Navalny had appealed to supporters from prison to download the app and urged them to back mostly Communist Party candidates to weaken the ruling party.

With many voters frustrated by falling incomes and not planning to cast their ballots, Putin urged Russians to elect a "strong" parliament.

"I'm counting on your responsible, balanced and patriotic civic position," Putin said in a video address on Thursday.

The run-up to the parliamentary polls has been marred by an unprecedented crackdown on Kremlin critics and independent media, with Putin's top foe Alexei Navalny jailed in January and his organisations subsequently outlawed.

On September 10, Russia's state-controlled gas giant claimed it has completed construction of the Nord Stream 2 gas pipeline to Germany, a disputed project opposed by Ukraine and the United States.

Nord Stream 2, owned by Gazprom and backed by other European firms, is being built beneath the Baltic Sea, bypassing Poland and Ukraine, which has sparked protests in both countries.&nbsp;

The new pipeline has been regarded by Ukrainian President Volodymyr Zelenskyy as a strong geopolitical weapon for Russia, which annexed Ukraine's Crimean Peninsula in 2014 following the fall of the former Kremlin-friendly president and has backed a separatist insurgency in eastern Ukraine.

Washington has been a vocal opponent of Nord Stream 2, but the Biden administration has chosen not to penalise the German corporation in charge of the project while imposing penalties on Russian companies and ships.&nbsp;

The US and Germany negotiated an agreement in July to allow the completion of Nord Stream 2 without the imposition of US penalties on German firms.

The agreements are part of the implementation of a 1999 "union state" agreement. This foresees the creation of a single parliament, a single currency and common state symbols.&nbsp;

Putin said that Belarus is a "good neighbour" that shares Russia's "history and spiritual values."

The Russian leader said that while the pair did not discuss "political integration"

"We did not talk about this," Putin said, adding that it was first necessary to "create an economic base" before integrating politically.&nbsp;

The Kremlin has sought to deepen integration but Lukashenko, who for years relied on Moscow for cheap oil and loans, has resisted closer integration.

"Belarusians and Russians do not feel like foreigners in each other's countries," Lukashenko said.&nbsp;

The countries are about to begin the Zapad-2021 military exercises that are closely monitored by NATO, and Belarus has recently taken delivery of Russian war planes to be stationed on Belarus's border with the EU.

Russia, Belarus agree on deepening economic integration

India and Russia held consultation on Afghanistan on Wednesday. In this, New Delhi pointed out that since Pakistan has links with Taliban and has been supporting international terror groups such as Jaish-e-Mohammed (JEM) and lashkar-e-taiba (LET), Islamabad has "special responsibility" to ensure that Afghan soil is not used to spread terrorism.

During the talks, India highlighted Pakistan's notorious spy agency ISI's links with LET and JEM, something that has been raised privately and publicly many times.

The talks were led by Indian National Security Advisor Ajit Doval and the visiting Secretary of the Security Council of the Russian Federation, General Nikolay Patrushev. This is the first visit of Patrushev to any foreign country after emergence of Taliban as the dominant force in Afghanistan.

Both sides saw the issue of terrorism emanating from Afghanistan as a threat to India and Central Asia. Three central Asian states, Turkmenistan, Tajikistan and Uzbekistan share border with Afghanistan, and the fear is that crisis can impact them as well. Both New Delhi and Moscow share close ties with these central Asian countries, with Russia being a major security and economic partner due to soviet connect.

During the talks, India expressed concerns over security of Afghan minorities — Hindus and Sikhs. In August, India&nbsp;evacuated over 500 people, more of 200 of which were Afghans, mainly from minority — Hindus and Sikhs.

A release by the Russian embassy on Doval-Nikolay talks said, both sides, "touched upon humanitarian and migration problems in this country, as well as prospects for the Russian-Indian joint efforts aimed at creating conditions for launching a peaceful settlement process on the basis of an intra-Afghan dialogue."

