Elsewhere in southern Iraq, hundreds of protesters burned tyres and blocked main roads in several cities, including Nassiriya, Kerbala and Amara. They say Prime Minister Adel Abdul Mahdi has not fulfilled promises including naming a new government acceptable to Iraqis.

The&nbsp;deal&nbsp;is unlikely to significantly change the growth outlook, but it should allow companies to make the capital investments they have not, which is positive, said Marvin Loh, senior&nbsp;global&nbsp;macro strategist at State Street&nbsp;Global&nbsp;Markets.

"What's most important to investors is a potential de-escalation and signs that de-escalation will continue this year, which is the outlook period for a lot of investors," he said.

"If we can somehow take this out as one of the bigger risks that we had all last year, it does give some confidence to the market. Not necessarily from an economic but from a risk parameter perspective," Loh said.

MSCI's gauge of&nbsp;stocks&nbsp;across the globe gained 0.07%. Earlier in Europe, the pan-regional STOXX 600 index closed up 0.1% while MSCI's broadest measure of Asia-Pacific&nbsp;markets&nbsp;outside Japan closed down 0.35%. Japan's Nikkei lost 0.45%.

On Wall Street, the Dow Jones Industrial Average rose 90.55 points, or 0.31%, to 29,030.22. The S&amp;P 500 &nbsp;gained 6.14 points, or 0.19%, to 3,289.29 and the Nasdaq Composite added 7.37 points, or 0.08%, to 9,258.70.

Emerging market&nbsp;stocks&nbsp;lost 0.53%.

Chaika, 68, who has served as the country's top prosecutor since 2006, "has been relieved of his position due to a transfer to another position," the Kremlin said in a statement, without providing further details.

His successor is expected to be Igor Krasnov, 43, currently deputy head of the Investigative Committee, a separate state agency that probes major crimes.

The Investigative Committee has repeatedly clashed with the Prosecutor-General's Office.&nbsp;

Putin on Monday submitted Krasnov's candidacy for consideration by the upper house of parliament, the Federation Council,&nbsp;the Kremlin said.

His candidacy is expected to be approved by lawmakers.

Chaika served as justice minister between 1999 and 2006.

In 2015, the anti-corruption foundation of leading Kremlin critic Alexei Navalny accused Chaika's two sons of illegally amassing large fortunes with the help of officials under their father's command.

The world's shortest man who could walk, as verified by Guinness World Records, died Friday at a hospital in Nepal, his family said.&nbsp;

Khagendra Thapa Magar, who measured &nbsp;67.08 centimetres (2 feet 2.41 inches), died of pneumonia at a hospital in Pokhara, 200 kilometres from Kathmandu, where he lived with his parents.&nbsp;

"He has been in and out of hospital because of pneumonia. But this time his heart was also affected. He passed away today," Mahesh Thapa Magar, his brother, told AFP.

Magar was first declared the world's shortest man in 2010 after his 18th birthday, photographed holding a certificate only a bit smaller than him.

However, he eventually lost the title after Nepal's Chandra Bahadur Dangi, who measured 54.6 centimetres, was discovered and named the world's shortest mobile man.

Magar regained the title after Dangi's death in 2015.

"He was so tiny when he was born that he could fit in the palm of your hand, and it was very hard to bathe him because he was so small," said his father, Roop Bahadur, according to Guinness World Records.

As the world's shortest man the 27-year-old travelled to more than a dozen countries and made television appearances in Europe and the United States.&nbsp;

"We're terribly sad to hear the news from Nepal that Khagendra is no longer with us," said Craig Glenday, Guinness World Records editor-in-chief.

"Life can be challenging when you weigh just 6 kilograms and you don't fit into a world built for the average person. But Khagendra certainly didn't let his small size stop him from getting the most out of life" he said.

Magar became an official face of Nepal's tourism campaign, which featured him as the smallest man in a country that is home to the world's highest peak, Mount Everest.
