Washington, United States
Democrats and Republicans on Capitol Hill on Tuesday reached a deal after weeks of fraught negotiations to keep federal agencies funded and operating through mid-March, thus averting a costly government shutdown before the holidays.
The so-called "continuing resolution" -- expected to be the last major bill Congress passes this year -- must be adopted in the Republican-led House of Representatives before heading to the Senate, which must vote before week's end.
The compromise draft would then be sent to President Joe Biden for his signature.

The House has a rule stipulating that no bill can be considered on the floor less than 72 hours before the text is released. This means a House vote will likely come on Friday, with the Senate potentially following suit the same day.
Negotiations had been bogged down in Congress as Republicans pushed for billions of dollars in new economic help for farmers, with the shutdown deadline fast approaching.
Democrats pushed for several of their own add-ons, from cash to cover the cost of rebuilding a destroyed bridge in Baltimore and museums in Washington to honor women and Hispanics.
With President-elect Donald Trump keen to avoid distractions as he eyes his White House return in January, Republicans have no appetite for a shutdown, especially just before Christmas.
The draft notably includes $100 billion in disaster aid requested by Biden, after two devastating hurricanes in September and October, as well as $10 billion in aid to American farmers.

Democrat Rosa DeLauro was quick to offer her support for the draft, calling it "a responsible and necessary measure" to keep the government afloat.
Republicans will retake the majority in the Senate in early January when newly elected members are sworn in. Trump will return to the Oval Office on January 20.

US congress reaches last-minute deal to avoid federal shutdown before Christmas

As Donald Trump and Kamala Harris fight in the race for the White House, one key term is back in the limelight: the US Electoral College.

The US president is elected on the basis of two, not one, elections: the popular votes, followed by electoral college votes.

This is a unique form of proportionate voting which could be confusing to people in other countries.

Here is what you should know about the Electoral College.

Simply put, the Electoral College is a group of electors chosen to represent the election choices of each American state.

Based on population data derived from the Census, each state is allocated a specific number of electoral college votes that adds up to 538 (see list below).

Why was the Electoral College established in the US?

The Electoral College system was established in view of the possibility that, considering the different population sizes of each state, the popular vote could be skewed in favour of one winner.

For instance, whoever wins California could take the White House, as it has the largest population. This would not be a proportionate mandate that takes into account the wishes of the people of all states.

In order to solve this, the Founding Fathers of the US introduced the Electoral College as a compromise between congressional selection and direct popular vote.

The Electoral College consists of 538 votes. Whoever gets a total of 270 or more electoral college votes wins the election.

The electors' numbers in each state are proportionate to how many members of Congress it sends. One electoral college vote is equal to one house seat plus two senate seats.

The District of Columbia, which is not a state, has three electors. This exemption was given under the 23rd Amendment of the Constitution, which treats the District of Columbia as a state for electoral college purposes.

How are Electoral College electors chosen?

In the general elections, voters are actually choosing their preferred electors rather than directly voting for the presidential candidates.

In most states, the 'winner-takes-all' system is used, meaning all electoral votes for these states go to the candidate who has won the popular vote there.

The states of Maine and Nebraska, however, use a proportionate method.

How electoral votes are recorded and announced

Once the general election is over on 5th November, the state officials will prepare a Certificate of Ascertainment listing the electors and their votes, which is sent to the National Archives and Records Administration or NARA.

These electors will meet on the first Tuesday after the second Wednesday in December to cast their votes for president and vice president.

Their votes are then recorded and sent to Congress, which counts them on January 6 at a joint session presided over by the incumbent vice president.

The announcement of the electoral college by the Congress will follow.

This is the formal declaration of the president-elect and vice president-elect, ending the US presidential election process.

The new president will the oath of office on January 20.

The Electoral College in numbers: States and votes

As already mentioned, there are a total of 538 electoral votes, and the majority mark, or the magic number, is 270.

