A key Russian government agency has accused Slovakia of violating international export control regulations and contractual obligations in the transfer of Russian-made weapons to Ukraine. Russia's Federal Service for Military-Technical Cooperation (FSMTC) in a statement stated that Slovakia had "grossly violated international obligations on the re-export of Russian-made weapons," as stipulated in the Agreement between Russian and Slovak governments on Military-Technical Cooperation of April 29, 1997.

The FSMTC's statement came in response to the Slovak Ministry of Defence's announcement that it had delivered the first batch of MiG-29 aircraft to Ukraine. Slovakia last month became the second Nato member country to send warplanes to Ukraine amid the ongoing conflict. The country sent 4 MiG 29 fighter jets to the country irking Moscow.

Pointing to the 1997 agreement, the statement said, "Contracting Parties will not sell or transfer weapons and military equipment to third countries without the written consent of the other Contracting Party".

Russia's Federal Service for Military-Technical Cooperation (FSMTC) is responsible for control and oversight in the field of military-technical cooperation between Russia and foreign countries and is managed by the Russian President. FSMTC is subordinated to the Defence Ministry of the Russian Federation, which coordinates and controls its activities.

The Slovak Ministry of Defence denied having such a document in their archives, which the FSMTC claims could be an attempt to mislead. The FSMTC has offered to provide a copy of the intergovernmental document stored in Russian archives to assist the Slovak side.

The Russian agency also accused Slovakia of violating contractual obligations, including Article 14.6 of the contract signed with the Ministry of Defence of Slovakia on July 8, 1993. This article states that the customer will not sell or transfer special equipment and technical documentation or information about them to other countries without the consent of the supplier.

Furthermore, the Slovak Ministry of Defence terminated a contract in 2009 for subscription service of MiG-29 aircraft of the Slovak Air Force. The FSMTC pointed out that the Russian side has been fulfilling its obligations to maintain the aircraft in combat-ready condition, but the Slovak side has not resolved issues regarding the return of expensive equipment imported for aircraft maintenance and payment for services already rendered.

The Russian statement said, "The equipment delivered under the conditions of temporary importation continues to be illegally held by the Slovak Side and can be transferred to Ukraine. According to our assessment, the above arguments indisputably indicate a violation by the Slovak Side not only of its contractual obligations, but also of international export control regulations."

Slovakia accused of violating international obligations in Russian weapons’ transfer to Ukraine

The executive board of the International Monetary Fund (IMF) on Friday (March 31) approved a four-year $15.6 billion loan for Ukraine to help the war-torn country meet urgent funding needs as it continues to defend against the Russian offensive. The loan is Ukraine's biggest since the beginning of the conflict in February last year and the first major package approved by the IMF to a country that is involved in an active conflict.

According to a statement, the IMF said the Extended Fund Facility, "aims to anchor policies that sustain fiscal, external, price and financial stability and support economic recovery, while enhancing governance and strengthening institutions to promote long-term growth in the context of post-war reconstruction and Ukraine’s path to EU accession."

The decision formalises an IMF staff-level agreement reached with Ukraine on March 21. The agreement takes into consideration Ukraine's path to accession to the European Union after the war. It is expected to help unleash large-scale financing for the war-torn country from international donors and partners.

Announcing the agreement, IMF official Gavin Gray said in a statement, "The overarching goals of the authorities' programme are to sustain economic and financial stability in circumstances of exceptionally high uncertainty, restore debt sustainability, and support Ukraine's recovery on the path toward EU accession in the post-war period."

"A gradual economic recovery is expected over the coming quarters, as activity recovers from the severe damage to critical infrastructure, although headwinds persist, including the risk of further escalation in the conflict," Gray said. The IMF official added that the fund currently expected the change in Ukraine's real gross domestic product for 2023 to range from -3% to +1%.

