<p><strong>Siddhant Sibbal:</strong> We're here in Perth at the Indian Ocean conference with me is External Affairs Minister Dr S Jaishankar. Sir welcome to WION. This conference is something that has grown in each passing year starting from Singapore. This year we have seen so many foreign ministers coming and the role played by this conference in bringing together other countries of the region.</p>

<p><strong>Dr S Jaishankar:</strong> Well, I've been attending this conference, I think barring one since it started. This is the seventh conference. Where this is useful is that you know, in the Indian Ocean there are different platform mechanisms, there isn't a single occasion where everybody gathers. So what it does is partly it has a broader, broader reach. It also supplements because there are official gatherings but some of this brings together you know, ministers diplomats, think tankers, business people. So often these kinds of international cooperation efforts are strengthened when you have this track to sort of activities side by side, and I think that's really been the value that it has brought and that value has grown with those seven conferences.</p>

<p><strong>Siddhant Sibbal:</strong> Sir India is a net security provider in the Indian Ocean region, if you can talk about that. I'm asking this given that there are challenges emerging in the region including the crisis in the Red Sea.</p>

<p><strong>Dr S Jaishankar:</strong> Well, what has happened, two things have happened one, internationally. Many others who in the past bore that responsibility today may not have the same willingness or capability. some who have greater capability may not have the willingness. So there is a kind of, in the global commons, there's a deficit okay. So if you have international waters, let us say piracy, we are seeing that we've seen that in the Gulf of Aden. We are having, you know, attacks on maritime shipping. Now, whose responsibility is it because it's not, it's not within most of it is not within us. So here countries need to step forward. I think the expectation is that India would make a greater contribution, frankly, from our own perspective, you know, our interests today are so much greater and so much of our trade, for example, goes through the Red Sea. We have such a strong shipping presence in that whole western Indian Ocean area. So it's, I would say self-interest, but it's also in a sense of global good that we are doing and it's something which the world values.</p>

<p><strong>Siddhant Sibbal:</strong> And so how is India helping in building capacity in the region?</p>

<p><strong>Dr S Jaishankar:</strong> It varies, you know, there are countries where we have actually done a lot of training, capacity building. We have given equipment I mean, if you look, even in our own region, Sri Lanka, Maldives, Mauritius, Seychelles, and Mozambique, these are all countries where in the maritime sphere, we've been we've actually given equipment we have built capacities on the go east of India, Vietnam, to some degree. So this is something which is I would say, part of how to build a larger Indian Ocean community and it's, it's a it's a very important aspect of the SAGAR outlook that we have.</p>

<p><strong>Siddhant Sibbal:</strong> Sir, moving on to the bilateral aspect, India, the Australia relationship, you pointed out in the speech at the dinner, that it's one of the most consequential relationships, what's your vision about this relationship? Are the new heights being touched in this relationship?</p>

<p><strong>Dr S Jaishankar:</strong> Well, you know, if you look at it by any metrics, we have, we've had more visits. We have more trade. number of students is growing communities growing. The exchanges between us and civil society growing business exchanges are growing, tourism is growing. So there's a lot of and by, if you measure it in numbers, the relationship is really great. But to me, the real change is in the comfort, the greater trust and confidence that we have in each other. The fact that we meet and discuss so many things that we work together. You know, in my remarks, I pointed out we have a strong bilateral relationship we have a trilateral with Indonesia and France, and we have a very important quad relationship we work with the Australians and bodies like the IORA etc. So we really think this is a relationship with great promise. great potential. And, you know, if you look at the last 10 years, this is one if I were to pick one or two relationships, which have really changed in the last 10 years, because before Prime Minister Modi came very frankly, it was a very neglected relationship.</p>

<p><strong>Siddhant Sibbal:</strong> And how both countries are working together in the Indian Ocean region, we are here in Perth which is known as the Indian Ocean capital of Australia.</p>

<p><strong>Dr S Jaishankar:</strong> Well, in different ways. I mean, you know, we do the Malabar exercise. There are other exercises they have exercises in which we participate as well. I think there's one called Talisman Sabre. We are working now on a HADR- Humanitarian Assistant disaster response efforts including through the quad. bilaterally, we have hosted deployments. So whether it is policy, whether it's exercises, whether it is a, you know, together, we are contributing to a larger effort, it's all coming together.</p>

<p>During the event in Nagpur, Jaishankar also said that India had been engaged in infrastructure development in other nations.</p>

<p>"We are involved today in building roads, electricity, transmission, supplying fuel, providing trade access, making investments, and having people holiday in other countries. All these are parts of how you develop these relationships," he said.</p>

Maldives MP Zahid Rameez, critical of PM Modi, sends birthday greetings to S Jaishankar

<p>An Indian student from eastern India's Jharkhand state reportedly died in Italy due to reasons that could not be immediately ascertained.&nbsp;</p>

<p>According to a report in India Today, Ram Raut from Jharkhand's West Singhbhum district, about 1500 km east of New Delhi, died on January 2, 2024.&nbsp;</p>

