Ukraine's Foreign Minister Dmytro Kuleba on Saturday said that Russia's UN Security Council presidency in the month of April is "a slap in the face to the international community", said Ukraine's Foreign Minister Dmytro Kuleba on Saturday.

"I urge the current UNSC members to thwart any Russian attempts to abuse its presidency," said Kuleba at the start of Russia's tenure of the presidency.

Taking to Twitter, Kuleba called Russia "an outlaw on the UNSC".

Moscow has stated that Foreign Minister Sergei Lavrov will be chairing a UN Security Council meeting on "effective multilateralism" later this month.

Russian foreign ministry spokesperson Maria Zakharova said that Lavrov will discuss the Middle East on April 25.

The role of Russia was criticised by the United States and its permanent seat on the Security Council.

"A country that flagrantly violates the UN Charter and invades its neighbour has no place on the UN Security Council," said White House spokesperson Karine Jean-Pierre said.

"Unfortunately Russia is a permanent member of the Security Council and no feasible international legal pathway exists to change that reality," she had stated, calling the presidency "a largely ceremonial position."

Meanwhile, a top Ukrainian official criticised the 'symbolic blow' of Russia taking over the rotating presidency on Saturday.

Russia's presidency of Security Council a 'slap in the face': Ukraine FM

Poland's Prime Minister Mateusz Morawiecki on Saturday said that Ukraine has placed an order for 100 Rosomak multi-purpose armoured vehicles which are produced in Poland under a Finnish licence.

"I bring an order placed yesterday by (Ukrainian) Prime Minister Denys Shmyhal for 100 Rosomaks that will be fabricated here," said Mateusz Morawiecki, during his visit to the Rosomak manufacturing site located in Poland's southern town of Siemianowice Slaskie.

He said that the order will be financed using funds given by the European Union to Poland and US funds that have been received by Ukraine.

In the video published on Telegram by the ministry, Shoigu is presiding over a meeting with the military's senior officers, including Russia's most senior soldier General Valery Gerasimov.

"Bakhmut is one-third controlled by Ukraine, as international observers have established," Sergiy Leshchenko said in a briefing broadcast by the presidency's Telegram channel.

Leshchenko however denied that Russian forces had surrounded the city. A Russian aide in the Donetsk region had recently made such a claim. The official had claimed that Bakhmut was "practically surrounded".

Yevgeny Prigozhin, head of the Wagner paramilitary group spearheading Russia's assault in eastern Ukraine, said last week that his forces were in control of around 70 per cent of the city.&nbsp;

Bakhmut -- which once had an estimated population of around 70,000 people -- has been virtually emptied of civilians over months of fierce fighting between Russian and Ukrainian forces.&nbsp;

According to Ukraine, Bakhmut is key to holding back Russian forces along the whole eastern front.

Both sides have invested heavily in the fight, even though analysts say the city has little strategic value.&nbsp;

The US-based Institute for the Study of War said on Tuesday that Russian forces controlled "roughly 65 per cent" of Bakhmut after advancing in recent days. &nbsp;

Ukraine said last week its forces were "managing to stabilise the situation" around Bakhmut and that a counterattack could be launched soon against "exhausted" Russian forces near the city.

Ukraine’s foreign minister said on Friday that Wimbledon’s decision to allow Russian and Belarusian players to compete in the oldest Tennis tournament in the world was “immoral”. Kyiv urged the United Kingdom to ban the&nbsp;entry of participants from the two countries.

“Wimbledon’s decision to permit the participation of Russian and Belarusian players is immoral. Has Russia ceased its aggression or atrocities? No, it’s just that Wimbledon decided to accommodate two accomplices in crime. I call on the UK government to deny visas to their players,” foreign minister Dmytro Kuleba said on social media.

Ukraine bristles as Wimbledon reverses ban on Russian and Belarusian players

Russian President Vladimir Putin on Friday (March 31) adopted a new foreign policy strategy which sets elimination of Western dominance in global politics as a priority. The new strategy has come on the first anniversary of Russia's withdrawal from Ukraine's Bucha. Russian forces are facing opposition from Ukraine troops over control of city of Bakhmut in eastern Ukraine.