Last week, Ukraine's Prime Minister Denys Shmyhal hailed the agreement and thanked the IMF for its support. Taking to Telegram, Prime Minister Shmyhal said the programme would help Ukraine finance all critical expenditures and ensure macroeconomic stability and strengthen its interaction with other international partners.

Ukraine’s foreign minister said on Friday that Wimbledon’s decision to allow Russian and Belarusian players to compete in the oldest Tennis tournament in the world was “immoral”. Kyiv urged the United Kingdom to ban the entry of participants from the two countries.

Ukraine bristles as Wimbledon reverses ban on Russian and Belarusian players

Russian President Vladimir Putin on Friday (March 31) adopted a new foreign policy strategy which sets elimination of Western dominance in global politics as a priority. The new strategy has come on the first anniversary of Russia's withdrawal from Ukraine's Bucha. Russian forces are facing opposition from Ukraine troops over control of city of Bakhmut in eastern Ukraine.

"The Russian Federation intends to give priority to the elimination of vestiges of the dominance of the United States and other unfriendly countries in world politics," according to the new 42-page document, reports AFP.

According to Russian Foreign Minister Sergei Lavrov, the new policy document deems the West to be an 'existential' threat to Russia.

"The existential nature of threats to the security and development of our country, driven by the actions of unfriendly states is recognised" in the policy, Lavrov said during a televised meeting of Russia's security council.

"The United States of America is directly named as the main instigator and driver of anti-Russian sentiment," he added.

Interestingly, the foreign policy document singles out China and India as its main allies on the world stage.

It stresses the importance of "the deepening of ties and coordination with friendly sovereign global centres of power and development located on the Eurasian continent," reports AFP.

Will defeat 'Russian evil,' says Zelensky

Earlier on Friday, Ukraine President Volodymyr Zelensky visited Bucha as the city marked one year of withdrawal of Russian forces and recapture by Ukrainian troops.

"The battle for the foundation of the free world is taking place on Ukrainian land. We will definitely win. Russian evil will fall, right here in Ukraine," Zelensky said.

He earlier called Bucha "a symbol of the atrocities" committed by Russia's forces, who have been linked to the extra-judicial killings of unarmed civilians in Bucha.

"We will never forgive. We will punish every perpetrator," Zelensky said in a statement on social media.

Belarus urges for 'truce', but also ready to host Russian nukes

Belarus President Alexander Lukasheknko, who is a close ally of Vladimir Putin, has urged Moscow and Kyiv to help broker a "truce".

"We must stop now, before an escalation begins. I'll take the risk of suggesting an end of hostilities... a declaration of a truce," Lukashenko said during a televised state of the nation address.

However, he also expressed readiness to host Russian nukes on the territory of Belarus.

"If need be, Putin and I will decide and introduce here, if necessary, strategic weapons," he said, referring to long-range missiles.

"We will stop at nothing to defend our countries, our states and our people," Lukashenko said in a televised address to the nation.

Russia looks for ‘elimination’ of western ‘dominance’ as it adopts new foreign policy

Ukrainian President Zelensky has shown his concerns over Russia dominating parts of Bakhmut. Zelensky says that Russia's capture of Bakhmut will open roads for Putin to dominate rest of East Ukraine. Will Zelenskyy lose Bakhmut to Putin? Molly Gambhir reports.

The General Staff of the Ukrainian Armed Forces acknowledges that Russian forces have had a “degree of success” in storming Bakhmut as both sides continued fighting for the city. Ukraine's President Volodymyr Zelenskyy has warned that should his troops fail to hold off Russian advances in the eastern city of Bakhmut. Moscow may begin seeking international backing for a peace deal that would require Kyiv to accept significant compromises.

In a fresh blitzkrieg, Moscow claims first 'smart bomb' kill | Ukraine war updates

Whenever we hear the word 'Uranium' in the context of a war, our antennas go up. The nuclear connotations immediately take us back to Second World War during which the Japanese cities of Hiroshima and Nagasaki were flattened within seconds due to American nuclear bombs. Though (till now) there hasn't been another outright use of a nuclear bomb in a conflict, 'depleted uranium' has become something of a buzz in connection with ongoing conflict in Ukraine.

