Hamas condemns United States' move to deploy ships closer to Israel as 'aggression' against Palestinians

A 65-year-old man, who was charged with stalking an upstate New York woman using his private plane, pleaded not guilty on Thursday (Oct 5).

Michael Arnold was indicted on charges of aggravated stalking, impeding, false information to a police officer, and resisting arrest, Bennington Police Chief Paul Doucette said as per news agency AP reports.

He was released on several conditions that included him having zero contact with the woman, not stalking her and staying approximately 300 feet (91 meters) from her home and business and also from all aeroplanes.

As per an FBI agent, Arnold had been stalking the woman for nearly four years.

New York authorities, in a shocking revelation, stated that Arnold was seen throwing tomatoes from his plane and was also spotted flying low over the village of Schuylerville.

The victim told police that for a very long time, she feared for her safety and also worried that the 65-year-old would fly his plane into her home. As per local media reports, the woman said that Arnold was a customer in the cafe she owns.

He was arrested on Tuesday (Oct 3) as he was driving into the William H. Morse State Airport in Bennington, Vermont. According to the police, he denied the allegations saying that he did not stalk anyone.

Arnold was already served with a temporary order of protection in May to “cease and desist from flying any and all aircraft while the order remains in effect,” Doucette said.

He said that the FBI had informed police that New York authorities were investigating Arnold on suspicion of stalking the woman.

“Officers were able to determine that Arnold was in fact flying his aeroplane from the William H. Morse State Airport and last seen flying west toward New York several days earlier,” AP quoted Doucette as saying.

In the past, Arnold was accused of flying his private plane too low over a residential area.&nbsp;

US: 65-year-old pilot uses his private plane to stalk woman

A man from the United States, who groped a woman passenger while she was sleeping aboard a flight, was sentenced to imprisonment for nearly two years on Thursday (Oct 5).

Hailing from South Carolina, 50-year-old Mohammad Jawad Ansari put his hand on the inner thigh of a woman as she slept in the middle seat of a plane that took off from Cleveland for Los Angeles in February 2020.

The victim woke up and pushed Ansari's hand away, left her seat, and informed a flight attendant about what had happened. The flight attendants observed Ansari during the remainder of the flight and believed he was pretending to sleep, said the officials.

Ansari, who earlier denied the charge of abusive sexual contact, was found guilty after a four-day trial that was conducted in May, said the Department of Justice.

“[Ansari] committed a serious offence that caused immediate and long-lasting harm to [the victim],” prosecutors argued in a sentencing memorandum.&nbsp;

“In the immediate aftermath, [Ansari’s] groping left [the victim] shocked and afraid and witnesses testified that she sobbed for the remainder of the flight," a prosecutor told a court in Los Angeles.

On flights, the victim "now struggles to fall asleep because she is constantly concerned about ‘what if someone touches me.’"

The woman, who did not know Ansari, kept enduring the abusive contact for up to an hour, prosecutors said.

Ansari's attorney, Caleb Mason, stated that they intend to appeal his conviction.

Mason in a court filing asserted that Ansari was a law-abiding person and the conduct that he was convicted of was an aberration.&nbsp;

The FBI’s Los Angeles Field Office issued a public service announcement saying that "Most passengers travel by air without incident, but if you or a loved one encounter sexual misconduct, whether physical or verbal, please alert your flight attendant immediately because timely reporting is important for responding investigators."

The Pentagon said on Thursday (Oct 5) that US warplanes shot down a Turkish drone that was deemed a threat to American forces in Syria. Addressing a press conference, Pentagon spokesman Brigadier General Pat Ryder said that American troops observed drones carrying out strikes early Thursday, some of them inside a "restricted operating zone" (ROZ) near Hasakeh. "US commanders assessed... the UAV, which was now less than a half kilometre from US forces, to be a potential threat," Ryder told reporters. "US F-16 fighters subsequently shot down the UAV in self-defence," he added. The incident came as US Defense Secretary Lloyd Austin spoke with his Turkish counterpart Yasar Guler on Thursday, urging "de-escalation in northern Syria and the importance of maintaining strict adherence to de-confliction protocols and communication through established military-to-military channels. Confirming the conversation, Ankara said two officials discussed "the latest developments in Syria." Deaths due to drone attack at Syria military academy climb to 112 Meanwhile, a drone attack on a Syrian military academy has killed 112 people so far, the news agency AFP reported early Friday citing a war monitor. As per the Syrian army, "armed terrorist organisations" targeted "the graduation ceremony for officers of the military academy" in the central city of Homs. The attack was carried out with "explosive-laden drones", according to the military statement, vowing to "respond with full force". The government declared three days of mourning starting Friday. The Syrian Observatory for Human Rights said that 120 people were injured. No one has claimed responsibility for the attack. United Nations chief Antonio Guterres was "deeply concerned" over the drone attack and the retaliatory shelling, his spokesman Stephane Dujarric said. In a statement, the UN's special envoy for Syria Geir Pedersen said, "Today's horrific scenes are a reminder of the need to immediately de-escalate violence, towards a nationwide ceasefire and a cooperative approach to countering Security Council-listed terrorist groups." The Joe Biden-led US administration said on Thursday (Oct 5) that it would resume deportation flights to Venezuela after a deal with Caracas. For years, the US had halted sending migrants back to Venezuela because of instability in the latter country and still maintains sanctions against the government led by Nicolas Maduro.

