Twitter has announced that its updated privacy policy comes into effect from Thursday, August 19.

In a blog post Twitter highlighted the changes in its privacy policy, including those around Twitter Blue, Twitter Spaces, payment features, and the like.

"The updated Privacy Policy will go into effect on August 19, 2021. We believe you should always know what data we collect from you and how we use it, and that you should have meaningful control over both. We want to empower you to make the best decisions about the information that you share with us. That’s the basic purpose of this Privacy Policy," read the blog.

One of the major updates include the introduction of Twitter spaces.

Twitter Spaces is a social audio feature that enables users to host or participate in a live-audio virtual environment.

It is a key part of the updated privacy policy.&nbsp;

Twitter said that it produces audio transcripts for the conversations taking place on the platform. This text is then scrutinised for any potential violations of Twitter's rules and guidelines.&nbsp;

This is also used to make "improvements" to the way the Twitter Spaces feature works, the company said.

Twitter also highlighted that in order to improve user experience, the company works with third-party partners to display their video content on the platform.&nbsp;

"When you watch or otherwise interact with content from these partners, they may receive and process your personal data as described in their privacy policies," the social media giant said.&nbsp;

"If you do not want this content to play automatically, you can adjust your autoplay settings. If you’ve shared information like Direct Messages or protected Tweets with someone else who accesses Twitter through a third-party service, keep in mind that the information may be shared with the third-party service."

"Twitter does not sell your personal data. We’ve updated our Privacy Policy to make this clear, and also clarified how we protect your data when it is transferred outside the country you reside in," the firm said in the blog post.

Twitter has introduced a new feature to allow users to flag content that could curb the growth in misinformation during the coronavirus pandemic.

It comes after the San Francisco-based social media giant announced its&nbsp;'one-size-fits-all' approach that is facing massive backlash from its users.

"We're testing a feature for you to report Tweets that seem misleading - as you see them," Twitter&nbsp;said from its safety and security account.&nbsp;

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-twitters-new-design-is-giving-people-headache-406397/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Starting Tuesday, a button would be visible to some users from the United States, South Korea and Australia to choose "it's misleading" after clicking "report tweet."

Users can then be more specific, flagging the misleading tweet as potentially containing misinformation about "health," "politics" and "other."&nbsp;

"We're assessing if this is an effective approach so we're starting small," the&nbsp;company said.&nbsp;

"We may not take action on and cannot respond to each report in the experiment, but your input will help us identify trends so that we can improve the speed and scale of our broader misinformation work."

Twitter, like Facebook and YouTube, regularly comes under fire from critics who say it does not do enough to fight the spread of misinformation.

But the platform does not have the resources of its Silicon Valley neighbors, and so often relies on experimental techniques that are less expensive than recruiting armies of moderators.&nbsp;

Such efforts have ramped up as Twitter toughened its misinformation rules during the Covid-19 pandemic and during the US presidential election between Donald Trump and Joe Biden.

For example, Twitter began blocking users in March who have been warned five times about spreading false information about vaccines.&nbsp;

And the network began flagging tweets from Trump with a banner warning of their misleading content during his 2020 re-election campaign, before the then-president was finally banned from the website for posting incitements to violence and messages discrediting the election results.&nbsp;

Moderators are ultimately responsible for determining which content actually violates Twitter's terms of use, but the network has said it hopes to eventually use a system that relies on both human and automated analysis to detect suspicious posts.&nbsp;

Concern around Covid-19 vaccine misinformation has become so rampant that in July Biden said Facebook and other platforms were responsible for "killing" people in allowing false info around the shots to spread. &nbsp;

He walked back the remarks the clarify that the false information itself is what could harm or even kill those who believe it.&nbsp;

Twitter announces new feature to allow users flag 'misleading' content

Are you having trouble with TWITTER's new design? Don't worry, you're not alone. Thousands of Twitter users are unimpressed with the platform's 'one-size-fits-all' approach. Molly Gambhir gets you a report.

