A form of handicraft, papier-mâché, was brought to medieval India by a Muslim saint Mir Sayyid Ali Hamadani from Persia in the 14th century. Since then, this art form has flourished in Kashmir valley but the coronavirus pandemic has hit these craftsmen hard.

A room full of cracked mud walls is an address to Indian papier-mâché artisan, Fayaz Ahmad Jan, who was awarded the Padma Shri -- which is the fourth highest civilian award in the country -- for his work in art craft and papier-mâché. In the morning, he walks to his workshop which is at a stone-throwing distance from his house. He has been left with just a single worker now.

In his 35 years, as an artist, Fayaz has not only won the national award but also got global recognition for his work which is on display at several key locations in India including Chhatrapati Shivaji Maharaj International Airport in Mumbai. With his hands, he puts designs on paper objects taking curves and colors.

The outbreak of COVID-19 has brought several industries to a grinding halt and the story here is no different. Several small-time workers he knows have moved to other small-time jobs.

"Craftsman isn't much educated and they have a boundary. The government should start counseling them in these hard times. I wish craftsman who left this work because of COVID-19 return and start earning back by this art," says Fayaz Ahmad Jan, a Padma Shri awarded Papier-mâché artist.

Papier-mâché is the French word for "chewed paper," the raw paper pulp is transformed into an aesthetically pleasing object, painted and designed by hand. It takes years for a person to learn this skill. Most of these products are used as house decorative items, some and unique and festive.

"About 90 percent of this was exported but after COVID, that figure has fallen. The youngsters don't want to pick this craft because there is low income," says Mohd Yasin, a Papier-mâché artist from Srinagar.

Fake report on rejection of vaccines by Serum Institute, Bharat Biotech: Government

India’s weapons procurement from the United States jumped from a meagre USD 6.2 million to a whopping USD 3.4 billion in the final year of the Donald Trump’s administration, according to official data.

As per the data released by the Defense Security Cooperation Agency (DSCA), the jump in the sale of American weapons to India comes at a time when sale of weapons from the US to other countries has dipped to USD 50.8 billion in 2020 from USD 55.7 billion in 2019.

In 2019, the sale of US weapons to foreign countries was USD 55.7 billion. In 2017, it was USD 41.9 billion, it said.

Major buyers of American weapons in 2020 were India (USD 3.4 billion up from USD 6.2 million in fiscal year 2019), Morocco (USD 4.5 billion up from USD 12.4 million), Poland (USD 4.7 billion up from USD 673 million), Singapore (USD 1.3 billion up from USD 137 million), Taiwan (USD 11.8 billion up from USD 876 million), and the United Arab Emirates (USD 3.6 billion up from USD 1.1 billion), the data showed.

Several countries reported a drop in purchase of weapons from the US.

Prominent among them were Saudi Arabia which came down from USD 14.9 billion in 2019 to USD 1.2 billion in 2020, Afghanistan (USD 1.1 billion down from USD 1.6 billion), Belgium (USD 41.8 million down from USD 5.5 billion), Iraq (USD 368 million down from USD 1.4 billion), and South Korea (USD 2.1 billion down from USD 2.7 billion).

According to the 2020 edition of the Historical Sales Book, India purchased weapons worth USD 754.4 million in 2017 and USD 282 million in 2018. Between 1950 and 2020, US sale of weapons to India under Foreign Military Sales (FMS) category was USD 12.8 billion.

For Pakistan, the official figures reflected that sale of weapons under FMS did happen, even though there was a freeze in any military and security assistance to Islamabad from the Trump administration.

In 2020, US sale of weapons to Pakistan was USD 146 million, in 2018 it was USD 65 million and in 2017 it was USD 22 million.

In 2019, there was no sale of US military weapons to Pakistan. In fact, the US refunded USD 10.8 million to Pakistan, taken for the purchase of weapons.

Between 1950 and 2020, Pakistan purchased weapons worth USD 10 billion from the US under FMS.

However, the total supply of American military weapons to Pakistan is much more, as a major chunk of weapons to Pakistan has gone from United States as military and security assistance.

According to the Assistant Secretary of State for Political Military Affairs Clarke Cooper, fiscal 2020 saw a total of USD 175.8 billion in US government-authorised arms exports. This is overall a 2.8 per cent increase since fiscal year 2019.

The overall value of State Department-authorised government-to-government FMS cases implemented by the Defense Security Cooperation Agency decreased 8.3 per cent from USD 55.39 billion in Fiscal Year 2019 to USD 50.78 billion in Fiscal Year 2020.

“The dollar value of potential FMS sales, formally notified to Congress, also rose by more than 50 per cent from USD 58.33 billion to USD 87.64 billion. This was driven by the July potential sale of USD 23.11 billion worth of F-35 aircraft to Japan, which was the second largest single FMS notification ever authorised by the Department of State,” Cooper said.

