Army Bomb Disposal team on Friday diffused an Improvised Explosive Device (IED) containing 25 kg of high explosive on the National Highway-11 near Khudwani Bridge in Anantnag district.

"In a desperate attempt to inflict civilian casualties and terrorise the populace, terrorists planted an Improvised Explosive Device (IED) containing 25 Kg of High Explosive on the NH-11 near Khudwani Bridge," the Army said in a statement.

The IED was detected by vigilant troops during the road clearance of NH undertaken on Thursday morning.

Following which, the site was cordoned off and Army Bomb Disposal teams were rushed to the location.

Despite the risk, the Bomb Disposal teams dug out the embedded IED comprising of two cylindrical containers of 15 and 10 kg each filled with explosives and destroyed it in situ.

The Army said if IED would have been initiated, it would have caused immense loss of precious lives and extensive damage to property, in addition to disrupting flow of traffic and creating panic in people."Such barbaric acts are an attempt to deter the situation from returning to normal," it said.&nbsp;

"Investigation revealed that the accused was affiliated to LeT and was involved in arranging funds through hawala channels from Saudi Arabia to Muzaffarnagar in Uttar Pradesh in 2017, which were received by accused, Sheikh Abdul Nayeem," the NIA statement said.

"Terror funds were used for carrying out a recce in various places of India to recruit terrorists for LeT and identify soft targets including foreign nationals and tourists," added the statement.Further probe in the case is underway.&nbsp;

Absconding Lashkar operative arrested for raising funds to conduct terror acts in India

One terrorist has been killed in an ongoing encounter between security forces and terrorists in Jammu and Kashmir's Bandipora district.

A suspected Students` Islamic Movement of India (SIMI) terrorist Azharuddin, also known as `Chemical Ali` who was allegedly involved in the 2013 Bodhgaya and Patna bomb blasts was on Friday nabbed by Chhattisgarh police from Hyderabad airport after he landed from Saudi Arabia, a senior police officer said Saturday.

"Azharuddin, a resident of Moudhapara in Raipur named in connection with the blasts, had been absconding for the past six years and was hiding in Saudi Arabia where he was working as a driver and a salesman at a supermarket," Senior Superintendent of Police Arif Sheikh told reporters at a press conference here.

A joint team of Chattisgarh Police along with Anti-Terrorism Squad squad made the arrests based on specific input about Azharuddin`s arrival at the airport here.

The team under the direction of Deputy Inspector General of Police and Senior Superintendent of Police, Arif H. Shaikh, under the leadership of Municipal Superintendent of Police, Civil Line Trilok Bansal (IPS) Raipur Police and ATS special team made the arrest and brought him to Raipur.

The SIMI operative, is said to be part of a sleeper cell and had allegedly given shelter to the accused in the Bodhgaya and Patna bomb blasts, will be produced in the court today and the probe agencies will seek a two-day police remand.

One passport, two driving licenses, a voting pass and a voter identity card has been seized from the possession of the accused, the police officer said.

In an apparent reference to the National Register of Citizens (NRC), BJP national working president JP Nadda has said that no infiltrator will remain in the country.

Pakistan in its request stated that it has received a request from Pakistani national Saeed, demanding a freeze exemption on his bank account.

Being a proscribed terrorist, Saeed is subjected to comprehensive economic and trade sanctions such as arms embargoes, travel bans, and financial or commodity restrictions.

In a notification, the UNSC Sanctions Committee said that Pakistani authorities had requested it to authorize certain expenditure to the benefit of Saeed.

"The Chair wishes to inform the members that no objections were placed by the set deadline of 15 August 2019 for the consideration of the draft letter.

Consequently, the letter is approved and the Chair will instruct the Secretariat to dispatch it," the notification stated.

Hafiz Saeed, which has been designated as global terrorists by the United States, United Nations, and the European Union is responsible for many terrorist attacks in India including 26/11 attack in which 166 people were killed.

He is also accused of plotting the ghastly 2001 Parliament attack in India.

Both India and the US have repeatedly called for justice to be delivered to the victims of the 2008 Mumbai attacks.

The UNSC on December 10, 2008, had listed Saeed as being associated with Lashkar-e-Tayyiba and Al Qaida for "participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of" both entities.

"You have a neighbour who will not trade with you who will not allow you connectivity who has slowed down regionalism who filters people-to-people interaction. It is a very challenging neighbour," he said in an interactive session with Frank G. Wisner, a former US ambassador to India.

"You have terrorism in different parts of the world, but there is no part of the world where a country uses it consciously and deliberately as a large scale industry against its neighbour," the minister stressed.

He said he does not think that the fundamental issue between India and Pakistan is Kashmir.

"To my mind, the big challenge before us is if you have differences with a neighbour, how do you resolve it? Now, these differences are not normal because they are rooted in our history, which is not normal," Jaishankar remarked.