<p>The incident reportedly came to light when Raut's parents called him to extend greetings on New Year's on January 1. Raut reportedly did not pick up the call. When the West Singhbhum-based parents&nbsp;contacted the owner of their son's rented accommodation, they were informed that Ram had been found dead in the washroom of another house.&nbsp;</p>

<h2><strong>What next?</strong></h2>

<p>Ram Raut's family has approached senior government officials in Jharkhand to bring their son's body back to India.&nbsp;</p>

<p>The India Today report cited West Singhbhum's Deputy Commissioner Ananya Mittal as saying that he had received information about Ram Raut's death. The Home Department as well as the Migration cell of Jharkhand for necessary action.</p>

<p>The developments in the case are currently being monitored by Jharkhand's state authorities.&nbsp;</p>

<p>According to government data, a total of 5,897 Indian students were present in Italy in 2022 on study visas.&nbsp;</p>

<p>India's External Affairs Minister S Jaishankar believes taking the Kashmir issue to the United Nations Security Council (UNSC) in 1948 was an error and that by abrogating Article 370, New Delhi closed a "window of vulnerability" which it had been "foolish enough" to open.</p>

<p>According to Jaishankar, India, at the time, perceived the UNSC as a neutral arbiter whereas the Western voices on the table harboured a bias toward Pakistan and exploited India's vulnerability on the issue.&nbsp;</p>

<p>"Today it is very clear, in fact not now, it was very clear by 1970s, that taking the Kashmir issue to the UN Security Council was a fundamental error because you are taking it at the court where the judges are all stacked against you. These were Western countries who had a bias towards Pakistan," said Jaishankar while speaking about his book&nbsp;<em>'Why Bharat Matters'</em>.&nbsp;</p>

<p>The external affairs minister speaking further&nbsp;said only if India had been hard-headed and had a "good sense of international politics", the call to knock&nbsp;on the UN's door would not have been taken. He added&nbsp; Article 370 had profound implications not just within the country but also on the country's foreign policy and it took decades to finally abrogate it.&nbsp;</p>

<p>“We had a misreading of the world and sanctity of the UN, its impartiality and the Council being neutral arbitrators. We were taken for a ride by countries that had their geopolitical agendas set. As an issue of vulnerability, it was used against us and they continued to use it for decades. Article 370 was not just a call we had to take within the country, but had profound policy implications,” he added.</p>

<p>The visit came as a testament to flourishing political and economic relations between the two powers, even as headwinds over the past two years have grown stronger over Russia’s war in Ukraine and the ensuing sanctions by the West.</p>

<p>Jaishankar’s visit to Russia has been hailed as India’s ‘bold statement’ to the West by the Russian media. Russia’s state-backed RT News in an opinion piece stated: “The visit is also a way for New Delhi to signal its independent foreign policy and strategic autonomy in pursuing its interests, at a time when India is drawing closer to the United States and its allies.”</p>

“The mention of the Khalistan terrorist kingpin #Bhindranwale, who targeted Hindus for murder, is specifically meant to traumatise temple goers and create a fear of violence—meeting the CA definition of a hate crime,” wrote the Hindu American Foundation&nbsp;on X.</p>

<h2><strong>Indian community's sentiments hurt: Indian Consulate</strong></h2>

<p>Meanwhile, on Saturday (Dec 23), the Indian Consulate in San Francisco said that the Indian community's sentiments were hurt by the incident.<br />

In a statement, the Consulate General said, “We strongly condemn the defacing of SMVS Shri Swaminarayan Mandir at Newark, California with anti-India graffiti. This incident has hurt the sentiments of the Indian community. We have pressed for quick investigation and prompt action against the vandals by the US authorities in this matter.”<br />

Meanwhile, the Newark police stated that any threats or acts of violence, harassment, property damage, intimidation, or other crimes which are motivated by hate or bias will be considered very serious and prioritised.</p>

<p>Minister Jaishankar further spoke about providing consular assistance to Indian national Nikhil Gupta, who has been detained in the Czech Republic and is facing charges of taking part in conspiring&nbsp;to kill a Sikh separatist Gurpatwant Singh Pannun on American soil.<br />

“He (Nikhil Gupta) needed consular access, our embassy provided that. He has been provided consular access thrice,” said Jaishankar.</p>

<p>The United States levied charges against Gupta in which he was accused of working with an Indian government employee to plot the killing of Pannun, who has dual citizenship of the US and Canada.</p>

<p>Indian Foreign Minister S Jaishankar said on Saturday (Dec 23) that terrorism in India started at the time of its independence when raiders came across Pakistan, and called for a "response" to cross-border terrorism. Speaking to reporters, Foreign Minister Jaishankar said, "...Terrorism started at the moment of our independence when so-called raiders came from across Pakistan...What has changed in this country today, I think the Mumbai 26/11, to me, was the tipping point."</p>

<p>Jaishankar pointed out that a lot of people were very confused till they saw the true graphic impactful phase of terrorism of 26/11.&nbsp;</p>

<p>"Now, what we need to do first is we need to counter. I know that people who said, oh, we had a very smart strategy of turning the other cheek. I don't think that's just the mood of the nation. <p>In 2015, New Delhi and Rome took the case to the Permanent Court of Arbitration (PCA) in The Netherlands' Hague.</p>

