The meeting comes at a critical time for Ukraine as a deadlock over emergency aid to the war-torn country continues in the US Congress. Meanwhile, the Biden administration is looking to strike an agreement with US lawmakers that would provide military aid for both Ukraine and Israel.

The Senate vote came a day after the House of Representatives passed a stopgap spending bill aimed at averting the holiday-season government shutdown.

However, the threat of a government shutdown isn’t completely averted as the bill would only keep federal agencies running for another two months but did stop the damage which would affect millions of workers ahead of Thanksgiving and Christmas.&nbsp;

The 87-11 vote in the Senate marked the end of this year’s third fiscal standoff in Congress three days ahead of the Friday night deadline. The resolution will now keep the US government funded through mid-January.&nbsp;

“No drama, no delay, no government shutdown,” said Democratic Senate Majority Leader Chuck Schumer ahead of the vote.

The last-ditch “continuing resolution (CR)” was pitched by new House Speaker Mike Johnson and drew broad bipartisan support, a rarity, given that choosing a new speaker was not smooth and the lower chamber of the US Congress was left paralysed for weeks.&nbsp;

Johnson assumed the post after the far-right within the Republican Party ousted Kevin McCarthy.

<h2>What now?</h2>

The stopgap funding bill would now be sent to Biden to be signed into law which would extend funding for military construction, veterans benefits, transportation, housing, urban development, agriculture, the Food and Drug Administration (FDA) and energy and water programs through January 19.&nbsp;

Meanwhile, the funding for all other federal operations, including the US defence, would expire on February 2.&nbsp;

“At this point, it’s important for the Congress to come together, Democrats and Republicans, on a bipartisan path forward to fully funding the government,” Democratic House Minority Leader Hakeem Jeffries told reporters.

“It should be obvious to anyone who is watching that House Republicans are unable to govern on their own,” he added.&nbsp;

This comes as hardline members of the Republican party which hold a majority in the US House voiced anger at the recent compromise and said they would try to rein in federal spending again when current funding expires.

Johnson has managed to secure the gavel with 220 votes nearly three weeks after Kevin McCarthy’s historic ouster.

Notably, the 51-year-old representative from Louisiana who is also the vice chairman of the House Republican Conference was the party’s fourth nominee for the post of speaker.&nbsp;

Meanwhile, 209 votes were in favour of the top Democrat in the chamber, Hakeem Jeffries.

“We will restore trust in this body. We will advance a comprehensive conservative policy agenda, combat the harmful policies of the Biden Administration, and support our allies abroad,” said Johnson shortly after the vote.&nbsp;

In his first act as the speaker, Johnson said he would&nbsp;introduce a resolution supporting Israel in its conflict with Hamas militants.&nbsp;

"The first bill that I'm going to bring to this floor in just a little while will be in support of our dear, dear friend Israel, and we're overdue in getting that done," said the&nbsp;Louisiana congressman, during his acceptance speech.&nbsp;

A report by the Associated Press citing Republican sources familiar with the situation said that the House GOP whip, Emmer reversed course after former US President Donald Trump objected to his nomination and hardliners in the House denied the party leader the votes he would need for the gavel.

The House majority Whip had narrowly won an internal Republican ballot to replace ousted speaker Kevin McCarthy. According to US media reports, only 117 of Emmer’s colleagues voted for him in the final round of voting.&nbsp;

McCarthy’s historic ouster and with Emmer recently abandoning his bid to run for speaker, the House has once again been plunged into chaos, not to mention the GOP infighting that has paralysed Congress for over three weeks now.&nbsp;

“The dysfunction in the Republican Party right now seems to be saying we want to lose,” Kentucky Republican Andy Barr told CNN. He added, “That is crazy to me. We were elected as a majority to govern, and we are not doing that right now.”&nbsp;

Emmer, who is said to be a more moderate Republican representative, was also among those who voted to certify Democratic President Joe Biden’s 2020 election victory over Trump&nbsp;following the January 6 attack on the US Capitol by Trump supporters.

“Extreme MAGA Republicans have broken the Congress,” said top House Democrat Hakeem Jeffries, on social media referring to the former president’s “Make America Great Again” slogan. “The American people are paying the price. We must pursue a bipartisan path forward and reopen the House.”&nbsp;

Republicans hold a narrow 221-212 majority in the House which means that a candidate can afford to lose just four votes if Democrats remain united in opposition, which they have been during previous rounds of voting.&nbsp;

However, Dems have said that they are open to a compromise candidate if it allows the chamber to function.&nbsp;

<h2>What now?</h2>

The Republicans have now regrouped and said that they plan on holding an evening forum to hear from more hopefuls.&nbsp;

Representative Kevin Hern is one of about six representatives who have expressed interest again after he dropped his bid late Tuesday to back Mike Johnson, both of whom lost to Emmer in the closed-door party vote.&nbsp;

Representatives Byron Donalds, Chuck Fleischmann, Mark Green and Roger Williams have also put their names forward.&nbsp;

“We’ve got to go back and get another slate of nominees and let them work through the process and see who our next nominee will be, just like we did last night and today,” said Representative Blaine Luetkemeyer.