"The Russian Federation intends to give priority to the elimination of vestiges of the dominance of the United States and other unfriendly countries in world politics," according to the new 42-page document, reports&nbsp;AFP.

According to Russian Foreign Minister Sergei Lavrov, the new policy document deems the West to be an 'existential' threat to Russia.

"The existential nature of threats to the security and development of our country, driven by the actions of unfriendly states is recognised" in the policy, Lavrov said during a televised meeting of Russia's security council.

"The United States of America is directly named as the main instigator and driver of anti-Russian sentiment," he added.

Interestingly, the foreign policy document singles out China and India as its main allies on the world stage.

It stresses the importance of "the deepening of ties and coordination with friendly sovereign global centres of power and development located on the Eurasian continent," reports&nbsp;AFP.

<h2>Will defeat 'Russian evil,' says Zelensky</h2>

Earlier on Friday, Ukraine President Volodymyr Zelensky visited Bucha as the city marked one year of withdrawal of Russian forces and recapture by Ukrainian troops.

"The battle for the foundation of the free world is taking place on Ukrainian land. We will definitely win. Russian evil will fall, right here in Ukraine," Zelensky said.

He earlier called Bucha "a symbol of the atrocities" committed by Russia's forces, who have been linked to the extra-judicial killings of unarmed civilians in Bucha.

"We will never forgive. We will punish every perpetrator," Zelensky said in a statement on social media.

<h2>Belarus urges for 'truce', but also ready to host Russian nukes</h2>

Belarus President Alexander Lukasheknko, who is a close ally of Vladimir Putin, has urged Moscow and Kyiv to help broker a "truce".

"We must stop now, before an escalation begins. I'll take the risk of suggesting an end of hostilities... a declaration of a truce," Lukashenko said during a televised state of the nation address.

However, he also expressed readiness to host Russian nukes on the territory of Belarus.

"If need be, Putin and I will decide and introduce here, if necessary, strategic weapons," he said, referring to long-range missiles.&nbsp;

"We will stop at nothing to defend our countries, our states and our people," Lukashenko said in a televised address to the nation.

The study says that opponents of depleted uranium assert that its use resulted in increased rate of birth defects and cancers in Iraq after use of such weaponry.

The researchers also say that their findings imply that US sanctions on Iraq 'may have played a role in limiting research and publication on the health impacts of weaponised uranium on the Iraqi population.'

A United Nations study carried out over situation in Kosovo right after the conflict noted that if projectiles like bullets, tipped with depleted uranium are lying on ground and picked up by someone from the local population, it may result in 'local radiation doses above safety standards.' The study also noted that bullets embedded in the ground, several metres from the surface, pose 'risk of future DU contamination of groundwater and drinking water'.

Expressing his dismay over West's supply of weapons to Ukraine, Medvedev said last month that this could lead to a nuclear war.

"Our enemies are doing just that, not wanting to understand that their goals will certainly lead to a total fiasco. Loss for everyone. A collapse. Apocalypse. Where you forget for centuries about your former life, until the rubble ceases to emit radiation," he said, as quoted by the daily Izvestia.

In short, anything 'nuclear' represents a clear and devastating escalation of the current conflict in Ukraine.

Uranium, even if depleted, thus, may have become an uncomfortable 'U-word' especially when both camps are high on war-speak.

The West has so far been generous in helping Ukraine with weapons and other aid but provision of depleted uranium weapons might just open a new chapter.

Russia knows this and has chosen to warn the UK to not provide depleted uranium shells to Ukraine, saying that they contain a 'nuclear component'.

It's not that Russia is helping to prevent nuclear turn of the Ukraine war. Russian President Vladimir Putin recently announced himself that Russia would station tactical nuclear weapons in Belarus, a country, the ruling regime of which is strongly pro-Russia even if people aren't.

The world has seen horrific devastation nuclear weapons can cause. It is therefore eager to avoid nuclear confrontation. The efforts have been successful till now at least, but everyone is looking warily at the Ukraine conflict for sure. A lot remains to be seen.