<p>The PCA ordered Italy to pay ₹100mn in compensation to India "for loss of life".</p>

<p>Finally, the case was closed in 2021.</p>

<p>India’s foreign minister S Jaishankar said that India should re-define international relations and set its own narrative, rather than the one given by Western intellectualism.</p>

<p>Speaking at an international relations conference at Symbiosis International University in Pune, the minister said that the international relations lexicon is fitted with Western terminologies, like the ‘trojan horse, Gordian knots’, the concepts given by the British.</p>

<p>“In everyday life, we use terms like Pyrrhic victory, Gordian knots, trojan horse. These are not just used but we have universalised it in a way. Generally, intellectual concepts, traditions and constructs are largely British.”</p>

<h2><strong>‘West has no problem with Chinese history ’</strong></h2>

<p>He added that while Western intellectuals have no problem in accepting the “5000-year-old unbroken Chinese history”, many of them would not give that same “privilege” and understanding to India.</p>

<p>“In fact, an extreme example of that was Churchill himself, who said that India was no more a country than an equator,” the diplomat-turned-politician said.</p>

<p>He said that it is imperative to think of our own Indian history, “Of what are we about… How have we got to where we are… What are the forces which drove us… I think it is important today to look at all of these, if necessary, with fresh eyes, with an open mind.”</p>

<p>“Even if the economics of the world may have shifted, the politics may be shifting, but if the culture doesn’t move alongside these shifts, then those shifts will always remain incomplete”.</p>

In an exclusive interview with WION's diplomatic correspondent Sidhant Sibal, Radegonde emphasised the collaborative nature of India's development initiatives, stating, "India offers support, never imposes on anybody. It is for Seychelles to accept or not...we are happy in areas that are of our national interest, in our national interest to cooperate with India and continue in that."</em></p>

<p><strong>WION</strong>: My first question to you, how were your conversations with the Indian External Affairs Minister, Dr. S Jaisankar? So, what were the conversations like?&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: I am here, as you rightly say, at the invitation of the External Affairs Minister, it's an invitation that I should have accepted quite a while back, and I'm happy that it's finally happened. Seychelles and India have very strong, long-standing relations in various fields. India supports Seychelles in many areas. And I think it was good for us to sit down. the minister and I, for us to sort of look at where we are. Look at issues that may, may happen, in our relations, try and find solutions for them. But more importantly, see how we can progress, and take those relationships forward. So this is what we did.</p>

<p><strong>WION</strong>: And how do you characterise this relationship, if you can sum up briefly, where ties are?</p>

<p><strong>Sylvestre Radegonde</strong>: The relations are excellent. India has over the years, since our independence in 1976, been a solid dependable partner. And are very happy with the way things are. We sort of have similar views on many issues and we share the ocean. So I'm glad, yes, at some rate it is an excellent relationship.</p>

<p><strong>WION</strong>: How do you see the development partnership between the 2 countries from buses to High Impact Community Development Projects to building Roof-Top Solar Panels on Government Buildings?&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: The relationship goes beyond that actually, is multifaceted, at the height of COVID, India helped us with vaccines, which helped us open up the country and saved our tourism industry and the economy of the country. But before that, and since then, there's been a lot of cooperation in the maritime sector, in defence. India has several military advisors in Seychelles. India supports us in capacity building, and scholarships not only military but in other areas, but as you say, yes, in our transport sector, our public transport system is made up of databases and this continues. New areas of cooperation apart from building on existing ones, we have areas in which India can help us. We have a program that started a few years ago, what we call the high-impact community projects, where India supports us in financing projects in the districts and villages that are directly impacting the community, building bridges, roads and so on. This will continue but also we've discussed the possibility of India supporting socializing. So we need to discuss further and sort of agree on both in terms of number and other details associated with that.</p>

<p><strong>WION</strong>: The strong India link, President Wavel Ramkalawan himself is a person of Indian origin, so how do you see the historic people-to-people link</p>

<p><strong>Sylvestre Radegonde</strong>: The Indians were one of the first to arrive in these islands, over 250 years ago. As you know, Seychelles, the islands were uninhabited until the French with African settlers and some Indians came there and settled and since then, the Indian population, now the diaspora, has grown and is fully part of the Seychelles nation. We look at them as Seychellwa, if you want to push it further, of Indian origin, and the President itself is one of those. His grandparents came, I think, from Bihar. The Indian community in Seychelles, play a vital role, in the development of the country, and in the economic activities they do and help with the growth of the economy.&nbsp;</p>

<p><strong>WION</strong>: In terms of Defence, we have seen increased engagement, including, visit of Indian navy ships, if you can talk about that. They played a key role in the mapping of EEZ.</p>

<p><strong>Sylvestre Radegonde</strong>: There is mapping of EEZ, but beyond that, there are areas of direct interest to Seychelles. Seychelles is a small country made up of 115 islands in an ocean, that's 1.3 million square kilometres. For us to be able to patrol this ocean that is infested with drug trafficking, trafficking in arms, and Illegal fishing is almost impossible. India has been consistently there by our side to help us patrol the ocean. Basically, in many cases, arresting ships that have come in with drugs and so on. So this is a cooperation we value. It's one area where the interests of India and Seychelles converge, and we're happy to collaborate with them, in addition to that, India has provided us with some patrol vessels, which we make very good use of, and as I said earlier, all the support and training that they provide.</p>