What is depleted uranium?

Depleted uranium is naturally occurring uranaium, except it has been stripped of most, but not all, of its radioactivity. In nerdspeak, depleted uranium is a waste material formed during the process of enrichment of uranium for its use in nuclear weapons and nuclear power plants.

What is the use of depleted uranium?

Depleted uranium can be used in weapons to make them more devastating. It can be put on the tips of tank shells, mortar rounds and even bullets. Such a treatment enhances ability of the weapons to penetrate enemy armour, something that can be of decisive advantage in a battlefield. Projectiles with depleted uranium tips can ignite on impact. This adds another element to their destructive capability.

Have weapons with depleted uranium been used before?

Yes, they were used in Iraq war in 2003. Before that, they were used in Kosovo (1999) and in Gulf War (1991).

The biological aspect: Does depleted uranium cause cancer?

World Health Organization's (WHO) International Agency for Research on Cancer (IARC) lists depleted uranium as group 1 carcinogen.

Though depleted uranium is stripped of most of its radioactivity, it still has low levels of it. International Atomic Energy Agency (IAEA) thus advises caution while handling depleted uranium.

A study carried out by team of researchers from American University of Beirut and Rutgers University has found "positive associations between uranium exposure and adverse health outcomes" among Iraqi population. The study has been featured by National Library of Medicine (NLM).

The study says that opponents of depleted uranium assert that its use resulted in increased rate of birth defects and cancers in Iraq after use of such weaponry.

The researchers also say that their findings imply that US sanctions on Iraq 'may have played a role in limiting research and publication on the health impacts of weaponised uranium on the Iraqi population.'

A United Nations study carried out over situation in Kosovo right after the conflict noted that if projectiles like bullets, tipped with depleted uranium are lying on ground and picked up by someone from the local population, it may result in 'local radiation doses above safety standards.' This can happen if the bullet is kept in pocket or worn in a chain around the neck.

The study also noted that bullets embedded in the ground, several metres from the surface, pose 'risk of future DU contamination of groundwater and drinking water'.

Depleted uranium, the political aspect

Russia attacked Ukraine on February 24, 2022. After sustained gains in first few months of the conflict, Russian forces had to retreat from several areas in the face of Ukrainian counterattack. Conquering Ukraine has not been a walk in the park for Russia as it was initially feared.

The Russian camp has been issuing nuclear threats for many months now, something that the West is worried about. Former Russian president and a staunch Putin-ally, Dmitry Medvedev, has been regular in hinting that Russia was very open to consider the nuclear option.

Expressing his dismay over West's supply of weapons to Ukraine, Medvedev said last month that this could lead to a nuclear war.

"Our enemies are doing just that, not wanting to understand that their goals will certainly lead to a total fiasco. Loss for everyone. A collapse. Apocalypse. Where you forget for centuries about your former life, until the rubble ceases to emit radiation," he said, as quoted by the daily Izvestia.

In short, anything 'nuclear' represents a clear and devastating escalation of the current conflict in Ukraine.

Uranium, even if depleted, thus, may have become an uncomfortable 'U-word' especially when both camps are high on war-speak.

The West has so far been generous in helping Ukraine with weapons and other aid but provision of depleted uranium weapons might just open a new chapter.

Russia knows this and has chosen to warn the UK to not provide depleted uranium shells to Ukraine, saying that they contain a 'nuclear component'.

It's not that Russia is helping to prevent nuclear turn of the Ukraine war. Russian President Vladimir Putin recently announced himself that Russia would station tactical nuclear weapons in Belarus, a country, the ruling regime of which is strongly pro-Russia even if people aren't.

The world has seen horrific devastation nuclear weapons can cause. It is therefore eager to avoid nuclear confrontation. The efforts have been successful till now at least, but everyone is looking warily at the Ukraine conflict for sure. A lot remains to be seen.

