When Dr. Gbenga Ogedegbe began to research coronavirus infections among Black and Hispanic patients, he thought he knew what he would find. Infected Black and Hispanic patients would be more likely to be hospitalized, compared with white patients, and more likely to die.

Ogedegbe, director of the division of health and behavior at New York University’s Grossman School of Medicine, and his colleagues reviewed the medical records of 11,547 patients in the NYU Langone Health system who were tested for coronavirus infection between March 1 and April 8.

After accounting for various disparities, Ogedegbe found that infected Black and Hispanic patients were no more likely than white patients to be hospitalized. If hospitalized, Black patients had a slightly lower risk of dying.

“We were surprised,” Ogedegbe said.

The study was published in the journal JAMA Network Open. Three other recent large studies have come to similarly surprising conclusions.

The new findings do not contradict an enormous body of research showing that Black and Hispanic Americans are more likely to be affected by the pandemic, compared with white people. The coronavirus is more prevalent in minority communities, and infections, illnesses and deaths have occurred in these groups in disproportionate numbers.

But the new studies do suggest that there is no innate vulnerability to the virus among Black and Hispanic Americans, Ogedegbe and other experts said. Instead, these groups are more often exposed because of social and environmental factors.

“We hear this all the time — ‘Blacks are more susceptible,’ ” Ogedegbe said. “It is all about the exposure. It is all about where people live. It has nothing to do with genes.”

Among many other vulnerabilities, Black and Hispanic communities and households tend to be more crowded; many people work jobs requiring frequent contact with others and rely on public transportation. Access to health care is poorer than among white Americans, and rates of existing health conditions are much higher.

“To me, these results make it clear that the disparities in mortality that we see are even more appalling,” said Jon Zelner, a public health researcher at the University of Michigan who led one of the new studies.

The toll on Black and Hispanic Americans “could easily have been ameliorated in advance of the pandemic by a less threadbare and cruel approach to social welfare and health care in the U.S.,” he added. “Even failing that, so much of this could have been avoided.”

For example, the federal government could have protected citizens from risky work situations by providing income subsidies allowing them to stay home, Zelner said. The government could have ensured adequate protective equipment to workers in nursing homes and long-term care facilities.

Zelner and his colleagues examined data on 49,701 coronavirus patients in Michigan, hospitalized and not, from March until June. In this population, the case fatality rate was the same for Black and white patients: 11%.

A study of patients in Veterans Affairs hospitals, led by Dr. Christopher Rentsch of the London School of Hygiene and Tropical Medicine and researchers at the VA, analyzed the health records of more than 5 million patients in more than 1,200 facilities.

Some 16,317 tested positive for the coronavirus. Among them, Rentsch found, there was no difference in mortality rates between patients who were white, Black or Hispanic.

The investigators had expected that underlying health conditions would lead to a higher fatality rate among Black and Hispanic patients, who are more likely to have conditions like obesity and high blood pressure that raise the risk of severe COVID-19.

But in the analysis of the death rate, those conditions “barely made it move,” Rentsch said. Health disparities by race among VA patients, though, tend to be smaller than in Americans overall, he cautioned.

A study in New Orleans, led by Dr. Eboni Price-Haywood, who directs the Ochsner’s Center for Outcomes and Health Services Research, included 3,481 patients who tested positive for the coronavirus between March 1 and April 11.

Black and white patients had the same case fatality rate, she and her colleagues found.

“It’s always perplexing when people read the paper,” Price-Haywood said in an interview. But, she added, by the time someone was sick enough to be hospitalized, race became irrelevant.

“If you were fragile enough to be admitted, you were fragile enough to die,” Price-Haywood said.

The four studies did confirm stark differences in the incidence of coronavirus infection among minority and white patients.

In Ogedegbe’s study, Black and Hispanic patients were 60% to 70% more likely than whites to be infected. In the research in Michigan, the incidence of infection among Black people was four times higher than that among whites.