Gravitas: Twitter's new design is giving people headache

The Taliban's rapid takeover of&nbsp;Afghanistan&nbsp;poses challenges for multiple major social media and messaging platforms on what and who should be allowed on their platforms.

The companies, which have come under fire from global lawmakers and regulators for their outsized political and economic influence, often depend on state designations or official international recognitions to determine who is allowed on their sites.

These also help determine who might be verified, allowed official state accounts or may receive special treatment for rule-breaking speech due to newsworthiness or public interest loopholes.

However, the differences among the tech companies' stances suggest the approach is not uniform.

Facebook blocks WhatsApp accounts

WhatsApp accounts linked to the&nbsp;Taliban&nbsp;have been banned after the radical Islamic group seized control of Afghanistan and sought to use the messaging service to help it govern.

"The&nbsp;Taliban&nbsp;is sanctioned as a terrorist organization under US law and we have banned them from our services under our Dangerous Organization policies," a Facebook spokesperson said.

The Facebook move shut down a WhatsApp hotline the&nbsp;Taliban&nbsp;had set up to receive complaints about violence and looting, according to the Financial Times.

Facebook had on Monday said it designates the Taliban a terrorist group and bans it and content supporting it from its platforms.

Twitter

On&nbsp;Twitter&nbsp;Inc, Taliban spokesmen with hundreds of thousands of followers have tweeted updates during the country's takeover.

However, the company has issued&nbsp;a statement saying that the network would review Taliban's content that may violate its rules, specifically against the glorification of violence or platform manipulation.

Youtube

Alphabet Inc’s YouTube said on Tuesday it has a long-held policy of not allowing accounts believed to be operated by the Taliban on its site, as social media companies faced questions about how they would handle the group that fast gained control of&nbsp;Afghanistan.

The video-sharing service relies on governments to define "Foreign Terrorist Organizations" (FTO) to guide the site's enforcement of its rules against violent criminal groups.

The US&nbsp;instead classifies the Taliban as a "Specially Designated Global Terrorist," which freezes the US&nbsp;assets of those blacklisted and bars Americans from working with them.

Nigeria will soon lift its ban on Twitter, roughly two months after suspending the microblogging platform indefinitely in Africa's most populous nation, the nation’s information minister Lai Mohammed said.

Nigeria to lift ban on Twitter after two months of suspension

Months after Nigeria banned the social media platform Twitter in a 'tit for tat' action, Information Minister Lai Mohammed says the end to the Twitter ban might be very near.

"The ban on Twitter will soon be lifted as we are getting close to reaching full agreement," Mohammed told local reporters after a cabinet meeting. "We have agreed on some areas. Hopefully in the next few days or weeks we will conclude."

President Muhammadu Buhari had tweeted in relation to the 1967-70 civil war saying, "Those of us in the fields for 30 months, who went through the war, will treat them in the language they understand".

While the majority believed that the government’s action against the platform was a 'tit for tat', the government claims that Twitter was banned as it was being misused for activities that were "capable of undermining Nigeria's corporate existence".

Social media platform Twitter is set to begin testing of shopping feature&nbsp;on profile pages of various brands that will enable brands to showcase their products.

Hoping to enter the online shopping world, Twitter is set to launch "Shops" feature that allowed users to purchase products from companies directly through their profile pages.

This feature will be enabled only for a handful of brands in the United States, and will slowly expand the feature on pages of other brands.

Now, users will be able to scroll through a range of products on the profile of the selected brands. After a small tap on the product, the customer will be directed to a payment page through the retailer's website. As soon as the payment is done, the product delivery dates will be made available to the customer.

This feature has come a little after Twitter tried a “Buy Now” button and also a 2015 experiment of product pages.

