"An unknown vessel has apparently drifted upside down into Tobago. That vessel, we don’t know who it belongs to. We have no idea where it came from and we also don’t know all that it contains," the prime minister said at a press conference as reported by the Trinidad &amp; Tobago Newsday.

"What we do know is that it appears to be broken and is leaking some kind of hydrocarbon that is fouling the water and the coastline," Rowley added. "That vessel could have come to us from any kind of operation, especially if the operation is illicit."

The Guardian quoted the chief secretary of Tobago's House of Assembly Farley Augustine as saying&nbsp;that divers had not been able to contain the leak. They were reportedly trying to determine how to remove the remaining oil.&nbsp;

But he warned that "cleaning and restoration can only seriously begin after we have brought the situation under control. Right now, the situation is not under control. But it appears to be under sufficient control that we think we can manage."

The teacher, identified as Mario Perron teaches arts at Montreal’s Westwood Junior High School, and this distasteful discovery was made by his students when they stumbled upon Perron’s personal website.

The students were shocked to find their artwork on coffee mugs, mobile cases and other items for sale on Perron’s website. Some were in complete disbelief and told their parents.

That is completely insane,” parent Joel DeBellefeuille posted on social media. “I’m sure I’m not the only parent that wants answers.”

Perron, whose identity was uncovered by CTV News, described himself as a “life-long student of art”. His artworks have been displayed in private collections in Canada, the US, Spain and Italy, as per his official website.

Many art pieces by students were found displayed on coffee mugs, notebooks, mobile cases and other such items with titles like- Julia’s Creepy Portrait, and Charlotte’s Creepy Portrait, apparently referring to the names of students who created the art.&nbsp;

“I’m extremely disgusted with this person. It’s extremely, you know, it’s unbelievable,” Michael Bennett, who found work from both his daughters for sale, told CTV News. “Is [Perron] asking for these types of portraits to be done so it meets the market? I’m not quite sure about that aspect. However, I am not impressed at all with this person. I’m not impressed with the school, or the school board … [My daughters] feel cheated.”

Pannun, writing on social media, called the incident a "drive-by shooting".

Meanwhile, the cases of rape against children between the ages of 10 and 13 will be punished by surgical or chemical castration. The rape of minors aged between 14 and 17 will be punished by chemical castration.&nbsp;

Randriamanantenasoa said, "We wanted to protect children much more. The younger the child, the greater the punishment."&nbsp;

Stubb had declared himself the winner in the run-off vote after securing 51.6 per cent of the votes after 99.7 per cent of ballots had been counted, against Haavisto’s 48.4 per cent, reported Reuters citing justice ministry data.&nbsp;

The pro-European and strong supporter of Ukraine made a return to politics with this election after a seven-year hiatus. “This is the greatest honour of my life,” said Stubb after Haavisto conceded.

The NCP candidate also led the polls after the first round on January 28 with 27.2 per cent of votes, while Haavisto came in a close second with 25.8 per cent of the vote.&nbsp;

Unlike most European countries, the president of Finland holds executive power in formulating foreign and security policy, including acting as the supreme commander of the country’s armed forces.&nbsp;

Stubb will replace incumbent President Sauli Niinisto, 75, who is required to step down after serving two six-year terms. The 55-year-old will&nbsp;take office amid severely strained&nbsp;relations between Finland and Russia following Moscow’s invasion of Kyiv in 2022.

Notably, international security and defence were a high priority for Finnish voters. Finland has witnessed&nbsp;an influx of migrants entering through its eastern border without visas and accused Russia of pushing its migrants in a hybrid attack to destabilise it.&nbsp;

Stubb and Haavisto, have both served as foreign ministers and championed Finland’s independence and its new role as a NATO member. They also called for a tough stance towards Russia.

However, Stubb is in favour of deep NATO cooperation including transport of nuclear weapons across Finnish soil and placing some troops of the United States-led alliance in the country permanently. However, he does not support storing nuclear weapons in Finland.&nbsp;