“If you were to substitute the white incidence rates for Black ones, you would see an 83% reduction in mortality,” Zelner said.

In the VA study, nine of 1,000 white veterans had a positive coronavirus test, compared with 16.4 of 1,000 among Black patients. In New Orleans, Black patients accounted for 76.9% of those hospitalized with COVID-19, although they made up just 31% of the health system’s population.

These differences are entirely explained by socioeconomic factors, researchers said.

“The larger issue is the role of social determinants of health,” Price-Haywood said. “Race is a social construct, not biological.”

"We are in the middle of an avoidable crisis. And this report is a rallying cry to break that clear and tragic pattern."

Lawrence has become a respected figure in campaigns for racial justice in the years since her 18-year-old son Stephen was stabbed to death by a gang of white youths in 1993.

Her report builds on research by government statisticians who found that white Britons are at lower risk of dying from Covid-19 than any other ethnic group, except for people of Chinese heritage.

BAME people referenced in the report also complained of unsympathetic treatment by white NHS doctors who had little understanding of their specific medical or cultural needs.

An African-American man who was arrested and led by a rope by two white Texas police officers has sued the US city of Galveston for $1 million in damages, his lawyer told AFP Monday.

Donald Neely was detained for trespassing in August 2019 by two mounted police officers, who handcuffed him, tied a rope to his restraints and led him away.

The image caused outrage, serving as a painful reminder of some of the bleakest moments in America's brutally racist past, including the chaining of enslaved people and lynching of Black people in the Jim Crow South in the years after emancipation.

Neely was led on foot several blocks through the center of the small seaside town in&nbsp;southeast Texas, passing a number of people, some of whom photographed the incident.&nbsp;

One photo in particular quickly went viral on social media and sparked anger and indignation at the degrading treatment of the detained man.&nbsp;

In a suit filed on October 7, Neely called his treatment by police "extreme and outrageous."

"Neely felt as though he was put on display as slaves once were," the lawsuit said, saying the plaintiff suffered humiliation and fear through the police officers' actions.

Neely is seeking $1 million in compensation.

"What happened to Donald was simply wrong," his lawyer, Julie Ketterman, told AFP. "He wants to do what he can to make sure this doesn't happen to anyone else."&nbsp;

"Donald wants people to know that this lawsuit isn't just about money," she said. "It's about what is right and wrong for all people -- whether they are black or white or whether they suffer from mental illness or whether they are homeless or not."

At the time of his detention, Neely -- who suffers from mental health issues -- was homeless. He was found asleep on the forecourt of a building by the two officers from the mounted patrol unit.&nbsp;

Local media reported at the time that he had been charged with trespassing on several previous occasions.

The Galveston police chief, Vernon Hale, who is himself Black, said that the technique deployed by the mounted police was one that was taught to officers, but that he had decided to discontinue its use.

He apologized to Neely and said he should have been transported in a police vehicle, but that none were available at the time.

Hale's statement sparked frustration, with some activist groups saying his response was "weak."&nbsp;

There was the “condescending” label, too, that undecided voters applied to Harris’ facial expressions as they assessed the debate in a focus group run by a Republican pollster, Frank Luntz. There was the member of the Trump campaign’s advisory board who called her an “insufferable lying bitch.”

And there was Fox News commentator Tucker Carlson’s depiction of her as a power-hungry usurper of Joe Biden’s would-be presidency, which played to an old racist and sexist trope even as Carlson insisted his remark had nothing to do with her identity.

These sorts of personal attacks on Harris have been coming since the day Biden chose her as his running mate, when conservative commentators repeatedly mispronounced her name and suggested she wasn’t Black, and a top Google search around that time was whether she was born in the United States.

She was, in California. But the interest in that question — which evoked the birtherism lie that Trump weaponized against former President Barack Obama — spoke to how differently she was being treated than the white vice-presidential nominees who came before her.