The Joe Biden-led US administration said on Thursday (Oct 5) that it would resume deportation flights to Venezuela after a deal with Caracas. For years, the US had halted sending migrants back to Venezuela because of instability in the latter country and still maintains sanctions against the government led by Nicolas Maduro. However, Washington said on Thursday Venezuela has agreed to take back its nationals. According to a report by the news agency AFP, a senior Biden administration official said the first deportation flights would resume in the next few days. They would affect Venezuelan migrants who have arrived in the United States illegally since July 31. "We have already identified individuals in our custody today, who will be removed promptly in the coming days," the official said. Venezuela blames US sanctions for flow of migrants Confirming the development, Venezuela on Thursday blamed US sanctions for the flow of migrants. "The Venezuelan migration in recent years is the direct consequence of the unilateral coercive measures and the blockade of our economy... by the United States," the government said in a statement. Citing a source, the AFP report said that over 100,000 Venezuelans have been intercepted by US border patrol after crossing the southern US frontier from Mexico between May and the end of August. The US, meanwhile, denied that it was overlooking rights concerns in Venezuela to push through the deal. "This decision is consistent with the administration’s efforts to implement a strategy of humane, safe, and orderly enforcement of our immigration laws." Last month, the Biden administration announced it would grant temporary deportation relief and access to work permits to nearly half a million Venezuelans already in the country as of July. United States President Joe Biden, on Sunday (Oct 1), vowed support to Ukraine and said that Washington DC would not abandon Kyiv after US Congress passed a stopgap funding bill that omitted aid to Ukraine.

Trump to visit New York for trial, says will fight 'corrupt and racist Attorney General Letitia James'

The chances of a government shutdown in the United States are increasing with each passing hour as lawmakers have failed to reach&nbsp;a deal yet for extending funding beyond the critical deadline that is just hours away.

The government services in the country are likely to get disrupted and thousands of federal workers would go without pay if Congress is not able to provide funding for the fiscal year which starts on October 1. Workers who have been deemed "essential" will remain without pay but won't lose their jobs.

The shutdown plans have not been updated by many government agencies as they had prepared in the past.

<h2>What triggers a government shutdown?</h2>

On the midnight of September 30 government funding expires and the new fiscal year starts on October 1.

If no legislation is passed by Congress for renewal of the funding by the deadline, then the federal government will have to shut down at midnight.

Since the shutdown is likely to happen at the weekend, its impact will not be seen till the work week starts on Monday.

<h2>How will the shutdown impact the country?</h2>

If the shutdown takes place, many government operations are likely to get halted but few services deemed “essential” will continue. The two million military personnel in the United States will continue at their post, however, around half of the 800,000 civilian employees of the Pentagon would be furloughed.

The contracts which were finalised before the shutdown will continue, and new orders for supplies or services can be placed by the Pentagon to protect national security.

The Department of Energy's National Nuclear Security Administration will maintain the nuclear weapons. As per the 2021 contingency plan of the Justice Department, agents at the FBI, the Drug Enforcement Administration (DEA) and federal law enforcement agencies will continue working along with prison staffers.

All the criminal prosecutions, which include the two federal cases against former President Donald Trump, will also continue. The court will postpone most civil litigation.

Border Patrol and immigration enforcement agents along with customs officers will continue to work as per the 2022 plan of the Department of Homeland Security. The consumer-protection workers of the Federal Trade Commission will be furloughed.

The federal courts are likely to have enough money to continue working till October 13. The Supreme Court will also continue working. Air traffic control workers and airport security screeners will continue working.

US embassies and consulates are likely to function as per the 2022 shutdown plan of the State Department. Passport and visa processing will also continue till sufficient fees are available to cover operations.

Most of the staff of agencies like the National Institutes of Health, the National Science Foundation and the National Oceanographic and Atmospheric Administration (NOAA) are likely to be furloughed.

However, the International Space Station will continue to get support from the National Aeronautics and Space Administration (NASA) and the agency will also continue tracking satellites, however, they will furlough 17,000 of its 18,300 employees.

The disease outbreaks will continue to be monitored by the Centres for Disease Control and Prevention (CDC) although other public health activities may suffer as they are likely to furlough more than half of the agency's workers.

Most of the staff of the National Institutes of Health will be furloughed and new clinical trials for medical treatments will be delayed.

The Central Intelligence Agencies along with&nbsp;other intelligence agencies have not shared their plans publicly, in case there is a&nbsp;shutdown. However, in the past, the staff involved in cyber activities, operations and analysis were deemed critical to national security and were asked to continue&nbsp;working, possibly without pay.

