China has conducted joint naval and air combat drills around the disputed Scarborough Shoal in the South China Sea, further escalating tensions in one of the world's most contested maritime regions.

The exercises, announced by the People's Liberation Army (PLA) Southern Theater Command, were described as a test of combat readiness and a demonstration of China's ability to defend what it calls its maritime rights and interests.

The drills took place around Scarborough Shoal, known as Huangyan Dao in China and Bajo de Masinloc in the Philippines. The reef lies approximately 220 kilometres west of Luzon and falls within the Philippines' Exclusive Economic Zone (EEZ) under international law.

Despite being followed by Chinese vessels, a Philippine group spearheading a civilian supply operation in the South China Sea provided fuel and food to Filipino fishermen, officials said on Thursday (May 16), describing it as a "major victory".

The Atin Ito (This is Ours) organisation deployed a 10-person crew to the Scarborough Shoal a day before a commercial flotilla of five commercial vessels and 100 small fishing boats set off on May 15. The rest of the fleet eventually turned back before reaching the shoal.

"The mission achieved a major victory when its advance team reached the vicinity of Panatag Shoal on May 15 (and) was able to supply the fishers in the area," Emman Hizon, Atin Ito spokesperson told Reuters.

Located inside Manila's 200 nautical-mile (370km) exclusive economic zone, the Scarborough Shoal is coveted for its bountiful fish stock and a turquoise lagoon that provides a safe haven for vessels during storms.

Despite a 2016 decision by The Hague-based Permanent Court of Arbitration finding its broad claims had no legal foundation, China maintains sovereignty over the shoal and nearly all of the South China Sea, including areas claimed by the Philippines, Brunei, Malaysia, Taiwan, and Vietnam.

The Chinese coast guard "intensified on-site surveillance and evidence collection" on Thursday, according to China's official news agency Xinhua, following Philippine vessels that "illegally gathered" in seas close to Scarborough Shoal and participated in actions "unrelated to normal fishing operations".

It further stated that the Philippine vessels at the site had been "regulated in accordance with the law" by the Chinese Coast Guard.

The Philippine warships "stopped moving forward at nearly 60 nautical miles in the waters east of Huangyan Island and has now departed," according to Yuyuan Tantian, a social media user connected to Chinese official broadcaster CCTV, who called the mission a "publicity stunt".

The advance squad, according to Hizon, was part of the group's backup plan in case China cut off the main flotilla. He stated that the flotilla would return to port on Thursday after reaching a location around fifty nautical miles away from the shoal.

The fishermen, who had previously been provided by the advance team, had departed the region after being chased away by Chinese vessels, according to Hizon, thus the bigger flotilla was unnecessary.

On Wednesday, a Philippine Coast Guard (PCG) aircraft that was sent to Scarborough Shoal to keep an eye on the situation noticed 19 Chinese vessels—including one Chinese naval ship—in the vicinity. Additionally, the PCG said that it was keeping an eye on two floating obstacles near the shoal's southeast entrance.

While not participating in the expedition, the PCG sent out vessels to ensure the protection and safety of the volunteer civilians. According to the PCG, two Chinese Coast Guard vessels followed the Atin Ito boats.

The Philippines on Friday (September 8) slammed China's coast guard and "maritime militia" for "illegal, aggressive and destabilising" behaviour towards its boats that allegedly interfered in another routine resupply mission to a remote military outpost in the disputed South China Sea.&nbsp;

The Philippines Coast Guard said that two Philippine Coast Guard vessels were encountered by four Chinese Coast Guard and four "militia" boats at the time when they were escorting supply boats to the Second Thomas Shoal in the Spratly Islands.&nbsp;

Manila said that the vessels were able to successfully deliver the cargo, but the National Task Force for the West Philippine Sea said that the Chinese vessels had carried out "harassment, dangerous manoeuvres, and aggressive conduct" towards the Philippine boats.&nbsp;

China claims practically the whole 1.3 million-square-mile South China Sea as its sovereign territory, and it has blamed foreign warships for escalating tensions in the region.

Freedom of navigation operations (or FONOPs) are routinely conducted by the United States, the United Kingdom, and Australia to counter what Washington refers to as "attempts by coastal states to unjustly limit access to the seas."

Both the US and the UK have previously enraged China by conducting FONOPs in the South China Sea to assert freedom of navigation rights.

UK warship ignores Beijing warnings and enters the South China Sea

China's foreign ministry however hit back saying the United States was harming peace and stability in the region as it asked the US to stop "stirring up trouble" in the South China Sea.

However, Blinken said: “We call on (China) to abide by its obligations under international law, cease its provocative behaviour, and take steps to reassure the international community that it is committed to the rules-based maritime order that respects the rights of all countries, big and small.”

China has rejected the international tribunal's&nbsp;decision's handed out in 2016 which said that its historical claim over the South China Sea islands was without basis.

As of April 26, the Philippines had filed 78 diplomatic protests to China since President Rodrigo Duterte took office in 2016, foreign ministry data shows.

"Our statements are stronger too because of the more brazen nature of the activities, the number, frequency and proximity of intrusions," Marie Yvette Banzon-Abalos, executive director for strategic communications at the foreign ministry, said.

Duterte for the most part has pursued warmer ties with China in exchange for Beijing's promises of billions of dollars in investment, aid, and loans.

While the Philippine leader still considers China "a good friend", he said last week: "There are things that are not really subject to a compromise."

The escalating feud between Manila and Beijing started after more than 200 Chinese vessels suspected by Philippine authorities to be operated by militias were spotted in early March at Whitsun Reef.

The Philippine government demanded the vessels leave, then deployed coast guard vessels to the area. China said it owns the reef and the Chinese vessels were sheltering from rough seas.

Many of the Chinese vessels have left Whitsun, about 175 nautical miles (325 kilometers) west of the Philippine province of Palawan, but several have remained moored in the area, part of a shallow atoll partly occupied by China and Vietnam.

The Philippine government says the reef is within an internationally recognised offshore zone where Manila has exclusive rights to exploit fisheries, oil, gas and other resources.