US elections: What is Electoral College? Understanding myths and facts

The US Congress approved a deal Wednesday to avoid a government shutdown after lawmakers sent a stop-gap funding deal to President Joe Biden's desk that will keep the lights on through the US election.

The agreement -- passed with cross-party support in both chambers -- came ahead of a September 30 deadline to either approve a new government budget or begin shutting down federal agencies just five weeks ahead of Election Day.

The measure, which needed huge Democratic support in the Republican-led House of Representatives to overcome a rebellion by several dozen conservatives, keeps the government operational at current spending levels until December 20.

It was rubber-stamped by the Democratic-controlled Senate within hours, as lawmakers keen to get back to their districts to campaign for the November 5 election ratcheted up the usual glacial pace of legislating.

"Americans can breathe easy that, because both sides have chosen bipartisanship, Congress is getting the job done," Chuck Schumer, the leader of the Democratic-controlled Senate, said in a statement.

"We will keep the government open. We will prevent vital government services from needlessly coming to a halt," Schumer said.

Although there was less of the drama that usually attends funding fights, a shutdown did at one stage look like a distinct possibility, worrying Republicans in the House as they seek reelection on November 5.

The stop-gap "continuing resolution" was required because neither chamber had been able to agree on the various departmental budgets for the full 2025 fiscal year, starting October 1.

Last week, hard-liners pushed for a bill that would have extended funding through March next year, paired with the SAVE Act, which would add proof-of-citizenship requirements to voter registration.

Republican presidential candidate Donald Trump, who dominates the House group and continues to claim falsely that he was cheated by voter fraud in the 2020 election, has been lobbying for House Speaker Mike Johnson to add the election measure.

But the plan was dropped as it became clear that it did not have enough support from Republicans -- many of whom are against temporary funding bills as a matter of principle -- and could not rely on Democratic votes.

The White House -- worried about eligible voters being blocked from voter rolls or otherwise deterred -- opposed the SAVE Act, noting that noncitizen voting is already illegal and that it almost never happens.

Trump urged House Republicans to shut down the government over the issue. But they rebuffed the former president in a rare move, and opted to pass the new non-partisan version of the bill that dispensed with the SAVE Act.

As part of the package, Congress approved more than $230 million for the Secret Service to increase protection for Trump -- who has faced two assassination bids -- and other candidates on the campaign trail.

It was the final legislative action for the 500-plus lawmakers before the election. Most members of both chambers now head back to their home states to campaign and are not expected back in Washington until after the election.

US Congress approves stop-gap funding deal to avoid government shutdown

An influential Democratic US congressman said Friday he will vote against a bill restricting business dealings with China's WuXi Biologics, BGI and other biotech companies due to national security concerns.

Rep. Jim McGovern of Massachusetts, the ranking member of the House Rules Committee, said he is trying to convince colleagues to vote against the bill.

McGovern said that it was not clear how the companies had been included in the legislation and that he could not get a straight answer as to why WuXi Biologics was added. The company is constructing a facility in his district.

The US House of Representatives is expected to vote on the Biosecure Act on Monday. Supporters said the bill-which would slap federal contracting bans on the companies-is necessary to help protect the personal health and genetic data of Americans and US pharmaceutical supply chains.

McGovern, the lead House Democrat on the Congressional-Executive Commission on China and a critic of China's human rights abuses, said, "Companies providing sensitive information to the Chinese government is a real and important issue."

"But the bottom line is, this is a lousy bill."

The bill is to be voted on under a process that limits debate, prohibits amendments, and requires a two-thirds majority vote for approval.

A spokesperson for the House Select Committee on China said that "biotech companies beholden to our foremost adversary, the Chinese Communist Party, pose a tremendous national security risk" and added that WuXi Biologics, BGI, and WuXi AppTec have demonstrated a history of working with the party.

The bill also designates WuXi AppTec, MGI, and Complete Genomics as companies of concern.