The Direct Commercial Sales (DCS), which is the Department of State-authorised commercial export licenses, totalled USD 124.3 billion in fiscal year 2020, and this was up from USD 114.7 billion in fiscal year 2019, he said. “This represented an 8.4 per cent increase. This total value covers authorisations of hardware, defense services, and technical data. The total number of licences issued decreased by 20-per cent from 36,111 in Fiscal Year 2019 to 28,800 in Fiscal Year 2020,” Cooper said.

The top commercial DCS notified to Congress in Fiscal Year 2020 included a USD 8.39 billion sale to Australia, Canada, Denmark, Italy, Japan, and the United Kingdom for F-35 components.

This also included a USD 3.2 billion sale to Australia for P-8 aircraft parts, and a USD 2.48 billion sale to United Kingdom and Australia for E-7 airborne early warning and control aircraft, Cooper said.

India's external affairs minister S Jaishankar has said ties with Beijing have "significantly damaged" this year in the backdrop of the Galwan incident and the ongoing buildup which has "completely changed national sentiment".

India lost 20 of its soldiers die to aggressive action by Chinese forces at Galwan Valley in June this year.

Speaking at a virtual event Jaishankar said, "we are today probably at the most difficult phase of our relationship with China. Certainly in the last 30-40 years. The last time there were military casualties on our borders was in 1975."

The Chinese forces had started build-up in April-march period and still continue to remain at the Line of Actual Control(LAC) in eastern Ladakh.

The EAM pointed out that direction of ties were "positive" since 1988, because while border issues were being discussed "you never had a major breach of this understanding" which included "not to bring large force".

"China has given India five different explanation on the current situation but a number of agreement are being violated by the country including bringing tens of thousands of soldiers in full military preparation mode right to the LAC in Ladakh" and "naturally the relationship will be profoundly disturbed by this", he said.

The big challenge he said is, "How do we get the relationship back is a very big issue, we are very clear maintaining peace and tranquillity at LAC is the basis of the rest of the relationship to progress."

A number of diplomatic and military talks have taken place between the two countries to defuse the situation.

EAM Jaishankar and defence minister Rajnath Singh both had met there respective counterparts in September in Moscow but the stand-off continues at the Line of Actual Control(LAC).

The cumulative COVID-19 national positivity rate stands at 6.50 per cent as on date. The daily positivity rate is just 3.14 per cent. Higher volumes of testing eventually lead to low positivity rate, the ministry said. Nineteen states and UTs have a weekly positivity rate more than the national average. The ongoing trend of contraction of India's total active cases continues. The active caseload of the country stands at 3,78,909 which comprises 3.89 per cent of the total infections reported so far. The daily recoveries exceeding the daily new cases have ensured a total net reduction of the active caseload. A net decline of 4,957 cases has been recorded in the total active caseload in a span of 24 hours. A total of 32,080 persons were found positive in a span of 24 hours while India has registered 36,635 new recoveries during the same period. Keeping in line with its commitment to conduct more than one million tests every day, 10,22,712 samples were tested on Tuesday taking the total tests done so far for detection of COVID-19 to 14,98,36,767. The testing capacity of the country has grown to 15 lakh tests per day, the ministry said. India's testing infrastructure has seen a significant boost with 2,220 labs across the country. "An average of more than 10 lakh tests conducted daily has ensured that the cumulative positivity rate is sustained at low levels and is presently following a downward trajectory," the ministry underlined. The cumulative national positivity rate stands at 6.50 per cent as on date. The daily positivity rate is just 3.14 per cent. Higher volumes of testing eventually lead to low positivity rate. Uttar Pradesh has the highest cumulative testing with more than 2 crore tests. Bihar, Tamil Nadu, Karnataka, Maharashtra and Andhra Pradesh are among the states with highest cumulative testing with more than 1 crore tests. The recovery rate has also increased to 94.66 per cent. Total recoveries have surpassed 92 lakh on Wednesday. Of the new recovered cases, 76.37 per cent are observed to be concentrated in 10 states and UTs. Maharashtra has reported the maximum number of single day recoveries with 6,365 newly recovered cases. A total of 4,735 people recovered in Kerala in a span of 24 hours followed by 3,307 in Delhi. Of the new cases, 75.11 per cent are from 10 states and UTs, the ministry said. Kerala continues to report the highest daily new cases at 5,032. It is followed by Maharashtra with 4,026 new cases. A total of 402 case fatalities have been reported in a span of 24 hours. Ten states and UTs account for 76.37 per cent of new deaths. Delhi saw the maximum casualties (57). Maharashtra and West Bengal follow with 53 and 49 daily deaths, respectively. The total coronavirus cases mounted to 97,35,850 with 32,080 new infections being reported in a day, while the death toll rose to 1,41,360 with 402 new fatalities, the data updated at 8 am showed.

