The Indonesian island of Bali has witnessed an uptick in the number of Russian and Ukrainian tourists since the beginning of what Moscow has described as its “special military operation” in Kyiv. The reports of bad behaviour and criminal activities allegedly committed by Russian and Ukrainian tourists include overstaying their visas, working illegally as hairdressers, unauthorised tour guides and taxi drivers, reported CNN.

The incidents have reportedly prompted Bali Governor Wayan Koster to propose that a visa-on-arrival policy for visitors from the two aforementioned countries be terminated. “I have written a letter to the ministries (Indonesia’s Foreign Ministry and Law and Human Rights Ministry) requesting that the visa facility be revoked for Russians and Ukrainians”, said Koster, as per local media reports.

According to the Indonesian government, nearly 60,000 Russians visited Bali in 2022 after it lifted its Covid-related restrictions while 22,500 people from Russia have arrived on the island since the beginning of this year alone. On the other hand, over 7,000 Ukrainians arrived in 2022 while some 2,500 came to Bali in the first month of this year, reported CNN.

Indonesia allows citizens of certain countries including Russia and Ukraine to apply for a visa on arrival in the country, while others have to apply before departure. Meanwhile, the country’s Tourism Minister Sandiaga Uno said that the number of tourists from Russia and Ukraine “who have...caused problems is not yet significant”. He added, that any plans to change visa rules must be “carefully reviewed” and will be discussed with all the stakeholders.

While the reports of misbehaving tourists are not necessarily new in Bali, it seems as though Balinese authorities wish to make an example out of the tourists from the two countries, as per CNN. “Why these two countries? Because they are at war so they flock here,” Koster had said in a news conference previously.

According to a report by Bloomberg, Indonesia has deported some 47 people from the popular tourist destination amid a crackdown on foreigners for misusing their visas to work, out of which 13 were Russians. Reports also suggest that the Bali government is planning to ban tourists from renting motorcycles following a series of road accidents. Notably, in January, a Ukrainian and Russian visitor died in a vehicle collision.

According to local media reports, Koster has announced a province-wide crackdown on misbehaving foreigners which includes driving without a licence, not wearing a helmet, or driving dangerously. Furthermore, the Bali police, last week also launched a five-day special operation where over 475 police personnel will closely monitor foreigners in Bali. The officials have also reportedly assured that well-behaved visitors to Bali have nothing to worry about.

Russia-Ukraine war | Japan PM Kishida visits Bucha in Ukraine

Chinese President Xi Jinping has landed in Moscow with an ambitious plan to play peacemaker between Russia and Ukraine, and become a global statesman. If Xi's succeeds, he will be able to kill two birds with a stone. Molly Gambhir tells you.

Gravitas: Russia-Ukraine war | In Moscow, China's Xi Jinping aims to play peacemaker

The invasion of Ukraine by Russia in February 2022 created an expectation among the international community that the formidable Red Army would rapidly seize control of the nation. However, Ukraine held firm and even successfully executed a counteroffensive in several key areas, including Kherson and Kharkiv. The crucial factor enabling Ukraine to resist the invasion was the consistent and abundant supply of weapons and ammunition from Western countries.

Despite initial expectations of a swift conclusion to the conflict, the war has continued longer than anticipated, with Russian and Ukrainian forces engaging in small-scale combat and exchanging artillery fire and ammunition. This prolonged warfare has significantly increased the demand for shells and ammunition, depleting the stockpiles of Western countries as well. The nature of the conflict has taken on a WW1-style, with high levels of ammunition consumption, posing significant geopolitical and military challenges for all parties involved.

Numerous ministers of NATO countries have expressed apprehension about the shortage of ammunition. Even the General Secretary of NATO, Jens Stoltenberg, recently stated that the rate of ammunition consumption in Ukraine has outstripped the production capabilities of NATO countries. While efforts are underway to increase production, Stoltenberg acknowledged that time is of the essence in this conflict and ramping up production will take some time. The situation presents a significant challenge for NATO and its member countries as they seek to support Ukraine in its fight.

Capacity to produce ammunition

Capacity of the USA to produce 155mm shells: The United States is currently producing 14,000 155mm shells per month, with plans to increase production to 20,000 by the spring of this year and to 40,000 by 2025.

