It is a unique platform of cooperation between the US, its two treaty allies, and a strategic partner. Its veiled but well-known resoluteness to counter and constrain China’s aggressiveness in the Indo-Pacific region fascinates media, diplomats and IR scholars alike. Hence, the outcome of the meeting of the Quad foreign ministers, held in Tokyo on 29 July 2024, merits a critical analysis. What has it achieved, and what is significant about it?&nbsp;</p>

<p>Since September 2019, the Quad foreign ministers have held at least seven meetings. The Tokyo meeting was the eighth in the series. Since March 2021, five summits of the highest political leaders have been held. The joint statement issued at the Tokyo meeting indicates that the next summit may be hosted by India “later this year” and the foreign ministers will meet again in 2025.&nbsp;</p>

<h2><strong>The Quad and the Indo-Pacific&nbsp;</strong></h2>

Nor could he agree to a possible summit in New Delhi in January 2024. Viewed against this backdrop, the Quad foreign ministers through their latest deliberations in Tokyo took the opportunity to review progress in the implementation of a wide-ranging agenda of cooperation as well as develop a consensual perspective on several important regional and global issues.&nbsp;</p>

<p>Their central purpose was to reaffirm the three Cs: “our commitment, our common principles and capacities to preserve and strengthen the international order for the global good,” as noted by the four ministers. This becomes especially clear when assessing the Quad’s considered view on the situation in the East and South China Seas, as articulated in para 5. It reiterates the Quad’s “strong opposition to any unilateral actions that seek to change the status quo by force or coercion.”&nbsp;</p>

<p>But the problem persists. Despite a clear position taken by the Quad nations and others, China continues to create difficulties, especially for the Philippines, thus rendering diplomacy ineffective in the face of coercive action on the ground. Besides, despite the Quad’s ringing and repeated endorsements of the United Nations Convention of the Law of the Sea (UNCLOS), Beijing shows little urgency in finalizing an enforceable Code of Conduct with the ASEAN nations. As evident from the latest ASEAN-China meeting of the foreign ministers, nothing new resulted from it, with the former reiterating their expectation of an early conclusion of the negotiations that seem to go on forever!&nbsp;</p>

<p>First, the area of coverage is now truly region-wide, with three clear components that centre around the ASEAN, the Pacific Islands Forum, (PIF) and the Indian Ocean Rim Association (IORA). Second, in almost all of its working groups and initiatives such as climate, health security, maritime security, critical and emerging technologies, space, cyber, and infrastructure connectivity, steady progress has been reported.&nbsp;</p>

<p>For example, the ambit of the Indo-Pacific Partnership for Maritime Domain Awareness is being expanded beyond the Pacific islands to the Indian Ocean region. Likewise, the number of infrastructure fellowships has gone up from 1,800 announced in 2023 to 2,200 now, and these will be available to all the sub-regions of the Indo-Pacific. Besides, much seems to be happening to cement cooperation in the domain of critical and emerging technologies, including artificial intelligence systems and interoperability between artificial intelligence governance frameworks.&nbsp;</p>

<p>On various regional and global issues, the Quad nations share a common perspective. But at least on three of them – Ukraine, Gaza and Myanmar, it is well known that India has marked divergences from the viewpoint of the other three, namely the US, Japan, and Australia. On Ukraine, the US reactions to Prime Minister Narendra Modi‘s recent visit to Moscow were quite revealing. Yet the magic of diplomacy and sophisticated drafting in Tokyo was responsible for underscoring the commonality and finessing the differences, thereby projecting a marked solidarity among all members.&nbsp;</p>

This is an absurd contention, besides being a false one. Every region-watcher knows that the Quad is a strategic partnership, not a security alliance.&nbsp;</p>

<p>From the prism of democracies, the Quad is not only a desirable but an essential forum. The more it riles China, the more it demonstrates its utility and value to all other nations that feel insecure by repeated violations of a rules-based order.&nbsp;</p>

<p>The Japanese government is actively exploring the possibility of exporting naval ship communication antennas to India, the Nikkei publication reported. The antennas, known as NORA-50 and nicknamed "UNICORN", were collaboratively developed by a consortium of Japanese companies, including Nippon Electric Company and Yokohama Rubber.</p>