<p><strong>WION</strong>: India has gifted Dornier aircraft, and handed over a Fast Patrol Vessel to you, any more such requests?</p>

<p><strong>Sylvestre Radegonde</strong>: We will continue to cooperate together. We have discussed with the minister other areas that we can cooperate in. Maybe I will not go into detail at the moment. But I think whatever we have agreed is, the commitment that I've had is that India is ready to support Seychelles in whatever area it needs to support. And the support that has been given to us is that India offers support, and never imposes on anybody. It is for Seychelles to accept or not. But so far, there's nothing that is unpalatable. If unpalatable is the term, we are happy in areas that are of our national interest, in our national interest to cooperate with India.&nbsp;</p>

<p><strong>Sidhant Sibal</strong>: India gifted and installed six coastal surveillance radar systems in Seychelles in 2015, how has that helped in your security</p>

<p><strong>Sylvestre Radegonde</strong>: It forms part of the whole package, in monitoring that vast expanse of ocean that we have. So, these radars are placed in strategic positions around our territory and help us in the work that we need to do.</p>

<p><strong>WION</strong>: Essentially, if we talk about India's role as a country that hosted several summits, we had the voice of the Global South summit, we had the G20 summit, How do you see India as a voice of the Global South? If you can talk about that.</p>

<p><strong>Sylvestre Radegonde</strong>: Look, if we take the G 20, I think India has provided sterling leadership to that group. I think it was clear that India was the champion of the South and did make the point and several issues concerning the South. We are happy and we congratulate India for finally, after all the talk for so many years, that the African Union is a member of the G 20. So absolutely we are confident that India is a developing country, and is a champion of the causes and the concerns of the south and that is why when India asks us for support, in international organizations, for support on candidatures we are comfortable to support because we know India is a friend.</p>

<p><strong>WION</strong>: Candidature for support, India's bid for UNSC?</p>

<p><strong>Sylvestre Radegonde</strong>: India's request for us to support them in candidature in various international organisations. Be it UNSC, IMO and others, we are happy to support India.&nbsp;</p>

<p><strong>WION</strong>: The African Union became a member of the grouping, the G 20 grouping. How do you see the inclusion of the African Union at the high table, we know that Africa is keen that there is a seat at the high table at the UNSC as well. What is your take on that as well?</p>

<p><strong>Sylvestre Radegonde</strong>: At the level of G 20, or any institution, anybody, any group of countries, I think it's good that Africa can be its own advocate, be able to be there, make its own case. With regards to the UN Security Council, we've advocated for years that membership needs to be enlarged. The role of Africa, as is for other countries, needs to be recognized. We cannot continue on a mechanism, on a setup dating back after the Second World War. So absolutely, I think Africa has its role to play. And we were happy that countries like India are supporting us in this endeavour.</p>

<p><strong>WION</strong>: Do you see a greater divide between the global north and the Global South because I'm asking this question because when the Ukraine conflict started, it was the global south that suffered but when the UNSC discussions happened, it was not about the worries of the Global South.&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: It is the case all the time, isn't it? We see that almost everywhere. And I think the problem we have, Seychelles as a small country is the hypocrisy is too big a word, but we see a lot of declarations which are made, supposedly in favour of the south, in our case, in favour of the small island developing states but then they ended up being just conversations. And after that, when the lights go off, you know everybody goes back to what they've been doing before.</p>

<p><strong>WION</strong>: I sense disappointment when you say this from the people who are running the global institutions, whether it is the UNSC or other institutions, do you think that the voice of the global south is somehow not being represented at the high table? And if yes, what can be done?&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: It's not being represented? Absolutely. But what can we do? We cannot, you know, keep the doors open. We need to continue making our case, there's advocacy that we do ourselves, but then we look to friends, to other partners to help us make the international community understand that we need to have a voice, we need to be able to make our own case and defend our case.</p>

<p><strong>WION</strong>: You said you look at friends, do you think that India can be that friend that can be the voice of the Global South? You do think so</p>

<p><strong>Sylvestre Radegonde</strong>: Without any doubt, Seychelles is comfortable that India has been consistently, been on the side of the developing south and will continue to do so. The short answer is yes without any doubt.</p>

<p><strong>WION</strong>: Seychelles might be territorially small, but it is a large oceanic state. It's at the heart of the Indian Ocean from where major trade routes pass. It has also seen increased geopolitical tensions. There are concerns over illegal fishing. How do you sense the security situation in the Indian Ocean if you can talk about that?&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: Illegal fishing is a big problem. Also, as I said at the beginning of the interview, illegal arms trafficking, and drugs, are a massive problem and with drugs and arms trafficking poses problems. So that is why you know we have, you know, security arrangements with not only India but other countries in the region. For your information. We signed an agreement with the EU recently, whereby the EU mandate in the Indian Ocean has been extended to include precisely arms trafficking, and drug trafficking, and Seychelles has offered itself first country to do it, first itself as a possibility for us to receive these people that are arrested on the high seas, prosecute and imprison them. It's a tall order for a small country, it is very risky, but it is in our national interest to do it. There is no other way.</p>

