Financial Action Task Force (FATF), the global watchdog against terror financing and money laundering is holding its plenary session from October 21. During the session, FATF will take a decision about putting Pakistan in blacklist. Pakistan is already in the grey list. Inclusion in black list will invite great economic sanctions on its already battered economy.

The Financial Action Task Force (FATF) needs to take a hard and objective look at Pakistan`s attempts to leverage "nuisance value" to ensure that the country fully complies with terror financing and money laundering obligations before it can be de-listed, Global Watch Analysis reported.

Early this month, the FATF`s Asia Pacific Group (APG) on Money Laundering has kept Pakistan on "Enhanced Follow-up List" for its slow progress on the technical recommendations of the FATF to fight terror financing.&nbsp;

Pakistan`s progress has remained unchanged -- non-compliant on four counts.According to a report by Roland Jacquard, Chairman of Roland Jacquard Global Security Consulting (RJGSC), published in Global Watch Analysis, the APG`s latest report of September 2020, based on the evaluation conducted after a year, Pakistan`s report card remained more or less unchanged with the country being able to move one of its partially compliant parameters to fully compliant.

"The APG has a stringent set of monitoring processes while evaluating a country`s compliance with AML/CFT measures. It has a scale of 40 parameters based on which it prepares its evaluation report on any country. These parameters range from the presence of effective laws and supervision to prevent terror financing or money laundering to identifying non-profit organisations that act as fronts for terror groups," he said.&nbsp;

"In Pakistan`s case, the APG, in its Mutual Evaluation Report in October 2019 had found the country compliant on 1, non-compliant on 4, partially compliant on 26 and largely compliant on 9 of these 40 parameters. In the APG`s latest report of September 2020, based on the evaluation conducted after a year, Pakistan`s report card remained more or less unchanged with the country being able to move 1 of its partially compliant parameters to fully compliant," he added.

Jacquard said that the APG is a non-political body and its opinion is not binding on the final decision of the FATF, adding that the FATF`s Joint Group Progress Report of October 2020 has taken a more "lenient stance" on Pakistan.Pakistan is in the FATF`s grey list since June 2018 and the government was given a final warning in February to complete the remaining action points by June 2020.&nbsp;

Another review meeting will be held later this month.The FATF extended the June deadline to September due to the spread of coronavirus that disrupted the FATF plenary meetings.The country is facing the difficult task of clearing its name from the FATF grey list.&nbsp;

As things stand, Islamabad is finding it difficult to shield terror perpetrators and implement the FATF action plan at the same time.In recent weeks, Pakistan has been trying to paint a picture that it has started the reforms, including the passing of some Bills in order to prevent blacklisting by the FATF.

In late July, Pakistan Financial Monitoring Unit Director-general Lubna Farooq told the National Assembly Standing Committee on Finance that the country is yet to comply with 13 conditions out of the 27-point Action Plan of the FATF, including curbing terror financing, enforcement of the laws against the proscribed organisations and improving the legal systems.&nbsp;

Jacquard said the reason for the FATF leniency is Trump administration`s hurry to leave Afghanistan and therefore its dependence on Pakistan to convince the Taliban for an honourable exit.

"However, since the APG is a non-political body, its opinion is not binding on the final decision of the FATF. As a result, despite APG`s recent evaluation, the FATF`s Joint Group Progress Report of October 2020 has taken a more lenient stance on Pakistan," he writes.

"As per this group`s assessment, Pakistan has fully complied with 21 of the 27 action points and more or less complied with the remaining 6, thereby indicating that it was more or less on the path of being de-listed. The reasons for this tempered position on Pakistan can only be speculated. The most obvious reason is the Trump administration`s hurry to leave Afghanistan and therefore its dependence on Pakistan to convince the Taliban for an honourable exit," he adds.

Jacquard said that the important institutions like the FATF should not be allowed to be pressured into taking a decision based on political considerations.

"Whatever may be the case, important institutions like the FATF should not be allowed to be pressured into taking a decision based on political considerations, especially when the ground situation in Pakistan tells an alarming story," he noted.

A closer look at the Pakistan-based social media accounts conveys a different tale of UN proscribed Pakistani terrorist groups like the Jaish-e-Muhammad, Lashkar-e-Toiba, Jamaat-ud-Dawa, Harkat-ul-Mujahideen and their leaders being allowed freedom of movement and activity in the country, Jacquard highlighted.

While these groups openly collect fund in the name of jihad, the Pakistan government tries to convince the FATF that its recently passed Anti-Money Laundering and Anti-Terrorism laws were evidence of its commitment to act against terror groups, he said.&nbsp;

"The FATF, therefore, needs to take a hard and objective look at Pakistan`s attempts to leverage its nuisance value, in the larger interest of preserving its credibility as a global financial watchdog and ensure that Islamabad fully complies with terror financing and money laundering obligations before it can be de-listed In this connection, one is reminded of the case of Iceland that was `greylisted` for lesser infractions and took more than a year to get delisted," he concludes.

At least three terrorists have been killed in an encounter between terrorists and security forces in Shopian district of Jammu and Kashmir on Tuesday.

Three terrorists killed in encounter in J&K’s Shopian district

The Pakistan Bar Council (PBC) has constituted a seven-member committee to protect the rights of journalists amidst the perception of a fast-shrinking space for dissent in the country, a media report said on Thursday.

The Journalistic Defence Committee was set up on Tuesday by the PBC, which itself is a mother institution regulating the affairs of the legal fraternity.

