The Cluster of Covid-19 cases in IIT-Madras in Chennai has increased by 79, thus taking the total number of cases to 183, said Health Department Officials. They urged the public to consider this cluster as a lesson and to not let their guard down against the pandemic.

Making a mention of a single common dining area that possibly led to the rapid spread of infection on campus, Tamil Nadu Health Secretary Dr J Radhakrishnan said that people must follow mask-wearing irrespective of whether they were in a family function or in a public event or group discussion.

He added that the Education Department had instructed the college authorities to provide take-away food service or to deliver food in the hostel rooms.

According to Radhakrishnan, the infected staff and students of IIT are stable and are being continually monitored, provided quality treatment. Urging the educational institutions to pay heed to the health Department’s caution, he said that fines would be imposed on violators under the Public health Act and Epidemics Act.

Greater Chennai Corporation Commissioner, G. Prakash said that the authorities were inching towards completing 25lakh Covid-19 tests in Chennai city limits. He also added that the death rate was brought down to 1.76% and that they have been instructed by the Chief Minister to work harder to reduce the fatalities to less than 1 per cent.

1,141 new Covid-19 cases on Monday took Tamil Nadu’s cumulative tally past 8lakhs (8,00,029). The Southern state is the fourth worst-hit after Maharashtra, Karnataka, and Andhra Pradesh. However, when compared to previous months, new cases have been brought under control and the active cases stand at 10,039. So far 11,909 persons have succumbed to the deadly pandemic.

IITans who were on campus had told Zee media that the most likely cause of the spread of Covid-19 was the common dining area that was shared by over 700 students.

Over 100 Covid-19 cases were reported from the institute, at a time when the IIT has been functioning on limited capacity with only 10% students in the hostels. According to the institute, they have asked all students to remain in their rooms and are supplying packed food in the rooms.

Students also pointed out that while the institute had ensured individual hostel rooms and a lesser number of students sharing washrooms, day scholars were coming to campus in small numbers and interacting with the residents. While there was a general advisory asking students no to venture out, students say many among them may have stepped out of the campus and could have contracted the infection from outside the premises, as well.

The campus of Indian Institute of Technology Madras has been placed under lockdown after seventy-one residents of the premier educational institution have tested positive for coronavirus.

This includes 66 students. Following this, the institute closed down its labs, library and departments.

The students allege the IIT-M's decision to run only one mess is the reason for the large scale spread of coronavirus.

In the mess, one cannot be wearing a mask and a congregation of a good number of persons in the mess is ripe cause for disaster.

A total of 774 students are on the campus and most of those who were infected were residents of two hostels -- Krishna and Jamuna.

On its part, IIT-M has decided to shut down all its departments, centres and asked their staff to work from home and anyone with the symptoms like fever, dry cough, sore throat, diarrhoea, loss of taste/smell, or any other symptoms have been requested to get in touch the hospital officials.

The postgraduate students, research scholars and others have been asked to be confined to their rooms with arrangements made to deliver food to their rooms.

On Sunday 32 fresh coronavirus infected cases were reported and the Tamil Nadu government has instructed that all the students be tested for the virus infection.

According to officials, the students who had returned to the campus were quarantined for two weeks, but the quarantining capacity is limited.

Those who have been infected with coronavirus are progressing well, officials said.

Covid-19 in India: New cases dip below 30,000 for the third time this month

Chief of Defence Staff (CDS) General Bipin Rawat stated on Monday that the People's Liberation Army (PLA) is carrying out development activities in Tibet Autonomous Region of China, amid the Sino-Indian standoff at Ladakh.

He also underlined that Indian forces are well- equipped to deal with any eventuality, and similar activities are being undertaken in the country.

"We are locked in a stand-off in Ladakh. There is some development activity which has been going on in Tibet Autonomous Region of China. Every nation will continue to make preparations to boost its security based on its strategic interests. "I don't think there should be much concern in that because we, on our side, are also carrying out similar activities," Rawat told reporters after the launch of indigenously built state-of-the-art stealth frigate 'Himgiri' at Defence PSU Garden Reach Shipbuilders and Engineers here. Indian Armed forces will leave no stone unturned to safeguard the country's frontiers, he insisted.