<p><strong>WION</strong>: You talk about the EU but are you looking at any specific countries? For example, France, which sees itself as a resident power here in the Indian Ocean,</p>

<p><strong>Sylvestre Radegonde</strong>: It's every country that is able to assist. France is another partner in the region because they have a presence on the island of a Reunion. So a lot of the patrolling that we do, a lot of the actions activities that we do, are in collaboration with partners that have an interest in the region.</p>

<p><strong>WION</strong>: Any trilateral with India, France and Seychelles coming up?</p>

<p><strong>Sylvestre Radegonde:</strong>&nbsp;We do not foresee any sort of formal trilateral as you call it, arrangement. We talked to everybody and I'm sure everybody is talking to each other. But we find an arrangement where, you know, our various interests converge and we work together.</p>

<p><strong>WION</strong>: When it comes to India, Africa's relationship has been growing, India's historical relationship with Africa. How do you see India's role in African Development? Also, what were the plans for the India-Africa summit? There was conversation as well happening. What are you looking at when it comes to the India-Africa summit, which is expected to happen very soon?&nbsp;</p>

<p><strong>Sylvestre Radegonde</strong>: With the Africa summit, unfortunately, because of circumstances I mean, I think the last one was in 2015. Yes. 2015, when the next one was due, we had covid. But now discussions are on for us to convene the summit, sometime soon, hopefully during the course of next year, or the year after, and this time in Africa, somewhere. No, absolutely. I think with regards to India's position on the world stage, its interest and its support for the countries in the South. I think it's good that this cooperation can continue. And the Africa-India summit provides a forum for us to look at how we can cooperate together.</p>

<p><strong>WION</strong>: In the Indian Ocean, how do you see, I mean, how do you see engagement of other countries, for example, China, and how do you see your relationship with China?</p>

<p><strong>Sylvestre Radegonde</strong>: With regard to our relationship with China, we have an excellent relationship with China. So as India and China are concerned it is not an either or both countries, you know, we've been friends with since Independence, that continues. The support that we get from India. China also supports us in other areas, primarily, infrastructure, and infrastructure development in the country. And that we see will continue without any issue whatsoever.</p>

<p><strong>WION</strong>: How do you support the Multi-dimensional Vulnerability Index</p>

<p><strong>Sylvestre Radegonde</strong>: This is one thing we've been pushing for ages. Because we were impacted directly, you know, this business of high GDP per capita, which really impacts us. Today, getting a loan on the international market is so difficult for us, because we are considered a high-income country. Basically, when we go to borrow, from any other financial institution, we do so at the rate applicable to any rich country. We said that this is not fair. There's got to be other criteria that's used, apart from our GDP per capita. So the Multi-dimensional Vulnerability Index is vital, work has been done by the UN. A report has been submitted. Now we'll look at how this report is rolled out, so that we eventually, finally reach an agreement with all the partners, especially the financing institutions, that we will have a mechanism that takes into consideration criteria other than GDP per capita.</p>

<p><strong>WION</strong>: On the COP Summit. What do you have to say? How does climate change impact you? your stance on the summit and the Ukraine and Israel-Hamas conflict, what is the stance of your government and how does it impact you?</p>

<p><strong>Sylvestre Radegonde</strong>: Look, I think, COP, I hope next month in Dubai, we will have a COP coming out with concrete resolutions that everybody and all the partners can apply. Up to now, there's been a lot of talk, in my view, a lot of declarations of intent, that have not happened. You know, we have, when you see okay, very good. then you see some conditions appear at the bottom of the page that exclude Seychelles. Climate change is a big issue for us, and the environment, we see it every day. We can see the rise of sea level, we can see the erosion of our coastline. So it is in our interest that the world acts and acts now. We cannot continue to postpone. Now in terms of, you know, protecting ourselves, we need the funds. A small country we cannot do it on our own but the international community will have to stop talking about it and make the funds available for us to be able to do that.</p>

<p><strong>WION</strong>: Are you not very hopeful about the COP, you are sounding again not very optimistic... And when it comes to funds, it's the Western countries I would say that haven't fulfilled their commitments.</p>

<p><strong>Sylvestre Radegonde</strong>: You're right to note that I'm not optimistic. I would yeah, I would say I'm not optimistic not to say pessimistic generally. Why? Because there's been talk before and we've got nothing to show for it. While everybody's telling you that, you know, funding is a problem, it will take time. We need to source funds and whatever, the conflict in Ukraine happens overnight. You see the millions that are being poured into Ukraine. So you see what I mean. So when it concerns that direct interest, they find the funds but when you talk about protecting vulnerable countries, it's yes, yes, yes. It's something in the past, you know, distance does not touch them directly. We will see. You see what I mean. So that is the position we have. With the situation in Ukraine. What was the second part of your question situation Ukraine, as it is the situation as is the situation in the Middle East, we would like to see, you know that this problem be resolved. We are happy that in the Middle East, there's a ceasefire now. I think we will be able to prolong it. People have to sit down and come back to the negotiating table and Seychelles calls for understanding, and accepting the two-state solution. There is no other way. Because this problem unless it's addressed in its true context. It's going to carry on. eternally and we cannot carry on like this.</p>

