“My presidency will succeed only when we all succeed together,” said Pavel, while addressing the cheering crowd of his supporters.

The voter turnout was unusually high in the NATO member country 70 per cent, which has a population of 10.5 million people, after an acrimonious campaign which was filled with death threats and controversy.

Once elected as the president, Pavel had vowed to "restore order" in the country.

"I can't ignore the fact that people here increasingly feel chaos, disorder and uncertainty. That the state has somehow ceased to function. We need to change this. We need to play by the rules, which will be valid for everyone alike. We need a general sweep," he stated on his campaign website.

In the election's first round which was held two weeks ago, Pavel defeated Babis as he scored 35.4 per cent against the former prime minister's 35 per cent.

After that, death threats were targeted at Babis and his family, while Pavel fell victim to a hoax which claimed he was dead, plaguing the final campaign with disinformation.

The president of the Czech Republic selects the constitutional judges and the central bank governor, works as the armed forces commander and names the government.

Pavel served as former chairman of NATO’s military committee, which is the highest military body of the alliance. He completely endorsed the humanitarian and military support extended to Ukraine in its fight with Russia.

For Babis, who had held the position of prime minister in the past, this was his second major defeat. Zeman's support was with Babis, as the two shared similar eurosceptic views and use anti-migrant rhetoric.

Babis and Pavel competed in the second round of voting after all eight candidates initially failed to get a clear majority in the first round, which was held two weeks ago.

A student nurse on Friday appeared in a British court after he was charged with carrying a home-made bomb to the maternity unit of the hospital where he worked and for planning an attack on an air force base.

On January 20, the police arrested Mohammad Farooq, aged 27, outside St James’s University Hospital in Leeds, northern England and confiscated a bomb, which prosecutors called a “viable” pressure-cooker bomb, and which contained a mixture of 13.7 kilogrammes (30 pounds) of a homemade low-explosive.

It was also alleged by prosecutors that, earlier this month, the Royal Air Force base's “hostile reconnaissance” was carried out by Farooq after he was encouraged to attack it on online platforms.

He has also been charged with preparing to carry out an act of terrorism related to the air base plan, which seemed to be motivated by Islamic extremism according to the prosecutors.

The prosecutors also charged Farooq with possession of an explosive substance as well as an imitation firearm at the hospital premises.

According to prosecutors Farooq carried a firearm in the hospital because he was holding a grudge against one of its staff members.

Farooq appeared at Westminster Magistrates’ Court through a video link. The court did not ask him to enter pleas and ordered his detainment till the next court hearing scheduled to be held at Central Criminal Court in London on February 3.

Russian Deputy Foreign Minister Oleg Syromolotov, while speaking to the Russian news agency TASS, said that Moscow is aware of the operations being conducted by the United States against them in the information space by recruiting hackers and providing training to Ukraine's IT army.

"It is telling that the United States is putting its aggressive policies into action. They made no attempt to conceal the fact that their cyber command is conducting operations against our country. We are well aware that Washington is aggressively recruiting hackers, training the so-called IT Army of Ukraine, and using information and communication technologies of their partners and controlled private companies to carry out cyberattacks against Russia's information infrastructure," Syromolotov said while speaking to TASS.

He added that Washington and its allies have been supporting risky digital tactics. The Russian deputy foreign minister said that the United States is "openly moving towards the militarisation of the information domain," although the majority of United Nations member states wish that the information technologies be used peacefully.

Minister Syromolotov further alleged the US of "burning the bridges" to continue any kind of dialogue with Moscow over global cybersecurity issues.

"We don’t see any prerequisites for resuming dialogue on global cybersecurity with Washington at this point. I would like to reiterate that it wasn’t our choice, it was the Americans who burned the bridges. We won’t run after anyone. We aren’t interested in dialogue for the sake of dialogue. When those overseas sober up from their Russophobic frenzy and get in the mood for a constructive conversation, then we will probably think about resuming contact," he stated.

Syromolotov further stated that dialogue on the cybersecurity issue between the Kremlin and the White House was suspended by the US, citing the military operation being carried out by Russia in Ukraine.

Russia accuses US of training ‘Ukrainian IT Army’, recruiting hackers for cyberattacks

Thousands of scientific journal publishers have restricted or banned the use of the advanced AI-driven chatbot, ChatGPT, as contributors as concerns were raised that the academic literature can be peppered with flawed and fabricated research.

The super chatbot ChatGPT, which has been developed by OpenAI in California, has left more than a million human users either impressed or distressed by its efficiency to write short stories, essays, poems as well as personal advice in minutes since it was launched in November.

