<p>A white police officer who shot and injured a Black man during a domestic dispute, leaving him paralysed, has returned to work. The police officer who works in Kenosha, Wisconsin, was recently investigated and then cleared for shooting the Black man. He has now returned from administrative leave, officials said&nbsp;on Tuesday.</p>

<p>Rusten Sheskey was not charged for the incident which occurred in August 2020. The victim, Jacob Blake Jr, has been left paralysed from the waist down in the aftermath of the injuries. Sheskey had shot Blake seven times when he was about to get into an SUV.</p>

<p>Daniel Miskinis, Kenosha Police Chief, in a release said that Sheskey returned to work starting March 31. In addition, Sheskey was found by the police to have acted in congruence with the policy, and that he will not face any disciplinary action.</p>

"Although this incident has been reviewed at multiple levels, I know that some will not be pleased with the outcome; however, given the facts, the only lawful and appropriate decision was made," Miskinis said in the statement.</p>

<p>Along with two other officers, Sheskey was attempting to arrest Blake on an outstanding warrant. During this encounter, a knife fell out of the pocket of the man. He then picked it up, with the aim of returning to the vehicle where his two children were seated in the back seat.&nbsp;</p>

<p>Blake has told investigators that he intended to surrender after the knife had been put in his car. In March, Blake filed a civil lawsuit against the officer for using excessive force.</p>

<p>Sheskey claims that he opened fire for he feared for his own safety. The shooting took place three months after the death of George Floyd which triggered protests across the country, spilling over into different parts of the world.</p>

<p>However, the officers continued yelling and assaulting the officer, while making racist remarks.</p>

<p>"These cameras captured footage of behavior consistent with a disgusting nationwide trend of law enforcement officers who, believing they can operate with complete impunity, engage in unprofessional, discourteous, racially biased, dangerous and sometimes deadly abuses of authority," the lawsuit says.</p>

<p>Nazario has now sued the two officers, demanding $1 million in compensatory damages as he believes the officers violated his rights guaranteed under the First and Fourth Amendments.</p>

<p>'Teen Wolf' star Arden Cho revealed she was subjected to verbal assault while she was walking her dog at night recently.</p>

<p>The actress shared details of the frightening encounter on Instagram on&nbsp; April 1. Arden said a man, who was just a couple feet away from her, screamed" that he was "going to kill" her and her dog and also used a racist slur.</p>

<p>"This along with other obscenities were screamed at me when I was outside walking with my dog last night," she wrote. "I haven't been this scared in years, he was a couple of feet away &amp; started coming towards me. I grabbed Chewy and ran as fast as I could."</p>

<p>Arden said the incident has left her shaken and scared.</p>

<p>"I used to run at night, I haven't ran in months," she explained. "I still have to walk my dog, so I carry a knife when we go out at night. I know how to fight but I still don't feel safe. I'm young &amp; fit, I shouldn't be scared but I am."<br />

<p>The Commission on Race and Ethnic Disparities has concluded that "institutional racism" does not exist in the UK.</p>

<p>"What we have seen is that the term ‘institutional racism’ is sometimes wrongly applied and it’s been a sort of a catch-all phrase for micro-aggressions or acts of racial abuse. Also people use it interchangeably – systematic racism, structural racism [are] just being used wrongly," No. 10's commission’s chairman, Dr Tony Sewell, said on BBC Radio 4's Today programme.</p>

<p>While the report does agree that racism does exist in the country, it also boasts about achievements elsewhere and claims the country should be "a model for other white-majority countries".</p>

<p>The report is 264 pages long and has 24 recommendations, but has failed to impress the masses.&nbsp;</p>

<p>The communities secretary, Robert Jenrick, has also reported that while the report suggests progress has been made in the past few years, the prime minister Boris Johnson believes "there was more work to be done".</p>

<p>Despite the continuous steps taken by social media platforms to fight racial injustice and harassment, in 2020 Asian Americans experienced the largest single rise in virtual/online hatred and harassment in year-by-year analysis.</p>

<p>Nearly 17 per cent of Asian Americans reported having encountered sexual harassment, stalking, sustained harassment, physical threats and much more. The number has seen an alarming increase from previous year's 11 per cent.</p>

<p>This survey has come at a time when the Asian American community is struggling to find a feeling of safety in the US and a few other countries.</p>

<p>"Not surprisingly, after a year where national figures including the president himself routinely scapegoated China and Chinese people for spreading the coronavirus, Asian-Americans experienced heightened levels of harassment online, just as they did offline," said Jonathan Greenblatt, the chief executive officer of the Anti-Defamation League.</p>

