The union minister said that under Rules of Procedure and Conduct of Business in Lok Sabha, the Speaker can direct a member to provide validation of claims made in the House, failing which the matter could head to a privilege committee.&nbsp;

“Action will proceed according to the rule under which the notice or appeal has been made. According to the provisions of the rules, the Honourable Speaker can direct the member to provide details explaining why and under what circumstances he misled the House. The member may then need to substantiate his statements, apologize, or take whatever action is deemed necessary,” Rijiju told reporters.

LoP Rahul Gandhi’s speech, which he delivered in the Lok Sabha on Tuesday (July 2), had led to an&nbsp;outburst by the members of the Cabinet, including the Prime Minister, defence minister and home minister, among others.&nbsp;

Gandhi locked horns with PM Modi on more than one instance during his speech. During the speech, home minister Amit Shah stood up to ask Speaker Om Birla for “protection”. “You are going over the rules to give them concessions, we need your protection,” Shah had urged the Speaker.&nbsp;

Rijiju also said that after the various chants in the House during oath-taking, Speaker Om Birla formed a committee which has passed a new rule that henceforth no political chants will be allowed during oath-taking.&nbsp;

“The oath-taking will be regulated, it is a solemn occasion,” Rijiju said.&nbsp;

She credited her late husband, Rajiv Gandhi, for his efforts in bringing about a constitutional amendment to bring women's representation in local body elections.

She recounted how this amendment was initially defeated in the Rajya Sabha (upper house of the Indian parliament)&nbsp;but was eventually passed under the leadership of Prime Minister PV Narasimha Rao, resulting in the election of 15,00,000&nbsp;women leaders across the nation in local bodies.

She further said that Rajiv Gandhi's vision remains only partially fulfilled and that its realisation lies in the passing of this bill.

Gandhi highlighted the patience and dedication of Indian women, urging the immediate implementation of the bill. While expressing the Congress party's support for the bill, she raised concerns about the prolonged wait of Indian women for political responsibilities and called into question the appropriateness of this delay.

She said&nbsp;that the Indian National Congress demands immediate implementation of the bill and also advocates&nbsp;for a caste census and provisions for the reservation of SC, ST, and OBC women.

She warned against any delay in the implementation of the women's reservation bill, stating that it would amount to gross injustice to women.&nbsp;

"I thought Sonia Gandhi would speak rising above political lines but she did not mention Geeta Mukherjee and Sushma Swaraj who worked extensively for women's reservation,"&nbsp;said Nishikant Dubey.&nbsp;

The special session of parliament will initially commence in the old parliament building and subsequently shift to the new facility on the day of Ganesh Chaturthi. Indian Prime Minister Narendra Modi inaugurated the new Parliament building on May 28 this year.