While both sides agreed that " that there is a lot of uncertainty" as situation "evolves rapidly in Afghanistan", sources explained that they had convergence of views on many issues — like the need for Taliban to adhere to promises and commitments it had made —like rights of women, minorities, flow of weapons to terror groups and smuggling across the Afghan border, Afghanistan becoming the hub of opium production and Islamic radicalization and extremism.

Both, Moscow&nbsp;and New Delhi, have decided to engage in concrete " forms of future bilateral cooperation" which includes close coordination, upgrading consultations and exchange of information.

Moscow flexes muscle in Arctic region with nuclear icebreaker fleet

Russia’s Emergencies Minister Yevgeny Zinichev died while trying to save a cameraman's life during a civil defence exercise in the Arctic city of Norilsk, the ministry said on Wednesday.

Zinichev, 55, had died in Norilsk while trying to save someone's life. A cameraman had fallen off a cliff during an interview, Margarita Simonyan, the head of Russian broadcaster RT, said.

“He and the cameraman were on the edge of a cliff. The cameraman slipped and fell into the water. Zinichev rushed after the fallen man and died after hitting a protruding rock,” she said.

The cameraman, who was later identified as 63-year-old film director Alexander Melnik, also died.

The two-day drills he was participating in across several Arctic cities including Norilsk, kicked off on Tuesday and involved over 6,000 people.

Zinichev had been the Emergencies Minister since 2018 and for years was reportedly a key member of President Vladimir Putin's security detail.

Zinichev was a member of the KGB security service in the last years of the USSR and his career took off after he served in Putin's security detail between 2006 and 2015.

He held a number of high-profile jobs, briefly serving as acting governor of Russia's exclave region of Kaliningrad and then as deputy head of the Federal Security Service (FSB).

He was appointed head of the emergencies ministry in May, 2018. He was also a member of Russia's Security Council.

As head of the emergencies ministry, he held one of the highest-profile cabinet jobs, dealing with natural and man-made disasters and other rapid-response situations across the vast country.

They are adjusting to the new normal: the Taliban regime is here to stay.

The biggest change in opinion seen recently about the jihadist group has come from China. Xi Jinping's China, already under the scanner for&nbsp;lingering questions on the origins of the coronavirus&nbsp;pandemic in that country, is raising eyebrows again over its readiness to deepen “friendly and cooperative” relationship with the Taliban.

"The Taliban have repeatedly expressed their hope to develop good relations with China, and that they look forward to China's participation in the reconstruction and development of Afghanistan," foreign ministry spokeswoman Hua Chunying said recently. "We welcome this. China respects the right of the Afghan people to independently determine their own destiny and is willing to continue to develop... friendly and cooperative relations with Afghanistan."

<h2>Why the change of heart?</h2>

China shares nearly 70 kilometres of land border with Afghanistan where the Wakhan Corridor plays a huge strategic role. The Asian nation has always been worried about Taliban establishing a strong foothold in Afghanistan, which could become an important base for Uyghur separatists in China.

However, as soon as a top Taliban official promised Chinese Foreign Minister Wang Yi&nbsp;that they would not let Afghanistan become a staging point and a base for 'militants', China seemed to have no problem with the terrorist organisation ruling and torturing people under the guise of 'religion' and 'law'.

It is not just the melody of sweet words that seems to have changed China’s stance on Taliban. China, remember, is militarily one of the strongest countries of the world and has often been engaged with the US in a diplomatic war to get hold of the title of ‘superpower’.

China, therefore, must have&nbsp;minutely calculated the pros and cons of its future ties with the Taliban. Being on the opposite side of Taliban could have given China's tortured minority groups a chance to start a movement against the Xi government with the help of Taliban. But&nbsp;now, with Taliban considering China as one of the most 'important partners', the terrorist organisation would not let the 'militants of Xinjiang' — read the Uyghur community — form an alliance against their 'important partner'.