<h2>Why is the US headed for a shutdown?</h2>

Currently, there has been a deep divide between the House and Senate which is making it difficult to reach a consensus on full-year spending legislation. The conservative hardliners of the House have been calling for deep spending cuts and controversial policy add-ons, which has been rejected by Democrats as well as some Republicans.

As the funding deadline nears, top lawmakers from the two parties are hoping to clear a short-term funding extension, which is known as a continuing resolution or CR for short in Capitol Hill. The government frequently uses these short-term measures as a stopgap solution to avoid a shutdown and get more time to reach a broader full-year funding deal.

However, it is still not clear if Congress will have enough consensus to pass a short-term funding bill from both chambers before the end of the month as House conservatives continue to protest against the possibility of a stopgap bill and have issued a threat to vote against one while continuing their demand of major policy concessions which have no chance of getting passed in the Senate.

Explained | What is likely to happen if US government shuts down on October 1?

The Seattle Police Officer, who was under fire for laughing and making insensitive comments over the death of an Indian-origin student Jaahnavi Kandula, has been taken off patrol duty, said the police.

In a statement on Thursday (Sept 28), the Seattle Police Department said that traffic officer Daniel Auderer “has been administratively reassigned to a non-operational position," reported The Seattle Times.

Auderer, who was a member of the SPD’s traffic squad and vice president of the Seattle Police Officers Guild, has been under probe after a recording from his body camera was released that showed him laughing and joking during a phone call with union president Mike Solan.

The phone call happened after another officer, Kevin Dave, in his police SUV hit and killed 23-year-old Kandula as she was crossing a street on Jan 23.

Dave was driving at a speed of nearly 120 kmph and his vehicle threw Kandula more than 100 feet away after the deadly collision. She was rushed to Harbourview Medical Centre but later succumbed to her critical injuries.

As per The Seattle Times, Auderer was assigned to determine whether Officer Dave was under the influence.&nbsp;

Auderer conducted a routine analysis of whether Dave was under the influence and then called Mike Solan, the president of the police union. The video reportedly shows Auderer's side of the conversation and he can be heard laughing at the accident that caused Kandula's death.

He underplayed the crash, wrongly saying Dave was driving 50 mph at the time.

In the video, which went viral on social media, Seattle Police Officers' Guild Vice President Daniel Auderer can be heard saying, "She is dead" before bursting out into laughter and referring to Kandula as "a regular person".

Towards the end, the officer says, "She was 26 anyway, she had limited value", getting her age wrong.

<h2>Comments taken out of context, says&nbsp;Auderer</h2>

Earlier this month, the Seattle Police Officers' Guild defended the official saying that some of the videos of police that were shared, did not fairly elucidate the context of the story and that the recorded conversation was taken out of context.

"The video captures only one side of the conversation. There is much more detail and nuance that has not been made public yet," the Seattle Police Officers Guild said in a statement.

It also released a letter written by its officer Auderer in which the latter said that he intended the comment as a mockery of lawyers.

US cop, who joked about Indian student's death, taken off patrol duty

The US house and Senate find themselves on sharply divergent paths in a high-stakes spending battle, just days away from a deadline that could force wide swaths of the government to grind to a halt for the fourth time in a decade. The democratic-controlled senate is poised to vote on a bipartisan stopgap funding bill, a temporary measure to keep the government running past the impending midnight deadline on Saturday. This move is aimed at providing negotiators more time to reach an agreement on full-year spending. Meanwhile, in the republican-controlled house of representatives, speaker Kevin McCarthy is facing an internal rebellion. He's pushing ahead with four full-year spending bills that reflect conservative priorities but have little chance of becoming law. It's a showdown that could have widespread consequences.

Navigating the US shutdown threat

Will the US government shut down on October 1 if the Congress fails to pass several federal spending bills? That is the question on&nbsp;everyone's mind.

If the Congress fails to pass 12 key appropriation bills by September 30, the last day of the US government fiscal year, the federal administration would come to a standstill and employees would not be paid for an unspecified period of time.

A full or partial shutdown of the US government is undoubtably going to have a major impact on the world's largest economy, ranging from lower economic output to delay in the release of key economic data.

Consequently, the impact of a US shutdown, estimated to be between $6 billion and $13.5 billion each week in total lost economic activity, would leave a significant mark on the larger global economy.

To make matters worse for the US, the shutdown would come at a time when recession fears loom large on the economy.

But shutdowns are not a new phenomena&nbsp;for the US federal government. In fact, the federal administration has shut down at least 14 times since 1981. However, there is a silver lining for the government: most shutdowns have lasted not more than two or three days&nbsp;as the Congress goes on an overdrive to break the deadlock.

The obscure genesis

Spending in the US has always run on deficit. This was true even before the 1980s, when shutdowns became the order of the day whenever the legislature failed to sanction funds. But prior to the 1980s, the government did not abruptly shut down in the event of a legislative deadlock over federal funding.