Explained | What the fuss over depleted uranium in Ukraine war is about

War, that hoary ‘institution’ has returned as the arbiter of world politics and international relations. The maneuverings around AUKUS, the QUAD and the incipient but budding militarisation by the principal Cold War 2.0 antagonists- China and the United States- are elements of the militarisation of international relations. But had war really disappeared from the fabric and vitals of world politics?&nbsp;

No.&nbsp;

If Gulf War I and II along with mini conflicts around the world are any indication. It may be that the world was led to believe that war had disappeared from the political life of states and relations between these. But assuming that war is no longer salient but has been given an impetus by Putin’s Ukraine war, how is the non-West to comport itself? Should it align itself with either of the principal adversaries? Should it (the global South) comport itself as a separate entity? Or should it take a leaf from the play of raison d’etat and look after itself? What would this mean in practice?

Post the outbreak of Ukraine war, the global South has once again become important. It will be and is being wooed by powers that be in a power configuration that is ‘loosely bipolar’. In the previous global confrontation between the United States and the former USSR, by and large the global South latched onto either side for petty crumbs- foreign aid, arms supplies and support for issues that the South was bedeviled by.&nbsp;

I am not suggesting here that the non-West in the putative Great Power conflict between China and the West extort rents from either side. No, that would not only be petty but also self-defeating. If ‘more than crumbs’ are to be sought after, then that would, among other things mean that the non-West is still colonised (in the mind) and is analogous to the ‘brown sahib’ of the South Asian variant who grovels before the ‘white’ west, stands erect before the white sahib to take some crumbs home.

So what is the non-West or the global South to do?

Comport and conduct itself with self-respect and honorably is the answer.

What would this mean in practice?

One prong of the answer is to stay non-aligned. But this might neither be prudent nor expedient. The non-west or the global South must identify its interests as a collective entity and group and either as individual constituent units or as a group define itself. This self-definition is extremely important: it will determine that the non-West is neither seen as a pawn to be instrumentalised in a Great Power conflict nor does it become a groveling entity ever ready to be used by either side.

What would a robust and vigorous self-definition and identification of interest(s) mean?

At one level, it would mean and entail understanding the fact that the non-West is not beholden to any side: It is what is – neither the East nor the West. By that I mean the non-West must straddle and occupy the middle ground and then engage in ‘cherry picking’- more philosophically and ideationally than in material terms. But cherry-picking must not mean donning and adopting wholesale ideas say of the West but synthesis of the best that the West has to offer with the non-West’s traditions and philosophies, privileging its own idioms in a non-chauvinistic manner.

With respect to interest identification, it is pretty simple. The non-West’s major interest is economic growth and development allied to the vitals of ‘power as interest’. Economic growth and development would mean the primacy of multi-lateral co-operation in these spheres. &nbsp;Here the famed phrase of Deng Ziao Peng’s phrase, ‘No matter if it is a white or a black cat. As long as it can catch mice, it is a good cat’ would be apt and appropriate for the non-West or the global South.

But it is in the realm of ‘interest as power’ or its converse, matters become tricky. The non-West must understand the nature of power in the 21st century: Is it in hard power or smart power- the synthesis of soft and hard power? Does power lie in advanced technology and its various applications or human capital development? Or does it lie in culture and applied knowledge? Or in media production? Or even though this ‘list’ is not exhaustive does power lie in all these forms and dimensions?

I would posit that power is a compendium of all these forms and it is here that the non-West or the global South must focus on. But this focus must be non-adversarial and tread a fine line where the non-West carves out its own identity and craft a paradigm of power where, ‘ it neither becomes the servant of the sahibs’ nor latches onto the other adversarial great power.&nbsp;

This, to repeat, is a fine, delicate path to tread upon and it is here that the diplomatic talent, finesse and craft of international relations will come into play. The post-Ukraine war world is a ’new’ world defined by a degree of disorder. This is a potential opportunity for the non-West or the global South to redefine and re-assert itself in an idiom that smells of roses. Is the non- West upto it? Time will tell...

Ukrainian president Volodymyr Zelensky said Russian troops were holding the Zaporizhzhia nuclear plant "hostage" and its safety could not be guaranteed until they left it. The accusation came after Zelenksy visited the regions of Zaporizhzhia and Dnipro.