By befriending Taliban, China is also paving the way to extend its Belt and Road Initiative (BRI) into Afghanistan and through the Central Asian republics. Whether or not&nbsp;BRI is a genuine effort of connecting China with Asia, Europe and Africa is debatable, and only time can prove the reasoning behind the huge lending game.

While China has stopped short of openly labelling and recognising it as a government, Taliban has not shied away from appreciating China’s support and declaring its future partnership.

"China is our most important partner and represents a fundamental and extraordinary opportunity for us because it is ready to invest and rebuild our country," Taliban spokesperson Zabihullah Mujahid said recently.&nbsp;"In addition, China is our pass to markets all over the world," he added, with the hope that the rich copper mines of the country can be modernised and exploited for a profit with the help of China.

<h1>Taliban's growing allies?</h1>

It is not just China, Vladimir Putin-led Russia and Imran Khan’s Pakistan have also maintained open, active, and might I say, friendly, interaction with the terror organisation.

Russian President Vladimir Putin said he is hopeful that Taliban will behave in a "civilised" manner in Afghanistan. Putin said he would like to see Taliban behave in such a way that the global community can maintain good diplomatic ties with Kabul.

If this happens, then there will be no one to talk to,” Putin said. “The sooner the Taliban will enter the family of civilised people, so to speak, the easier it will be to contact, communicate, and somehow influence and ask questions," he added.

"The Americans, very pragmatic people, spent more than $1.5 trillion on this campaign over the years, and what is the result? Zero. If you look at the number of people who have been abandoned in Afghanistan, (who) have been working for the collective West, the US and their allies, then it’s a humanitarian catastrophe as well," Putin said.

It seems that Putin has learnt his lesson from the 10-year-long USSR war in Afghanistan, which ended with the Soviet troops' withdrawal in 1989. While Russia has played all his diplomatic moves in Afghanistan, Taliban is still labelled as a 'terrorist organisation' in Moscow.

Imran Khan-led Pakistan shares a very different and bittersweet relationship with Afghanistan. The two countries share a land border of nearly 2,500 km and have similar traditions, cultural and religious values. In addition to this, the two countries also share trade ties, and an overpowering shadow of terrorism.

A little after Afghanistan’s fall, Pakistan intelligence chief Lt Gen Faiz Hameed visited Kabul. It is believed Hameed met with the top leadership of Taliban to discuss the formation of the new Taliban-controlled Afghan government.

Claiming to be working on bringing peace and stability in Afghanistan, he assured locals of two countries, "Don't worry, everything will be okay".

What lies ahead for US-Taliban relationship?

United States entered Afghanistan with the hope of getting justice for the thousands of people who lost their lives or their loved ones in the heinous 9/11 terror attack of 2001. Now, after putting resources, capital, troops and energy for several years, the American troops have been withdrawn from Afghanistan, which has led to rise of Taliban in the country.

However, whether or not the US will put down its weapons and make a soft relationship with Taliban is yet to be seen.

While the developed and developing countries seem to be changing their stance on Taliban, the United Nations is still, reportedly, worried about saving locals who are being tortured by the militants in Afghanistan.

United Nations' Secretary General António Guterres has vowed that the global body will not abandon Afghans who are now finding it more difficult to see a bright future as the developed countries are waving the white flag with Taliban.

"The world is following events in Afghanistan with a heavy heart and deep disquiet about what lies ahead," he said, urging everyone in the world to 'stand as one' against Taliban.

Interestingly enough, the global body's Security Council subtly deviated from its old stance on Taliban.

A statement issued after the recent suicide bombing near Kabul airport, the UNSC did not name Taliban and instead said 'no Afghan group or individual' should support terrorists operating on the territory of any country.

Seasoned former Indian diplomat&nbsp;Syed Akbaruddin, who also had a stint at the UN headquarters, was quick to note the difference.&nbsp;"In diplomacy, a fortnight is a long time…The ‘T’ word is gone" from the statement, he tweeted.