Had it not been for a legislative assistant Ron McCluskey, who re-discovered the then-obscure 19th Century Anti-deficiency Act, the United States would never have never undergone so many shutdowns in the last four decades.

To put it in simple words, the Anti-deficiency Act, passed by President Ulysses S. Grant administration in 1870, restricts the federal government from operating in the absence of Congress-backed funding.

Reports suggest that McCluskey alerted Democrat Congresswoman Gladys Noon Spellman about the provision. Spellman, who had been working towards a bill allowing US workers to receive their salaries even amid a funding crunch, wrote to then Comptroller General Elmer Staats for an opinion.

But Staats did not favour a shutdown of the US government. Spellman then asked for a second opinion from the Justice Department. On April 25, 1980, then-Attorney General Benjamin R. Civiletti responded. A 1981 Washington Post report quoted him as saying, "Federal agencies may incur no obligations that cannot lawfully be funded under prior Congressional appropriations."

This statement sealed the deal for the Jimmy Carter administration, which was already under attack from various quarters for being "weak".

The May Day shutdown

The US federal government shutdown lasted for one full day on May 1, 1980, coincidently on a day when labour unions across the world commemorate the contributions of workers.

The first-ever shutdown affected the Federal Trade Commission (FTC), after the Congress allowed the bill to provide the watchdog with $55 million to lapse. This happened amid a tussle between the Congress and the Carter-led White House over a bill that would have curtailed the investigation powers of the FTC. Since Carter took office in 1977, many Congress members and business leaders felt that the watchdog was "aggressively monitoring" virtually every segment of the US economy.

Amid the tussle between the White House and the Congress, Carter decided to play hardball. Armed with Civiletti's extreme interpretation of the Anti-deficiency Act, he decided to shut the FTC till the deadlock over its funding did not end.

On May 1, 1,600 employees of the FTC were furloughed -- a term used in the US to mean employees who are on the payrolls but cannot work.

A May 1, 1980 report by the Washington Post noted that the hurriedly announced shutdown compelled the watchdog to halt all its operations. "The order forced staff members to cancel travel plans as well as a major court appearance and a series of activities connected with antitrust and consumer protection cases," the report added.

But the shutdown ended that evening after both Houses of the Congress approved an extension of funding. The economic cost of the one-day shutdown came to light a year later. In March 1981, the Government Accountability Office claimed that the shutdown led to a loss of $700,000.&nbsp;The loss amounts&nbsp;to over $2 million, when adjusted for inflation in 2022.

But shutdowns are not a new phenomena for the US federal government. In fact, the federal administration has shut down at least 14 times since 1981. However, there is a silver lining for the government: most shutdowns have lasted not more than two or three days as the Congress goes on an overdrive to break the deadlock. The obscure genesis Spending in the US has always run on deficit. A 1981 Washington Post report quoted him as saying, "Federal agencies may incur no obligations that cannot lawfully be funded under prior Congressional appropriations." This statement sealed the deal for the Jimmy Carter administration, which was already under attack from various quarters for being "weak". The May Day shutdown The US federal government shutdown lasted for one full day on May 1, 1980, coincidently on a day when labour unions across the world commemorate the contributions of workers. In March 1981, the Government Accountability Office claimed that the shutdown led to a loss of $700,000. The loss amounts to over $2 million, when adjusted for inflation in 2022.

US President Joe Biden on Thursday (Sep 28) launched a personal attack on "extremist" Donald Trump, indicating that the Republican who could be his 2024 challenger, would challenge the country's constitution if he comes back to power next year.

Speaking in the battleground state of Arizona, the Democrat said that Trump was driven by "vengeance and vindictiveness", and he appealed to Americans to take a stand for the country's democracy before it is too late.

Biden delivered the speech as impeachment inquiry hearings were launched by House Republicans into the 80-year-old president on the basis of unproven allegations that he lied about the business dealings of his son Hunter Biden.

"We should all remember: democracies don't have to die at the end of a rifle. They can die when people are silent, when they fail to stand up, or condemn threats to democracy,” Biden stated.

Biden has tried to avoid commenting on the cases which stemmed from efforts of Trump to overturn his 2020 election loss and led to an attack on the US Capitol by a mob of his supporters on January 6, 2021.

However, in Arizona, he took an unusual step of addressing Trump by name, as he accused the former president and his followers of attacking the rule of law and the free press and planning to gut the country's institutions if he gets a second term.

<h2>'Something dangerous happening in America'</h2>

"Trump says the constitution gave him 'the right to do what he wants'," stated Biden, while referring to the statements made by Trump regarding his powers in office.

"I've never even heard a president say that in jest -- not guided by the constitution or by common service and decency towards our fellow Americans, but by vengeance and vindictiveness,” he added.

Issuing a dark warning, Biden stated there was "something dangerous happening in America" and that the Republican Party was "driven and intimidated" by Trump's MAGA (Make America Great Again) fringe.

