The commentary also cited an instruction issued by Chinese President Xi Jinping on Monday that the virus must be “resolutely contained” and that all cadres must make “the safety of people’s lives and their physical health” the top priority.

The commentary referred to the SARS outbreak as an example, saying delays and a cover-up in reporting the epidemic had hurt the government’s credibility and affected social stability.

The virus which belongs to&nbsp;the same family of coronaviruses as SARS&nbsp;has led several countries to issue health advisories with airport authorities carrying out stringent screening of travellers docking from China, especially Wuhan.

Fears of the virus spreading rapidly have increased with the Chinese New Year approaching on January 25 when people from the mainland travel worldwide to celebrate with the country in a celebratory mood. On Monday, South Korea had confirmed s first case, a 35-year-old Chinese national who had travelled from Wuhan.

With our firm commitment to increase and promote trade, investment and economic between our countries, I am confident that we will be able to make a huge difference in the years to come.

WION: This year, India-Africa summit will take place, what expectations do you have from the summit and have the preparations begun?

Nejmeddine Lakhal: Yes, the preparations for the next the India-Africa Forum Summit is underway.&nbsp;

We already had a mid-term review meeting of the strategic cooperation framework of Africa-India Forum Summit III in New Delhi from September 11-19 last year. The meeting was attended by representatives from the ministry of external affairs, a delegation from the African Union in Addis Ababa, Ethiopia, and representatives of the African Diplomatic Corps in Delhi.&nbsp;

Many other meetings will take place to make sure and the next summit will be another success. I would to take this opportunity to commend support that India is providing to Africa’s development, and Tunisia looks forward to working closely with India for the success of the next session to be held in India in September, 2020. And given its rich and solid expertise in many development areas, Tunisia is ready to partner with India for the implementation of the “IAFS IV” development projects in the African Francophone region of Africa in particular.

WION: How are both countries, working together to fight the scourge of terrorism?

Nejmeddine Lakhal: Terrorism is a significant threat to our societies, global peace and security, and to our shared values of democracy, justice, and the rule of law. Like India, Tunisia has steadfastly maintained “zero tolerance” on&nbsp;terror and violence and strongly condemns terrorism, that has hit both our countries hard.

Tunisia’s position is firm and unequivocal on terrorism anywhere in line with its national policy and its international commitments. Today, no state is immune from the threat of terrorism. However rich or powerful, no single country can defeat terror alone or face the current challenges posed today by various terrorist&nbsp;entities. Only through a strong and constructive international cooperation that we can effectively deal with this major danger.

"Chinese New Year holidays are going to worsen the situation as people are bound to travel in China. The fear of outbreak is going to drive up demand for gold for a couple more days," she added.

Asian shares took a sudden turn for the worse on Tuesday as mounting concerns about a new strain of coronavirus in China sent a ripple of risk aversion through markets.

Safe-haven bonds and the yen edged higher as investors were reminded of the economic damage done by the SARS virus in 2003, particularly given the threat of contagion as hundreds of millions travel for the Lunar New Year holidays.

"It's an essential enough development that markets will monitor it on the risk radar as, if things turn critical, it could provide a massive blow to the airline industry and a knockout punch to local tourism," said Stephen Innes, Asia Pacific market strategist at AxiCorp.

The deal that the Senate approved was a revamp of the 26-year-old North American Free Trade Agreement. A day earlier, US and Chinese leaders signed the Phase 1 trade deal calling for the world's largest energy importer to buy $50 billion more of US oil, liquefied natural gas and other energy products over two years.

The European Commission, which acts as the EU executive, is taking a tougher line on artificial intelligence (AI) than the United States that would strengthen existing regulations on privacy and data rights, according to an 18-page proposal paper seen by Reuters.

Part of this includes a moratorium of up to five years on using facial recognition technology in public areas, to give the EU time to work out how to prevent abuses, the paper said.

"It can be immediate but maybe there's a waiting period before we really think about how it's being used," Pichai said. "It's up to governments to charter the course" for the use of such technology.

Pichai urged regulators to take a "proportionate approach" when drafting rules, days before the Commission is due to publish proposals on the issue.

Regulators are grappling with ways to govern AI, encouraging innovation while trying to curb potential misuse, as companies and law enforcement agencies increasingly adopt the technology.

There was no question AI needs to be regulated, Pichai said, but rulemakers should tread carefully.

"Sensible regulation must also take a proportionate approach, balancing potential harms with social opportunities. This is especially true in areas that are high risk and high value," he said.

Regulators should tailor rules according to different sectors, Pichai said, citing medical devices and self-driving cars as examples that require different rules.

He urged governments to align their rules and agree on core values.

Earlier this month, the US&nbsp;government published regulatory guidelines on AI aimed at limiting authorities' overreach, and urged Europe to avoid an aggressive approach.

Pichai said it was important to be clear-eyed about what could go wrong with AI, and that while it promised huge benefits there were real concerns about potential negative consequences.

One area of concern is so-called "deepfakes" - video or audio clips that have been manipulated using AI and which potentially could be created of any individual, saying anything in any setting.

Pichai said Google had released open datasets to help the research community build better tools to detect such fakes.