"Now all of that you could still handle if they do not do the one thing which is actually unacceptable &nbsp;to conduct terrorism, which in their eyes is a legitimate tool of statecraft as a way to pressure you to come to the negotiating table," he said, adding that it was not acceptable as a norm in international relations.

Inspector-General of Police (Jammu Zone) Mukesh Singh on Monday announced the arrest of three Hizbul Mujahideen militants in connection with four terrorist incidents in the past year in Kishtwar.

The four cases in which the police have made arrests are--the killing of BJP leader Anil Parihar, killing of RSS leader Chandrakant Sharma and his personal security officer and two-weapon snatching incidents.

Persons identified as Nissar Ahmed Sheikh, Nishad Ahmed and Azad Hussain have been arrested in connection with the four cases.

Addressing a press conference on Monday, Singh stated, "We have been able to solve these cases with help of CRPF, Indian Army and NIA. Three have been arrested in the killing of Chandrakant Sharma. Among those arrested, one is Nisar Ahmad Sheikh who was also present during killing of Anil Parihar," Singh said.

Singh revealed that the incidents were linked to an effort by terrorist group Hizbul Mujahideen to revive militancy in Chenab valley.

"It all goes back to an initial conspiracy during the years 2017 and 18. It was decided to revive militancy in Chenab valley and one of oldest commanders of Hizbul mujahideen, Jahangir Saroori played a part. In furtherance of this plan, they planned to kill Anil Parihar," Singh said.

Singh further said that militants named Osama, a Doda-based militant Harun, Zahid and Nisar Ahmed shaikh along with Saroori were involved in Parihar`s killing.

"In this whole conspiracy, Nissar Ahmed Shaikh also took help of Nishad Ahmed and Azad Hussain, who also have been arrested," Singh said.

Singh also stated that the police are trying to nab an over-ground worker identified as Rustom who aided the terrorists by creating a hideout for Nishad Ahmed and Azad Hussain.

"Today, I would like to send a message -- anyone harbouring, sympathising, transporting or helping terrorists in any form will be dealt with very strictly under the Unlawful Activities Prevention Act," Singh said.&nbsp;

ECOWAS Commission President Jean-Claude Kassi Brou said the commission had decided to "contribute financially and urgently to joint efforts in the fight against terrorism" by pledging $1 billion.

In a speech following the closed meeting, Brou also called on the United Nations to strengthen its MINUSMA peacekeeping mission, which has been based in Mali since 2013.

In July, the UN said Islamist attacks were spreading so fast in West Africa that the region should consider bolstering its response beyond current military efforts.

In 2017, five countries - Burkina Faso, Niger, Chad, Mali and Mauritania - backed by France, launched the G5 Sahel taskforce to combat the insurgents. But the initiative has been perennially underfunded.

The situation in Burkina Faso has deteriorated in particular in recent weeks. An attack in late August killed 24 soldiers, one of the heaviest losses yet in the nation`s fight against Islamist militants. Last week, 29 people were killed in separate attacks in its troubled central-northern region.

Once a pocket of relative calm in the Sahel, Burkina has suffered a homegrown insurgency for the past three years, which has been amplified by a spillover of jihadist violence and criminality from its chaotic neighbour Mali.

Large swathes of Burkina`s north are now out of control, and France`s military Sahel mission began limited operations there earlier this year.&nbsp;

The present action by the US might adversely impact Islamabad case in front of the FATF.

Along with the TPP, the state department also listed leaders of Hizballah, Hamas, Palestinian Islamic Jihad, ISIS, ISIS-Philippines and ISIS-West Africa.

"The strikes against the Arab Coalition were launched by armed groups affiliated with terrorist organisations. These armed groups attacked the Arab Coalition at Aden Airport, causing two injuries to the coalition forces," it added.

"Accordingly, the Coalition responded as per their right of self-defence to protect the security of their forces," said the statement which was carried by the Emirates' official WAM news agency.

Australia to block internet domains hosting extremist content during terror attacks

A Special Police Officer (SPO) and a terrorist were killed in an encounter that broke out in Jammu and Kashmir's Baramulla district on Tuesday night.

The gun battle between security forces and armed militants, which had begun on Tuesday evening was concluded early Wednesday morning.

At 5:30 a.m. on Wednesday, the Jammu and Kashmir police tweeted that the encounter was over.

"Encounter is over. One terrorist killed. Identity being ascertained. Arms and ammunition recovered. Our colleague SPO Billal attained martyrdom. SI Amardeep Parihar injured in the incident is being treated at Army Hospital," stated the police in the tweet.

Counter-Terrorism Department had registered 23 cases in July against the leadership of JuD, Lashkar-e-Taiba and FIF (Falah-i-Insaniyat Foundation) for acquiring assets from terror&nbsp;financing through non-profit organisations.

India blames Saeed for masterminding the 2008 Mumbai terror attacks in which 166 people were killed including several Americans.

Saeed was declared a global terrorist by the UNSC recently after a long, protracted battle by India at the UN body, a move which was consistently blocked by China. The US had declared a $10 million reward for capturing the Pakistan-based terrorist.