Indeed, even if the United States were to produce shells at the increased capacity of 20,000 per month, the total output would only be 240,000 shells per year. This figure falls far short of the 1 million shells that the US has pledged to provide as part of its security assistance to Ukraine.

The United States is taking proactive measures to address the shortage of ammunition in Ukraine by leveraging stockpiles located in Israel and South Korea. In a recent agreement between the US and Israel, it was decided that 300,000 155mm shells would be dispatched to Ukraine. Furthermore, the US has also initiated plans to purchase 100,000 rounds of 155-mm artillery ammunition from South Korea.

Capacity of the European countries:

France: It has been reported that Nexter Systems, the sole contractor for large caliber munitions in France, currently has a stockpile of 10,000 155mm shells.

UK: BAE Systems has been asked by the UK government to increase artillery shell production to replenish dwindling stocks.

This relatively low number of shells underscores the significant challenge faced by NATO countries in meeting the increasing demand for ammunition in the ongoing conflict in Ukraine. As the conflict continues and the need for ammunition intensifies, it is likely that NATO members will need to explore solutions to address this critical issue.

What is the amount of ammunition being used by Ukraine?

On average, Ukraine is consuming up to 200,000 artillery shells per month, as it fires between 4,000 to 7,000 shells every day.

According to the army's top acquisition official, there are plans underway to significantly increase production of the much-needed 155-millimetre shells for Kyiv. The official has indicated that production levels are expected to rise to 90,000 shells per month within a two-year timeframe, signalling a significant ramp-up in production capacity.

The invasion of Ukraine by Russia in February 2022 created an expectation among the international community that the formidable Red Army would rapidly seize control of the nation.

Capacity to produce ammunition Capacity of the USA to produce 155mm shells: The United States is currently producing 14,000 155mm shells per month, with plans to increase production to 20,000 by the spring of this year and to 40,000 by 2025. The ICC has issued an arrest warrant against Russian president Vladimir Putin. The hague had also issued a warrant against Russia's presidential commissioner for child rights, Maria Vova-Bilova. Russia is being accused of war crimes for allegedly deporting Ukrainian children illegally. While the U.S has called the arrest warrant justified and have themselves alleged war crimes were committed by the Russian side in Ukraine, President Biden has admitted that the warrant is unrecognized by the U.S. So what does the arrest warrant mean for President Putin? How does it impact the war in Ukraine and is the warrant even enforceable?

Can Putin be arrested by the international criminal court?

Russian President Vladimir Putin's top ally and deputy chairman of the Security Council, Dmitry Medvedev on Monday issued a hypersonic missile attack threat to the International Criminal Court (ICC) after the global organisation, issued an arrest warrant against the Kremlin chief.

Russian President Vladimir Putin's top ally and deputy chairman of the Security Council, Dmitry Medvedev on Monday issued a hypersonic missile attack threat to the International Criminal Court (ICC) after the global organisation, issued an arrest warrant against the Kremlin chief. Mincing no words, Medvedev suggested that the ICC judges 'watch the skies closely,' referring to an impending missile coming their way. "I'm afraid, gentlemen, everyone is answerable to God and missiles. It's quite possible to imagine how a hypersonic Oniks fired from a Russian warship in the North Sea strikes the court building in the Hague," Medvedev wrote on Telegram. "It can't be shot down, I'm afraid. And the court is just a pathetic international organisation, not the people of a NATO country. So, they won't start a war. They'll be scared. And no one will be sorry." ALSO READ | International Criminal Court issues arrest warrant against Putin over war crimes in Ukraine Taking a swipe at international organisations, the Putin loyalist added, "All the foolish decisions of the UN and other organisations will be bursting at the seams. A dark decline of the entire system of international relations is coming. Trust has been exhausted." This is not the first instance when Medvedev has made rather hyperbolic statements. Putin's top ally previously said that a civil war will break out in the US in 2023 and that if Russia lost in the ongoing war, it could provoke the beginning of a 'nuclear war'. What did ICC do? Last week, the Hague-based ICC issued an arrest warrant against Putin for war crimes because of his alleged involvement in the abduction and "unlawful deportation" of Ukrainian children. While ICC attempted to start a legal tussle, Moscow expectedly released a statement saying it will not be entertaining arrest warrants against any of its officials. The country withdrew its membership from ICC in 2016. "The decisions of the International Criminal Court have no meaning for our country, including from a legal point of view," said Russian foreign ministry spokeswoman Maria Zakharova. "Russia is not a party of the Rome Statute of the International Criminal Court and bears no obligations under it," she added. Turkish President Recep Tayyip Erdogan on Saturday (March 18) announced extension of a deal that allowed exports of Ukrainian grains following Russia's invasion of the country.e grain producers in the world. Russian invasion of Ukraine had impeded passage of grain ships. This had in turn raised the spectre of a global food crisis before Turkey and the United Nations brokered a deal between Russia and Ukraine for passage of grain shipments.

