A French woman was arrested after she made what was called a 'nude' video at Lakshman Jhoola, a place sacred in Hinduism. The woman is currently out on bail. She was approached by the police on August 27 in Uttarakhand.

Lakshman Jhoola is a Holy bridge crissing the sacred Ganga River. Hindus believe that it was here Lakshmana, the mythical warrior and a deity crossed the river using Jute ropes.

Police have told the media that the woman, identified as Marie-Helene, shot the video on the bridge.

"She shot the video at Lakshman Jhula -- it is considered a holy bridge. She then did an obscene photoshoot at her hotel. The photos she shot were nude and she posted them on Instagram," said senior police officer RK Saklani. He was quoted by the CNN.

It is being reportedt that local followers of the woman's Instagram account alerted the authorities after they spotted the video and photos on Instagram.

Marie-Helene has apologised for her actions. She has been quoted in the media for being sorry for causing "...hurt to the local community". She has added that she was "lacking awareness on cultural specificities"

Uttarakhand Chief Minister Trivendra Singh Rawat, along with his entire state Cabinet, was placed under home quarantine hours after Uttarakhand Minister Satpal Maharaj tested positive for coronavirus this week.

Uttarakhand, a state in northern India, is known for its Hindu pilgrimage sites. Rishikesh, a major centre for yoga study, was made famous by the Beatles’ 1968 visit.

Satpal Maharaj and at least two dozen of his family members and staff also tested positive, state officials said. This came a day after the minister`s wife Amrita Rawat, who had fever for the past few days, tested positive for coronavirus on Saturday.

Maharaj, the state Tourism Minister, had attended a cabinet meeting on Friday where Chief Minister Trivendra Singh Rawat and other ministers of the BJP government were present.

"Very disturbing news, the whole Uttrakhand Cabinet including the Chief Minister may be quarentined (sic) as a Cabinet Minister who attended the Cabinet Meeting found Corona positive," Congress state Vice President Suryakant Dhasmana said in a tweet.

In a video on his Twitter handle, Dhasmana said: "I think the whole cabinet should go into quarantine and get themselves checked at the earliest as it is a matter of public welfare, of public health, of people`s health... so many of the state`s people, party leaders and officials, ministers come in contact."

"I pray to God that no one else turns out to be infected... to stop this happening, this (quarantining) is necessary. We pray that the Chief Minister and his colleagues stay healthy, and Maharaj ji and his family come out victorious."

In search of something a wee bit more exciting than rafting down the rapids on the Ganga at Rishikesh, and as introspective as meditation, Meraj and Johan look within and face their fears in Rishikesh. Their methods, unconventional at best, involve leaping off a bungy station perched 90 metres above a valley, and zipping down a hill yoked to a cable at speeds exceeding 150 kph. Days in Rishikesh, as they say, are just packed.

WION Traveller S3 - Episode 24 - Return to Rishikesh

Visiting hill stations in India is a sad affair. I keep on running to them because I saw most of the majestic mountains with my father. The visits evoke powerful childhood memories, but each time I go I end up coming back to Delhi less satisfied and more disturbed.

Even the best of the virgin forests have been ravaged by plastic. The new infrastructure has been built but it ends up obliterating and destroying the history of the place. Be it Dehradun, Mussoorie or any other town which was discovered, settled and built by the British during pre-independent India, has now been ravaged beyond repair.

The crass commercialisation has robbed pristine charm from towns, urban-villages and even remote areas used for adventure tourism. Unlike the West and especially Europe, the older urban settlements are treated with care. The settlements preserve history through architecture and life cycle. There is a heritage value attached to the place. People of the town become the custodian of the place. Even remote cities like Vladivostok in Russia which has seen a massive urban renewal in the last 20 years have preserved monuments related to Czars and older Russia. Even Singapore which has seen massive rebuilding has been able to preserve Little India where tourists spend hours in the end for fun and food.

In India, the opposite seems to have happened. The modern urban incentive for immediate business has destroyed pristine places and finished a sense of ownership of the place. The logic of immediate benefit not only destroys the place but also ends up dislocating local community life in the long run.

The first example which comes to my mind is the small property which I and my brother own in a remote village adjacent to Pangot. The road from the hill station of Pangot ends 2 km after our village into virgin forest. The local developers want the road to reach the plains so that travel time can be cut to avoid travelling to Nanital to reach Haldwani, a trading town nestled on the foothills of Himalayas.

The local developers want this road cut through the dense forest and reach the town built adjacent to Jim Corbett National Park. When I ask, what will happen when trucks will start plying through the bird sanctuary and adjacent reserve forest on which tourist industry is based, the answer is the same. “Yeh bahut door ki baat kar dee.”

Both people and state have failed to create a sense of custodianship of jungles and tourist towns based on nature’s beauty in India. The massive construction in the Himalayas is not only destroying the beauty, but also incurring great ecological damage. In one of the walks I took from a guest house nestled 15 km from Dehradun on a less used road to Mussoorie, I found every corner with a Maggie Point. Comfort food but each shop in the middle of the Saal forest was adjacent to a dump pile. There was no sense of ownership. The lack of it is not limited to the working but also to the rich who have built ugly buildings right inside the reserve areas by bending the rules.

Not one city, from Tawang in the east to Dehradun and Shimla in the West has been able to retain its ethnic style of architecture or build a new one. The colonial structures are either with the government or Army. Rest have withered away.