Her selection as Biden’s running mate thrilled many Americans who saw themselves represented in a major presidential campaign for the first time. It also unleashed a steady drip of racism and sexism, underscoring not only the double standards women and people of color face, but what happens when multiple identities meet: a Black woman, an Indian American woman, a woman whose parents were immigrants.

Tropes and Caricatures

One of the oldest racist tropes is that of the “angry Black woman.”

It was popularized in the minstrel-like sitcom “Amos ’n’ Andy,” which included a character named Sapphire who became synonymous with the stereotype of an “emasculating” Black woman, said Nadia E. Brown, an associate professor of political science and African American studies at Purdue University.

“Angry,” “mean,” “aggressive,” “disrespectful”: All of these words, which Trump has used to describe Harris, play to this stereotype, which was also used against Michelle Obama. False suggestions that Harris is scheming to run the country in Biden’s stead play to it, too.

“She’ll bulldoze her elderly, sentimental boss,” Carlson, the Fox News host, said Wednesday. “So tonight we’ll be airing the vice-presidential debate, but what we’ll actually be looking at is Kamala Harris’ audition for the presidency. That’s the office she’s running for, no matter what they tell you.”

The attacks on Harris as “unlikable,” which Trump pushed Thursday, also play into a double standard. Voters are more likely to see likability as mandatory for women than for men, research shows, and experts say Black women are often judged even more harshly.

It is something of a tightrope: Stereotypically feminine behavior can lead voters to see women running for office as more likable but less of a leader, while stereotypically masculine behavior can make voters see them as more of a leader but less likable.

This is “the classic double bind,” said Amanda Clayton, a political scientist at Vanderbilt University. “Women can either be seen as leaders or they can be seen as feminine, and the two don’t go together.”

These caricatures and double standards have been accompanied by sexualization, common against women of all races but especially those who are Black. This is another racist trope, the promiscuous, hypersexual “Jezebel.”

After Biden chose Harris, right-wing radio host Rush Limbaugh suggested falsely, quoting from a conservative website, that she had “slept her way up.” T-shirts with the slogan “Joe and the Hoe” were briefly available on Amazon. The mayor of Luray, Virginia, called her “Aunt Jemima,” a nod to yet another stereotype, the “Mammy.”

“These are distinctly misogynoir tactics,” Brown said, referring to the combination of racism and sexism that Black women face. “We would not see these stereotypes or these kind of threats used against her if she were not a Black woman.”

Lawyer and civil rights activist Kimberlé Crenshaw introduced the term “intersectionality” three decades ago to describe how various identities can overlap to produce discrimination more complex than just, for instance, racism plus sexism. Experts said Harris’ experience was a prime example.

Several activists and political scientists said they believed such attacks would backfire given voters’ increased awareness of double standards. But Crenshaw, who teaches at Columbia Law School and UCLA, said it was not necessarily that simple, because part of what makes intersectional bias so powerful is that prejudice against one identity can persist in communities of another identity.

She said she worried that “women may not vote against the rampant sexism because of race, and people of color may not vote against the racist and xenophobic dimensions of the Trump assault because of anti-Black racism within Indian communities and misogyny within Black communities.”

Within hours of Harris’ selection, conservative talk-radio host Mark Levin went on a diatribe about descriptions of her as “the first African American woman” on a major presidential ticket.

“Kamala Harris is not an African American,” he said. “She is Indian and Jamaican. Jamaica’s part of the Caribbean. India is out there near China. I only point that out because if you dare raise that, you’re attacked, but the truth is she’s not, and so I just wanted to make that clear.”

There is nuanced debate within Black communities about what it means to be African American versus Black. But it is common, including among Black people, to use the two interchangeably.

Comments like Levin’s are sometimes referred to as identity policing. Among other things, it suggests that Harris is not who she says she is or that she cannot have multiple identities, as millions of Americans do.