He slammed the Republicans for not speaking up after the country's top military officer was recently accused of treason by Trump, and slammed the hardline Trump allies for pushing the country in the direction of a government shutdown this weekend.

The president further recalled how Trump had reportedly called to service members killed or captured in action as "suckers and losers".

"Was he [Beau Biden, the late son of Biden who served in military] a sucker for volunteering to serve his country?" asked the president.

Biden says US democracy in danger if 'extremist' Trump returns to power

UN&nbsp;human rights experts have called for major reforms of the US&nbsp;criminal justice system to combat systemic racism, citing testimonies that jailed Black women had been shackled during childbirth while male inmates were forced to work in "plantation-style" conditions.

In a report published on Thursday (Sep 28), three UN-appointed experts said they had found practices in US&nbsp;prisons that amounted to "an affront to human dignity" in visits in April and May.

The US&nbsp;diplomatic mission in Geneva declined to comment. The Federal Bureau of Prisons said it was committed to ensuring the safety and security of incarcerated individuals as well as employees and the public.

One such practice is restraining and shackling women prisoners during childbirth, the report said.

The experts "heard, first hand, unbearable direct testimonies of pregnant women shackled during labour, who due to the chaining, lost their babies", it said. Asked to give details, a U.N. rights spokesperson referred to "several" cases and confirmed they all involved Black women.

The experts also collected direct testimonies of conditions at a Louisiana prison where it said thousands of mostly Black male prisoners were "forced to labour in the fields (even picking cotton) under the watch of white 'freemen' on horseback, in conditions very similar to those of 150 years ago".

It described the stories from the so-called 'Angola' facility as "shocking" and said they amounted to "contemporary forms of slavery". It also voiced alarm at the widespread use of solitary confinement, which it said appeared to be applied disproportionately to inmates of African descent.

One Black man told the experts he had been kept in isolation for 11 years without interruption, the report said. "Our findings point to the critical need for comprehensive reform," said one of the experts, Juan Mendez.

US&nbsp;prison conditions have been a concern for decades and rights groups have long called for facilities with the worst records to be reformed or shut down.

The investigation was set up by the U.N. Human Rights Council, of which the United States is a voting member, in 2021 after the killing of George Floyd, a Black man who died after his neck was pinned to the ground by a police officer.

The report was based on testimonies from 133 individuals in five U.S. cities as well as those collected from five detention centres. It contained a list of 30 recommendations for US&nbsp;authorities, including a call for a new commission on reparations for people of African descent.

'Black women inmates chained': US jail practices slammed by UN experts as racist, affront to dignity

Auto giants Hyundai & Kia are recalling a combined 3.37 million vehicles in the United States due to the risk of engine fires. The South Korean automakers are telling car owners to park outside and away from structures until repairs are complete. The automakers say internal brake fluid leaks can cause an electrical short that could lead to a fire.

In southeastern America, a parasitic worm that is typically found in rats is spreading. The worm can, in severe cases, cause coma or even death in humans, and can also infect pets.

Here's all you need to know:

<h2>Rat-borne danger</h2>

In a study published recently in the journal Emerging Infectious Diseases, researchers from Texas A&amp;M, Zoo Atlanta and Mississippi State University have warned that the microscopic rat lungworm, scientifically known as Angiostrongylus Cantonensis, now threatens a wide area of southeast US.

As per US News, the parasite can trigger dangerous brain encephalitis in both humans and their pets.

An analysis of tissue samples from 33 wild brown rats found dead on the grounds of a zoological facility in Atlanta from between 2019 and 2022, found that more than a fourth of the rodents appeared to have worm-like larvae in their tissues.

Four of these cases were confirmed as rat lungworm infections, the other three could to be confirmed but were likely Angiostrongylus cantonensis.

<h2>Infecting humans</h2>

Speaking to Newsweek, Nicole Gottdenker, a Professor of Pathology at the University of Georgia College of Veterinary Medicine, warned that the worm can infect humans.

"When the infective stage of the worm is accidentally ingested by a human, it can go to the brain or spinal cord and cause tremendous inflammation, leading to symptoms like nausea, vomiting, neck stiffness, headaches, sometimes arm and leg tingling," said Gottdenker.

While the number of confirmed cases remains low, the study demonstrates that this worm is a potential threat to human health.

<h2>Angiostrongylus Cantonensis or the rat lungworm</h2>

The parasitic worm is typically found in Southeast Asia and the Pacific Islands, including Hawaii.

However, recently it has been identified in Texas, Louisiana, Alabama, Florida and most recently in Georgia.

It is spread through rat faeces and can infect humans and other animals through produce or other food items.

Inside the human body, the parasitic worm migrates to the brain, eyes or lungs, and in severe cases can lead to coma and death. Furthermore, in pets, birds and other wild animals, it can cause fatal infections.

However, basic precautions like washing vegetables, fruits and other produce, and washing your hands can help protect you and your family from the dangerous worm.