"China's attempt to change the status quo on the Line of Actual Control along the northern borders amidst the COVID-19 pandemic necessitated high levels of preparation on the land, sea and in the air," the CDS said.

The Indian Army, following the Doklam stand-off in 2017, has taken measures to ensure that the situation does not escalate there any further, he maintained. Indian forces are carefully watching the activities of the PLA at Doklam, where the armies of the two most populous countries in the world were engaged in a 73-day eyeball-to-eyeball stand-off in 2017.

"We have taken necessary action to counter anything that would be a cause of concern to our national security," he said, when asked about possible Chinese misadventures in the eastern sector, in the midst of the Ladakh impasse.

The CDS further said that the Indian Armed forces have adequate strength and reserves to counter any threat, and is looking to equip themselves with more cutting-edge technology.

"Time has come now to look at the future of war fighting, imbibing technology into our systems," he said.

Talking about the continuous ceasefire violation by Pakistan, he said India is fully prepared to deal with it and that it is the other side which should be more concerned about carrying out such activities.

Asked whether India should have more submarines or procure another aircraft carrier, Rawat said both have their advantages and disadvantages.

"Submarines have a separate place in naval warfare, in domination of the seas, and so does an aircraft carrier," he said, maintaining that the Navy needs an air wing.

The country needs to utilise its large number of island territories for strengthening security along the sea lanes of communication, Rawat said.

He also said that islands can be an option for launching naval strike aircraft. "Once we have studied all that and understood in detail, we will take a call," he asserted.

Rawat said that the three forces -- Army, Navy and Air Force -- will be integrated, while retaining the niche capabilities of each service.

"We strongly believe that no single force or no single service can succeed in any conflict situation if we are to face conflict with our adversaries anywhere -- whether it is land, air or sea," he said.

The integration will ensure synergised application of the country's combat potentials, the CDS said.

"We had some hiccups on this, we have to have understanding of each other's service, integration is taking place and gradually we are moving forward in that direction.''

"We have successfully overcome some of the misconceptions about force restructuring by allowing space to each force to develop niche capabilities based on their strengths, and thus enhance our overall combat power," he added.

“The 23-dish meal was delivered in two hot cases, four smaller air-tight containers and two wire-baskets, for a family of two. After the meal, many even called back to check how they could return the vessels, but that’s the surprise- all the vessels and bags were the return gift” the wedding planner Mathangi Srinivasamurti, of Weddings and Marigolds told Zee media.

For the caterers who had prepared this fare, this is just a mere step-up from their routine offerings. “We have been home delivering North and South Indian meals amid the lockdown and it was a big hit. But, we didn’t expect this particular event to reach far and wide. Guests knew that they were getting lunch delivered at home, but wouldn’t have expected the complete, traditional Tamil “Elai Saapaadu” that is served on a banana leaf” Sowmya of Arusuvai Arasu, the caterer told Zee Media.

It's not just the food, but there were even detailed blueprints, menu cards shared with the guests - visually depicting where each dish had to be placed (as per the traditional style) on the banana leaf.

Sowmya added that this was her tenth such event since the lockdown started and that they had ensured a seamless experience for everyone who had received the food.

“Every virtual guest who received the food quickly started spreading the word about their experience. In no time, the surprised guests started sharing the pictures with their friends and family and made it a social media sensation”, she said.

India's defence minister Rajnath Singh has highlighted China's "unprovoked aggression" at the line of actual control in eastern Ladakh and the present "big build-up" even as the more than 7-month long stalemate continues between the 2 countries.

Speaking at an industry body FICCI event in Delhi, he said, "The unprovoked aggression on our Himalayan frontiers is a reminder of how the world is changing, how existing agreements are being challenged".

He pointed out how "how power is being asserted not just in the Himalayas but across the Indo-Pacific. And how uncertain the future of the region and world could be in this backdrop."

2020 saw Chinese forces not only indulging in aggressive and violent acts with India at the line of actual control but also threatening other countries like Japan, Taiwan, Australia, Canada, UK and trying to stake claims in South China sea. With India, at the icy mountains of Himalayas, the situation remains tensed even as Chinese forces continue the build-up despite multiple rounds of diplomatic and military talks.