“She’s going to be tasked with managing those perceptions of her identity,” Danielle Casarez Lemi, a fellow at Southern Methodist University’s John G. Tower Center for Political Studies who focuses on race and representation, said after Harris was nominated. “And that’s time that could be spent on the ground, building relationships with people and formulating policies.”

Identity policing is related to broader patterns of “othering,” or casting a person as “not one of us.”

The most brazen example for Harris was the revival of the “birther” lie: A conservative law professor made a discredited argument in Newsweek in August that being born in California might not make Harris a natural-born citizen if her parents were not citizens, and Trump suggested falsely that this notion might be valid.

The main officer charged in the killing of George Floyd, the African American man whose death sparked a mass protest movement, was released Wednesday on a million-dollar bail, court records showed.

The 44-year-old white officer is to face trial in March along with three former colleagues over Floyd's death in Minneapolis, which triggered the largest US anti-racism movement since the 1960s.

Former Minneapolis police officer Derek Chauvin had&nbsp;asked a judge to dismiss murder charges against him in the death of&nbsp;George Floyd on August 30.

According to the court papers submitted by Chauvin's attorney earlier,&nbsp;there is not probable cause to support charges of second-degree murder, third-degree murder and second-degree manslaughter. They&nbsp;argued&nbsp;that Floyd's&nbsp;alleged drug use, not the improper use of force by the officer, was to blame for his death.

Prosecutors are seeking stiffer-than-usual sentences for four former US police officers charged over the killing of George Floyd, arguing that they showed "particular cruelty" to the handcuffed African American.

The National Migration Institute said that the foreigner caught a flight out of Mexico after the incident earlier this week and that she would be prohibited from returning.

The agency did not identify the woman or her nationality, but she is heard on the video speaking with a strong Argentine accent and after the incident the Argentine Embassy posted a statement condemning the incident.

The embassy wrote on its Facebook page, "Regarding the events made public yesterday involving people who are apparently Argentine citizens, the country's Embassy in Mexico rejects and condemns any expression of discrimination and/or gender violence." It was unclear why ethnicity came up at all.

The incident took place in Mexico City's upscale Hip?dromo-Condesa neighborhood, where few Indigenous people can afford to live. Most Mexicans have some Indigenous ancestry and are often darker-skinned than Argentines, whose ancestors were often immigrants from Europe.

French President Emmanuel Macron led nationwide outrage Saturday after an ultra-conservative magazine portrayed a black lawmaker as a slave.

The French presidency said Macron called Danielle Obono from the far-left party France Unbowed and "expressed his clear condemnation of any form of racism".

The magazine, Valeurs Actuelles, which caters to readers on the right and far-right, showed Obono in chains with an iron collar on her neck to illustrate a seven-page imaginary story.

Prime Minister Jean Castex said it was a "revolting publication that calls for clear condemnation" and told Obono that she had the government's backing. 
 
"I share the indignation of lawmaker Obono," he said.

"One is free to write a putrid novel within the limits fixed by the law. One is free to hate it. I hate it," said Justice Minister Eric Dupond-Moretti.

Obono tweeted: "The extreme right -- odious, stupid and cruel. In brief, like itself."

The anti-racism body SOS Racisme deplored rising hate speech against African and Arab politicians and said it was mulling what legal measures could be taken to counter this.

The magazine, however, denied it was racist, saying the story concerning Obono was "a work of fiction... but never nasty."

An official from France's far-right National rally party, Wallerand de Saint-Just, said the story was "in absolute bad taste".&nbsp;

France witnessed several protests in June and July against racial injustice as well as colonial and police brutality, inspired by the Black Lives Matter movement and George Floyd's death at the knee of police in the United States.

An email accompanying the survey said it was being carried out as part of UN Secretary-General Antonio Guterres' "campaign to eradicate racism and promote dignity."

The first question, however, listed 'yellow' as an option. Other categories offered were black, brown, white, mixed/multi-racial and any other.

United Nations spokesman Stephane Dujarric said the survey would be "taken off-line and revised appropriately taking into account the legitimate concerns" that had been expressed.