Tens of thousands of Indian farmers have been trying for more than a week to encircle the capital New Delhi in protest at new laws on farm produce trading.

New Delhi has passed reforms that enable farmers to sell produce anywhere in India and avoid state-run markets. The protests are led by farmers from Punjab, an Indian state which accounts for many migrants in Canada.

The Enforcement Directorate of India is investigating the Hawala network, operating in the state of Punjab the based on Canadian handlers. This Hawala money is allegedly being funded in some portion of the farmers' protest.

India has called the remarks by foreign leaders and politicians on protests by farmers as "ill-informed" and "unwarranted" as the matter pertained to the internal affairs of a democratic country.

Canadian Prime Minister Justin Trudeau’s support for farmer protest is part of a political strategy and is hypocritical.

In Ottawa on Friday, Trudeau told reporters: "Canada will always stand up for the right of peaceful protests and human rights anywhere around the world." He added he was "pleased to see moves towards de-escalation and dialogue" between farmers and the Indian government.

Value of Sikh votes

Sikhs are the dominant ethnic group in the eight seats of the House of Commons in Canada, as well as a significant minority group in 15 other seats where they can change the polling equation.

Trudeau’s track record on Sikh issues has been a concern for India earlier, as he behaves in an immature manner for the sake of his political interest by ignoring radicalism.

His delegation, during the state visit in 2018, included Jaspal Atwal, who was convicted for attempting to murder Punjab minister Malkiat Singh Sidhu.

Therefore, due to Trudeau’s immaturity, he was given a cold shoulder by the Indian government during his visit when PM Narendra Modi did not go to receive him personally, and instead sent then minister of state for agriculture Gajendra Singh Shekhawat.

Canada’s hypocrisy

Canada is that it has consistently opposed India on agricultural issues at the World Trade Organization (WTO). It challenged India at WTO meetings when it sought to defend its agricultural programmes like the minimum support price (MSP) for staple crops such as rice, wheat and pulses.

In July this year, Canada had questioned India on exceeding the permitted limit on food subsidies given for rice production — also called de minimis levels under WTO norms — to farmers in 2018-19. The de minimis level is determined as 10 per cent of the value of food production.

Canada had also sent 25 questions to India with regard to its farm subsidy and also explained the impact of such food subsidies on global agricultural trade.

Subsequently, in September, a slew of questions were posed to India by Canada and other developed nations regarding its multiple agriculture policies.

The Indian farmers are demanding what Trudeau’s government is opposing at WTO.

"But within one or two hours most of them are fine."

Police constable Kiran Kumar -- who collapsed while on duty Monday -- said he had been left "scared" after being semi-conscious for more than two hours.

"My colleagues told me, I shouted something and collapsed. I injured my right shoulder due to falling on the road."

Five suspected terrorists were arrested on Monday in Delhi, India after an encounter and have revealed Pakistan spy agency ISI’s attempt to link up terror outfits in Kashmir with Khalistan operatives. Two out of them were allegedly involved in the murder of Shaurya Chakra winner Balwinder Singh in Punjab.

Pro-Khalistan outfit plan to shut down Indian embassies on December 10The intelligence agencies have reportedly alerted the Ministry of External Affairs (MEA) about banned secessionist group Sikhs For Justice`s (SFJ) plan to `shut down` Indian embassies in London, New York and Toronto on December 10.

Emboldened by the stance of Canadian Prime Minister Justin Trudeau, UK MPs and representative of UN Secretary-General supporting the farmers` protests in India, the pro-Khalistan quartet of Paramjit Singh Pamma, Gurmit Singh Bagga, Hardeep Singh Nijjar and Gurpatwant Singh Pannun has announced to shut down the Indian consulates.

The agencies got inputs about the SFJ`s declaration through different internet sites where the group posted a mail regarding "shut down of Indian consulates in London, Birmingham, Frankfurt, Vancouver, Toronto, Washington DC, San Francisco and New York on December 10".

Emphasising that Khalistan is the only solution to Punjab farmers` plight, Pannun, the General Counsel of SFJ, said, "We have given the call for shutting down Indian consulates on UN Human Rights Day to expose India`s 70-year policy of `Sikh genocide to farmers` econocide` to the world community."

Acknowledging Canada Prime Minister Trudeau`s support for the farmers protesting against the farm laws, SFJ`s wanted terrorist Nijjar, who spearheads the Punjab Referendum campaign in Canada, stated that "we will use our rights granted by the Canadian Charter to picket Indian consulates in Vancouver and Toronto".