The companies deny posing a risk to US national security, and each says it should not be included in the bill.

The legislation still had to be passed by both the House and Senate before President Joe Biden could sign it into law.

Netanyahu in Washington: Kamala Harris skips Netanyahu's speech

Israeli Prime Minister, Benjamin Netanyahu addressed a joint meeting of U.S. Congress in Washington DC. He lauded U.S. support for Israel’s war in Gaza while offering few details on ceasefire negotiations. In a fiery speech in the House chamber, Netanyahu called for total victory in the nine-month-old war. He also urged the U.S. to fast-track military aid to his country to help end the war in Gaza.

Israel’s ‘fight is your fight': Netanyahu tells US congress

As Israeli Prime Minister Benjamin Netanyahu prepared to address the US Congress on Wednesday (Jul 24), a crowd of thousands of protesters gathered outside to press him to end the Gaza war. Some carried Palestinian flags, and some waved placards calling for the arrest of the Jewish leader. Others criticised the US politicians for hosting him.

"The hypocrisy of our (US) politicians today has gone beyond any limits," a 58-year-old protester was quoted as saying by news agency AFP.

"Seek peace and pursue it," read one sign, quoting a Bible verse, while others were designed as criminal "wanted" signs, with photos of Netanyahu in place of a mugshot.

"Arrest that war criminal," read another.

Meanwhile, dozens of Democratic leaders have reportedly planned to boycott Netanyahu's address, a sign of dismay over the death of thousands of innocent souls in Gaza. Some also questioned his legitimacy over declining support back home.

Netanyahu's visit has been orchestrated by Republican leaders, while he also wants to ease tensions with the Joe Biden administration.

"For him, this is all about shoring up his support back home, which is one of the reasons I don't want to attend," Senator Chris Van Hollen was quoted as saying by Reuters. "I don't want to be part of a political prop in this act of deception. He is not the great guardian of the U.S.-Israel relationship," he added.

‘Arrest war criminal’: Protests break out as Israeli PM Netanyahu addresses US Congress

Chinese President Xi Jinping and other senior Chinese leaders have engaged in corruption and concealed vast amounts of wealth, using their relatives to obscure their activities, according to a US government report.

The report by the Congressional Research Service (CRS), a public policy research institute of the United States Congress also highlighted the challenges in obtaining public information regarding the wealth and corruption of high-ranking Communist Party officials.

Ukrainian President Volodymyr Zelensky on Sunday (Apr 7) said that if the US Congress does not approve military assistance, then Kyiv would lose the war against Russia.

"It is necessary to specifically tell Congress that if Congress does not help Ukraine, Ukraine will lose the war," Zelensky said during a video meeting of the Kyiv-organised fundraising platform United24.

He said that it would be extremely difficult for Ukraine to survive Moscow's offensive without US aid.

"If Ukraine loses the war, other states will be attacked," he added.

For months, Republicans in Congress have been blocking military aid worth tens of billions of dollars for Ukraine.

It has been two years since Russia launched its offensive against Ukraine.

Ukraine on Sunday said that a Russian strike on the town of Gulyaipole in the southern Zaporizhzhia region claimed the lives of three people.

"Two men and a woman died under the rubble of their own private house, which was hit by a Russian shell," the head of the region, Ivan Fedorov, said on social media.

The officials, according to the news agency AFP, said that another civilian, who was a woman, was killed in the city of Kupiansk, in the northeastern Kharkiv region.

"A woman died under the rubble in an apartment on the fourth floor of a high-rise building," Ukraine's state emergency services said, adding that it was a residential building.

Authorities in Kharkiv said that Russia launched another attack on Sunday (Apr 6) which injured at least five civilians.

Meanwhile, Moscow said that Ukraine struck the dome above a shutdown reactor at the Russian-controlled Zaporizhzhia nuclear station on Sunday, said the plant's Russian-installed administration.

The plant had earlier also reported attacks by Ukrainian drones.