Not only tourist places in mountains lack architectural style but also a policy which would enable it to have a character. It was heartening to see open defecation free semi-urban villages nestled in remote areas, but they continue to be devoid of garbage management facility.

I have been travelling to the Himalayas from the last 30 years. I have been privileged to have travelled in Uttarakhand and Himachal Pradesh extensively. The modernity has definitely provided the benefit of communication, tourism and better lifestyle but lack of ownership of nature and rampant urbanisation without retaining the character of the place coupled with plastic has destroyed many pristine places.

There is still time to salvage beautiful places, but it would require civic action from people living in urban areas. These urban areas should become agents of change and conservation through poetry, art and public participation apart from just acting as economic engines of the state.

In the absence of the former, the economic engine would also fail because the engine rests on the beauty and grandeur of the Himalayas which we seem to be intent on destroying. We desperately need a new type of urban renewal movement where people take over space from corrupt government and crony capitalists, who for quick money have destroyed many beautiful towns and countryside in the Himalayas.

The village where we have the house passes through Pangot. It is a classic example of urban monstrosity. What should have remained a birders paradise with nature blending architecture has turned into a garish mall which only ends up destroying nature without sustaining the local economy in the long run. None of them provides food outsourced from local communities. None of them re-cycle waste. None of them uses local material for building. None of them uses conservation techniques. And by the end of the day, all of them will end up destroying the edifice on which their business is built.

Sisir Kumar Rahto, Deputy Director-General of National Mission for Clean Ganga said, "The difference in the Namami Gange Project is primarily to rejuvenate the river through increasing the base flow and aquifers recharge and conservation of wetlands because that forms the part of one of our `Aviral Dhara' which is to maintain the environmental flow in the river. So, wetland plays a majorly important role in that and the first step we are conserving wetlands in Uttarakhand, Uttar Pradesh, Bihar, Jharkhand, and West Bengal."

He added, "We are in regular conversation with the state governments to set up their wetland authorities. Almost all the states have done it and now we are going for a brief document for its rejuvenation".

Some of these wetlands are threatened by reclamation and degradation through drainage, landfill, and over-exploitation of their natural resources.
It results in loss of biodiversity and disruption in ecosystem services provided by the wetlands.

The National Mission for Clean Ganga in collaboration with the State Wetland Authorities will help identify and prepare Integrated Management Plans for management and conservation in the Ganga basin.

The documentary titled 'Moti Bagh' based on the struggling life of a farmer in a remote village in the Himalayas has been nominated for the Oscars.

Director Nirmal Chander Dandriyal who hails from Uttrakhand and wanted to give back to the people of the state throws light on the 60 minutes film and its protagonist Vidyadutta.

"The story is about an 83-year-old farmer who considered farming as a passion not as hard labour. So I thought that the story of a common man who can get missed by any person should be told on a larger platform. We see so many films being made on prominent personalities, but there are certain people whose contribution the country gets unnoticed. So through this film, I have tried to portray the activism, poetry, and the passion of my uncle Vidyadutta ji for his art and many more which I am sure will be liked by all," he said.

The director, who was recently praised by the Chief Minister Trivendra Singh Rawat for his sheer dedication and hard work behind canning the film, spoke about how this film brought him more close to his roots.

Elucidating further, the director said, "I belong to Uttrakhand but never stayed here, so making this film was a complete eye-opener for me where I got the opportunity to stay around so much greenery, mountains, and a golden opportunity to re-access myself as a city dweller. I must say the film was not challenging for me at all because I had the support of my team and specially Vidyadutta ji who accepted me so well despite being my uncle."

"Filming the documentary was the best thing for me in life as I got to know myself better, my roots, and even got an opportunity to improve as a filmmaker with each shot," said Dandriyal.

India Meteorological Department predicts heavy rainfall in Uttarakhand

The government on Thursday warned in a study that its population is going to start to age and it needs to be prepared to merge schools and raise the retirement age.

While India should be set to benefit from the so-called "demographic dividend" over the next decade as its working population is set to increase by about 9.7 million a year between 2021-31, that will quickly fade as the nation's fertility rate plunges below replacement level.

The conclusions in the study, "India's Demography at 2040: Planning Public Good Provision for the 21st Century," will have major implications for many companies, particularly those that have been eyeing consumer demand from India's young population.

It said the number of children in the 5-14 age bracket will decline significantly, leading to the need for school mergers and less focus on building new ones.

Already states such as Himachal Pradesh, Uttarakhand, Andhra Pradesh and Madhya Pradesh have fewer than 50 students enrolled in more than 40 per cent of their elementary schools, according to the study, which was included in the government's annual Economic Survey.

It also said that policymakers need to prepare for an increasing number of elderly people, estimating there will be 239.4 million Indians over the age of 60 in 2041 against 104.2 million in 2011.

"This will need investments in health care as well as a plan for increasing the retirement age in a phased manner," concluded the study, which was authored by India's Chief Economic Adviser Krishnamurthy Subramanian and his team of economists.

The current retirement age for most government workers in India is 60.

Meanwhile, the number of Indians aged between 0-19 has already started to decline and the proportion of the population in that age group is projected to fall to 25 per cent by 2041 from 41 per cent in 2011.

The demographic dividend that is talked about in India refers to the current situation where the nation's labour force is growing quicker than the rest of the population it supports.

If the newcomers to the labour market get well-paid jobs it boosts consumption and economic growth.
