Lakhimpur, Biswanath, Udalguri, Darranf, Baksa, Nalbari, Kokrajhar, Barpeta, Nagaon, Golaghat, Jorhat, Majuli, Sivasagar, Dibrugarh and Tinsukia districts, the officials said.

District authorities have set up 142 relief camps and distribution centres in six districts, where over 18,000 people have taken shelter, the ASDMA said.

A report from Morigaon said 80 per cent area of the Pobitora Wildlife Sanctuary has been inundated, forcing wild animals, including one-horned Indian rhinos, to move to nearby highlands.

The sanctuary has more than 100 rhinos, 1,500 wild buffaloes and thousands of hogs.

According to its ranger, the floodwaters entered the sanctuary on Thursday and the situation is "alarming".

The deluge has also overrun nearly 12,000 hectares of agricultural land with standing crops, the report said.

The Brahmaputra is flowing above the danger mark at Neamatighat in Jorhat district, Dhubri town and Tezpur in Sonitpur district, the bulletin said.

Roads and infrastructure have been damaged at several places, it added.

Assam flood situation worsens; one more dead, over 2.53 lakh people affected

The COVID-19 pandemic is a complex worldwide emergency without contemporary precedent. In every nation around the globe, the pandemic reaction is taking up the bulk of resources, expertise, time and effort.

But, how might individuals and frameworks adapt if a major natural disaster, similar to floods, quake or a tropical storm, happens while the COVID-19 pandemic proceeds?

The early wake-up calls for nations around the globe for natural hazards still loom large during the COVID-19 pandemic, including floods, fires, tornadoes, storms, and even volcanic eruptions.

Natural disasters have been made worse by the pandemic. Emergency workers are tired of fighting the Wuhan virus.

Now, they must rescue people from floods, forest fires, dust clouds and heatwaves. It's a double crisis that will test the world's resilience.

Natural disasters don't stop for a virus, so in the middle of a pandemic, the world is dealing with nature's vagaries. At the epicentre of the virus outbreak — China.

The last few days in Jiangxi province have been tense, nearly 37,000 residents had to be evacuated due to flash floods. Over 300,000 people are still at risk and this was caused by a heavy rainstorm.

The latest of the 20 rainstorms that have battered the country this year. China has not seen these many storms in a single year since 2013. Economic losses run over 3.4 billion dollars. Over two million acres of farmland submerged, thousands of people displaced in 26 provinces.

The high risk of flooding, landslides and urban waterlogging remains. Heavy downpour is expected to hit vast stretches of china over the weekend.

Meanwhile, in the US, the worst-hit country in the world due to the pandemic. Coronavirus is not the only killer in the air a monster dust cloud has travelled over 8,000 kilometres from Africa.

Sahara desert typically whips up sand at this time of the year and — carries it across the Atlantic ocean to the Americas. This dust cloud is the densest in half a century. First — it turned the blue skies into a milky-brown haze over the Caribbean. Now — it is close to the coasts of Mexico and the US.

Health warnings have been sent out across the region as air quality fell to unhealthy levels. The dust particles can cause cardiovascular and respiratory illnesses.

A perfect condition for covid-19 to whip up a fresh wave of infections. Across the Atlantic, there is another kind of wave blowing around. The heatwave, this has come from Africa too.

It has swept over Spain, causing temperatures to rise over 40 degrees Celsius. France and the UK have faced a mini-heatwave, but the mercury may rise in the coming days. Now that lockdown restrictions have been eased, people are itching to go out. Especially to bask in the sun at the beaches.

But — the heat is making it impossible to wear a mask — the first shield against the Wuhan virus. Parts of Siberia are facing the worst of the heatwave. Forest fires are engulfing villages in the Sakha Republic in Russia.

Temperatures in the region touched 30 degrees Celsius. For this part of Siberia — the average temperature in June is 15 degrees Celsius. There are currently 50 active bushfires in the territory covering an area of more than 600,000 hectares. At a time when disaster relief teams need relief after the long bout with the pandemic. They are being called upon to douse fires and evacuate people.

Disaster teams are scrambling, it's a grim reminder of an old challenge. The urgent need to lock down climate change.