Now, even as Taliban claim to have changed and assure the world they will behave more as a governing body, rather than a terrorist organisation, the reports coming from the country hint otherwise. Initial reports also suggested that Taliban have collected names of all single (above 16) girls and widows in the country, with the aim of making them 'wives of Taliban'.

In addition to this, minority groups, individuals who have in the past helped the US and other western countries, and media personnel are also in hiding as Taliban have been conducting door-to-door searches to find these people and kill them mercilessly.

Taliban have also announced that if any individual is caught stealing, their hands will be chopped off — a practice that completely bypasses the belief of giving people a chance at redemption.

What happens next in Afghanistan under the rule of Taliban is yet to be seen. However, one thing seems is getting clearer with every passing day - the locals of Afghanistan will have to fend for themselves as the 'superpowers' of the world are ready to wave a white flag and share a cup of tea with the terrorist organisation.

Russia and China agreed to step up their efforts to counter “threats” emanating from Afghanistan after the Taliban’s takeover of the country, the Kremlin said on Wednesday.

In a phone call, Russian President Vladamir Putin and his Chinese counterpart Xi Jinping expressed “their readiness to step up efforts to combat threats of terrorism and drug trafficking coming from the territory of Afghanistan”, the Kremlin said in a statement.

The leaders also highlighted the “importance of establishing peace” in Afghanistan and “preventing the spread of instability to adjacent regions”.

Putin has been quite cautious of the ongoing crisis in Afghanistan as several of the former soviet countries share a border with Kabul.

He recently warned of Afghan terrorists entering neighbouring countries as refugees.

Russian ambassador’s comments gain importance as the Russian government has so far been silent on recognising the legitimacy of the Taliban government. Only China has expressed its interest to deepen “friendly and cooperative” relations with the hard-line militia group.

Russia’s overtures to Taliban are being perceived by many as an attempt to ensure that instability in Afghanistan does not spiral over into Central Asia, a part of the former Soviet Union, and that the region does not become a launchpad for other extreme Islamist groups.

While the United States and other countries rushed to evacuate their citizens from Kabul, Russia said its embassy will continue to function.&nbsp;

Russian foreign ministry spokeswoman Maria Zakharova told reporters on Thursday that the Taliban are "actively restoring order" and have demonstrated their "intent to dialogue".&nbsp;

She said at her weekly press briefing that the militant group -- known for its severe treatment of women -- is "ready to take into account the interest of citizens, including... women's rights".&nbsp;

It said David S. was detained Tuesday in the eastern city of Potsdam on an arrest warrant issued on August 4. His home and place of work were searched and he was&nbsp;remanded in custody Wednesday by an investigating judge.

The suspect was believed to have&nbsp;been&nbsp;spying since November 2020 "at the latest".&nbsp;

His arrest was the result of a joint operation by German and British authorities. The British foreign office confirmed the arrest of someone "contracted to work for the government" but declined to comment further.

The Metropolitan Police in London said the suspect was a 57-year-old British national and that the investigation was conducted by the Met's Counter Terrorism Command and German counterparts.

It said his alleged offences were related to being engaged in "Intelligence Agent activity" under German law and that the German authorities would retain primacy over the probe.

Maas said Germany stood in "full solidarity" with Britain and would provide any assistance necessary to aid the prosecutors' probe.

Security specialist Edward Lucas likened the arrest to an early spy novel by the British writer John le Carre.

"The fact that the arrest has&nbsp;been&nbsp;made in Berlin suggests it's a non-diplomatic member of the embassy, that's why the German judicial system has&nbsp;been&nbsp;brought to bear on it," he told Times Radio.

Lucas, who formerly covered eastern and central European affairs for The Economist, said the arrest was "a reminder of how much effort the Russians put in to trying to find out what Western alliances are up to".

In June, German police&nbsp;arrested&nbsp;a Russian scientist at a German university accused of working for the Russian secret service since October 2020 at the latest.