The Indian defence minister lauded the strong response by the Indian forces so far while dealing with an aggressive China, especially at the Galwan valley.

He said, "In these testing times our forces" have shown "exemplary courage and remarkable fortitude" and "they fought the PLA with utmost bravery and forced them to go back." Adding, "The coming generations of this nation will be proud of what our forces have managed to achieve this year."

At the Galwan incident of June, India lost 20 of its soldiers due to aggressive actions by Chinese forces. While Beijing accepted it suffered casualties, it never came out with figures which shows the opaque governance system led by the Chinese communist party.

The Indian defence minister said, "India is far ahead of China when it comes to leading the world with ideas" citing the country's huge cultural impact in East Asia.

Quoting Chinese thinker Hu Shi, Rajnath Singh said “India has culturally dominated and controlled China for more than 2000 years without sending a single soldier across the border” which he said shows how India as a "civilisational state" has been "inspiring and influencing the world through its culture and soft power for centuries."

The Mongolian Ambassador to India Gonching Ganbold has said that his countries ties to India are based on 3 Ds--Dharma, Democracy and Development and as both countries celebrate the 65th anniversary of diplomatic ties this month, the "relationship has grown in forms and content".

Speaking to our Principal Diplomatic Correspondent Sidhant Sibal, Ganbold said, "India is known in Mongolia as Bharat and the land of Lord Buddha. Each and every Mongolian has very high regard for India."

As part of diplomatic year celebrations, both countries earlier this month released a joint commemorative stamp. Last year, PM Modi and the Mongolian President virtually inaugurated the statue of Buddha which Ambassador Ganbold said, is "a spiritual investment and revival of our national identity.”. Ambassador Ganbold knows Hindi well.

India is helping build an oil refinery in the country, which will help Mongolia save foreign exchange and also have far-reaching economic benefits. In fact, India is training 22 Mongolian engineers at the Indian Institute of mines who will work at the refinery.

WION: This year marks the 65th anniversary of ties, so what is being planned.

Gonching Ganbold: Sabse phley mai WION ke dwara apney Bhartiya doston ko namaskar karna chahta hun. Ye 65th varsh ganth hai aupachaarik sabandhon ki, mai apko dhanyavad karna chahta hun, apne doston ko hardhik namaskar karna chahta hun.

Yes, you have pointed outright, our relations are marking 65th anniversary this month of the official establishment which is based on aged long bonds, historical, spiritual, cultural links that bind our 2 nations. Ever since the teaching of Lord Buddha had prevailed in the Steppes of Mongolia, we became to learn of India. India is known in Mongolia as Bharat and the land of Lord Buddha. Each and every Mongolian has a very high regard for India. Based on the spiritual ties, our cultural-historic links have grown up. You know, a lot of places in Delhi, those have names which are thought-provoking--Mongolpuri, Mongolbad. That could give me the idea that our relationship had to be deep routed and then we have a lot of cultural links. Last July, the President of India, had released the sutras of Mongol Kanjur, which are collections of Lord Buddha's teaching. PM Modi visited Mongolia in 2015, and then he also gave a sampling of Lord Buddha Banyan tree which was greatly appreciated by Mongolian Buddhists. This shows how close we are, spiritually, culturally. This year we mark our 65th anniversary, our links and ties are bond for years, centuries. Our diplomatic relation is based on aged long ancient traditional relations.

WION: What kind of current engagement is on, we saw PM visiting, defence minister's visit as well.

Gonching Ganbold: I would link to define the relations in "D"s--Dharma, democracy, development. Dharma, we mentioned. It aged long ties, which we have common links, democracy is our common values. Like India, is the largest democracy, we also a democracy in Asia. We adopted our new democratic constitution in which Indian Parliamentarian have given us support, and worked together with us in drafting in 1992. Then we working in the field of development. This is also unleashing, new areas, and brought our relationship to new heights. Our relationship is very vast, and it is wide in range, comprising a lot of areas. Though this time of the pandemic, the relationship has grown in forms and content. Dr Jaishankar met with our cabinet minister, earlier this year, and then they chalked out together what they will do this year on 65th anniversary. We recently, 2 weeks back had inter govt commission meeting that summed up, what we have done in the last year or so, and what we have planned in the coming months and years.