Twitter set to test 'shop' feature for select brands

Twitter&nbsp;Inc on Thursday reported higher&nbsp;revenue&nbsp;growth than Wall Street had&nbsp;expected, as the social media platform rolled out&nbsp;ad&nbsp;targeting&nbsp;improvements&nbsp;to help brands reach potential customers.

Shares&nbsp;of&nbsp;Twitter&nbsp;rose&nbsp;5%&nbsp;to $73 in trading after the bell.

Since the start of the year,&nbsp;Twitter&nbsp;has raced to introduce products in new areas like audio-only chat rooms and newsletter publishing in an effort to turn around years of business stagnation and reach its goal of doubling annual&nbsp;revenue&nbsp;by 2023.

Advertising&nbsp;revenue&nbsp;totalled $1.05 billion, up 87% from the year-ago quarter, and beat Wall Street estimates of $909.9 million.

Twitter&nbsp;has worked to improve the effectiveness of its&nbsp;ads, introducing 2,500 new topic categories during the quarter to help users find content they're interested in, all of which provides more&nbsp;ad&nbsp;targeting data back to&nbsp;Twitter, the company said on a conference call with analysts.

"We get great signal about what people are most interested in, where they are or the places they care about," said&nbsp;Twitter&nbsp;Chief Financial Officer Ned Segal during the call.

Those&nbsp;improvements, along with higher demand from&nbsp;advertisers seeking to reach consumers as countries reopen from pandemic restrictions, helped propel&nbsp;ad&nbsp;revenue,&nbsp;Twitter&nbsp;said.

The strong results from both&nbsp;Twitter&nbsp;and its tech peer Snap Inc, which reported quarterly&nbsp;revenue&nbsp;growth of 116% on Thursday, shows "that the overall digital&nbsp;ad&nbsp;market is on fire right now, with the reopening further strengthening&nbsp;advertisers' budgets," said Ygal Arounian, a research analyst at Wedbush Securities.

Twitter&nbsp;reported 206 million monetisable daily active users (mDAU), its term for users who are served&nbsp;advertising, for the second quarter ended June 30, matching analyst&nbsp;targets&nbsp;of 205.9 million users, according to IBES data from Refinitiv.

Its U.S. user base declined by 1 million over three months from the previous quarter due to a lighter news cycle in the United States,&nbsp;Twitter&nbsp;said, with total users worldwide in line with Wall Street&nbsp;targets.

Total&nbsp;revenue, which also includes&nbsp;revenue&nbsp;the company earns from data licensing, rose 74% year-over-year to $1.19 billion, beating analyst estimates of $1.07 billion.

Future Investments

The San Francisco-based company now expects headcount and total costs and expenses to grow at least 30% for the full year, up from its previous guidance of 25%, as it invests in its engineering and product teams.

Chief Executive Jack Dorsey, a longtime proponent of bitcoin, said during the earnings call the digital currency "is a big part" of&nbsp;Twitter's future and could be used for ecommerce transactions on the platform or to tip popular content creators.

Twitter&nbsp;added that new privacy controls that Apple Inc implemented in April, which are designed to limit digital&nbsp;advertisers from tracking iPhone users without their consent, had&nbsp;a lower-than-expected impact on&nbsp;revenue&nbsp;in the second quarter.

The full impact of Apple's changes have yet to be seen, and some concerns still linger, Arounian said.

Twitter&nbsp;forecast third quarter total&nbsp;revenue&nbsp;to be between $1.22 billion to $1.3 billion, roughly in line with or slightly ahead&nbsp;of consensus analyst estimates of $1.17 billion.

On an&nbsp;adjusted basis,&nbsp;Twitter&nbsp;earned 20 cents per share during the second quarter, well above the estimate of 7 cents.

A 22-year-old British citizen was arrested in Spain on Wednesday in connection with a July 2020 Twitter hack which compromised the accounts of high-profile politicians and celebrities, the US Justice Department said on Wednesday.

