Union minister Raosaheb Danve on Wednesday claimed that China and Pakistan were behind the ongoing protests by farmers, who are seeking repeal of three new farm laws.

"The farmers` agitation that is taking place in Delhi is not that of farmers. The Central government is ready to spend for the benefit of our farmers. Countries like China and Pakistan have a hand behind these protests," Danve said while addressing a gathering at the inauguration of a Primary Health Centre in Maharashtra`s Aurangabad. This comes amid the mass agitation taking place in and around the national capital.

Farmers from across the country, mostly from Punjab and other northern states, are protesting three of the Centre`s farm laws that were passed in Parliament on September by voice vote, despite objection by opposition parties.

Earlier in the day, leaders of opposition parties including the Congress, Nationalist Congress Party, Dravida Munnetra Kazhagam and Communist Party of India (Marxist) met President Ram Nath Kovind to urged him to persuade the government "not to be obdurate" and accept the demand of protesting farmers for the repeal of three farm laws.

Farmer unions have rejected the government`s proposals on changes in the three farm laws and said the protest would intensify till the laws were repealed. Before Tuesday`s meeting, the government and farmer unions had held five rounds of talks.

The farmer unions had called a Bharat Bandh on Tuesday in support of their demand which was supported by several political parties. The farmers are protesting against the Farmer`s Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, the Farmer (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020 and the Essential Commodities (Amendment) Act, 2020.

Democracy in India a means of resolving differences along with governance: PM Modi

Indian and Chinese Defence minister on Thursday shared the platform at the ASEAN Defence Ministers Plus (ADMM) meeting during which the Indian side raised the issue of "threats to rules-based order" and "actions..(that) complicate the situation".

Addressing the meet virtually, Indian defence minister Rajnath Singh said, "threats to the rules-based order, maritime security, cyber-related crimes and terrorism, just to name a few, remain the challenges that we need to address as a forum."

An ASEAN Platform, ADMM-Plus has eight Dialogue Partners Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States. Since 2017 the ADMM-Plus has been meeting annually.

Without directly referring to China, he said, "As we enhance mutual trust and confidence, exercising self-restraint in the conduct of activities and avoiding actions that may further complicate the situation, will go a long way in bringing sustained peace to the region."

He pointed out, "Amid the current regional environment with visible strains, we appreciate the central role of ASEAN-led forums, including ADMM Plus in promoting dialogue and engagement towards a pluralistic, cooperative security order in Asia."

India, China ties deteriorated substantially this year, due to the build-up by the Chinese forces at the line of actual control in eastern Ladakh. In June, India lost 20 of its soldiers due to aggressive action by the Chinese forces in the Galwan valley.

Earlier in September both Indian defence minister and Chinese defence minister Wei Fenghe had met to defuse the situation on the sidelines of the Shanghai cooperation organisation defence minister meet in Moscow. Since then, a number of meetings have taken place at the diplomatic and military level, but the Chinese build-up remains.

On the COVID crisis, he said that "virus does not respect national boundaries, the response to the pandemic also needs to be collective and collaborative."

The Indian defence minister also recalled the ASEAN Outlook on the Indo-Pacific which he said: "underscores this impetus to cultivate strategic trust and continuously promote ASEAN centrality in the regional architecture."

Vietnam is the chair of the ASEAN grouping this year and this year also marks the 10 year anniversary of the ADMM Plus. The first meet of the ADMM Plus took place on 12th October 2010, with regular participation of India.

The India-Nepal air travel corridor has been given a formal go-ahead and will see the first flight in the next 7 to 10 days.

India now has an air bubble (corridor) agreement with 23 countries globally. The corridor will have one flight daily each from Delhi to Kathmandu and from India's side, it will be Air India.

Air bubbles are an arrangement that has come amid the COVID-19 pandemic impacting global air transport. Within South Asia, India has an air bubble agreement with Afghanistan, Bhutan, Bangladesh, and the Maldives, with Nepal being the latest entrant.

New Delhi had proposed the corridor to Nepal and with the visit of the Indian foreign secretary Harsh Shringla to Kathmandu its approval got further impetus.

Sources said, that FS during his visit in connection with the corridor highlighted the "importance of people-to-people connectivity for our special relations with Nepal."