This will create a shortfall of USD 2.7 per month and may require European Union (EU) nations to do the heavy lifting, a considerable endeavour if US stops helping altogether.

Experts quoted in media reports say that if Biden is able to clinch funding of USD 100 billion from Congress, it may be enough for the war until after next November's election. Former US president Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over Ukraine war. He has argued that the money would be better spent on domestic issues.

Polls reflect this thinking. An Reuters/Ipsos poll cited by The Telegraph said that in last five months, there has been a decrease of 5 per cent among respondents who say that US should continue sending weapons to Ukraine..

The democrat, as per a BBC report, was parking his vehicle about a mile or 1.5 kilometre away from the US Capitol, when three armed men stole his car.&nbsp;

Confirming the theft, Cuellar's Chief of Staff, Jacob Hochberg told AFP that "Three armed assailants approached the Congressman and stole his vehicle" as he was parking. The incident happened around 1:30 GMT (21:30 local time) in Washington's Navy Yard neighbourhood.

Recently, the United States capital has seen a steep rise in the number of carjacking cases. As per the city's police department, so far this year, 750 offences have been reported. BBC reports that&nbsp;75 per cent of these offences involved guns.

This, as per news agency AFP, is almost double the number of car-jackings recorded during the same period last year in the national capital Washington.

Hamlin punched Craig in her neck and grabbed her by the collarbone. The Congresswoman escaped by throwing hot coffee at her attacker.

Ukrainian President Volodymyr Zelensky is expected to make an appearance at the White House and Capitol Hill next week during his visit to the US during the United Nations General Assembly, reported American media citing sources, on Friday (September 15). This comes as the United States Congress is in the midst of debating President Joe Biden’s request to provide $24 billion in military and humanitarian aid to Ukraine.&nbsp;

According to reports, the Ukrainian president is also slated to deliver a speech to the assembly at the UN headquarters in New York.&nbsp;

<h2>Zelensky’s visit to the US</h2>

A report by the Associated Press, citing an administration official&nbsp;speaking on condition of anonymity, said Zelensky will meet with Biden at the White House next Thursday (Sep 21).&nbsp;

The media report citing two anonymous congressional aides said that the Ukrainian president will also visit Capitol Hill to lobby for more US aid to fight the war against Russia.

Both Biden and Zelensky are also due to attend the meeting of the UNGA next week where the Ukrainian president is also planning to hold meetings with other visiting world leaders, reported CBS News.&nbsp; 
 
Zelensky’s last visit to Washington was back in December 2022 when he addressed a joint session of the US Congress which was his first&nbsp;known trip outside Ukraine since the Russian invasion, which began in February that year.&nbsp;

<h2>US aid to Ukraine</h2>

Last week, US Secretary of State Antony Blinken visited Ukraine and announced the latest aid package amounting to more than $1 billion which also included depleted uranium tank shells, which Washington had previously said&nbsp;would not be sent to Kyiv.

In August, Biden had called on the US Congress to send another $24 billion to Ukraine. The package would include $13.1 billion in military aid and $8.5 billion for humanitarian support for Ukraine. It also reportedly includes $2.3 billion for financing and to catalyse donors through the World Bank.&nbsp;

It was during Prime Minister Narendra Modi's official state visit to the US that GE Aerospace and HAL signed the&nbsp;Memorandum of Understanding (MoU) to produce the jets.&nbsp;

“It is all clear from the legislative end. The sale was approved before Prime Minister Narendra Modi’s visit itself. But, as per the process, the State Department notified the House and Senate Foreign Relations Committee on July 28.&nbsp;There has been no objection. The administration can go ahead with the next steps," an official familiar with developments on&nbsp;Capitol Hill was quoted as saying by Hindustan Times.&nbsp;

US-based GE Aerospace is regarded as the world's leading provider of jet engines, components and systems for commercial and military aircraft. The deal becomes all the more significant because the US never shares similar tech, even with its closest allies. The fact that Washington is willing to share such information with New Delhi suggests that it has high hopes from India in the region.&nbsp;

The approval by Congress paves the way for the implementation of the agreement with HAL, which includes&nbsp;unprecedented technology transfer, manufacturing of jet engines in India and licensing arrangements.
