What is a Finance Bill?

According to the Constitution of India’s Article 110, a Finance Bill is a Money Bill which is presented only in the Lok Sabha or the lower house of the Parliament.

The Bill can neither be referred to the Joint Committee of the two houses nor can be introduced in the Rajya Sabha.

A bill is identified as a Money Bill when it is related only to financial matters like government borrowings, public expenditures, taxation and government revenues.

Once the Lok Sabha passes the bill, it is sent to the Rajya Sabha or the Upper House which needs to send back the bill with or without recommendations in 14 days.

The recommendations made by the Rajya Sabha, if any, can be accepted or rejected by the Lok Sabha. However, if Rajya Sabha fails to return the bill within 14 days, the bill is considered to have been passed by both houses of Parliament.

It is important to understand that a Finance Bill is a Money Bill according to Article 110, however, a Money Bill doesn't need to be a Finance Bill.

Why is the Finance Bill presented?

Just after the announcement of the Union Budget, the Finance Bill is introduced in the Lok Sabha. The changes proposed by the government in taxes like alteration, remission, abolition, regulation and imposition of new taxes are brought into effect by the Finance Bill in the upcoming financial year.

The needed amendments in the laws related to various taxes are made by the bill and the need to introduce a new amendment law for every purpose is eliminated.

After both, the houses of the Parliament passes the Finance Bill and it receives the president’s assent, the bill finally becomes the Finance Act.

The president has the power to either give his assent to the passed Money Bill or withhold it. However, he does not hold the power to return the Money Bill to the House.

Budget 2023: Know the role of Finance Bill presented in Parliament every year

Russia’s Deputy Foreign Minister Sergei Ryabkov, speaking during an interview on Monday, said that it was “quite possible” that Moscow may end the New START nuclear arms control treaty with the United States after 2026.

While speaking to the RIA news agency, Deputy Foreign Minister Sergei Ryabkov said, “This is quite a possible scenario.”

In November 2022, US-Russia talks on the resumption of inspections under the New START treaty, which will expire in February 2026, were called off at the last minute. Both sides have failed to decide on a common time frame for new talks.

Russia has stated that the nuclear arms control may end because of efforts that have been made by the US to inflict "strategic defeat" on Russia in its war with Ukraine.

There is a vast arsenal of nuclear weapons with both Russia and the United States which have been partly limited by the 2011 New START Treaty.

However, it is unclear what would happen after February 4, 2026, although the United States has hinted at its willingness to reach a follow-on agreement with Russia.

Russia's top arms control diplomat Ryabkov alleged the US of ignoring the interest of Russia and dismantling the architecture of arms control in recent years.

"New START may well fall victim to this. We are ready for such a scenario,” said Ryabkov while speaking to RIA.

"The entire situation in the sphere of security, including arms control, has been held hostage by the US line of inflicting strategic defeat on Russia. We will resist this in the strongest possible way using all the methods and means at our disposal,” Ryabkov further stated.

The remarks made by the deputy foreign minister include a warning for Washington that the military support it is providing to Ukraine can lead to the expiration of the post-Cold War bilateral arms control treaty.

India's main opposition Congress party leader and MP Rahul Gandhi has reached the end of 4,000km long ‘Bharat Jodo Yatra’ or unity march.

The march, which started in the southern state of Tamil Nadu’s Kanyakumari, continued for five-months. Across the nation, the march attracted large crowds and various celebrities were also seen joining the walk.

However, the analysts say that they are not sure if the march will translate into votes. Gandhi stated that the ‘Bharat Jodo Yatra’ was aimed at bringing Indians together against fear and hatred that is being spread in the society.

Political analysts stated that the march was aimed at reviving the beleaguered Congress party’s flagging spirits which has been facing continuous defeats since 2014, when Indian Prime Minister Narendra Modi came to power in India.

The march ended on Monday afternoon with a rally in a stadium in Srinagar. Gandhi along with other Congress leaders attended the rally. Some leaders of opposition parties were also present in a show of unity.

Speaking at the rally, Gandhi said that the local administration had warned him against walking on the roads as there were fears of a grenade being hurled at him.

The Congress leader stated that he insisted to travel on foot "my family and (Mahatma) Gandhi taught me to live fearlessly, otherwise, that is not living".

Gandhi appreciated the "wholehearted love" he received from the state where he spent the march’s last leg. Speaking at a press conference in Srinagar, the Congress MP on Sunday said that he had received a "great response" from the whole country.

"The yatra's purpose is also that people of this country get to hear the true voice of the country. We saw the resilience and strength of the people of India during this journey. Former US Secretary of State Mike Pompeo, in his new book, called former Afghanistan President Ashraf Ghani “a total fraud” who was only focused on staying in power, acted as a hurdle in peace talks and finally fled from the country when the Taliban came to power in Afghanistan.

In his book “Never Give an Inch: Fighting for the America I Love," Pompeo alleges both Ghani and former chief executive of Afghanistan Abdullah Abdullah were involved in corruption which limited the ability of the US to exit the war-torn nation successfully in August 2021.

“As negotiations accelerated, Ghani was always a problem. I met scores of world leaders, and he was my least favourite. That’s saying a lot when you have Kim (Jong-un), Xi (Jinping), and (Vladimir) Putin in the mix. Yet Ghani was a total fraud who had wasted American lives and was focused solely on his own desire to stay in power,” writes Pompeo in his book.