German Chancellor Olaf Scholz confirmed on Monday (March 27) that Germany had provided Leopard tanks to Ukraine as promised. This has provided Ukraine with some much-needed heavy weaponry against Russia.

"Yes, we delivered Leopard tanks as we announced," Scholz told a press conference with Dutch Prime Minister Mark Rutte in Rotterdam when asked to confirm a report in news outlet Spiegel.

The report had said that Berlin had delivered 18 of the advanced Leopard tanks and that the last of the tanks left Germany last week.

About 40 Marder infantry fighting vehicles have also arrived in Ukraine, Spiegel said, adding Berlin was keeping the route of the deliveries secret for security reasons.&nbsp;

AFP reported that the German defence ministry declined to comment.&nbsp;

Ukrainian soldiers were trained on the 2A6s, the most advanced of the Leopard models, on German military bases.

Germany greenlit provision of Leopard tank to Ukraine in January. German-made Leopard tanks are among the world's most advanced tanks. These tanks are used by militaries across Europe.

Under German law, any country wanting to send the tanks to another country must first get approval from Berlin.

Scholz's government initially said it was aiming to assemble, along with allies, two battalions of tanks for Kyiv -- about 60 tanks in total.&nbsp;

But they have since struggled to get the numbers together.&nbsp;

The German and Dutch cabinets held a special joint session in the port city of Rotterdam on Monday at the huge, mirrored depot of the Boijmans Van Beuningen art museum.

Scholz and Rutte said they had discussed military support for Ukraine and their "unique" military cooperation, which involves Germany and the Netherlands merging some of their armed units.

About 40 Marder infantry fighting vehicles have also arrived in Ukraine, Spiegel said, adding Berlin was keeping the route of the deliveries secret for security reasons. AFP reported that the German defence ministry declined to comment. Ukrainian soldiers were trained on the 2A6s, the most advanced of the Leopard models, on German military bases. Germany greenlit provision of Leopard tank to Ukraine in January. German-made Leopard tanks are among the world's most advanced tanks. These tanks are used by militaries across Europe. Under German law, any country wanting to send the tanks to another country must first get approval from Berlin. Scholz's government initially said it was aiming to assemble, along with allies, two battalions of tanks for Kyiv -- about 60 tanks in total. But they have since struggled to get the numbers together. In the Russian town of Yefremov, residents say they are shocked by the case of a father separated from his 13-year-old daughter because of her drawing criticising Moscow's offensive.

Located around 300 kilometres (186 miles) from the Russian capital, the town of 37,000 people has all the outward signs of patriotic support for the year-long campaign seen across the country.

"For A World Without Nazism" reads a billboard on the main street -- alongside the letters "Z" and "V" used by Russian forces in Ukraine.

But its inhabitants are quietly divided over the fighting and have been shaken in recent weeks by a case that has become a testament to the repression of any criticism of the offensive.

It all began last year when 13-year-old Maria Moskalyova made a drawing at school showing missiles next to a Russian flag heading towards a woman and child standing by a Ukrainian flag.

Her headmistress immediately contacted the police, who said they found comments criticising the offensive on the social media profiles of the girl's father, 54-year-old Alexei Moskalyov.

Moskalyov is due to go on trial on Monday on a charge of "discrediting Russia's armed forces" which carries a maximum sentence of up to three years in prison under a law adopted last year.

Moskalyov is also at risk of losing parental rights in a separate trial set to begin on April 6, according to his lawyer Vladimir Bilyenko.

Since March 1, Moskalyov has been under house arrest while his daughter has been taken to an orphanage and forbidden from calling her father, according to town councillor Olga Podolskaya.

The mother is estranged from the family.

The case in this otherwise placid town in Russia's Tula region has garnered national attention and led to an online petition calling for the child to be returned to her father.

Even Yevgeny Prigozhin, head of the Wagner paramilitary force spearheading Russia's offensive, has voiced support for Maria and criticised local authorities for their actions.

'I want this to be over' 
 
In the streets of Yefremov, few inhabitants were prepared to speak openly about the case -- or about their views on the campaign in Ukraine.