<p><strong>WION</strong>: If I can just sum up your comment on COP, you are basically saying that the West has the funds when it is needed for some conflict, in this case, the Ukraine conflict but shies away when it comes to giving money where it's required, especially when it comes to climate change.&nbsp;</p>

We cannot continue on a mechanism, on a setup dating back after the Second World War. So absolutely, I think Africa has its role to play. And we were happy that countries like India are supporting us in this endeavour. WION: Do you see a greater divide between the global north and the Global South because I'm asking this question because when the Ukraine conflict started, it was the global south that suffered but when the UNSC discussions happened, it was not about the worries of the Global South. Sylvestre Radegonde: It is the case all the time, isn't it? We see that almost everywhere. And I think the problem we have, Seychelles as a small country is the hypocrisy is too big a word, but we see a lot of declarations which are made, supposedly in favour of the south, in our case, in favour of the small island developing states but then they ended up being just conversations. And after that, when the lights go off, you know everybody goes back to what they've been doing before. WION: I sense disappointment when you say this from the people who are running the global institutions, whether it is the UNSC or other institutions, do you think that the voice of the global south is somehow not being represented at the high table? And if yes, what can be done? Sylvestre Radegonde: It's not being represented? Absolutely. But what can we do? We cannot, you know, keep the doors open. We need to continue making our case, there's advocacy that we do ourselves, but then we look to friends, to other partners to help us make the international community understand that we need to have a voice, we need to be able to make our own case and defend our case. WION: You said you look at friends, do you think that India can be that friend that can be the voice of the Global South? You do think so Sylvestre Radegonde: Without any doubt, Seychelles is comfortable that India has been consistently, been on the side of the developing south and will continue to do so. The short answer is yes without any doubt. WION: Seychelles might be territorially small, but it is a large oceanic state. It's at the heart of the Indian Ocean from where major trade routes pass. It has also seen increased geopolitical tensions. There are concerns over illegal fishing. How do you sense the security situation in the Indian Ocean if you can talk about that? Sylvestre Radegonde: Illegal fishing is a big problem. Also, as I said at the beginning of the interview, illegal arms trafficking, and drugs, are a massive problem and with drugs and arms trafficking poses problems. So that is why you know we have, you know, security arrangements with not only India but other countries in the region. For your information. We signed an agreement with the EU recently, whereby the EU mandate in the Indian Ocean has been extended to include precisely arms trafficking, and drug trafficking, and Seychelles has offered itself first country to do it, first itself as a possibility for us to receive these people that are arrested on the high seas, prosecute and imprison them. It's a tall order for a small country, it is very risky, but it is in our national interest to do it. There is no other way. WION: You talk about the EU but are you looking at any specific countries? For example, France, which sees itself as a resident power here in the Indian Ocean, Sylvestre Radegonde: It's every country that is able to assist. France is another partner in the region because they have a presence on the island of a Reunion. So a lot of the patrolling that we do, a lot of the actions activities that we do, are in collaboration with partners that have an interest in the region. WION: Any trilateral with India, France and Seychelles coming up? Sylvestre Radegonde: We do not foresee any sort of formal trilateral as you call it, arrangement. We talked to everybody and I'm sure everybody is talking to each other. But we find an arrangement where, you know, our various interests converge and we work together. WION: When it comes to India, Africa's relationship has been growing, India's historical relationship with Africa. How do you see India's role in African Development? Also, what were the plans for the India-Africa summit? There was conversation as well happening. What are you looking at when it comes to the India-Africa summit, which is expected to happen very soon? Sylvestre Radegonde: With the Africa summit, unfortunately, because of circumstances I mean, I think the last one was in 2015. Yes. 2015, when the next one was due, we had covid. But now discussions are on for us to convene the summit, sometime soon, hopefully during the course of next year, or the year after, and this time in Africa, somewhere. No, absolutely. I think with regards to India's position on the world stage, its interest and its support for the countries in the South. I think it's good that this cooperation can continue. And the Africa-India summit provides a forum for us to look at how we can cooperate together. WION: In the Indian Ocean, how do you see, I mean, how do you see engagement of other countries, for example, China, and how do you see your relationship with China? Sylvestre Radegonde: With regard to our relationship with China, we have an excellent relationship with China. So as India and China are concerned it is not an either or both countries, you know, we've been friends with since Independence, that continues. The support that we get from India. China also supports us in other areas, primarily, infrastructure, and infrastructure development in the country. And that we see will continue without any issue whatsoever. WION: How do you support the Multi-dimensional Vulnerability Index Sylvestre Radegonde: This is one thing we've been pushing for ages. Because we were impacted directly, you know, this business of high GDP per capita, which really impacts us. Today, getting a loan on the international market is so difficult for us, because we are considered a high-income country. Basically, when we go to borrow, from any other financial institution, we do so at the rate applicable to any rich country. We said that this is not fair. There's got to be other criteria that's used, apart from our GDP per capita. So the Multi-dimensional Vulnerability Index is vital, work has been done by the UN. A report has been submitted. Now we'll look at how this report is rolled out, so that we eventually, finally reach an agreement with all the partners, especially the financing institutions, that we will have a mechanism that takes into consideration criteria other than GDP per capita. WION: On the COP Summit. What do you have to say? How does climate change impact you? your stance on the summit and the Ukraine and Israel-Hamas conflict, what is the stance of your government and how does it impact you? Sylvestre Radegonde: Look, I think, COP, I hope next month in Dubai, we will have a COP coming out with concrete resolutions that everybody and all the partners can apply. Up to now, there's been a lot of talk, in my view, a lot of declarations of intent, that have not happened. You know, we have, when you see okay, very good. then you see some conditions appear at the bottom of the page that exclude Seychelles. Climate change is a big issue for us, and the environment, we see it every day. We can see the rise of sea level, we can see the erosion of our coastline. So it is in our interest that the world acts and acts now. We cannot continue to postpone. Now in terms of, you know, protecting ourselves, we need the funds. A small country we cannot do it on our own but the international community will have to stop talking about it and make the funds available for us to be able to do that. WION: Are you not very hopeful about the COP, you are sounding again not very optimistic... And when it comes to funds, it's the Western countries I would say that haven't fulfilled their commitments. Sylvestre Radegonde: You're right to note that I'm not optimistic. I would yeah, I would say I'm not optimistic not to say pessimistic generally. Why? Because there's been talk before and we've got nothing to show for it. While everybody's telling you that, you know, funding is a problem, it will take time. We need to source funds and whatever, the conflict in Ukraine happens overnight. You see the millions that are being poured into Ukraine. So you see what I mean. So when it concerns that direct interest, they find the funds but when you talk about protecting vulnerable countries, it's yes, yes, yes. It's something in the past, you know, distance does not touch them directly. We will see. You see what I mean. So that is the position we have. With the situation in Ukraine. What was the second part of your question situation Ukraine, as it is the situation as is the situation in the Middle East, we would like to see, you know that this problem be resolved. We are happy that in the Middle East, there's a ceasefire now. I think we will be able to prolong it. People have to sit down and come back to the negotiating table and Seychelles calls for understanding, and accepting the two-state solution. There is no other way. Because this problem unless it's addressed in its true context. It's going to carry on. eternally and we cannot carry on like this. WION: If I can just sum up your comment on COP, you are basically saying that the West has the funds when it is needed for some conflict, in this case, the Ukraine conflict but shies away when it comes to giving money where it's required, especially when it comes to climate change. <p>The launch of the dialogue has been described as a "reflection of the shared commitment" by India and the US to provide “a positive, forward-looking vision for the India-US strategic partnership and to promote synergy in their diplomatic and security efforts”.</p>