WION: The Oil refinery is a key infrastructure project India is engaging on if you can give a status.

Gonching Ganbold: One part of our relationship is developing. Oil refinery is one of the big projects between our 2 governments. Mongolia exports crude oil, imports petroleum products which we spent a lot of foreign exchange. The refinery will help save foreign exchange and build up indigenous production of oil, new jobs and I believe will create a new wave of industrialization in Mongolia. Govt of India and Mongolia had done a large number of surveys, where the soft loan will be utilized efficient way, then we came to a conclusion on oil refinery. We have announced the tenders and project also started and engineers India ltd became a leading player in the project and then sub-contractors were selected. Construction work going on in full swing, Mongolian govt also built up railways, 27KM, and high power electricity grid, 22KM and housing construction for 550 employees- workers, not only physical infrastructure. We have started training our engineers in India. This year we had 22 engineers from Mongolia to India, who will work in the refinery and underwent training in the Indian Institute of mines. So, the project is moving ahead on all fronts--physical, intellectual. I find this project will become leverage in expanding our economic exchange.

WION: Both countries are focusing on cultural engagement as well.

Gonching Ganbold: Last year we inaugurated the huge statue of Lord Buddha and his 2 disciples from here in Delhi. PM Modi, together with my President inaugurated virtually, that statute inauguration became indeed a spiritual investment and revival of our national identity. Through Buddhism, we reviving our identity. Then we also had a conference bilaterally in which 11 Asian Buddhist countries also took part and that is samwad--Dialogue. At this time of terrorism, radicalism, compassionate teaching of Lord Buddha is becoming important. So both of our countries share common spiritual links, it will become another area in which we can work together, and prevailing of soft power. The teaching of Lord Buddha have been complied in sutras, Kanjur and has been printed in various places, including India. President of India also presented new publications of Kanjurs sutras to Mongolian people on 4th July and that event is an indication of the importance govt of India attaches to its relations to Mongolia. I as an envoy of Mongolia appreciate this, its big respect and attachment.

WION: Amidst the Covid crisis, how both countries are working together?

Gonching Ganbold: Covid related situation creating new normal, and it also not only causing challenge but also created an opportunity. 2 weeks back we had our joint commission meeting in which our ministers also discussed in details where and how we can work effectively for the instance pharma industry in India is highly developed and products good quality and cost-effective. In this field we can work, Bharat biotech doing remarkable work. Govt of India has indicated that it will support Mongolia in this regard. Mongolia is unfortunately not left aloof from the challenge. We have witnessed the first local transmission, so far we have some 810 cases, out of which 450 are imported, and the situation not very easy and we also working with our friends to obtain this vaccine and other pharmaceuticals. Discussions going on with India and we find it very helpful. This situation created new opportunities, though it is physically impossible to exchange visits and talks, we spoke virtually. 2 weeks back we had a joint commission meeting and previously our 2 foreign ministers also had telephonic exchanges and covered a lot of issues of our bilateral relations. In the past, we worked to arrange special flights. So far we have arranged 4 special flights, some students from here left for Mongolia and engineers from Indian companies went to Mongolia to construct the project. Last we arranged special consignments of IT equipment so that they can be used to set up cyber centres. So these trying times created problems, but at the same time, they also created promising opportunities. The cyber outsourcing and training centres will be established in Mongolia so that Mongolian youth can be trained. Physical distance has become shrunk. A few years back, I used to say India is far due to geography, but closer to our hearts but now it is not only closer to hearts but becoming very easier to communicate. In the ancient past, people used to travel on horseback, foot, but thanks to IT advancement it is becoming handy to communicate.

The Mongolian Ambassador to India Gonching Ganbold has said that his countries ties to India are based on 3 Ds--Dharma, Democracy and Development and as both countries celebrate the 65th anniversary of diplomatic ties this month, the "relationship has grown in forms and content".