The grain deal had earlier got an extension till March 19.

"Following talks with the two parties, we have assured the extension of the deal that was due to expire on March 19," Erdogan said in comments broadcast on Turkish television, just hours before the agreement was due to expire at midnight.

The Turkish president did not specify for how long the deal was extended. Turkey had earlier said that it was in favour of 120-day extension while Russia wanted a 60-day extension.

"This deal is of vital importance for the global food supply. I thank Russia and Ukraine, who didn't spare their efforts for a new extension, as well as the United Nations secretary general."

Ukraine is one of the world's top producers, and the so-called Black Sea Grain Initiative has helped soothe the global food crunch triggered by the conflict.

Moscow is willing to explore serious solutions for settling the Ukrainian crisis but will not accept ultimatums, according to a statement released on Saturday by Maria Zakharova, the spokeswoman for the Russian foreign ministry.

On Friday, the international criminal court announced an arrest warrant for Vladimir Putin. The warrant against the Russian President is based on the war crime accusation of unlawfully deporting Ukrainian children. The Hague-based court said it had also issued a warrant against Maria Vovabilova, Russia's presidential commissioner for children's rights. According to Kyiv, over 16,000 children have been deported to Russia. The International Criminal Court said judges found there were reasonable grounds to suspect Putin's criminal responsibility.

Russia has been pummeling eastern Ukraine's bakhmut for the past eight months now. The battle for Bakhmut is already being seen as one of the bloodiest battles since world war two. So what makes Bakhmut so significant? According to reports, there might be a possibility that if Russia captures Bakhmut it will give an open road access into the heart of Ukraine. It would lead them to Kramatorsk and from there further into Solvyansk, which is just 16 km away. Bakhmut is already surrounded on its three sides as Kyiv continues to lose hundreds on a daily basis.

Pretext of Iraq war just an ‘excuse’: Tony Blair denounces Putin’s Ukraine invasion

The Kremlin as well as Beijing have recently confirmed Chinese President Xi Jinping’s visit to Russia from March 20 to 22. This comes weeks after Beijing proposed a 12-point peace plan urging both sides to agree to a gradual de-escalation. Similarly, a report by the Wall Street Journal, earlier this week, also suggested that Xi may hold talks with Ukrainian President Volodymyr Zelensky, which would be the first time since Moscow began its “special military operation” in Kyiv.

China’s role in the conflict

China had garnered criticism for its stance on the Russian invasion of Ukraine particularly as the conflict had crossed its one-year mark. This came as Beijing had and still refuses to criticise Moscow but opted for what might be viewed as a neutral stance as it continues to urge that the sovereignty and territorial integrity of all nations be upheld. In late February, the US Secretary of State Antony Blinken said American intelligence suggests China is considering supplying military aid to Moscow.

In an interview with NBC, Blinken also said that China is “trying to have it both ways,” where “publicly, they present themselves as a country striving for peace in Ukraine, but privately, as I said, we’ve seen already over these past months the provision of non-lethal assistance that does go directly to aiding and abetting Russia’s war effort.”

However, the claim was quickly dismissed while China accused the US of “fanning flames and stoking confrontations” as it continues to provide Ukraine with defensive weapons. In response, China’s top diplomat Wang Yi had also said, Beijing would “never accept finger-pointing and even coercion and pressure on China-Russia relations.”

A week or so later, on the first anniversary of Russia’s invasion of Ukraine, Beijing released a 12-point peace plan in a foreign ministry paper. In the peace plan the ministry had stated, “All parties must stay rational and exercise restraint, avoid fanning the flames and aggravating tensions, and prevent the crisis from deteriorating further or even spiralling out of control.”