It named the British man Joseph James O'Connor and said he faced multiple charges. He was also accused in a criminal complaint of computer intrusions related to takeovers of TikTok and Snapchat accounts, including one incident involving sextortion, as well as cyberstalking a 16-year-old juvenile.

An unnamed second person, identified only as "Juvenile 1" in the criminal complaint, was also charged in connection with the hack on July 30, 2020, in the Northern District of California for playing a "central role" in the Twitter attack and used the moniker Kirk#5270.

The teen was later identified as Graham Ivan Clark, 18. The federal charges were dismissed and in March, he pleaded guilty to state charges in Florida and agreed to serve three years in juvenile prison.

The July 2020 Twitter attack hijacked a variety of verified Twitter accounts, including then-Democratic candidate Joe Biden and Tesla CEO Elon Musk. The accounts of former President Barack Obama, TV reality star Kim Kardashian, Bill Gates, Warren Buffett, Benjamin Netanyahu, Jeff Bezos, Michael Bloomberg and Kayne West were also hit.

The alleged hacker used the accounts to solicit digital currency, prompting Twitter to take the extraordinary step of preventing some verified accounts from publishing messages for several hours until security to the accounts could be restored.

According to the criminal complaint, the accounts of cryptocurrency exchanges such as Binance, Gemini and Coinbase among others were also compromised, as well as those of companies including Apple Inc. and Uber Technologies Inc.

The messages directed people to send cryptocurrency to various accounts, and received about $117,000 through 415 transfers, the complaint said. Two other bitcoin addresses that were posted, meanwhile, also collected an additional $6,700 through 100 transactions.

Authorities allege that Juvenile 1 reached out to multiple other people and claimed he could "reset, swap and control any Twitter account at will, and would do so in exchange for bitcoin transfers."

Two of those people whom Juvenile 1 recruited, Nima Fazeli and Mason Sheppard, agreed to serve as middlemen to help find buyers for Twitter usernames in exchange for a fee, investigators say.

Both Fazeli and Sheppard were criminally charged in the case on July 30, 2020, the complaint says.

O'Connor's role in the attack came to light after the FBI interviewed another unnamed juvenile, referred to as Juvenile 2, who identified O'Connor and said O'Connor had communicated about getting access to certain Twitter accounts, including possibly that of former President Donald Trump.

Criminal investigators in California started receiving tips about O'Connor, who uses the online moniker PlugwalkJoe, as far back as 2018, the complaint says. Witnesses who had heard what O'Connor's voice sounded like on various Google voice calls were able to help law enforcement identify him.

A Justice Department spokesman said O'Connor is expected to have a detention hearing in Spain on Thursday.

Islamabad airport frequents remember a bucket lying in the centre of the floor. This bucket was used to collect water pouring from the ceiling during the rainy days. However, a different year calls for different scenery.

Everybody was shocked, but not surprised when on Monday sections of the false ceiling started leaking in Islamabad's brand new airport.

When heavy rainfall hit the twin cities, Islamabad and Rawalpindi, rainwater entered the Islamabad International Airport which led to the collapse of some sections of the false ceiling.

The airport staff was seen standing helplessly as rainwater started pouring down on the immigration counter, among other places. Several electric equipments malfunctioned due to the water.

Real-life waterfall? Twitter laughs after Islamabad airport's false ceiling collapses again

Unprecedented anti-government protests broke out in Cuba on July 11, which the single-party state leadership blames on a Twitter campaign orchestrated by the United States.

But experts AFP spoke to say that view is at best an exaggeration.

"I have irrefutable proof that the majority of those that took part in this (internet) campaign were in the United States and used automated systems to make content go viral, without being penalized by Twitter," Cuba's Foreign Affairs Minister Bruno Rodriguez said Tuesday.

Rodriguez had already denied that the island nation experienced a "social explosion" when thousands of people took to the streets chanting "Freedom!" and "Down with the dictatorship!"