“Never once did I sense that he was prepared to take a risk for his country that might imperil his power. This disgusted me,” he added, as the book talked about the negotiations between the Taliban and the US administration headed by former President Donald Trump.

Former diplomat Zalmay Khalilzad was appointed as the special envoy for talks with the Taliban by the Trump administration.

Pompeo added that Ghani emerged victorious in the re-election due to massive electoral fraud.

“According to the final nominal tally, Ghani had defeated the country’s chief executive, Abdullah Abdullah. But the truth was that Ghani simply had bribed more voters and vote counters than the other candidates had,” the former Secretary of State said.

He said that both Abdullah and Ghani were fighting to become the next president without worrying about whether there be a government to lead the country.

“At General Miller’s request, I hopped on a plane to Afghanistan on March 23, 2020, to tell them that they needed to find an accommodation, or I would advise President Trump that we should exit the country immediately, beginning with the elimination of the roughly USD 5–6 billion per year in foreign assistance that we were providing at the time. This was a real threat,” noted Pompeo.

“While the public focus was almost always on how the aid provided security assistance, its larger purpose was to preserve civil order. It funded schools and health care, but it also meant ‘walking around money’ for local leaders. That’s a euphemism for bribery, and it’s the sad reality of both how American aid and Afghan society worked,” he stated.

Japan's decluttering queen Marie Kondo says 'given up' on keeping her home clean

A Torah scroll, which was able to survive the Holocaust and is seen as the latest approach to understanding the history of Jews in the Middle East by Israel and its Arab allies, was unveiled by a private museum on Saturday in the United Arab Emirates.

Crossroads of Civilisations Museum's founder Ahmed Obaid Al Mansoori said that the display of Torah scrolls, which was unveiled for International Holocaust Remembrance Day, will help people fight the "big denial" of the presence of the Holocaust in the region.

"For us, peace is a complete peace. Many people have forgotten the Jews are part of the region. So here, we're trying to show ... the good days between the Jews and the Arabs in the past,” said Al Mansoori.

The museum has taken the scroll on a permanent loan from the Memorial Scrolls Trust which owns around 1,000 Czech scrolls which have survived the Holocaust and were later sent to London.

"I lived in the Arab world when I was young, and the term Holocaust does not exist ... So this is a huge step," Edwin Shuker, vice-president of the Board of Deputies of British Jews and Iraqi-Jewish businessman, who had facilitated the loan between the two museums, said.

In the Arab world, very little is taught about Nazi Germany's history of killing around six million Jews by Nazi Germany.

And it's important to stand here together, all of us, Israelis, Emiratis and others in order to say: Not anymore," said Israeli ambassador to the UAE Amir Hayek, while speaking on the sidelines of the museum event.

So here, we're trying to show ... the good days between the Jews and the Arabs in the past,” said Al Mansoori. "I lived in the Arab world when I was young, and the term Holocaust does not exist ... So this is a huge step," Edwin Shuker, vice-president of the Board of Deputies of British Jews and Iraqi-Jewish businessman, who had facilitated the loan between the two museums, said. As part of extreme measures adopted to revoke some rights of relatives of the attackers, the family home of the Palestinian synagogue shooter, who killed seven people, was sealed in Israel.

For the first time in history of India, the Indian Space Research Organisation (ISRO) is set to launch a scientific mission to study the sun in June or July. The ISRO recently received the Visible Line Emission Coronagraph (VELC), which is the primary payload on board Aditya-L1, from the Indian Institute of Astrophysics (IIA). VELC is the first scientific mission of India for studying the sun and will be launched by June or July.

The ceremony to hand over VELC took place at the IIA's Centre for Research and Education in Science and Technology (CREST) campus in the presence of the ISRO Chairman S Somanath.

IIA stated that the calibration, assembling and testing of the VELC has been successfully finished by them, which is the most challenging and largest among the seven payloads/telescopes which will fly on Aditya-L1, at its CREST campus.

More testing of VELC and its integration with the Aditya-L1 spacecraft will now be conducted by ISRO, the release stated.

Somanath congratulated the team of VELC and stated that Aditya-L1's launch will take place around June or July.

"Understanding the effect of the sun on Earth and its surroundings has become very important now and Aditya-L1 aims to shed light on this topic. It has taken 15 years for VELC from concept to completion, and this period was needed for a complex system like this. The VELC has been the finest collaboration between IIA and ISRO,” he stated.

Aditya L1 is India's first space-based mission aimed at studying the sun from a halo orbit around the Sun-Earth system's Lagrangian point 1 (L 1).

The mission, which will have seven payloads on board to make observations of the chromosphere, the sun's outermost layers (the corona) and the photosphere, will make it possible to make multiple observations about the solar activities as well as its effect on space weather, stated officials of Indian Space Research Organisation (ISRO).

Meanwhile, IIA Director Prof Annapurni Subramaniam said, “VELC is a team effort and is a major milestone for the institute. The effort has involved close collaboration between IIA, ISRO and many industries across India. We look forward to exciting science results coming from this payload after it is operational."

Meanwhile, IIA Director Prof Annapurni Subramaniam said, “VELC is a team effort and is a major milestone for the institute. The effort has involved close collaboration between IIA, ISRO and many industries across India. We look forward to exciting science results coming from this payload after it is operational."