Each and every Mongolian has very high regard for India." As part of diplomatic year celebrations, both countries earlier this month released a joint commemorative stamp. With higher educational institutions in various states having started in-person classes or contemplating resuming classes, the Covid-19 cluster in IIT-Madras has raised safety concerns. IITans who were on campus told Zee media that the most likely cause of the spread of Covid-19 was the common dining area that was shared by over 700 students.

Over 100 Covid-19 cases were reported from the institute, at a time when the IIT has been functioning on limited capacity with only 10% students in the hostels. According to the institute, they have asked all students to remain in their rooms and are supplying packed food in the rooms.

IIT Madras has been permitting research scholars pursuing experimental work to return to campus after a 14-day (on-campus) quarantine and testing. However, owing to the limited quarantine capacity on the campus, the rate at which scholars are being brought back has been limited, said the Institute in a statement.

The Institute has said that some Project Staff working on research and staying in the city have been coming to work in the labs, as permitted by the government. They added that SoPs were in place to determine how many scholars and project staff can work safely in each lab based on its size, ventilation etc.

Tamil Nadu Health Secretary Dr. J. Radhakrishnan told Zee Media that 103 cases have been reported from the IIT campus out of 440 samples tested. He added that all of those(nearly 770 persons) on campus were being tested in the order of primary contacts, close contacts, symptomatic people, mess staff etc.

When asked about the common dining area that possibly led to the cluster, he said that the health department had advised the Institute to close the common dining area and provide takeaway meals.

Students also pointed out that while the institute had ensured individual hostel rooms and lesser number of students sharing washrooms, day scholars were coming to campus in small numbers. While there was a general advisory asking students no to venture out, students say many among them may have stepped out of the campus and could have contracted the infection from outside the premises, as well.

IIT Madras has said that they would attempt to increase capacity to quarantine returning students, as the government was releasing the hostels that were used to quarantine patients through the lockdown.

As on Sunday, there are 10,208 active Covid-19 cases in Tamil Nadu and 1,276 persons (including 340 in Chennai) had tested positive over the last 24hours.

Villagers stumbled upon "ancient gold" during the renovation of a temple in Tamil Nadu and it was seized by authorities and deposited with the government treasury on Sunday despite the locals protesting against it, officials said.

During the renovation of a temple of Lord Shiva taken up by the villagers themselves, "gold items", said to be weighing over half a kilogram, were found beneath the steps leading to the sanctum sanctorum a few days ago.

Officials, on receiving information about the treasure, reached the temple, wanting to hand over the gold to the government.

While devotees and local people declined to part with it as they wanted to place the gold again at the very same spot after completion of the renovation, authorities were firm on taking it, the officials said.

After talks failed, officials deployed an adequate number of police personnel at the village and amid protests, they seized the find, packed it in a box and sealed it before taking it away.

According to the villagers, the temple is believed to belong to the Chola era.

"Placing some gold beneath the temple steps is considered auspicious and this practice dates back to times immemorial," a local people said.

Since the gold belonged to the temple, authorities had no right to seize or retain it, local contended, and blocked policemen and officials from taking it away.

Asked whether they have verified the find, Revenue Divisional Officer Vidya said "it looked like gold".

About the gold's weight and form, she told news agency PTI that a complete assessment could not be carried out in view of protests by the people.

"We only have a count," she said, adding the gold was an "assortment", including one that appeared to be a kind of a "waist chain", she said.

"The gold has been deposited with the treasury," she said.

Answering a question and on the demand of the people, she said they wanted it to be placed again at the temple.

A police official said the gold weighed about "565 gram as per information" and the government revenue authorities would take a decision on whether to return the gold to the temple or not.

In the middle of a conflict with China, India has taken a significant step by authorising the defence forces to enhance their stocking of weapons and ammunition for a 15-day intense war now.

Making use of the extended stocking requirements and the emergency financial powers in the ongoing conflict with China in Eastern Ladakh, the defence forces are expected to spend over Rs 50,000 crore for acquisition of equipment and ammunition from both local and foreign sources.

The authorisation to increase the weapon and ammunition reserves to minimum 15-I levels from the earlier existing 10-day stocking is to prepare the defence forces for a two-front war with both China and Pakistan."A number of weapon systems and ammunition are being acquired now under the authorisation of having reserves to fight a 15-day intense war with the enemies. The stocking would now be at 15-I level from the 10 I levels," government sources told ANI.