<p>Japanese government insiders cited by Nikkei suggest that the decision on the number of antennas to be sold and the contract costs are still under consideration.</p>

<p>In an interview with WION ahead of the Quad summit in Sydney on May 24, he said, "Quad is a practical formation of four countries determined to deliver peace, prosperity, and security to the Indo-Pacific. It has a practical and positive agenda which is open to all countries in the region who are prepared to abide by the rules."</p>

<p>O'Farrell highlighted that initiatives in Quad are designed to deliver the security that any country in the Indo-Pacific needs to make its own decisions, free of coercion with full sovereignty. He also welcomed Indian Prime Minister Narendra Modi's visit to Australia, stating,</p>

<p>"It's terrific that PM Modi is making his first visit to Australia since 2014. That was a remarkable last visit with large crowds which signifies how strong the relationship is."</p>

<p>The Australian High Commissioner also praised the Indian diaspora in Australia, calling them "remarkably resilient, cohesive, and productive." He added that they are fulfilling roles across society and are the fastest-growing overseas-born migrant group in Australia.</p>

<p>Regarding recent incidents of Khalistani violence in Australia, O'Farrell said that the security forces, along with the police, will do everything possible to track down those responsible and prosecute them. He also reiterated that Australia respects India's sovereignty and that unofficial referendums in Australia have "no legal status."</p>

<p>Responding to China's criticism of the Quad as an "Asian NATO," O'Farrell said, "Quad is a diplomatic alliance, not a military alliance. There is no intention on the part of Australia to turn the Quad into an Indo-Pacific NATO. Quad works constructively together to ensure that other countries in the region are able to make their own choices and are not subject to coercion."</p>

<p>The Labor government on Monday said that it was accepting the recommendations of a defence review. It said that China had launched the largest military buildup by&nbsp;any country since the end of the Second World War without transparency. The power competition that this might start has a "potential for conflict" in the Indo-Pacific region.</p>

<p>The guided weapons were to be manufactured 2027 onwards but the time frame has been advanced by two years. Australia has now allocated A$ 2.5 billion to the project, according to Defence Minister Richard Marles.</p>

<p>This&nbsp;represents a more than doubling in funding, which is being diverted from cancelled defence projects.</p>

<p>"That does radically shift the timeframe forward in terms of a manufacturing capability," Marles said in a television interview with Nine on Wednesday.</p>

<p>A further A$1.6 billion will be spent on buying long‑range strike systems from overseas within two years, he said.</p>

<p>The government was already in talks with missile manufacturers Raytheon and Lockheed about establishing production in Australia, Marles added.</p>

<p>The Australian prime minister said that during the summit, the quad countries will discuss how the grouping can work alongside partners and other groupings like the Association of Southeast Asian Nations (ASEAN) and the Pacific Islands Forum in order to boost coopeartion in the region.</p>

<p>Quad, an informal grouping of nations which includes India, the US, Japan and Australia does not have a military aspect. But it is widely seen as US-led attempt to counter rapidly rising Chinese influence in political, commercial as well as military arena especially in the Indo-Pacific.</p>

<p>China has in past expressed its displeasure at the grouping.</p>

<p>Australia, long thought to be away from global geopolitical hotspots has increasingly found itself at odds with China as the latter had taken concrete steps to make headway into region previously considered Australia's backyard. Chinese attempts to woo island nations in the Pacific Ocean have not gone unnoticed in Australia. Chinese military ships have increased their forays in waters near Australia in recent past as well.</p>

<p>Foreign Minister Penny Wong and Chief of the Defence Force Angus Campbell have said in recent days that Australian forces need to be capable of responding to potential adversaries whose weapons are faster, can strike farther and are more precise than in the past.</p>

<p>Changing that equation is crucial to the future of Australia's military, they said.</p>

<p>In an address to the National Press Club on Monday, Wong said the region should not be reduced to a binary competition between the United States and China; Australia wanted to work with other middle-sized countries, including those in Southeast Asia, to deter aggression, she said.</p>

<p>"America is central to balancing a multipolar region... We cannot just leave it to the U.S.," she said.</p>

<p>The in-person Quad summit will take place next month amid strained relations between China and the US. The two nations have been sparring on varirty on issues ranging from Ukraine war, tech security to Taiwan and Chinese apps like TikTok.</p>