<p>Recently, six Asian women were shot dead in a series of open firing in three massage parlors in Georgia. Shortly before that, a 75-year-old man from Hong Kong was robbed, assaulted and declared dead by a man who, the police claims, had a history of attacking elderly Asian people.</p>

<p>As per the study, it is not just the Asian American community but other minority communities, too, who have seen a sharp increase in racially-motivated harassment.</p>

<p>The African Americans saw an increase from 42 per cent last year to 59 per cent this year — a year which saw repeated protests and discussions following the killings of George Floyd, Breonna Taylor, and others, and an uproar of Black Lives Matter across the world.</p>

<p>In addition to these, the LGBTQ+ community has also reported an increase in overall harassment as 64 per cent have admitted to having been harassed online simply due to their identities.</p>

<p>Social media platforms have been claiming to do their best when it comes to filtering content.</p>

<p>According to the data collected, people have been mainly harassed on Facebook (75 per cent), followed by 24 per cent on Twitter and Instagram, and 21 per cent on YouTube.</p>

<p>"It has become increasingly clear that on their own, technology companies are not effectively preventing hate and extremism from proliferating online," Greenblatt said.</p>

<p>Then Sunday came three more attacks, the police said: A woman of Asian descent was thrown to the ground in Midtown, another was hit in the face with a metal pipe on the Lower East Side and a third was punched twice in the face after she attended a demonstration in Union Square in support of Asian American victims with her young daughter.</p>

<p>The attacks around New York City over the weekend, coming as hundreds of marchers gathered in multiple protests to call for an end to such assaults, were yet more examples of violence directed at Asian Americans amid a new wave of xenophobia that emerged during the pandemic.</p>

<p>The assaults underscored the feelings of fear and vulnerability that had taken hold in the Asian American community, even before a shooting in the Atlanta area last week left eight people dead, including six women of Asian descent.</p>

<p>Katie Hou, 37, who is Chinese American and was attacked Sunday afternoon after she went to the demonstration in Union Square, said in an interview that she was recovering and hoped her encounter would not scare other Asian American people from speaking out.</p>

<p>“People need to be vigilant about their safety, but at the same time, we need to do something to stop this from happening again,” she said.</p>

<p>The police said they were investigating at least five different attacks that took place between Friday and Sunday, and three people have been arrested in connection with three of them.</p>

<p>But much is still not known about the victims or the attackers, at least two of whom appeared to be behaving erratically before the incidents.</p>

<p>In the assault on the subway, the man who was arrested, Marc Mathieu, posted a long, rambling video on Facebook the morning of the attack, in which he spoke unintelligibly about violent security forces working at the Staten Island Ferry, among other disjointed topics.</p>

<p>The man who attacked the woman after the demonstration Sunday pulled down his pants and exposed himself to witnesses and yelled at passersby, telling them they were going to jail, according to one witness of the attack.</p>

<p>Both of those cases are being investigated as hate crimes, the police said. But the criminal justice system has faced challenges in definitively proving racist motives in apparent anti-Asian crimes. Some advocates have pointed to shortcomings in the laws that govern hate crimes.</p>

<p>Police Commissioner Dermot Shea, during an interview with Pix11 on Thursday before the recent attacks, said the department was investigating 10 anti-Asian hate crimes reported through mid-March, compared to none in early 2020 before the pandemic reached New York.</p>

<p>The department recorded 29 anti-Asian attacks last year, including 25 that investigators believed stemmed from anti-Asian sentiment and the perception that the victim was carrying the coronavirus, according to police statistics released in January.</p>

<p>George O’krepkie, a witness to the subway assault, said the attacker threw what appeared to be a crumpled-up newspaper at the victim before charging at him and yelling a racial slur.</p>

<p>“He was on top of him,” he said. “Within seconds there was blood everywhere.”</p>

<p>The victim was taken to NewYork-Presbyterian Lower Manhattan Hospital in critical but stable condition. It was not clear if he had been released, but a man who answered the phone number listed for the victim declined to comment.</p>

<p>Mathieu was arraigned Monday on one count of second-degree assault, and prosecutors, who ultimately determine whether to charge anyone with a hate crime, said they were investigating if the attack constituted such a crime.</p>

<p>Relatives of Mathieu did not immediately respond to requests for comment. A lawyer for Mathieu declined to comment.</p>

<p>The police have not released the name of the man who they believe attacked a man on the Lower East Side on Saturday. That attack is also being investigated as a hate crime.</p>

<p>On Sunday, Hou, who works in accounting, said she had taken her 7-year-old daughter to a rally at Union Square to learn about racial tensions in America, particularly after the shooting in Atlanta. She said the two had left the rally around 11:30 a.m. when a man walked up to Hou and asked for a sign she was carrying that read, “Hate Has No Peace” and “Racist = Psychopath.”</p>