The authorisation for enhanced stocking for the defence forces was approved some time ago, they said.

As per the authorisation many years ago, the armed forces were supposed to stock for a 40-day intense war but it was then brought down to 10-I level due to issues with the storage of weapons and ammunition as well as the changing nature of warfare.

After the Uri attack, it was realised that the war wastage reserves stocks were low and the then Manohar Parrikar-led defence ministry enhanced financial powers of the vice chiefs of Army, Navy and Air Force to Ra 500 crore from Rs 100 crore.

The three services were also given the emergency financial powers to procure items worth Rs 300 crore to buy any equipment which they felt could be of use to them for fighting wars. The defence forces have been buying a number of spares, weapons, missiles and systems for effectively taking on the two adversaries.

Sources say a large number of missiles and ammunition for tanks and artillery have been acquired in satisfactory amounts to shed worries for the troops on the ground.India has been engaged with China in the Eastern Ladakh sector where the Chinese have been transgressed at multiple locations and trying to change the status quo on the LAC.

Bharatiya Janata Party (BJP) has lodged a complaint with the State Election Commission against Kerala Chief Minister Pinarayi Vijayan for violating the code of conduct amid local body elections and promising voters of free Covid-19 vaccine, said party`s Kerala president K Surendran on Sunday.

This comes a day after Vijayan announced that coronavirus vaccine will be provided free of cost in the state. The announcement comes at a time when local body elections are going on in the state.

"By announcing that free vaccine will be provided, Vijayan has violated the election code of conduct. The Central Government had already announced that the Covid-19 vaccine will be provided free of cost to the entire country. Kerala Chief Minister is trying to take credit of the Centre`s project," Surendran said while addressing a press conference.

BJP`s Kerala unit chief also alleged that the stand taken by Chief Minister in the gold smuggling case is to derail the probe by central investigation agencies.

"Chief Minister had earlier written to the Prime Minister asking him to let the central agencies investigate gold smuggling case. Now, when investigation agencies are making progress and probe is being carried out against those involved in Chief Minister`s office, he is turning against investigation agencies," he said.

BJP state president said that Pinarayi Vijayan is trying to challenge the legal system.

"The stand of the Chief Minister is ridiculous. When the CM is about to be caught in the gold smuggling case, he is trying to intimidate the central agencies. This cannot be allowed," he added.

India and Europe have decided to fight climate change together. To this end, lawmakers and experts from both regions have begun discussing solutions for the climate crisis.

In the run up to the fifth anniversary of the Paris Agreement on climate change and the global ‘Climate Action Summit’ on Saturday (December 12), parliamentarians and climate change experts from India and the Europe came together on a common platform to discuss the mutual cooperation and brainstorm on avenues for working together to tackle climate change this week in a webinar organised by UK based think tank Europe Asia Foundation Limited (EAFL).

EAFL is a UK-based organisation that provides a platform that brings together democracies of Europe and Asia.

The webinar on climate change was a part of the ‘India Talks’ series initiative of the EAFL. The panelists included MEP Bas Eickhout, Rajya Sabha MP MJ Akbar, and India’s former Ambassador to EU Manjeev Puri, and European Policy Centre’s Senior Policy Analyst Annika Hedberg. Former German Environment Minister and MEP Jo Leinen chaired and moderated the event while the Director of the Europe Asia Foundation Limited and former MEP Neena Gill hosted the event.

MJ Akbar highlighted the possibilities of cooperation in green energy through International Solar Alliance - an ambitious project of Indian Prime Minister Narendra Modi. He then argued, "While solar energy on paper is cheaper, however, unless the battery storage problem isn’t sorted out, it can’t be a fully dependable initiative. We are working fast to sort this out. We will have to provide a better life for people.

"Nations that have used coal extensively and have contributed hugely to the crisis cannot give us sermons and lectures. There is a commitment that has been made. 100 billion dollars is a term that has been mentioned. I don’t know how many of these dollars have reached developing countries. If we have not learned anything from this year, then our future is definitely pessimistic."

He further said that India and Europe can take a shared approach, adding, "no issues if all the world does not come together. India and Europe are massive and huge powers and can do a lot together."