The International Atomic Energy Agency (IAEA) said that it had been informed by the Russian-run plant that a drone had exploded at the site and the information was "consistent" with IAEA observations.

IAEA Director General Rafael Grossi said both sides should refrain from actions which "jeopardise nuclear safety".

Leaders of the United States Congress are seeking support for a $1.2 trillion spending package as lawmakers aim to get it approved before the funding expires at midnight on Friday (Mar 22). The bill would keep the US government funded through September and avert a brief partial government shutdown.

What we know about the bill

In a closed-door meeting, House of Representatives Speaker and Republican Mike Johnson told GOP lawmakers that they have managed to secure a few policy changes, including a prohibition on funding for a United Nations relief programme for Palestinian refugees which extends through March 2025, reported the Associated Press.

“I think the final product is something that we were able to achieve a lot of key provisions in, and wins, and it moved in a direction that we want even with our tiny, historically small majority,” said Johnson.

The bill, according to the House Speaker, would also include funding for additional detention beds for migrants waiting for their immigration proceedings or removal from the country at facilities run by Immigration and Customs Enforcement.

Republicans have also secured a six per cent cut to foreign aid programmes and other provisions including a measure that would prevent embassies and other official buildings from flying gay or transgender pride flags.

Meanwhile, the Democrats have secured their long-sought deal to create 12,000 new special visas for those who had worked for the US in Afghanistan.

In that year, a coalition of Democrats in southern US states opted to front-load the presidential primary process following Republican President Ronald Reagan's decisive victory four years prior against Democratic candidate Walter Mondale. Their strategy involved holding simultaneous primaries early in the election cycle, aiming to exert greater influence on their party's selection and ensure the nominee's viability in the American South.

Despite the unsuccessful outcome of the 1988 initiative, Super Tuesday persists as the day when a majority of US states conduct their primary elections.

A lackluster performance in the Super Tuesday contests could spell the end of Haley's 2024 Republican nomination campaign, as polls consistently indicate her trailing behind Trump in all Republican competitions on that crucial day. Caitlin Jewitt remarked that the races might not be as "super" this year due to their one-sided nature.

Despite its diminished importance in this election cycle, Super Tuesday remains significant for Haley, possibly marking her last opportunity to make an impact.

Overall, expectations are relatively clear, with Joe Biden and Donald Trump anticipated securing their respective nominations, minimizing the likelihood of surprises on Super Tuesday.

Haley, who has faced substantial defeats against Trump in earlier state contests, has expressed her intent to persist in the race at least until Super Tuesday. However, her plans beyond that point remain uncertain, stating, "I'm not giving up this fight when a majority of Americans disapprove of both Donald Trump and Joe Biden" after a primary loss in South Carolina on February 24.

The US Congress on Thursday (Feb 29) passed a short-term spending measure that would keep one set of federal agencies operating through March 8 and another set through March 22.