<p>India's External Affairs Minister Dr S Jaishankar on Monday (Oct 30) met with families of eight&nbsp;Indians who have been detained in Qatar.</p>

<p>In the meeting with the family members, Jaishankar said that all efforts will be made by the government to secure the release of the detained Indians.</p>

<h2><strong>Indians face death sentence in Qatar</strong></h2>

<p>On Thursday (Oct 26), Qatar's Court of First Instance handed down the death sentence to the eight Indians.</p>

<p>The Ministry of External Affairs had stated that they were shocked by the verdict delivered and the issue will be taken up with Qatari authorities.<br />

"We are deeply shocked by the verdict of the death penalty and are awaiting the detailed judgement. We are in touch with the family members and the legal team, and we are exploring all legal options," the ministry had stated.<br />

"We attach high importance to this case, and have been following it closely. We will continue to extend all consular and legal assistance. We will also take up the verdict with Qatari authorities," the statement read.</p>

<p>"Parity is very much provided for by the Vienna Convention, which is the relevant international rule on this," Jaishankar said. "But in our case, we invoked parity because we had concerns about continuous interference in our affairs by Canadian personnel," he added.</p>

<p>"My sense is over a period of time more stuff will come out and people will understand why we had the kind of discomfort with many of them which we did," the Indian foreign minister further said during the event.&nbsp;</p>

<h2>Tracking visa issue very closely: Jaishankar</h2>

<p><span style="font-size: 15px;">During the conclave, the Indian foreign minister also said that New Delhi was tracking the visa issue very closely. "</span>Some weeks ago, we stopped issuing visas in Canada because it was no longer safe for our diplomats to go to work to issue visas. So their safety and security was the primary reason we had to temporarily stop the issue of visas. We're tracking it very closely," Jaishankar said.</p>

<p>"My hope, my expectation is that situation would improve in the sense that our people would have greater confidence in being able to do their basic duty as diplomats," he added.&nbsp;</p>

<p>"We do not agree with the decisions taken by the Indian government that have resulted in a number of Canadian diplomats departing India," a spokesperson for Britain's Foreign Office said.</p>

We had discomfort with many Canadian diplomats: Jaishankar on India invoking diplomatic parity with Canada