"People can avoid infection by washing vegetables thoroughly, not eating raw or undercooked snails or slugs, crabs, freshwater shrimp, or frog legs—and wear gloves if handling snails or slugs. And, as always 'wash your veggies' and 'wash your hands!'," said Nicole Gottdenker.

Dangerous rat-borne disease threatens southeastern US, warn scientists

The House of Representatives, controlled by Republicans, will be trying to advance steep spending cuts this week which appears to have no chance of becoming a law and can lead to the US government's partial shutdown by next Sunday.

House Speaker Kevin McCarthy tried to avoid that scenario by attempting to finalise a spending agreement with United States President Joe Biden this spring. However, some members of his own party issued threats of deposing him if he fails to extend support to deeper cuts, which are set to get rejected by the Democratic-dominated Senate.

If Congress fails to provide funding for the new fiscal year, which starts on October 1, thousands of federal workers will be furloughed and multiple services, ranging from medical research to financial oversight, will be suspended.

Generally, Congress misses that deadline and approves stopgap spending bills to avoid disruption in services while they finish their official work.

However, McCarthy so far has not been able to gather support for a temporary spending extension in the wake of the refusal of a group of Republicans to go along. The House is being controlled by Republicans by a narrow 221-212 majority.

The stopgap bill has been put on hold by McCarthy and he will instead advance legislation which reflects conservative priorities.

<h2>House to take up four spending bills on Tuesday</h2>

On Tuesday when the House returns, four spending bills will be taken up by the lawmakers for the fiscal year ahead, which would place new restrictions on abortion access, resume construction of the Mexico-US border wall and undo a Biden administration climate initiative worth $11 billion.

McCarthy said that the lawmakers, who were against the spending bills last week, are now willing to cooperate. "Apparently they're willing to work now. So we could have an opportunity," he said while speaking to the reporters on Monday (September 25).

The Senate is certain to reject those spending bills, and the White House stated that Biden will veto two of them. McCarthy stated that he thinks the efforts will lead to goodwill and he will be allowed to pass a stopgap which would in turn avoid a shutdown.

However, Representative Matt Gaetz, a prominent antagonist of McCarthy, on Sunday said that he will not support a stopgap, even if it leads to a government shutdown.

US House to go ahead with spending cuts amid shutdown risk

Three people, including two adults and a toddler aged three, were shot dead in a horrendous incident on Saturday night (September 23), during an argument that erupted over an apparent dog sale in Florida, said officials.

The shooting took place shortly after 10 pm&nbsp;at a Florida apartment complex. As per Jacksonville Sheriff’s Office Assistant Chief JD&nbsp;Stronko, the deputies responding to the reports of shots fired, found that two adults and a 3-year-old child were killed, while another adult had sustained injuries, according to the Florida Times-Union.

During a press conference, Stronko told reporters that five people, including the toddler, had travelled to the apartment complex over the sale of a dog, though it wasn't immediately clear if they were purchasing or selling the dog.

"For reasons that are unknown to us at this time, a dispute ensued in a breezeway between two of the apartment buildings resulting in four of the five individuals being shot. Of those individuals shot, three are now deceased. That includes the 3-year-old child who travelled there with them," Stronko said.

He then said that three out of four adult victims in the group were in their 20s.

Stronko did not elaborate on the seriousness of the wounds sustained by one of the victims. However, he indicated that the fifth victim was not hurt in the incident.

Witnesses at the scene of the crime told the police that they saw two men fleeing the scene in a car, and there was no more information available about the victims or suspects, said Stronko.

Three people, including two adults and a toddler aged three, were shot dead in a horrendous incident on Saturday night (September 23), during an argument that erupted over an apparent dog sale in Florida, said officials. The shooting took place shortly after 10 pm at a Florida apartment complex. As per Jacksonville Sheriff’s Office Assistant Chief JD Stronko, the deputies responding to the reports of shots fired, found that two adults and a 3-year-old child were killed, while another adult had sustained injuries, according to the Florida Times-Union. × He then said that three out of four adult victims in the group were in their 20s. "The early indication is they did travel here for purposes of conducting a sale of a dog. But it is unknown whether that is going to be the final version of events we get when this all shakes out. But that is what we were told initially," he said. He further added that the detectives were working to identify the victims as well as witnesses in order to collect more details about the circumstances of the shootings. In the satellite images exclusively obtained by CNN, an increase in activities was seen in all the newly-built facilities and tunnels dug recently at the nuclear sites of the United States, Russia and China.

The images emerged at a time when tensions have escalated between the three major nuclear powers in recent decades.

Although no specific evidence has emerged which suggests that any of the three countries have been preparing for nuclear test, however, the images obtained illustrate expansion at the nuclear test sites.

One of the nuclear test sites is being operated in the far western region of Xinjiang by China, one in an Arctic Ocean archipelago by Russia and another in the Nevada desert, United States.