The US Congress on Thursday (Feb 29) passed a short-term spending measure that would keep one set of federal agencies operating through March 8 and another set through March 22. According to a report by the news agency Associated Press, the passage of the stopgap funding bill would avoid a shutdown for parts of the federal government that would otherwise kick in Saturday. Five months into the fiscal year, Congress still has not approved the 12 annual spending bills that make up the federal budget. On Thursday, it passed the measure extending the deadline for the first six bills. Also watch | Biden warns Congress leaders of ‘dire’ Ukraine fate as govt shutdown looms The measure has now gone to President Joe Biden to be signed into law. The report said that the short-term extension was the fourth in recent months and many lawmakers expect it to be the last for the current fiscal year. Measure clears two-thirds majority needed to be passed The vote to approve the extension was 320-99. It easily cleared the two-thirds majority needed for passage. The report added that Democrats overwhelmingly voted to avert a partial shutdown. However, the vote was divided among Republicans, 113 in support and 97 against. The Senate then took up the bill and approved it during an evening vote of 77-13. Ahead of the voting process, Senate Majority Leader Chuck Schumer said, "When we pass this bill, we will have, thank God, avoided a shutdown with all its harmful effects on the American people." Also watch | Joe Biden's rating for his job as a president drops to 38% × Next week, the House and Senate are expected to take up a package of six spending bills and get them to President Biden before March 8. Then, lawmakers would work to fund the rest of the government by the new March 22 deadline, the report added. The temporary extension will fund the departments of agriculture, transportation, interior, and others through March 8. It will fund the Pentagon, Homeland Security, Health and Human Services, and the State Department through March 22. Biden called Thursday's vote good news for the citizens, but added, "I want to be clear: this is a short-term fix — not a long-term solution." In 2023, Biden cut a deal with the Republicans mandating tens of billions of dollars in automatic cuts if lawmakers fail to pass full-year spending bills by April. On Tuesday, the president called a rare Oval Office meeting for congressional leaders to jolt them into striking a deal on the budget, and to unblock vital aid for war-torn Ukraine. NASA's Jet Propulsion Laboratory (JPL), operated by Caltech, has announced significant layoffs, affecting 8 per cent of its workforce, alongside additional contractor reductions. This decision comes due to funding uncertainties amidst the absence of a 2024 budget from Congress for the Mars mission, casting a shadow over one of NASA's most ambitious projects. With this NASA's quest to find out about any potential Martian life is now facing a substantial setback as congressional budget gridlock throws a wrench into its plans.

JPL Director Laurie Leshin conveyed the gravity of the situation in a sombre memo on Tuesday (Feb 6), acknowledging the lack of fiscal clarity and its consequential impact on the mission.

“Today I’m writing to share some difficult news," she wrote while adding, “While we still do not have an FY24 appropriation or the final word from Congress on our Mars Sample Return (MSR) budget allocation, we are now in a position where we must take further significant action to reduce our spending, which will result in layoffs of JPL employees and an additional release of contractors."

The layoffs will impact 530 people, in addition to another 40 contractors.

Despite prior directives from NASA regarding budget allocations, dwindling resources and ongoing budget constraints necessitated these drastic measures.

US Congressional budget stalemate forces NASA layoffs, Mars sample return mission in peril

The US House of Representatives approved a crucial stopgap funding bill on Thursday, securing the federal government's financial support through early March and preventing a looming partial government shutdown.

This is based on a Reuters report.

The bill, passed with a vote of 314-108, now awaits President Joe Biden's final approval. This comes after the Senate's earlier approval with a decisive 77-18 vote, just ahead of the impending weekend deadline.

"There will not be a shutdown on Friday," Reuters quoted Senate Majority Leader Chuck Schumer.

The swift approval of the stopgap bill was prompted by concerns over an impending snowstorm on Friday that could have complicated lawmakers' travel plans for the weekend.

The bipartisan effort, however, faced opposition from 106 Republicans and two Democrats in the House. Despite divisions, the urgency to avert a government shutdown due to a lack of approved funding for the fiscal year that started on Oct. 1 took precedence.

The stopgap bill, often referred to as a "continuing resolution" (CR), will maintain spending at the previous fiscal year's levels until March 1 and March 8, providing lawmakers additional time to finalize a comprehensive budget for various government agencies.

The contentious budget negotiations in Congress, marked by partisan disagreements, have further complicated the funding process. Although Schumer and House Republican counterpart Mike Johnson initially agreed to a $1.59 trillion discretionary spending level for the fiscal year, their latest dispute reveals a stark division.

Democrats now assert that the agreed-upon amount is $1.66 trillion, reflecting the deep-seated discord within the Congress. The national debt, currently standing at $34.4 trillion, adds urgency to the need for a coherent and comprehensive fiscal plan. The interest payments on this debt are a growing concern for the Treasury Department.

This marks the third stopgap funding bill, with its primary aim to provide short-term financial stability while the Congress grapples with the daunting task of passing 12 bills that constitute the full-year budget.