It added, “Dialogue and negotiation are the only viable solution to the Ukraine crisis” and that China would play a “constructive role,” without mentioning what that would entail. Notably, China has refrained from condemning Russia for its actions or referring to its “special military operation” as an invasion but has criticised Western sanctions imposed against Moscow.

Why would China want to mediate?

China had also garnered criticism from the West about supposedly defending Moscow and not doing enough to address the issues around it. Analysts, as per Reuters say that this would be Beijing’s way of deflecting some of that backlash and even if they cannot achieve a quick breakthrough it is a low-cost venture which can yield high returns for China.

Additionally, China also recently mediated talks between Iran and Saudi Arabia and struck a peace deal where the two countries have now decided to re-establish relations after seven years of hostility which had previously threatened the stability and security in the Gulf.

“This is a victory for dialogue, a victory for peace, offering major good news at a time of much turbulence in the world”, China’s top diplomat, Wang Yi had said at the time. Notably, the deal was seen as a landmark diplomatic win for China in a region where the geopolitical scenario had previously been dominated by the US.

Wang also said that China as a “good-faith and reliable mediator” has “faithfully fulfilled its duties as the host”. He added, Beijing will continue to play a constructive role in handling hotspot issues of the world and demonstrate its responsibility as a major nation and that the world is not just limited to the “Ukraine issue”.

As per Reuters, analysts have said that under Xi’s stewardship, Beijing is attempting to project itself as a responsible power where the Chinese president “would want to be seen on the global stage as a statesman whose influence at least equals that of the US leader,” said Wang Jiangyu, a law professor at the City University of Hong Kong.

Will China be an ‘honest broker’?

Last year, weeks before the Russian invasion of Ukraine, Xi had hosted Russian President Vladimir Putin in Beijing for the Winter Olympics where the two countries had issued a joint statement committing to their “no limits” friendship.

Therefore, since China proposed its peace deal it has been met with deep scepticism given its “no-limits” friendship with Moscow, many have questioned if it can be an honest broker between Russia and Ukraine. After the 12-point plan was released, charge d’affaires at the Ukrainian embassy in Beijing, Zhanna Leshchynska, said that it was a “good sign” but questioned China’s neutrality.

“If it is neutrality, then China should talk to both sides, Russia and Ukraine. Now we see the Chinese side mostly talking with Russia, but not Ukraine,” said Zhanna. She added that Kyiv will not agree to anything which keeps “Ukrainian territories occupied” and “puts our people at the aggressor’s mercy”.

Similarly, an international security expert Li Mingjiang dismissed the proposal as China’s “attempt at public relations”. He added, “I'm not convinced that this policy is going to improve their credibility in being an honest broker.”

It is also worth noting that since the conflict began Beijing has called for peace but at the same time backed the Russian position of NATO being a threat to Moscow with its eastward expansion. Meanwhile, it has also accused the West of fanning the flames of the conflict by supplying Ukraine with military aid.

In this context, some have also called on Beijing to clarify its stance, “China feels it necessary to repeat its self-perceived neutrality at this juncture, to save some international inference by not only criticising NATO but also distinguishing itself from Russia’s behaviour,” said Shi Yinhong, a professor of international relations at Beijing’s Renmin University, as per Sky News.

“China doesn't have much credibility because they have not been able to condemn the illegal invasion of Ukraine,” NATO Secretary-General Jens Stoltenberg said last month after the deal was announced. While China may not have “credibility” as an honest broker, experts believe that it is in a better position to mediate than Turkey as it holds some leverage over both Russia and Ukraine.

Currently, China can be viewed as Russia’s most important ally as not only has it been buying oil from Moscow it also provided a market for its goods after they were sanctioned by Western countries. On the other hand, a Russia expert at Oxford University, Samuel Ramani also spoke about Beijing’s leverage over Ukraine which includes not losing their chances of Chinese support for its reconstruction, reported Reuters.

Additionally, after Russia had annexed Crimea in 2014, Beijing increased trade with Ukraine and did not recognise the annexed territory as Russian, said Ramani. He added, “Most importantly, Zelensky does not want to provoke China so much that they start arming Russia”.
