In another statement, the Russian presidential administration said Haftar had thanked Putin for his efforts to end fighting in the war-ravaged country.

"Vladimir Putin, my dear friend!" Haftar said in a letter to Putin, quoted by the Kremlin.

"I express my personal gratitude and appreciation for the efforts of the Russian Federation to bring about peace and stability in Libya," Haftar was quoted as saying.

He told Putin he fully supported "the Russian initiative to hold peace talks in Moscow which he added "should lead to peace in Libya".&nbsp;

Earlier in the day, Russia's acting foreign minister Sergei Lavrov said preparations for the peace conference were nearly ready but lamented that the war-scarred country's rivals refused to speak to each other.

"In my opinion, final documents look practically ready," Lavrov told reporters.

But he underlined the huge tension between the heads of Libya's warring sides.

"So far ties between them are very tense, they don't even want to be in the same room to say nothing of meeting each other," Lavrov said.

Lavrov said it was important for both sides not to "repeat past mistakes" and put forward additional demands after the Berlin conference.

Analysts say the debate over Nike's "Vaporfly"&nbsp;shoes gives runners an unfair technological advantage and mainly helps the world's largest athletic apparel company sell more shoes.

Independent studies have concluded that the shoes, which has&nbsp;a curved, carbon-fibre plate embedded in a thick layer of lightweight foam, improves metabolic efficiency by 4 per cent, though that does not necessarily mean a runner will be 4 per cent faster.

Nike's shoe has a 1.4-inch sole, higher the sole more the efficiency, whereas other shoes have a sole thickness of 1 inch.

A working group at governing body world athletics has been examining for months on what to do about the hyper-advanced footwear, used by elite runners including Kenya's <a href="https://www.wionews.com/.../kenyas-kipchoge-becomes-first-ever-to-run- marathon-in-under-two-hours-255461">Eliud Kipchoge</a> and Brigid Kosgei who gave stunning performances last year.

World Athletics' current rules say running shoes can't provide any "unfair assistance or advantage"&nbsp;and they should be available for all.

Laurues Award nominee Eliud Kipchoge broke the record in the Berlin Marathon in 2018. He wore the Vaporfly prototype.&nbsp;

Vodafone's share price collapsed 39 per cent to 3.65 rupees before it&nbsp;recovered to 4.60 rupees which weighed on the market with the Sensex shedding 0.16 per cent to 41,866.16 in morning trade.

After the bloodbath, Vodafone shares&nbsp;closed 25.21 per cent lower at Rs 4.51 on the Bombay Stock Exchange(BSE).

The Sensex, however, ended 12.81 points higher at 41,945.37, while Nifty closed 3.10 points lower at 12,352.40.

Last year, India's top court had granted three months to telecom operators to clear their dues with top companies - Reliance, Bharti Airtel owing the telecom department Rs 92,000 and another 41,000 crore to Department of telecom(DoT). According to the court, Vodafone-Idea has to pay Rs 28,000 crore (license fees of Rs 6,900 crore and the balance is interest and penalty) over the next three months to the government.

In November, Vodafone had recorded the biggest loss in corporate history with $7.13 billion in the second quarter till September as the company continued to bleed.

According to the TRAI, Vodafone-Idea and Bharti Airtel had lost 14.5 million and 15.1 million mobile subscribers in March last year. Interestingly, the customer base of Reliance Jio, owned by Mukesh Ambani was 306.7 million in March 2019, against 297.2 million as on February.