<p>She said she gave him the sign because she thought he wanted to protest. But he smashed it on the ground, she said. As she tried to confront him, he punched her twice in the face, she said, but the two did not exchange any words.</p>

<p>DeVonn Francis, 27, who witnessed the attack, said the man began yelling at people, saying they were going to jail. Francis and others followed the man to a nearby subway station, where he exposed himself before getting on the train and riding away.</p>

<p>Hours later Sunday, a 41-year-old woman of Asian descent was walking in Midtown on West 31st Street when she was grabbed from behind and thrown on the ground, police said.</p>

<p>Patricia Melendez, 37, was arrested on charges of assault and disorderly conduct. It was not clear if Melendez had a lawyer, and her relatives could not be reached for comment.</p>

<p>It was not immediately clear how seriously the victim was injured, but the police said they were investigating that attack as another possible hate crime.</p>

<p>Still later Sunday afternoon, a 54-year-old woman of Asian descent was walking on the Lower East Side when a man confronted her and struck her in the face with a metal pipe. Police did not name the victim, but said she suffered a laceration to her nose and was taken to a nearby hospital.</p>

<p>The police arrested Elias Guerrero, 38, on several charges including hate crime assault, resisting arrest and harassment.</p>

<p>The activity follows a rise in anti-Asian misinformation last spring after the coronavirus, which first emerged in China, began spreading around the world. On Facebook and Twitter, people blamed the pandemic on China, with users posting hashtags such as #gobacktochina and #makethecommiechinesepay. Those hashtags spiked when former President Donald Trump last year called COVID-19 the “Chinese virus” and “Kung Flu.”</p>

<p>While some of the online activity tailed off before the November election, its reemergence has helped lay the groundwork for real-world actions, researchers said. The fatal shootings in Atlanta this week, which have led to an outcry over treatment of Asian Americans even as the suspect said he was trying to cure a “sexual addiction,” were preceded by a swell of racially motivated attacks against Asian Americans in places like New York and the San Francisco Bay Area, according to the advocacy group Stop AAPI Hate.</p>

<p>“Surges in anti-Asian rhetoric online means increased risk of real-world events targeting that group of people,” said Alex Goldenberg, an analyst at the Network Contagion Research Institute at Rutgers University, which tracks misinformation and extremism online.</p>

<p>Negative Asian American tropes have long existed online but began increasing last March as parts of the United States went into lockdown over the coronavirus. That month, politicians including Rep. Paul Gosar, R-Ariz., and Rep. Kevin McCarthy, R-Calif., used the terms “Wuhan virus” and “Chinese coronavirus” to refer to COVID-19 in their tweets.</p>

<p>Those terms then began trending online, according to a study from the University of California, Berkeley. On the day Gosar posted his tweet, usage of the term “Chinese virus” jumped 650% on Twitter; a day later there was an 800% increase in their usage in conservative news articles, the study found.</p>

<p>Trump also posted eight times on Twitter last March about the “Chinese virus,” causing vitriolic reactions. In the replies section of one of his posts, a Trump supporter responded, “U caused the virus,” directing the comment to an Asian Twitter user who had cited U.S. death statistics for COVID-19. The Trump fan added a slur about Asian people.</p>

<p>Misinformation linking the coronavirus to anti-Asian beliefs also rose last year. Since last March, there have been nearly 8 million mentions of anti-Asian speech online, much of it falsehoods, according to Zignal Labs, a media insights firm.</p>

<p>In one example, a Fox News article from April that went viral baselessly said that the coronavirus was created in a lab in the Chinese city of Wuhan and intentionally released. The article was liked and shared more than 1 million times on Facebook and retweeted 78,800 times on Twitter, according to data from Zignal and CrowdTangle, a Facebook-owned tool for analyzing social media.</p>

<p>By the middle of last year, the misinformation had started subsiding as election-related commentary increased. The anti-Asian sentiment ended up migrating to platforms like 4chan and Telegram, researchers said.</p>

<p>But it still occasionally flared up, such as when Dr. Li-Meng Yan, a researcher from Hong Kong, made unproven assertions last fall that the coronavirus was a bioweapon engineered by China. In the United States, Yan became a right-wing media sensation. Her appearance on Tucker Carlson’s Fox News show in September has racked up at least 8.8 million views online.</p>

<p>After the shootings in Atlanta, a doctored screenshot of what looked like a Facebook post from the suspect circulated on Facebook and Twitter this week. The post featured a miasma of conspiracies about China engaging in a COVID-19 cover-up and wild theories about how it was planning to “secure global domination for the 21st century.”</p>