Under the travel corridor, Indians, Nepalese, OCI/PIO cardholders of all nationalities, and all valid Indian visa holders will be allowed. This will not include tourist visas. The arrangement will follow medical protocols which has been placed for everyone using these corridors and include RT PCR test report of 72 hours prior to travel.

Global air travel came to a grinding halt due to the pandemic. Aimed at restarting commercial passenger services, the transport bubbles are reciprocal in nature and airlines from both countries enjoy similar benefits.

The United Kingdom has made its stance clear on the ongoing farmers protests in India, saying it's the Indian government's matter.

In response to a WION question, spokesperson of UK's Foreign, Commonwealth and Development Office said, “The police handling of protests are a matter for the Government of India.”

Earlier in the day, the matter was raised in the British Parliament. In response to a question raised by Labour Party MP Tanmanjeet Singh Dhesi, British Prime minister Boris Johnson didn't give any direct response.

Last week Canadian Prime Minister Justin Trudeau expressed his concern on the farmers protests in India leading to a sharp reaction from India. The Ministry of External Affairs called the comments "unwarranted", and summoned the Canadian envoy to India Nadir Patel, handing over a strong demarche.

It is a government of India matter: UK on farmer protest

The end of the Cold War brought about a new global order and the emergence of globalisation as the world came closer with the world wide web, lowering of trade barriers and the rise of transnational companies and a free market.

However, 2020 has seen the biggest disruption of this order. China under Xi Jinping has exported the Wuhan virus and brought the world to a standstill. The pandemic exposed the shortcomings of the global systems as it forced a hard reset and raised a question: who will lead the post-pandemic world?

Not the United States under Donald Trump, it has all but abandoned the global leadership role. America withdrew from multilateral agreements and struggled to handle the pandemic. Joe Biden will have to pick up the pieces, heal a pandemic-crippled America before thinking about global leadership.

Beijing would love to play this role. It has the money and the might but China won't lead the world. Its record is too poor and intentions too obvious. So the question remains - what kind of power equations will 2021 see?

The post-pandemic world will be a multi-polar world with multiple leaders as opposed to a single big player. The pandemic has exposed a lack of global leadership and India stepped in where it could despite challenges at home, India showed that it is capable of working for the global community.

India's Prime Minister Narendra Modi set up a response fund for ASEAN countries. India supplied emergency medicines to the United States and even China. India's Vande Bharat flight evacuated 1.2 lakh foreigners and the world is leaning on India for vaccine manufacturing.

India has promised to supply vaccines to some of the low and middle-income countries including neighbours Bangladesh and Nepal.

India's Serum Institute has struck a deal with GAVI to supply vaccines to many countries.

India already produces 60 per cent of the developing world's vaccines. It is the world's leading vaccine manufacturer. During the pandemic, India not only engaged in health diplomacy but also strengthened its strategic partnerships.

While India stood by France in its fight against Islamic radicalism, it also explored new avenues of cooperation with the Gulf. Prime Minister Modi called for the SAARC and G20 meetings as India engaged not only with the QUAD countries but also reached out to its immediate neighbourhood.

As the world prepares for a new order, India is ready to claim its place. A continent-sized country, with 1/6th of the world's population and a proven ability to lead the world during a crisis.

The task before New Delhi now is to get its economy going, aim for greater global outreach, develop stronger relations with like-minded countries, improve trade and tech ties and get the Dragon off its back.

India's strategy for leadership in the post-pandemic world will be to leverage the partnership model.

India eyes bigger role in post-pandemic world

It is rare for the Indian Army chief to travel abroad. General MN Naravane is the first army chief to visit the UAE and Saudi Arabia. The Army chief is on a six-day long trip designed to create a military alliance with two Gulf powers.

General Naravane will be starting from scratch since India's defence cooperation with the Gulf has been limited.

The army chief could discuss the possibility of separate, but regular joint military exercises with the two Gulf allies. In recent years, the Indian Navy has held drills with Gulf partners.

In March 2018, India and the UAE conducted their maiden naval exercise "Gulf Star 1". In 2019, India and Saudi Arabia announced their first joint naval drills. Reports say the Indian Army had scheduled exercises in the Gulf before but they were delayed due to the outbreak of the Wuhan virus.