The temporary funding measure, with its March deadlines, allows lawmakers to extend negotiations without facing an immediate shutdown crisis. However, it highlights the underlying challenges in achieving a consensus on long-term spending priorities.

House Republicans, especially those advocating for spending cuts, may pose challenges for Mike Johnson, reminiscent of the opposition faced by his predecessor, Kevin McCarthy.

Despite internal party tensions, Johnson seems to have maintained some support from hardline members who, while expressing displeasure, acknowledge the complex nature of the situation.

US Congress passes stopgap funding bill to avert shutdown

Two House committees, Judiciary and Oversight, released reports recommending contempt charges against Hunter Biden for his alleged defiance of a subpoena related to the impeachment inquiry into his father, President Joe Biden, as reported by Fox News.

The reports assert that Hunter Biden "must be held accountable for his unlawful actions," marking a continuation of the Republican-led effort to investigate corruption allegations against the Democratic president and his family.

The release of the reports follows a planned move by the committee chairmen to hold markups and vote on resolutions recommending contempt charges against Hunter Biden. This step was expected after the initiation of contempt proceedings last month.

Republicans initiated contempt proceedings when Hunter Biden refused a closed-door deposition, offering instead to testify publicly. The upcoming markups will determine whether the resolutions will proceed to a full House vote. If passed, the matter could be referred to the Department of Justice for potential criminal charges.

Hunter Biden's defiance

Despite Hunter Biden's public offer to testify, the refusal of a closed-door deposition led to allegations of defiance, prompting the call for contempt charges. Biden's statements outside the U.S. Capitol, defending his business record, intensified the Republican investigation.

The committee chairmen, Rep. James Comer and Rep. Jim Jordan, stated that Hunter Biden's defiance "warrants referral to the appropriate United States Attorney’s Office for prosecution." This signals potential legal ramifications amid the ongoing investigations.

The US lawmakers have launched an investigation into antisemitism at the Ivy League colleges after their leaders received backlash for shaky testimonies during a congressional hearing on antisemitism, concerning the Israel-Hamas war.

The US lawmakers have launched an investigation into antisemitism at the Ivy League colleges after their leaders received backlash for shaky testimonies during a congressional hearing on antisemitism, concerning the Israel-Hamas war. The three Ivy League university leaders arrived at Capitol Hill, earlier this week, to answer questions about rising antisemitism on their campuses before the House Education and Workforce Committee. However, surprising many, all three refrained from outrightly condemning the antisemitic calls on the campuses, saying the speeches needed 'context'. Elise Stefanik, the fourth-ranking House Republican informed about the opening of the congressional inquiry. “After this week’s pathetic and morally bankrupt testimony by university presidents when answering my questions, the Education and Workforce Committee is launching an official congressional investigation with the full force of subpoena power into Penn, MIT, Harvard and others,” said Stefanik. “We will use our full congressional authority to hold these schools accountable for their failure on the global stage,” she added. Watch | US: Cornell University students charged with anti-Semitic threats to students × What happened during the hearing? Repeatedly asked if she would say calling for the genocide of Jews constituted harassment, Harvard University President Claudine Gay said it could depend on the "context" and if it targets specific individuals. Penn President Elizabeth Magill said if speech turned into conduct, then it would be considered harassment. Meanwhile, MIT President Sally Kornbluth said: "We have heard chants which can be antisemitic depending on the context when calling for the elimination of the Jewish people." Also read | 'Calling for genocide...': Elon Musk slams heads of Harvard, MIT, Penn universities for antisemitism on campus After the video clip of the testimony went viral, severe backlash followed with the likes of Elon Musk, Bill Ackman and Albert Bourla among others calling out the colleges for allowing such representation of their institutions. According to a New York Post report, the Penn University is expected to ask Magill to resign on Friday (Dec 8) for her failure to condemn calls for genocide. The Ivy League school’s Board of Trustees held an emergency meeting on Thursday to deal with the fallout of the issue. State Governor Josh Shapiro, a Jew himself, has called Magill’s testimony “shameful”. “Leaders have a responsibility to speak and act with moral clarity, and Liz Magill failed to meet that simple test,” he said. Ever since the events of October 7 and the subsequent retaliation by the Israeli forces, the American campuses have been inundated with incidents of antisemitism and intifada chants with Jews being the main target. Krystle Kaul, an Indian-origin foreign policy and national security expert rooted in Kashmir, has declared her candidacy for the US House of Representatives from Virginia's 10th Congressional District, aiming to address key issues like public safety, education, and healthcare.