"Separating a father from his daughter is horrible. She just expressed a point of view," said Alexandra, a student.

A pensioner who declined to give her name said her life had changed since February 24, 2022 -- the day Russian troops crossed into Ukraine.

"I'm not accusing anyone. I see victims on both sides. I want this to be over as soon as possible," she said.

At the local cemetery, several fresh graves of soldiers killed in what Russia calls its "special military operation" could be seen.

The offensive has felt even closer to home in the past month with three Ukrainian drones reported to have struck in the region.

These developments have increased concern in a small town where everyone knows each other.

In the central square, two elderly women with red arm bands said they were part of a neighbourhood watch initiative set up by residents to report any suspicious activity.

"They told us there is a risk of an attack and we have to keep order," said one of the women, who were sitting on a bench.

'They are depressed'&nbsp; 
 
Alexander Salikhov, a 66-year-old retired engineer, said he wanted peace but added that "we have to free Russian lands" in Ukraine.

Dmitry, a 50-year-old businessman, said he had gone bankrupt because of Western sanctions which have caused major disruption in supply chains.

Podolskaya said residents were conflicted.

"They are depressed. They do not understand what is happening. But they cannot take to the streets. They are afraid of getting sacked -- they have mortgages and children," she said.

Marianna, a pregnant 31-year-old, said she was more optimistic although she said she was worried about her husband getting mobilised.

"We hope it will end and our son will be born in a peaceful world and he will not have to fear military action," she said, revealing that the couple plan to call him Bogdan -- a popular Ukrainian name.

The United States opens its second Summit for Democracy on Tuesday where it will be seeking a united front against authoritarianism in the wake of the Russia-Ukraine war and China launching the diplomatic offensive.

US President Joe Biden had taken the office with a pledge to champion democracy and made a good start in the first year with the inaugural summit which was aimed at reaffirming the leadership of the country after the democratic norms were eroded by his predecessor Donald Trump with the attack on the Capitol.

This year, considering the concerns about too much US navel-gazing in the first edition, Biden has brought in co-hosts on each continent - the presidents of South Korea, Zambia and Costa Rica and the prime minister of The Netherlands.

In total, 121 leaders have been invited by Biden for the three-day summit, which will mostly be held virtually.

The summit is taking place as threats to democracy evolve "from what was seen as an important issue, albeit sort of a slow-moving threat, to one that is now both important and extremely urgent," stated Marti Flacks, director of human rights initiative at Centre for Strategic and International Studies.

The summit will start on Tuesday with a virtual conversation on the issue of peace which will feature Ukrainian President Volodymyr Zelensky.&nbsp;

"As of 13:00, there are two dead and 29 wounded in Sloviansk... administrative and office buildings, five high-rise buildings and seven private houses were damaged," Donetsk region governor Pavlo Kyrylenko said on Facebook.

"(Russian forces) struck the city centre around 10:30 (0730 GMT) with two S-300 missiles," he added.

The focal point of fighting between Russian and Ukrainian forces is currently Bakhmut.

Commander of Ukraine's ground forces said on Monday that Ukrainian troops were continuing to repel heavy Russia attacks on Bakhmut.

Ukraine's military said Colonel General Oleksandr Syrskyi had acted during a visit to the eastern front line to solve "problematic issues that prevent effective execution of combat tasks" and taken "operational decisions aimed at strengthening our capabilities to deter and inflict damage on the enemy."

It gave no details, and did not say when the visit took place, but Syrskyi's comments signalled Ukraine's intention to keep fighting in Bakhmut despite the heavy death toll there.

Moscow sees capturing the city as vital to completing the capture of the Donbas industrial region in eastern Ukraine, one of its main war goals.

International Atomic Energy Agency (IAEA) chief Rafael Grossi departed from Vienna on Sunday (March 26) to visit Zaporizhzhia nuclear power plant in Russian-held Ukrainian territory. The chief&nbsp;of the UN nuclear watchdog is pressing for a security zone around the nuclear plant, Europe's largest. The nuclear plant has come under repeated Russian attacks over the last month.

The plant accounted for around 20% of Ukraine's national power generation before the invasion, but has not produced any electricity since September when the last of its six reactors was taken offline.