Explained | What the fuss over depleted uranium in Ukraine war is about

War, that hoary ‘institution’ has returned as the arbiter of world politics and international relations. The maneuverings around AUKUS, the QUAD and the incipient but budding militarisation by the principal Cold War 2.0 antagonists- China and the United States- are elements of the militarisation of international relations. But had war really disappeared from the fabric and vitals of world politics?

No.

If Gulf War I and II along with mini conflicts around the world are any indication. It may be that the world was led to believe that war had disappeared from the political life of states and relations between these. But assuming that war is no longer salient but has been given an impetus by Putin’s Ukraine war, how is the non-West to comport itself? Should it align itself with either of the principal adversaries? Should it (the global South) comport itself as a separate entity? Or should it take a leaf from the play of raison d’etat and look after itself? What would this mean in practice?

×

Post the outbreak of Ukraine war, the global South has once again become important. It will be and is being wooed by powers that be in a power configuration that is ‘loosely bipolar’. In the previous global confrontation between the United States and the former USSR, by and large the global South latched onto either side for petty crumbs- foreign aid, arms supplies and support for issues that the South was bedeviled by.

I am not suggesting here that the non-West in the putative Great Power conflict between China and the West extort rents from either side. No, that would not only be petty but also self-defeating. If ‘more than crumbs’ are to be sought after, then that would, among other things mean that the non-West is still colonised (in the mind) and is analogous to the ‘brown sahib’ of the South Asian variant who grovels before the ‘white’ west, stands erect before the white sahib to take some crumbs home.

So what is the non-West or the global South to do?

Comport and conduct itself with self-respect and honorably is the answer.

What would this mean in practice?

One prong of the answer is to stay non-aligned. But this might neither be prudent nor expedient. The non-west or the global South must identify its interests as a collective entity and group and either as individual constituent units or as a group define itself. This self-definition is extremely important: it will determine that the non-West is neither seen as a pawn to be instrumentalised in a Great Power conflict nor does it become a groveling entity ever ready to be used by either side.

What would a robust and vigorous self-definition and identification of interest(s) mean?

At one level, it would mean and entail understanding the fact that the non-West is not beholden to any side: It is what is – neither the East nor the West. By that I mean the non-West must straddle and occupy the middle ground and then engage in ‘cherry picking’- more philosophically and ideationally than in material terms. But cherry-picking must not mean donning and adopting wholesale ideas say of the West but synthesis of the best that the West has to offer with the non-West’s traditions and philosophies, privileging its own idioms in a non-chauvinistic manner.

Also Read | With Ukraine war at critical junction, China takes bigger role

With respect to interest identification, it is pretty simple. The non-West’s major interest is economic growth and development allied to the vitals of ‘power as interest’. Economic growth and development would mean the primacy of multi-lateral co-operation in these spheres. Here the famed phrase of Deng Ziao Peng’s phrase, ‘No matter if it is a white or a black cat. As long as it can catch mice, it is a good cat’ would be apt and appropriate for the non-West or the global South.

But it is in the realm of ‘interest as power’ or its converse, matters become tricky. The non-West must understand the nature of power in the 21st century: Is it in hard power or smart power- the synthesis of soft and hard power? Does power lie in advanced technology and its various applications or human capital development? Or does it lie in culture and applied knowledge? Or in media production? Or even though this ‘list’ is not exhaustive does power lie in all these forms and dimensions?

I would posit that power is a compendium of all these forms and it is here that the non-West or the global South must focus on. But this focus must be non-adversarial and tread a fine line where the non-West carves out its own identity and craft a paradigm of power where, ‘ it neither becomes the servant of the sahibs’ nor latches onto the other adversarial great power.

This, to repeat, is a fine, delicate path to tread upon and it is here that the diplomatic talent, finesse and craft of international relations will come into play. The post-Ukraine war world is a ’new’ world defined by a degree of disorder. This is a potential opportunity for the non-West or the global South to redefine and re-assert itself in an idiom that smells of roses. Is the non- West upto it? Time will tell...