The minister called it a "communication and information war against Cuba."

So who is to blame? Authorities point to the hashtag #SOSCuba, launched in early July to highlight Cuba's healthcare crisis, the spike in Covid-19 cases, and to plead for foreign humanitarian aid.

Spanish social media expert Julian Macias Tovar, who was invited to speak on Cuban state television on Tuesday, says there is something strange in the figures around the hashtag.

"Between July 5, when the #SOSCuba hashtag was first used, and the eighth, there were just 5,000 tweets," Macias Tovar told AFP.

It then exploded exponentially, he said, with 100,000 tweets on July 9, 500,00 on the 10th, 1.5 million the next day and two million on the 12th.

Attack on the left

The accounts tweeting with the #SOSCuba hashtag "came from many different places, and I believe there's an international network of accounts linked ideologically," said Macias Tovar.

They are the same accounts that attacked Mexico's leftist President Andres Manuel Lopez and the leftist governments of Argentina and Spain, he said.

This is a case of fake accounts or automated accounts programmed to produce a large number of tweets, Macias Tovar said.

Doug Madory, the director of internet analysis at the IT firm Kentik, is more sceptical.

"Someone sends a tweet in the United States that puts people on the streets in Cuba? I find it hard to believe," he said.

"I don't know if one could sit and try to create a Twitter campaign that holds such sway over the average Cuban that out of the air they convince them to do things they wouldn't otherwise have done."

While he acknowledged there were automated tweets, it is "probably true also of the government themselves" given the similarity between tweets from its supporters.

On top of that, the government holds the ultimate weapon: it can cut off internet access, as it did between midday Sunday and Wednesday morning.

Once access was restored, social media sites remained offline for another 24 hours.

'War against Cuba'

The government has not confirmed it cut off internet access, although Rodriguez said Cuba had "a right to self-defence."

But on Tuesday night a presenter on state TV let slip the truth.

"I understand as a journalist ... the step taken to cut social media because that is where the war against Cuba is being waged," said presenter Arleen Rodriguez Derivet.

According to Cuban political scientist Harold Cardenas, "it would be a simplification to say it's a US campaign because there are obviously many other reasons behind the protests."

For example, he said, "I know communists that were detained the other day for taking part in protests.

"That's not to say that the United States has no responsibility in the unrest" through its sanctions that "intentionally asphyxiate the Cuban people."

It is true that social media has been "used to create parallel realities," since there has been an avalanche of fake news and doctored images shared in Cuba over recent days.

"There has been an effort from abroad to create uncertainty in the country," said Cardenas.

But the government is "attributing an exaggerated importance to Twitter," and people are genuinely "fed up and economically exhausted."

Macias Tovar agrees with Cardenas. "Beyond this being a campaign orchestrated" from abroad, he said, "there are people who are mobilizing, people who are demonstrating against the government, people who have petitions -- what the Cuban government must do is respect the right to protest."

Unprecedented anti-government protests broke out in Cuba on July 11, which the single-party state leadership blames on a Twitter campaign orchestrated by the United States.

Rodriguez had already denied that the island nation experienced a "social explosion" when thousands of people took to the streets chanting "Freedom!" and "Down with the dictatorship!" The minister called it a "communication and information war against Cuba." So who is to blame? Attack on the left The accounts tweeting with the #SOSCuba hashtag "came from many different places, and I believe there's an international network of accounts linked ideologically," said Macias Tovar. "I don't know if one could sit and try to create a Twitter campaign that holds such sway over the average Cuban that out of the air they convince them to do things they wouldn't otherwise have done." While he acknowledged there were automated tweets, it is "probably true also of the government themselves" given the similarity between tweets from its supporters. On top of that, the government holds the ultimate weapon: it can cut off internet access, as it did between midday Sunday and Wednesday morning. Once access was restored, social media sites remained offline for another 24 hours. 'War against Cuba' The government has not confirmed it cut off internet access, although Rodriguez said Cuba had "a right to self-defence." But on Tuesday night a presenter on state TV let slip the truth. "I understand as a journalist ... the step taken to cut social media because that is where the war against Cuba is being waged," said presenter Arleen Rodriguez Derivet. According to Cuban political scientist Harold Cardenas, "it would be a simplification to say it's a US campaign because there are obviously many other reasons behind the protests." For example, he said, "I know communists that were detained the other day for taking part in protests. "That's not to say that the United States has no responsibility in the unrest" through its sanctions that "intentionally asphyxiate the Cuban people." It is true that social media has been "used to create parallel realities," since there has been an avalanche of fake news and doctored images shared in Cuba over recent days. While responding to the queries asked by the Indian government's parliamentary panel, Twitter said that it is deeply committed to the people of the country, and is striving to comply with the new IT guidelines.