General Naravane could use the opportunity to reschedule the drills. Joint production of defence equipment could be on agenda too. Some reports have referred to the possibility of arms sales to the Gulf.

The UAE and Saudi Arabia are reportedly interested in India's Brahmos missile.

The Gulf could be a lucrative market for India to sell its indigenous defence technology by March this year Saudi arms imports increased by 130 per cent with the UAE accounting for almost four per cent of the global arms deals both countries largely depend on the United States for weapons but they have been scouting other suppliers too.

The UAE is interested in equipping the Indian army. It is in talks with New Delhi to set up a Make in India route to supply carbines. UAE-based firm Caracal had won a contract two years back. Reports say the deal is yet to be signed.

The Army chief's West Asia tour will irk Pakistan and the generals in Rawalpindi. Over the years, a number of Pakistani soldiers have been deputed to Saudi Arabia and the UAE with the Pakistani military roped in the protection of the House of Saud.

Now, the Gulf powers are looking at India as a long term security partner. General Naravane's visit to the Gulf comes at a significant time. The UAE and Bahrain have established diplomatic ties with Israel.

The new partnerships open up possibilities for closer security cooperation with countries that are allies of India. New Delhi must make most of this realignment.

Both India and Uzbekistan have had close ties and a high-level of engagements. Indian Prime Minister had visited the doubly landlocked central Asian country in 2015 and 2016, followed by visits of Uzbek President Mirziyoyev to India in 2018 and 2019.

The Indian government has launched a direct attack on Beijing until now New Delhi was sticking to the diplomatic code of conduct. In public the statements were non-confrontational, however, in private, India has been direct.

The Indian government wanted the Chinese troops to withdraw but China hasn't listened. So today, India spoke publicly. The development comes at a time when SFJ has been leading protests in Canada, US and UK in front of Indian missions in the name of "solidarity" for the farmer protests in India.

External affairs minister S. Jaishankar says the India-China relationship has been significantly damaged this year and that it cannot be business as usual with China as long as the PLA is on the border.

Jaishankar was speaking to an American think-tank where he shared the latest assessment on China border standoff. Jaishankar said China is in a major breach of bilateral agreements. The Chinese side has given five different explanations to explain the provocation but failed to explain why they didn't adhere to the agreements.

In fact, the provocations haven't stopped. China has dispatched fighter aircraft and troops to a Pakistani airbase. It close to the Indian state of Gujarat. The deployment is for the Shaheen military exercise. Now, India has Chinese soldiers at the Line of Actual Control(LAC) in eastern Ladakh and in the west the Chinese have been conducting drills with Pakistan.

China hasn't responded to the Indian minister's statement, however, Russia has spoken on the border standoff and it is an interesting assessment from a country that has been India's strategic ally and major arms supplier.

Russia feels the West is engineering a split between Moscow and New Delhi, however, ignoring the Chinese aggression, Russian foreign minister Sergei Lavrov said Western powers are trying to engage India in an "anti-China" game.

"For instance, India is a matter of persistent, aggressive devious Western policy which tries to draw the country into anti-Chinese games, promoting so-called Indo-Pacific strategies," Russian foreign minister Sergey Lavrov said, adding, "and at the same time, (western policy tries to) weaken our close partnership, strategic, privileged relations with Indians. There is a very tough pressure undertaken by Americans on New Delhi, concerning (Indian) military technical cooperation (with Russia)."

No prizes for guessing who Lavrov is talking about - the United States of America. Russia has its own theory about the border standoff. In the statement, Lavrov referred to India as a "clear pole" in the world order.

He says the West wants to weaken India's alliances with different global powers to maintain what he calls a "unipolar" world order and with those words Moscow seems to have effectively given a clean chit to Beijing.

At the same time, Lavrov has drawn the attention of the world to the great "power game". The pandemic has shaken the world order. New alliances are taking shape and Russia doesn't want to lose an ally like India.

Global powers like Russia and the United States have been vying for India's partnership. India will have to hedge its bets and make sure its rise doesn't come with a compromise.