Dawn reported that the committee was formed in view of the alleged policies of the government undermining the freedom of expression through a draconian cybercrime law, particularly making it increasingly difficult for journalists to discharge and perform their duties independently in accordance with the demand of their professional obligations and journalistic practices.

The PBC announced that any aggrieved journalist in need of legal aid or services could approach the committee.

The Pakistan Federal Union of Journalists had at a recent meeting in Quetta accused Prime Minister Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) government of denying press freedom, and freedom of speech and expression in the country.

The National Investigation Agency (NIA) arrested suspected Al-Qaeda terrorist Shamim Ansari from Jalangi in Murshidabad district of West Bengal on Saturday.

This is the tenth such arrest within a week in connection with the ongoing investigation to uncover the Al-Qaeda network existing in West Bengal and other states.

On September 19, NIA arrested nine suspected Al-Qaeda terrorists - six from Bengal’s Murshidabad district and three from Kerala’s Ernakulam district.

The statement released by NIA revealed that the operatives were planning to attack vital installations in India and aiming to kill innocent people. “The group was planning to undertake terrorist attacks at vital installations in India with an aim to kill innocent people and strike terror in their minds. Accordingly, NIA registered a case No. RC-31/2020/NIA/DLI on 11.09.2020, and initiated investigation,” read the statement.

Large quantity of incriminating materials including digital devices, documents, jihadi literature, sharp weapons, country-made firearms, a locally fabricated body armour, articles and literature used for making home-made explosive devices have been seized from their possession according to the officials of NIA.

According to the preliminary investigation conducted by NIA, these individuals were radicalised by Pakistan-based Al-Qaeda terrorists on social media and were motivated to undertake attacks at multiple places including the National Capital Region.

Those arrested from Kerala have been identified as - Murshid Hasan, Iyakub Biswas and Mosaraf Hossen.

The six arrested from Bengal have been identified as - Najmus Sakib, Abu Sufiyan, Mainul Mondal, Leu Yean Ahmed, Al Mamun Kamal, Atitur Rehman.

NIA arrests 10th suspected Al-Qaeda terrorist from Bengal’s Murshidabad

Three terrorists and a civilian have been killed while a CRPF deputy commandant rank officer has been injured after an encounter erupted in the Batmaloo area of Srinagar early this morning.

Acting on information about the presence of terrorists in the congested Batmaloo area, security forces launched a cordon and search operation.&nbsp;

Sources said that a lady identified as Kounsar Riyaz was killed in the crossfire while a CRPF officer was removed to an army hospital for treatment after he received bullet injures.

IGP Kashmir range told WION that three terrorists have been killed in the encounter.&nbsp;

The identity of the slain terrorists wasn’t immediately known as the operation was still under progress.

Three "overground workers" of the Lashkar-e-Toiba (LeT) have been arrested in Jammu and Kashmir's Bandipora district and incriminating materials found in their possession, police said on Tuesday.

A police official said information was received on Sunday about miscreants hoisting Pakistani flags at the behest of active LeT militants at the main market of the Hajin area of the district in north Kashmir.

"The flags were hoisted with a view to create a fear psychosis and incite anti-national feelings among the common people of Hajin town," he said.

The official said police registered a case under relevant sections of the law, and an investigation was initiated.

During the probe, three people -- Mujeeb Shamas, Tanveer Ahmad Mir and Imtiyaz Ahmad Sheikh, all residents of Mir Mohalla area of Hajin -- were arrested, he said.

The trio admitted that they were involved in the incident, the official said.

A hand grenade, a piece of cloth, a sewing machine and other incriminating materials used in making the flags were found in their possession, he said, adding that further investigation is underway.

“He was the number one terrorist in north Kashmir and among the top 10 in Kashmir valley,” Dilbag said.&nbsp;

"We have consequently asked Afghan authorities not to proceed with the liberation of these terrorists," the statement continued.

Since August 2019, 84 such attempts have been made from across the border and it is estimated that 59 such terrorists could have infiltrated," Minister of State for Home Affairs, G Kishan Reddy said in a written reply to a question in Lok Sabha. 
 
The MoS Home said that since 1990, as many as 22,557 militants have been neutralized in incidents of terrorist violence by security forces till December 1 this year. 
 
"During the attempts of infiltration from across the border from 2005 till 31st October 2019, 1011 militants have been killed, 42 militants have been apprehended and 2253 militants have been pushed back/returned due to efficient vigil of security forces," he said. 
 
To a question about "if it is a fact that LoC is vulnerable that security forces are not able to keep vigil efficiently", the MoS Home said, "Infiltration attempts are part of proxy war agenda of adversary to replenish the depleted terrorist strength in the valley to achieve its intention to ratchet up violence in Jammu and Kashmir and internationalize the issue." 
 
He stressed that relentless domination operations, ambushes and patrols are being conducted to thwart infiltration attempts and in addition, a robust counter-infiltration grid is in place to foil infiltration attempts.

Two of the women returned Monday were already targeted by arrest warrants and will soon face a judge, while the other two were sought by police and have been placed in custody, the French source said.

Another source close to the case said the women had escaped from a camp controlled by Kurdish forces in Syria before being captured by Turkish police.

Ankara has sharply criticised Western countries for refusing to take back citizens who left home to join the <a href="https://www.wionews.com/west-asia/islamic-state-claims-responsibility-for-sri-lanka-bombings-212899">Islamic State group</a> (IS) in Syria and Iraq.