Social audio app&nbsp;Clubhouse&nbsp;launched a direct messaging feature&nbsp;called 'Backchannel' to allow one-to-one and group text chats.

The feature is designed to help moderators chat among themselves during an active room; let people connect after an event; and broadly, foster text conversations that otherwise would have to take place in a separate app.

Its competitors, notably Twitter Spaces and Facebook Live Audio Rooms, both allow people to text chat while also running or participating in an audio conversation, so Backchannel brings Clubhouse more up to par and ensures users keep their conversations, and more of their social life, on the app.

The invite-only app, which saw explosive early growth during the COVID-19 pandemic, is now competing against a raft of tech companies from Facebook and Twitter to Spotify pushing out similar audio chat services.

Clubhouse&nbsp;said it had added more than 8 million new users since launching on Android in late May. It said the ability to direct message was one of its most requested features.

Launched last year, the San Francisco-based platform is looking to establish itself as the standard-bearer for digital audio and has already inspired copycat products from Facebook and Twitter.

Taking advantage of the pandemic and celebrity appearances such as Tesla boss Elon Musk,&nbsp;Clubhouse&nbsp;has popularized long conversations, whether they be chats between friends or celebrity interviews.

Twitter has had to admit that Fleets have not been able to attract more users to the social media platform and has now announced that it will discontinue the feature August onwards. Twitter has had to take the step just when such products appear to do well on other platforms like Facebook and Instagram.

Ilya Brown, Twitter's Head of Product, Brand &amp; Video Ads, made the announcement on Twitter Blog on Wednesday (July 11)

"We built Fleets as a lower-pressure, ephemeral way for people to share their fleeting thoughts," Brown says at the very start of his blog post. However, he says that Fleets have not been able to increase the number of people joining the conversation.

"...in the time since we introduced Fleets to everyone, we haven’t seen an increase in the number of new people joining the conversation with Fleets like we hoped...," says Brown.

It is because of this, he says, Twitter will be discontinuing the Fleets feature from August 3.

Similar features are doing well on rival platforms like Facebook and Instagram.

Snapchat was a pioneer of this feature as it launched disappearing messages in 2013. Since then many platforms like Youtube, Facebook, Instagram, LinkedIn etc have launched their own versions.

Twitter has told a parliamentary panel in India it is deeply committed to the people of the country, and said it is striving to comply with the new IT guidelines.

"We are keeping the government of India apprised of progress at every step of the process," Twitter said.

The company said it has appointed an interim Chief Compliance Officer (CCO) and an interim Resident Grievance Officer and is looking to fill the position of a law enforcement nodal officer.

The social media site said that it has outlined its concerns to industry groups like CII and FICCI regarding the guidelines and digital media ethics code rules, 2021.

It told the panel that timelines proposed by the Ministry of Electronics and Information Technology are challenging to fulfil and meet.

"This was further exacerbated by the magnitude of the health crisis confronting the country," it added, referring to the Covid pandemic.

"An extension for the industry would have helped navigate the current challenges posed by the pandemic and enable seamless implementation of the IT Rules 2021," Twitter told the parliamentary panel.