<h2>New tunnels, roads&nbsp;and storage facilities seen in satellites images</h2>

In the satellite images it can be seen that new tunnels have come up under mountains and new roads and storage facilities have been built in the past three to five years, said Jeffrey Lewis, a professor at the James Martin Centre for Nonproliferation Studies at the Middlebury Institute of International Studies. He added that there was an increase in traffic flow at those nuclear sites.

“There are really a lot of hints that we’re seeing that suggest Russia, China and the United States might resume nuclear testing,” he stated while speaking to CNN. No testing has been carried out by these countries since the 1996 Comprehensive Nuclear Test Ban Treaty banned underground nuclear testing. The treaty was signed by China and the US, but they did not ratify it.

Former intelligence analyst retired US Air Force Col. Cedric Leighton after reviewing the images of nuclear sites of three countries reached a similar conclusion.

“It’s very clear that all three countries, Russia, China and the United States have invested a great deal of time, effort and money in not only modernizing their nuclear arsenals, but also in preparing the types of activities that would be required for a test,” he stated.

The treaty was ratified by Moscow, however, Russian President Vladimir Putin in February said that he will give order for a test if the US takes the first step, adding that “no one should have dangerous illusions that global strategic parity can be destroyed.”

“The threat from nuclear testing is from the degree to which it accelerates the growing arms race between the United States on one hand, and Russia and China on the other. The consequences of that are that we spend vast sums of money, even though we don’t get any safer,” Lewis said.

Obesity is increasing in the United States, according to new data from the US Centers for Disease Control and Prevention.

As per the data released on Thursday (September 21st) obesity is becoming more common in a growing number of US states.&nbsp;

The survey by the CDC and state health departments revealed that of the 50 US states, 22 have at least 35 per cent of adults dealing with obesity. All states have obesity rates of at least 20 per cent.

<h2>Increasing obesity</h2>

Data from the Behavioural Risk Factor Surveillance System shows that in 2021, only 19 states had at least 35 per cent of adults with obesity. New data from 2022 shows this number is up, and now 22 states have reported at least 35 per cent of adults with obesity.

The number was highest in Louisiana, Oklahoma and West Virginia, where more than 40 per cent of the adults had obesity.&nbsp;

Region-wise, overall, the prevalence of obesity was highest in the Midwest and the South, with about 36 per cent. On the other hand, the Northeast and the West had about 30 per cent of obese adults.

Furthermore, the data also found "notable differences" in the prevalence of obesity by race and ethnicity.

Among black adults, obesity was reported by around 35 per cent of adults in 38 states. At least 35 per cent of Hispanic adults in 32 states were found to be obese.&nbsp;

The figure did not exceed 35 per cent among Asian adults in any state. While for white adults, the 35 per cent metric was reached in 14 states.

<h2>How did the report measure obesity?</h2>

The report considers adults with a body mass index of 30 and above as obese. The data, as per a CNN report, is based on self-reported measurements of height and weight.

Obesity on rise in US, at least 20% adults are obese, shows new survey

India will defer an import licence requirement for laptops and tablets, two government officials said, a policy U-turn after industry and the U.S. government complained about the move, which could hit Apple, Samsung and others.

The plan will be delayed by a year, after which the government will consider whether to implement a licensing regime or not, one of the officials told Reuters, requesting anonymity.

The licensing regime, announced abruptly on Aug. 3, aimed to "ensure trusted hardware and systems" enter India, reduce dependence on imports, boost local manufacturing and in part address the country's trade imbalance with China.

But following industry objections, the initial plan was quickly delayed by about three months.

Last month U.S. trade chief Katherine Tai raised concerns with India over the move, which would also affect companies such as Dell and HP.

India's electronics ministry is now proposing a simpler import registration process that is due to start in November, said the officials, who have direct knowledge of the discussions.

A representative for India's IT ministry did not immediately respond to a request for comment.

The new 'imports management system' will need companies to obtain 'registration certificates' for imports of laptops, tablets and personal computers, instead of licences proposed earlier by the Aug.3 order, one of the officials said.

The ministry conveyed the proposal to industry officials in a meeting on Friday, they added.

India's electronics imports, including laptops, tablets and personal computers, stood at $19.7 billion in the April to June period, up 6.25% year-on-year.

India to delay import licensing of laptops after US, industry push back: Report

The United States, for the first time since diplomatic tensions escalated between India and Canada over Khalistani terrorist Hardeep Singh Nijjar's killing, confirmed officially that there was "shared intelligence among Five Eyes partners" which informed Canadian Prime Minister Justin Trudeau about the Indian government's possible involvement in the murder.

During an interview with CTV News, a Canadian news network, United States Ambassador to Canada David Cohen said that "there was shared intelligence among Five Eyes partners that helped lead Canada to making the statements that the PM (Trudeau) made".

However, he did not clarify if the intelligence which informed about the investigation of the Canadian government was both human and surveillance-based, or if it had signals intelligence of Indian diplomats.

"Look, I will say this was a matter of shared intelligence information. There was a lot of communication between Canada and the United States about this, and I think that's as far as I'm comfortable going,” he added.