<p>The Indian Union Ministry of Home Affairs has upgraded the security of the nation's External Affairs Minister S Jaishankar to Z category, after a Khalistani group in Canada put up posters&nbsp;labelling the minister&nbsp;and two others, 'enemies of Canada'. As per reports, some posters also call for his assassination.</p>

<p>The posters feature images of Jaishankar, along with Indian Prime Minister Narendra Modi, and Indian high commissioner to Canada Sanjay Kumar Verma.</p>

<h2><strong>Heightened security</strong></h2>

<p>These posters were put up by a Khalistani group called Sikhs for Justice (SFJ) on Tuesday, reports Hindustan Times.</p>

<p>Indian EAM Jaishankar will now be guarded by the VIP security wing of the Central Reserve Security Force (CRPF), which guards around 176 people in the country. His protection detail will consist of 22 personnel, including 4-6 NSG commandos and police personnel.</p>

<p>As per the report, the posters also announce that a 'referendum' over the carving out of a separate state of "Khalistan" out of India will be held outside the Guru Nanak Sikh Gurdwara, Surrey, British Columbia.</p>

<p>The Gurudwara is where Khalistani terrorist Hardeep Singh Nijjar was killed by unidentified men on June 18th.</p>

<h2><strong>Hamas-like attacks</strong></h2>

<p>This comes as Khalistani extremist leader Gurpatwant Singh Pannun in a video threatened India of a Hamas-like attack.&nbsp;</p>

<p>Pannun, a designated terrorist under India's Unlawful Activities Prevention Act (UAPA), can be heard saying: "People under illegal occupation from Punjab to Palestine will react. And violence begets violence."</p>

<p>Quoting people in the know, the Indian media publication reports that the referendum will be held in Vancouver on October 29. Before that, on October 21, a protest is slated to be launched from Surrey to the Indian consulate in Vancouver.</p>

Jaishankar gets Z security after Khalistan group puts posters labelling him 'enemy of Canada'

<p>The current India-US partnership is going to reach another level under the administration of Prime Minister Narendra Modi, Indian foreign minister S Jaishankar said, and added that like Chandrayaan, the bilateral ties would “reach the Moon and beyond”.</p>

<p>Jaishankar made these remarks at the 'Celebrating Colours of Friendship' event organised by the Embassy of India in Washington on Saturday, which was attended by several hundred Indian-Americans.</p>

<p>“There is one clear message today that our relationship is at an all-time high. But as they say in America, you ain't seen anything yet. So, we are going to take this relationship to a different level, to a different place,” he said at the India House.</p>

<h2><strong>'US played key role in success of G20'</strong></h2>

<p>Jaishankar also credited the success of the G20 Summit in New Delhi to the US.</p>

<p>“As the host, when things go well, the host always gets the credit. It's reasonable. But, the G20 could not have come together if all the members of the G20 did not work for its success," he said</p>

<p>"I think particularly, I must say, because I'm in this country today, the contribution, the support and the understanding that we got from the United States to make a successful G20, I think that is something I would certainly like to recognise in public in Washington DC,” Jaishankar added.</p>

<p>“So, it may have been our success in a literal way, but I think it was the G20 [nations] success. To me, it was also a success of the India-US&nbsp;partnership.… Please keep giving this partnership the support it needs, the support it deserves and the support it expects. And I can promise you that this relationship, like the Chandrayaan, will go to the Moon, maybe even beyond,” he said.</p>

<h2><strong>'India-US bond unique'&nbsp;</strong></h2>

<p>Jaishankar said that what makes the US and India ties unique is the human bond between the two countries.</p>

<p>"I mean it is not a secret. They continue to carry on with their activities in Canada and most important, the fact that our diplomatic missions and our diplomatic personnel have been consistently and continuously intimidated in Canada," the Indian foreign minister added.</p>

<p>Jaishankar also mentioned the recent incidents of smoke bombs thrown at Indian missions in Canada along with violence in front of consulates. "Individuals have been targeted and intimidated. There are posters put up about people. So tell me, do you consider this normal?... If this had happened to any other country, how would they react to it?... Let's not normalize what is happening in Canada," he said.</p>

<h2><strong>Raised Nijjar's murder with New Delhi: Blinken</strong></h2>

<p>Jaishankar's press conference comes hours after US Secretary of State Antony Blinken said he raised the murder of Hardeep Singh Nijjar with the Indian foreign minister in a meeting on Thursday.&nbsp;</p>

<p>"We're very concerned about the allegations that have been raised by Canada, by Prime Minister (Justin) Trudeau. We have been in close contact with Canada about that, and at the same time, we have engaged with the Indian government and urge them to work with Canada on an investigation. And I had the opportunity to do so again in my meeting yesterday with Foreign Minister (Subrahmanyam) Jaishankar," Blinken said in a press conference.</p>

<p>"Those responsible need to be held accountable and we hope that our friends in both Canada and India will work together to resolve this matter,” he added.</p>

<p>Earlier, neither Blinken nor the US State Department made any mention of raising the murder of Nijjar during Thursday's meeting with Jaishankar.</p>