Putting forward his expectations from COP-26 to be held at Glasgow, Akbar said, "I would like to reiterate the word of Elliott - 'The world will not end with a bang, but it might be through a whimper.' We need to communicate to people that if the world would end, it might not be due to murder, but due to suicide."

MEP Bas Eickhout opined that in the aftermath of the coronavirus pandemic, "we all were wondering how it is going to change public perceptions. As far as the EU is concerned, the first reactions of governments were quite reactive and nationalistic. Especially during the first wave."

He added, "A green recovery is central as a part of that investment programme. An efficient formulation, intention, and direction of the European investment programme would help in investing in a more resilient economy, which is ready for the next crisis – that is the climate crisis." He also reiterated the importance of LULUCF, earlier mentioned by Manjeev Puri.

About his expectations from the upcoming COP-26 meeting, Eickhout said, “One of the major objectives of the Paris meeting was to review the progress every five years. However, the Emission Report that has been just now published has reflected that the world is not moving forward to tackle the issue at all. The five-years review should have been there. We now really have to look towards ourselves. Europe needs to have its own house in order. The US will come forward with their new plan back in play. The big question is what the other countries are going to do?”

Ambassador Manjeev Puri highlighted that it is very important to reaffirm that India and the EU have put climate change on their agenda very-very early.

He mentioned the report on ‘Climate Change Performance Index’, released on December 7 -- which highlighted that India is amongst the top ten best performers in climate change.

China was 33rd and the US was unfortunately near the bottom in the list.

Throwing light on India’s achievements in the field of solar energy, he said solar power has become cheaper in India than coal generated electricity in the day. This one fundamental change has propelled solar power change in India and there is no second example. He also mentioned two major objectives of India in the field of green power. First, to decarbonise electricity generation and second, to electrify everything else.

“India and the EU collaborate on a lot of things. The European Investment Bank has been proved to be of much help for India. Investments made by the Bank have led to wonderful outcomes. It also financed the Lucknow Metro. The fact that the metro is coming all over in India shall help us to ensure that carbon emissions from personal vehicles in India get rapidly reduced. India and Europe can get together on a huge global mission on hydrogen. Something similar to India-led initiative on solar power and perhaps, provide fast results as a consequence of the reduction in dependency on fossil fuels," he added.

Highlighting the importance of ‘green recovery’, Annika Hedberg stated, “We need to commit to green recovery from the coronavirus crisis. We also need to take into account other things and need to invest in the future in areas of utmost importance to society. Most importantly, we need to be people centric. In Europe, areas which have invested a lot on fossil fuels and are still dependent on coal. The transition for countries like Poland is going to be a major task.

"And at the same time, we need to help such countries in transition. There is a need to recognise the support system and extend help to upskill them. In Germany, there are significant regions that are heavily dependent over coal. These people are very keen on such a pattern and want to remain in the same energy space. We have been getting some very positive signals as important developments are taking place in the EU regarding such transitions. A number of regions are currently in the middle of the transition. The other member nations need to support these regions.”

Jo Leinen moderated the discussion and touched upon a number of burning topics related to prolonged as well as real-time issues, bringing up topics like biodiversity, adaptation, climate finance, cooperation, greenhouse emissions, COP-26, etc. in the discussion.

About India’s steps in the field of biodiversity, he said, “I know that there are social problems and economic problems but you are famous for biological products. Your products are much more enhancive and are accepted in most parts of the world and are really an asset for India. You have such beautiful landscapes and I think India can be an example in biodiversity globally.”

Neena Gill concluded the event, and presented the vote of thanks. She said, "We need to get this message and understanding across to a wider audience. That is one of the ambitions of this organisation to transmit such conversations into public space, to ordinary people. When we look at the 27 EU states, they are at different trajectories of climate change awareness and likewise are the states in India.

"I hope we would be able to take these debates to the state level, connecting with the local people in different states and connect countries through this initiative. The idea is to have a bottom-up approach that links local initiatives internationally. This is not the end of this debate but the beginning.”

The discussion becomes more important as Indian PM Modi is expected to participate in the summit and was invited by the UK government to attend the event earlier in November.