Also Read | With Ukraine war at critical junction, China takes bigger role With respect to interest identification, it is pretty simple. German Chancellor Olaf Scholz confirmed on Monday (March 27) that Germany had provided Leopard tanks to Ukraine as promised. This has provided Ukraine with some much-needed heavy weaponry against Russia.

"Yes, we delivered Leopard tanks as we announced," Scholz told a press conference with Dutch Prime Minister Mark Rutte in Rotterdam when asked to confirm a report in news outlet Spiegel.

The report had said that Berlin had delivered 18 of the advanced Leopard tanks and that the last of the tanks left Germany last week.

About 40 Marder infantry fighting vehicles have also arrived in Ukraine, Spiegel said, adding Berlin was keeping the route of the deliveries secret for security reasons.

AFP reported that the German defence ministry declined to comment.

Ukrainian soldiers were trained on the 2A6s, the most advanced of the Leopard models, on German military bases.

Germany greenlit provision of Leopard tank to Ukraine in January. German-made Leopard tanks are among the world's most advanced tanks. These tanks are used by militaries across Europe.

Under German law, any country wanting to send the tanks to another country must first get approval from Berlin.

Scholz's government initially said it was aiming to assemble, along with allies, two battalions of tanks for Kyiv -- about 60 tanks in total.

But they have since struggled to get the numbers together.

The German and Dutch cabinets held a special joint session in the port city of Rotterdam on Monday at the huge, mirrored depot of the Boijmans Van Beuningen art museum.

Scholz and Rutte said they had discussed military support for Ukraine and their "unique" military cooperation, which involves Germany and the Netherlands merging some of their armed units.

Germany confirms delivery of 18 leopard tanks to Ukraine

In the Russian town of Yefremov, residents say they are shocked by the case of a father separated from his 13-year-old daughter because of her drawing criticising Moscow's offensive.

Located around 300 kilometres (186 miles) from the Russian capital, the town of 37,000 people has all the outward signs of patriotic support for the year-long campaign seen across the country.

"For A World Without Nazism" reads a billboard on the main street -- alongside the letters "Z" and "V" used by Russian forces in Ukraine.

But its inhabitants are quietly divided over the fighting and have been shaken in recent weeks by a case that has become a testament to the repression of any criticism of the offensive.

It all began last year when 13-year-old Maria Moskalyova made a drawing at school showing missiles next to a Russian flag heading towards a woman and child standing by a Ukrainian flag.

Her headmistress immediately contacted the police, who said they found comments criticising the offensive on the social media profiles of the girl's father, 54-year-old Alexei Moskalyov.

Moskalyov is due to go on trial on Monday on a charge of "discrediting Russia's armed forces" which carries a maximum sentence of up to three years in prison under a law adopted last year.

Moskalyov is also at risk of losing parental rights in a separate trial set to begin on April 6, according to his lawyer Vladimir Bilyenko.

Since March 1, Moskalyov has been under house arrest while his daughter has been taken to an orphanage and forbidden from calling her father, according to town councillor Olga Podolskaya.

The mother is estranged from the family.

The case in this otherwise placid town in Russia's Tula region has garnered national attention and led to an online petition calling for the child to be returned to her father.

Even Yevgeny Prigozhin, head of the Wagner paramilitary force spearheading Russia's offensive, has voiced support for Maria and criticised local authorities for their actions.

'I want this to be over'

In the streets of Yefremov, few inhabitants were prepared to speak openly about the case -- or about their views on the campaign in Ukraine.

"Separating a father from his daughter is horrible. She just expressed a point of view," said Alexandra, a student.

A pensioner who declined to give her name said her life had changed since February 24, 2022 -- the day Russian troops crossed into Ukraine.

At the local cemetery, several fresh graves of soldiers killed in what Russia calls its "special military operation" could be seen.