If successful in the 2024 elections, Kaul would become only the second Indian-American woman in the House of Representatives, following Congresswoman Pramila Jayapal. Notably, Pramila's sister, Susheela Jayapal, has also entered the race for the Congress from Oregon's third Congressional District.

Both Kaul and Susheela Jayapal, representing the Democratic Party, will contend in the party's primary next year to secure nominations for the November 2024 general elections.

Fluent in eight languages, including Hindi, Punjabi, Dari, Urdu, and Arabic, Kaul, the first Kashmiri-origin individual to run for Congress, draws from her extensive background in the national security sector, spanning the Pentagon, think tanks, and the defence industry.

"We have a lot of small business owners and just making healthcare more affordable and more accessible. So from prescription drugs to seeing specialists, that is something that is a concern. And the third is public safety, making sure we have safe neighbourhoods, safe schools, safe communities,” Kaul, told PTI in a recent interview.

The United States Congress approved a stopgap funding bill in a rare show of cross-party unity to avert a government shutdown, for now. This comes after the US Senate passed a stopgap spending bill, on Wednesday (Nov 15) and sent it to President Joe Biden to sign into law ahead of the weekend deadline.

What happened in the Senate?

The Senate vote came a day after the House of Representatives passed a stopgap spending bill aimed at averting the holiday-season government shutdown.

However, the threat of a government shutdown isn’t completely averted as the bill would only keep federal agencies running for another two months but did stop the damage which would affect millions of workers ahead of Thanksgiving and Christmas.

The 87-11 vote in the Senate marked the end of this year’s third fiscal standoff in Congress three days ahead of the Friday night deadline. The resolution will now keep the US government funded through mid-January.

“No drama, no delay, no government shutdown,” said Democratic Senate Majority Leader Chuck Schumer ahead of the vote.

The US Congress has faced months of chaos which has repeatedly brought Washington to the brink of defaulting on its more than $31 trillion in debt, not to mention the looming threat of a partial shutdown that would have interrupted pay for about four million federal workers.

The last-ditch “continuing resolution (CR)” was pitched by new House Speaker Mike Johnson and drew broad bipartisan support, a rarity, given that choosing a new speaker was not smooth and the lower chamber of the US Congress was left paralysed for weeks.

Johnson assumed the post after the far-right within the Republican Party ousted Kevin McCarthy.

What now?

The stopgap funding bill would now be sent to Biden to be signed into law which would extend funding for military construction, veterans benefits, transportation, housing, urban development, agriculture, the Food and Drug Administration (FDA) and energy and water programs through January 19.

Meanwhile, the funding for all other federal operations, including the US defence, would expire on February 2.

Notably, budget votes which provide funding to keep the government operating – Congress’ most essential function – regularly turn into a standoff between the parties who use the prospect of a shutdown to seek concessions from the other.

“At this point, it’s important for the Congress to come together, Democrats and Republicans, on a bipartisan path forward to fully funding the government,” Democratic House Minority Leader Hakeem Jeffries told reporters.

“It should be obvious to anyone who is watching that House Republicans are unable to govern on their own,” he added.

This comes as hardline members of the Republican party which hold a majority in the US House voiced anger at the recent compromise and said they would try to rein in federal spending again when current funding expires.