Organisations and companies have been under increasing pressure to address racism in the wake of global protests sparked by the death of George Floyd, a Black American who died in May after a white police officer knelt on his neck.

The family of a 23-year-old Black man who died after a violent encounter with Aurora, Colorado, police officers filed a civil rights lawsuit against the city and its police on Tuesday, alleging murder and routine use of excessive force against Black people.

The man, Elijah McClain, was walking on the street alone in August 2019 when he was stopped by three officers based on a report that he was "being suspicious."

According to the complaint, the officers held him in two carotid holds around his neck, tackled him although he presented no physical threat, and medics attending to him administered an overdose of the sedative ketamine which left him unconscious.

McClain died days later in the hospital.&nbsp;

"Plaintiffs bring this action seeking both accountability for the profound loss of a beautiful soul, and to ensure that Elijah did not die in vain by sending a resounding message that racism and brutality have no place in American law enforcement," McClain's family wrote in the complaint.

A spokeswoman for Aurora said the city attorney's office was reviewing the complaint but had no immediate comment.&nbsp;

McClain's family maintains that he had committed no crime and was stopped unlawfully. Citing previous instances of Aurora police forcefully detaining Black people, they alleged that McClain's case was part of a pattern of racist policing.

The Colorado Attorney General's Office issued a statement on Tuesday confirming that it had launched a broad investigation of Aurora police department patterns and practices that might pose civil rights violations. The office is conducting a separate inquiry into McClain's death, it said.

The case drew renewed scrutiny and public ire in June as protesters against racial injustice and police brutality took to the streets across the United States after George Floyd, a Black man, died in Minneapolis when an officer knelt on his neck.&nbsp;

The officers' forceful restraint of McClain lasted 18 minutes, and he was handcuffed and on the ground for 15, the complaint said.

The officers have said McClain tried to take their guns, but there is no body camera footage supporting those statements, the complaint said.

The lawsuit also named Aurora Fire Rescue Department personnel as defendants, alleging that medics failed to care for McClain when they injected him with ketamine, which impaired his breathing. The complaint said McClain showed no signs of resisting when medics administered the sedative.

Three Aurora officers were fired and a fourth resigned last month after authorities found they shared photos of themselves re-enacting the chokehold near the site of the McClain encounter. One of the officers who detained McClain was among those fired.&nbsp;

The Justice Department said last month that it opened a civil rights probe of the incident last year. Colorado's governor appointed a special prosecutor to review the case in June.

A Minnesota judge on Friday ordered the public release of the footage nearly three months after Floyd's death, which sparked nationwide protests against police violence and racism. Floyd was Black and the officer charged with murder is white.

The videos, roughly an hour in length, came from the body cameras of former officers Thomas Lane and J. Alexander Kueng, who were the first to respond to a store where Floyd was accused of passing a fake $20 bill.

The footage began at 8:09 p.m. on May 25 as Lane and Kueng approached Floyd's vehicle and quickly escalated after Lane drew his gun.&nbsp;

Lane, Kueng and a third officer have been charged with aiding and abetting murder. Derek Chauvin, a fourth officer who knelt on Floyd's neck, has been charged with murder.

Without explaining the reason for the stop, Lane pulled Floyd from the car and Floyd and passenger Shawanda Hill told police he was previously shot in a similar situation. Hill told them he has "a thing going on" about the police.

Floyd begged the officers not to put him in a police car, saying he was claustrophobic and has coronavirus before they push him into the back seat.

Floyd then got out, at which point the officers put him face down on the ground and Chauvin put his knee on Floyd's neck for around 9-1/2 minutes.

It was only when Floyd was inside the ambulance, after several more pulse checks, that Lane began chest compressions. Five minutes later a medic ventilated Floyd, 10 minutes after Kueng failed to find a pulse.

Journalists and members of the public were previously allowed to view the video by appointment, and a British newspaper published parts of the video before media organizations requested they be made public.
