The final was delayed by 36 minutes after thousands of Liverpool supporters were unable to get into the Stade de France for the match on May 28, which Real Madrid won 1-0, while French police were filmed using tear gas on fans including women and children. UEFA and French authorities at the time blamed the chaos on ticket fraud, although the review said there was no evidence to support such claims.

The final "will be remembered as a moment of suffering for many fans but should also be a reminder of a situation we certainly do not want to witness again in the future at any sporting event in Europe or anywhere in the world," said Tiago Brandao Rodrigues, a member of Portugal's parliament, who chaired the investigation.

"Avoiding future disasters and improving the service provided at football events was the aim of the Panel’s work during this process," he added in the 220-page review, which had a panel including legal, policing and event-management consultants as well as representatives from fan groups.

UEFA General Secretary Theodore Theodoridis said the soccer body "would like to apologise most sincerely once again to all those who were affected by the events that unfolded on what should have been a celebration at the pinnacle of the club season."

He added, "In particular, I would like to apologise to the supporters of Liverpool FC for the experiences many of them had when attending the game and for the messages released prior to and during the game which had the effect of unjustly blaming them for the situation leading to the delayed kick-off."

Liverpool said they were disappointed that they had not received a copy of the report before it surfaced in several British media outlets hours before it was officially released.

"It's hugely disappointing that a report of such significance, such importance to football supporters’ lives and future safety, should be leaked and published in this way," the Merseyside club said in a statement.

"It's been over eight months of work by the independent panel and it is only right and proper to publish the contents of the report to our supporters appropriately."

Denmark is at the top of the group despite a 1-0 hom defeat against Croatia in Copehagen on Friday.

France will play their final match of the June international break at home to Croatia on Monday before the group campaign concludes in September.

"There is never any need to worry. We should always be proud and just try to improve," Mbappe told broadcaster TF1 before admitting that he had still not fully recovered from the injury that forced him off against Denmark.

"No but if the coach needs me I will be there. There is just one game left before the holidays so I can force it a little bit."

The match, held in Vienna went ahead despite concerns about a huge hole that opened up on the pitch during Austria-Denmark match on Monday.

Against France, Austria scored early just eight minute into the game. Konrad Laimer's low ball in from the right was converted by the Bristol City forward Weimann.

France coach Didier Deschamps sent on Mbappe for Griezmann in the 63rd minute and RB Leipzig's Christopher Nkunku came on for Kingsley Coman 11 minutes from time as they stepped up their search for the leveller.

Mbappe had not played against Croatia after coming off with a knee knock at half-time against Denmark, and he was fresh enough to make the difference for the visitors.

A quick exchange of passes with Nkunku led to the Paris Saint-Germain star breaking through to fire past goalkeeper Patrick Pentz and score his 10th goal for his country this season.

A Russian representative was allowed to attend UEFA`s Congress in Vienna on Wednesday despite the country`s national teams and clubs being barred from competitions.

Europe`s governing body UEFA and world soccer governing body FIFA suspended Russian clubs and national teams from their competitions in February until further notice after the invasion of Ukraine, which Moscow calls a "special military operation".

UEFA also ruled out Russia`s bid to host the men`s Euros in 2028 and 2032 earlier this month but confirmed on Wednesday that they were allowed to attend the Congress.

Top European clubs will be limited to spending no more than 70% of their revenue on their squads under new "sustainability regulations" passed by UEFA's executive committee on Thursday.

The new approach will replace the previous Financial Fair Play system and introduces a "squad cost rule" that will limit spending on wages, transfers and agent fees.

The 70% figure will be reached after a three year transition period, gradually falling from 90%.

"UEFA's first financial regulations, introduced in 2010, served its primary purpose," UEFA president Aleksander Ceferin said at the Executive Committee meeting in Nyon.

UEFA added that acceptable losses will double from 30 million euros ($32.74 million) over three years to 60 million euros over the same period.

The new regulations will come into force in June 2022.

The issue of Russia's membership of UEFA was not on the agenda of the UEFA meeting but Ceferin suggested that it remained under consideration following the invasion of Ukraine.

"There are considerations about many things these days. Day by day, hour by hour, the situation is changing and again I would not be a serious UEFA president if I would first speak to the media and then speak to the Exco or general assembly or whoever," said the Slovenian.

Russia has expressed interest in a bid to host the European Championship in 2028 or 2032 but Ceferin declined to discuss that prospect.

“I won’t comment on any bids, UK bid or any other bids, but we are discussing about it and you will have the answer very soon," he said.

The United Kingdom nations and Ireland have made a declaration of interest to host the 2028 competition along with Turkey and Russia.