UK-based Pamma, Germany-based Bagga, Canada-based Nijjar and US-based Pannun are all wanted by India for actively running the campaign of holding secessionist "Punjab Independence Referendum".

The inputs came at a time when thousands of farmers from Punjab, Haryana and Uttar Pradesh are rallying at Delhi`s borders since November 26.

The SFJ is trying to fish in troubled waters by announcing such moves. In a recent similar announcement, the SFJ had announced $1 million aid for farmers who suffered injuries or damage to their vehicles while facing police action in Haryana.

The information has sent security agencies into a tizzy, and the officials concerned in the MEA have been alerted.

The SFJ, officials informed, has opened a 24-hour call centre and it is being run since November 30 in the US, Canada, the UK, France and Germany to accept online applications from farmers of Punjab and Haryana to reimburse their losses and also to register votes for its "Khalistan Referendum".

Ahead of SFJ`s Khalistan Referendum voting from London on August 15, 2021 for the independence of Punjab, the SFJ has been continuously making such announcements through its cadres based in different foreign countries through the internet.

SFJ`s US-based General Counsel and the group`s key leader Pannun is playing a major role in circulating these messages, which on many occasions turned futile and were foiled by the law enforcement agencies.

The group has also threatened to take up the matter at the international level if the Indian government did not repeal its three contentious farm laws enacted in September.

The security establishments, including anti-terror agencies, have intensified their efforts against the group banned by the Ministry of Home Affairs via a notification dated July 10 last year under the Unlawful Activities (Prevention) Act (UAPA) following its "anti-India activities" to disrupt law and order in the country.

Last month, the SFJ had called upon the farmers of Punjab and Haryana to raise the Khalistan flag at the India Gate on the 12th anniversary of the Mumbai terror attacks on November 26, following which the national capital was put on high alert.

The SFJ had also announced an anti-India campaign, `Referendum-2020`, in November this year to seek secession of Punjab from India.

The move followed inputs that the Sikh community across India has rejected the Inter-Services Intelligence (ISI) sponsored propaganda of `Referendum-2020`. Pakistani intelligence agency ISI has been backing the malicious campaign launched by the SFJ as a large number of Pakistani Twitter handles have started tweeting in favour of the so-called `Referendum`.

Dubbing Sikhs in Kashmir as "freedom fighters and Sikh soldiers", the US-based Khalistani radical outfit has urged them to support its most infamous agenda, `Referendum-2020`.

The group is already on the radar of the National Investigation Agency (NIA), which has been taking action against its key leaders such as Pannun and many others. In the beginning of September, based on NIA`s inputs, the MHA had issued an order to attach the properties of Pannun and SFJ`s Canada coordinator Hardeep Singh Nijjar.

Emphasising that Khalistan is the only solution to Punjab farmers` plight, Pannun, the General Counsel of SFJ, said, "We have given the call for shutting down Indian consulates on UN Human Rights Day to expose India`s 70-year policy of `Sikh genocide to farmers` econocide` to the world community." Acknowledging Canada Prime Minister Trudeau`s support for the farmers protesting against the farm laws, SFJ`s wanted terrorist Nijjar, who spearheads the Punjab Referendum campaign in Canada, stated that "we will use our rights granted by the Canadian Charter to picket Indian consulates in Vancouver and Toronto". Indian Diplomat to United Nations, Pratik Mathur said," Equitable access to affordable medicines, diagnostic tools and technologies remains a concern. We must address all barriers against access to medicines and new technologies, including through the use of flexibilities provided in the WTO TRIPS Agreement and the Doha Declaration."

Global worries over vaccine nationalism remain as many fear that rich countries will be able to get the vaccine first.

India and South Africa have called on the World Trade Organization or WTO to suspend Intellectual property rights on COVID vaccine so that everyone gets equal access to vaccines amidst the pandemic.

The Indian diplomat, speaking at United Nations General Assembly pointed out "COVID-19 pandemic has highlighted systemic weaknesses in health systems" and "vulnerabilities in the capacity to prevent and respond to pandemic threats" for that world needs to address "the major weaknesses and gaps to strengthen global coordination to ensure that the world is better prepared to curb the impacts of the future health-related crisis."

Explaining, "We need to capitalize on existing programs such as the Access to COVID-19 Tools Accelerator (ACTA), and COVAX facility to ensure affordable and equitable global access to diagnostics, therapeutics, and vaccines while strengthening health systems."

India has extended medical and other assistance to more than 150 countries amidst the pandemic. Indian Prime Minister earlier this year, during his speech at UN, said India's vaccine production and delivery capacity will be used to help all humanity in fighting the crisis.