The company said it&nbsp;agrees with the ministry on free expression and safety to work in tandem&nbsp;both online and in the real world.

Twitter said it has systems in place to acknowledge grievances submitted to it within 24 hours and it intends to "dispose of them within 15 days."

The American tech giant said it respects the Constitution and laws of India, adding it had taken steps on 14 blocking orders and 7 emergency blocking orders so far.

"We remain committed to working with democratic governments across the world, including in India to serve the public conversation, provide transparency, and protect freedom of expression," Twitter said.

Twitter filed its first grievance redressal report as required by India's new Information Technology norms. The social media platform said that it has suspended 22,564 accounts for "child sexual exploitation and non-consensual nudity" and "promotion of terrorism".

Twitter also said that it had acted against 133 posts over reasons such as harassment and privacy infringement.

The data pertains to the period of May 26, 2021 to June 25, 2021 that included content on Twitter. This includes complaints received from individual users with accompanying court orders, it said.

"We receive complaints in our Grievance Officer - India channel that relate to account verification, account access, or seeking assistance or information regarding an account or Twitter`s enforcement actions that are not included in the data below. The majority of complaints received in this channel during this reporting period fell into these categories," the report said.

"In addition to the above data, we processed 56 grievances which were appealing Twitter account suspensions. These were all resolved and the appropriate responses were sent. We overturned 7 of the account suspensions based on the specifics of the situation, but the other accounts remain suspended."

Twitter has also appointed Vinay Prakash as its &nbsp;Resident Grievance Officer (RGO) for India.

Last week, Twitter had informed the Delhi High Cout that it will take 8 weeks to appoint a resident grievance officer in compliance with the new IT rules

Vinay Prakash comes with a public policy background and will work towards easing off the ongoing tensions between Twitter and the IT ministry, which now has a new minister in Ashwini Vaishnaw who made it clear on day one that Twitter has to follow the law of the land.

Twitter Inc Thursday informed the Delhi High Court that it has appointed an interim chief compliance officer, who is a resident of India, and said it will make an endeavour to fill the regular position within eight weeks as per the new IT Rules.

The microblogging platform said it has appointed an interim chief compliance officer (CCO) with effect from July 6 and a message&nbsp;has also been addressed to the Ministry of Electronics and Information Technology (MEITY).
Twitter filed an affidavit in this regard in compliance with the court's July 6 order.

Justice Rekha Palli is scheduled to shortly take up the petition claiming non-compliance with the Centre's new IT rules by the microblogging platform.

The affidavit said "Twitter has posted publicly a job announcement for a CCO as a direct employee and is accepting applications at this time. Twitter will endeavour in good faith to make an offer of employment to a qualified candidate to fill this position within 8 weeks."

It said Twitter is in the process of making an appointment to an Indian resident as its interim resident grievance officer (RGO) and expects to do so on or before July 11 and the details will be updated on its "Help Page"&nbsp;as soon as possible.

"In the meantime, the duties of the RGO are being performed by the grievance officer?"&nbsp;and will continue to do so until the appointment,"&nbsp;it said.

It said it is also in the process of appointing a nodal contact officer on an interim basis within two weeks and on a regular basis in eight weeks.

"While Twitter is striving to comply with the 2021 rules, Twitter reserves its right to challenge the legality, validity, and vires of the rules, and Twitter's submissions regarding compliance are filed without prejudice to its right to challenge the rules,"&nbsp;the affidavit said.

It added that the platform will file its first compliance report covering the period May 26 to June 25, 2021, not later than on July 11, in consistency with the 2021 rules.

Twitter also gave an interim physical contact address in Bangalore and stated that it is in the process of setting up a liaison office here which will be its permanent physical contact address.

The court had on July 6 asked Twitter to inform it by July 8 as to when it will appoint a resident grievance officer (RGO) in compliance with the new IT rules after the microblogging platform submitted that it was in the process of doing so.

