Gravitas: Who pays UPI payment surcharge?

India has announced an additional 1.1% fee on digital wallet transactions over ₹2,000, which is $24.3. Personal transactions and UPI bank-to-bank transfers will remain free. The surcharge will be levied only on merchants. Could they direct the fee towards you? Molly Gambhir reports.