Although the chatbot has turned out to be a great source of fun, the programme carries the capability to produce fake scientific abstracts that can easily mislead human reviewers.

The legitimate uses of ChatGPT in article preparation have created a scenario where the chatbot is being credited as a co-author on some papers.

ChatGPT's sudden arrival has led to a scramble among publishers to reply. Leading US journal Science's editor-in-chief Holden Thorp on Thursday announced the revised editorial policy in which the text created using ChatGPT was banned and it was clarified that the chatbot cannot be listed as an author.

“Given the frenzy that has built up around this, it’s a good idea to make it absolutely explicit that we will not permit ChatGPT to be an author or to have its text used in papers,” said Thorp. "Leading scientific journals require authors to sign a form declaring that they are accountable for their contribution to the work. Since ChatGPT cannot do this, it cannot be an author," Thorp added.

He stated that even the use of ChatGPT in a paper's preparation is problematic. He added that a lot of errors are made by ChatGPT which can be present in the literature and if scientists will depend on AI chatbots for summarising their findings or preparing literature reviews, the work's proper context and the required deep scrutiny to reach a result can be lost.

Springer-Nature, which publishes around 3,000 journals, revised its guidelines stating that the researchers cannot list ChatGPT as an author. However, ChatGPT has not been outrightly banned by the publisher. Air India likely to finalise half of jumbo order, buy 220 planes, claim industry sources

Bisexual and gay men, who are in monogamous relationships, won't be forced to abstain from sex any longer if they wish to donate blood as per the federal guidelines announced on Friday, bringing to an end a vestige of the AIDS crisis.

The Food and Drug Administration (FDA) has proposed the relaxation of restrictions after facing years of pressure from LGBT rights organisations, blood banks and the American Medical Association to abandon rules that some experts call homophobic, outdated and ineffective in ensuring a safe blood supply in the nation.

As per the new approach, the rules targeting men having sex with men is eliminated and the focus will instead be shifted to the sexual behaviours of people, regardless of which gender they belong to, and the effort will be to understand if the donor poses a high risk of contracting and transmitting HIV.

The proposal is likely to be adopted by the FDA after a period of public comment. Similar changes have been introduced in other countries like the United Kingdom and Canada in recent years.

The gay men claim that for a decade they were treated like pariahs as they were not allowed to donate blood along with their family and friends in times of crisis.

The FDA rules' rigidity made some gay people feel that they are viewed as disease vectors and that they cannot be trusted, even if they take all steps to protect their health.

Association for the Advancement of Blood and Biotherapies chief medical officer Claudia Cohn said, “Keeping the blood supply safe is paramount, but it is also important to move forward so that we are not excluding a group of donors who could be perfectly safe."

In the coronavirus pandemic's early months, when the nation faced a blood shortage, Cole Williams faced a tough situation. His family was willing to donate blood, however, Williams being a bisexual had to tell them that he was not eligible to donate blood as he had sex with a man recently.

“We shouldn’t have to fight this hard to do something as selfless as giving blood,” Williams, who is a nursing student and the founder of the advocacy group Pride and Plasma which advocated for changes to the FDA policy, said. “I could have as much unprotected sex with as many women as I wanted, and the FDA would have no problem with that," he added.

The newly eligible blood donors won't be able to donate blood by the end of this year or may early next year till the changes are not finalised by the FDA and are not implemented by the blood banks.

ALSO READ | Being homosexual is not a crime: Pope Francis criticises laws that criminalise homosexuality The proposal is likely to be adopted by the FDA after a period of public comment. Association for the Advancement of Blood and Biotherapies chief medical officer Claudia Cohn said, “Keeping the blood supply safe is paramount, but it is also important to move forward so that we are not excluding a group of donors who could be perfectly safe." WATCH| WION Fineprint | Love is love: U.S. bill protects gay marriage In the coronavirus pandemic's early months, when the nation faced a blood shortage, Cole Williams faced a tough situation. The school authorities stated that the matter is being investigated by the police, and a review of the enrolment process of the district will be conducted by the authorities.

The issue was raised on Tuesday at a local education board meeting, where the attendees were informed by New Brunswick Public School District Superintendent Aubrey Johnson that Shin was caught faking her identity in the school.

"Last week, by filing some false documents, an adult female posing as a student was able to be enrolled in our high school," said Johnson. He stated that she attended a few classes and also held talks with guidance counsellors, who made efforts to dig into more information about her.

The false age of Shin was then discovered, said Johnson, adding that the police were immediately notified by the school.

Since then, the police have arrested her for submitting a false birth certificate "with the intent to enrol as a juvenile high-school student", stated the New Brunswick Police Department.