Further speaking about how the diplomatic escalation between India and China is being interpreted by the US, Cohen said that the US "takes very seriously these allegations."

"And, you know, if they prove to be true, it is a potentially very serious breach of the rules-based international order in which we like to function," he stated.

Shared intel among Five Eyes helped Trudeau make allegations against India: US

United States President Joe Biden made another gaffe on Thursday (September 21) when he expressed his admiration for the “Congressional Black Caucus” while addressing the Congressional Hispanic Caucus, leaving the listeners puzzled.&nbsp;

The mistake was made by the US president while delivering a speech at the Congressional Hispanic Caucus Institute’s 46th Annual Gala in Washington.
&nbsp;
80-year-old Biden appreciated gala award recipient Sister Norma Pimental, executive director of Catholic Charities of the Rio Grande Valley just before making the mistake.

"I know Sister Norma lives the lessons nuns taught me growing up. Lessons based on the Gospel of Matthew: feed the hungry, care for the sick, welcome strangers,” said the president. “They echo what my dad taught me, and I mean this sincerely, my dad used to say, ‘Everyone, everyone is entitled to be treated with dignity and respect'," he added.

"The Congressional Black Caucus embodies all those values,” he stated, without stopping to correct himself. The latest verbal mistake was made by Biden a week after he was ripped for inferring that Hispanic and African American workers don’t have “high school diplomas.”

United States President Joe Biden made another gaffe on Thursday (September 21) when he expressed his admiration for the “Congressional Black Caucus” while addressing the Congressional Hispanic Caucus, leaving the listeners puzzled. The mistake was made by the US president while delivering a speech at the Congressional Hispanic Caucus Institute’s 46th Annual Gala in Washington. US: Donald Trump-Joe Biden rivalry intensifies

The U.S. will grant temporary deportation relief and access to work permits to nearly half a million Venezuelans already in the country, U.S. officials said on Wednesday, a move that follows calls by Democrats to help newly arrived migrants work legally.

About 472,000 Venezuelans in the U.S. on or before July 31 now will be eligible for Temporary Protected Status (TPS) for a period of 18 months. Some 243,000 Venezuelans already have the status stemming from a 2021 designation that was renewed last year.

President Joe Biden, a Democrat seeking re-election in 2024, has faced record illegal border crossings, fuelled by a sharp rise in recent years of migrants fleeing economic and political turmoil in Venezuela.

Fellow Democrats, most prominently New York City Mayor Eric Adams, have called on Biden to expand work access for newly arrived migrants who have strained local and state resources.

The U.S. Department of Homeland Security (DHS) said the expansion of protected status for Venezuelans was warranted due to "Venezuela's increased instability and lack of safety."

Frosty diplomatic relations between the U.S. and Venezuela make it difficult for the U.S. to deport Venezuelans to their home country. But a U.S. agreement with Mexico has allowed thousands of non-Mexicans — including Venezuelans — to be deported to Mexico in recent months.

Venezuela's foreign ministry did not immediately respond to a request for comment.

The number of migrants crossing the U.S.-Mexico border illegally dropped in May after the Biden administration rolled out stricter asylum rules, but crossings have rebounded in recent months.

To help free up Border Patrol agents, the Pentagon will send 800 additional active-duty troops to the border on top of 2,500 National Guard troops already deployed, the White House said.

In addition, the Biden administration will expand nationwide a programme launched in May to rapidly process migrant families seeking asylum and potentially deport them.

DHS said it would increase the time that work permits are valid for certain immigrants, including asylum-seekers, to five years, to allow the government to focus on processing new applications.

PM Modi invited President Biden to India's 2024 Republic Day, reveals US envoy Eric Garcetti

White House National Security Advisor Jake Sullivan met with Chinese Foreign Minister Wang Yi over the weekend, officials said Sunday, in the latest effort to ease tensions between the superpowers.

Sullivan and Wang met in the Mediterranean island nation of Malta on Saturday and Sunday, the White House said.

"This meeting was part of ongoing efforts to maintain open lines of communication and responsibly manage the relationship," a statement said.

President Joe Biden and his Chinese counterpart Xi Jinping have not talked or met since a summit in Bali last year but US officials say they are working to renew contact between the two leaders.

A string of high-level US officials, including Secretary of State Antony Blinken and Treasury Secretary Janet Yellen, have met recently with Chinese officials to prepare a possible Xi-Biden meeting.

The White House said Sullivan and Wang "committed to maintain this strategic channel of communication and to pursue additional high-level engagement."

A Chinese government statement on the Malta meeting largely echoed the US version, saying "the two sides conducted candid, substantive and constructive strategic communication."

Wang brought up the issue of Taiwan -- a self-governing, democratic island that China claims but which also receives strong US support -- as a "red line that cannot be crossed in Sino-US relations."

"The United States noted the importance of peace and stability across the Taiwan Strait," according to the White House readout.