The court had taken exception to the fact the court was not informed that the earlier appointment of the RGO was only on interim basis and he has already resigned.

Senior advocate Sajan Poovayya, representing Twitter, had said through Twitter was in process of making the appointment, it was true that as on date there is no chief compliance officer, RGO and nodal contact person.

Additional Solicitor General Chetan Sharma, representing the Centre, had said the rules were notified on February 25 and three-month window was given to the intermediaries to comply with the rules, which has expired on May 25.

"We are on July 6. It is a 42-day complete non-compliance. They are most welcome to do business in India. But this attitude is cock a snook at the digital sovereignty of this country,"&nbsp;he had argued.

The judge had said, "I have already told them they have to comply with the rules. I am not giving them any protection. If they are in defiance, you are free to take action. I have already made it clear if they want to work, they have to follow rules."

The court had noted that on May 31, Twitter's counsel on instructions had submitted that in compliance with the Information technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, it has already appointed a RGO on May 28.

The Centre had said in its affidavit that Twitter Inc has failed to comply with India's new IT Rules, which could lead to its losing immunity conferred under the IT Act.

It had said as per the details obtained from Twitter's website or mobile application, as an interim, the grievances from India are being handled by the platform's official located in the US which amounts to non-compliance with the IT Rules, 2021.

The affidavit had said that Twitter has failed to comply with the IT Rules, 2021 as on July 1 for the following reasons -- chief compliance officer has not been appointed; the positions of RGO and nodal contact person are vacant, and the physical contact address, which was shown to be there on May 29, is not available again on Twitter website.

Petitioner-lawyer Amit Acharya said in his plea that he came to know about the alleged non-compliance when he tried to lodge a complaint against a couple of tweets.

It said it is also in the process of appointing a nodal contact officer on an interim basis within two weeks and on a regular basis in eight weeks. "While Twitter is striving to comply with the 2021 rules, Twitter reserves its right to challenge the legality, validity, and vires of the rules, and Twitter's submissions regarding compliance are filed without prejudice to its right to challenge the rules," the affidavit said. But this attitude is cock a snook at the digital sovereignty of this country," he had argued. The judge had said, "I have already told them they have to comply with the rules. I am not giving them any protection. If they are in defiance, you are free to take action. I have already made it clear if they want to work, they have to follow rules." The court had noted that on May 31, Twitter's counsel on instructions had submitted that in compliance with the Information technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, it has already appointed a RGO on May 28.

Indian Minister of Railways and Information Technology Ashwini Vaishnaw on Thursday sais that the law of the land is supreme and that Twitter will have to fall in line and comply with new social media and intermediary guidelines.

“Whoever is a citizen of India and those who stay in India will have to abide by the laws of the country,” he said hours after taking over as the minister.

The warning comes amid a tense relationship between Twitter and the government of India over new IT rules that make social media platforms more liable for third-party information; analysts believe this implies Twitter has lost legal immunity in cases involving user-generated content.

Vaishnav, the MP from Odisha, on Wednesday took oath as the Cabinet Minister and was given the charge of Railways along with the Information and Technology Ministry.

He said was thankful to Prime Minister Narendra Modi for giving him the responsibility.

In past, Vaishnav, while speaking in the Rajya Sabha, had raised the issue of cyber bullying of Karnataka-based Rashmi Samant's resignation from the position of Oxford Student Union President in the United Kingdom and described it as a serious case of racism.

US-based company Twitter has been in the eye of a storm over its alleged failure to comply with the new IT rules in India, which mandates, among other requirements, the appointment of three key personnel -- chief compliance officer, nodal officer and grievance officer by social media platforms with over 50 lakh users.

All the three personnel have to be residents in India. While the rules came into effect on May 26, Twitter is yet to adhere to the social media guidelines, despite repeated reminders from the government.
