Massive protests have erupted across the Pakistan-occupied Kashmir (PoK) on September 29, over structural reforms. According to local media reports, at least one person has been killed and several others injured. The disputed territory is in tension amid escalating public discontent, denial of political rights and economic hardship. The protest called by Awami Action Committee (AAC) has resulted in thousands marching into the streets, roads blocked, shops shut in cities like Muzaffarabad, Kotli, and Rawalako for a potential ‘shutter-down and wheel-jam’ indefinite strike. The administration has suspended the internet since midnight to curb mobilisation. Reasons for protests in POK The root of these protests is political marginalisation. Residents are extremely dissatisfied with the 12 legislative assembly seats reserved for Kashmiri refugees. They feel that these Kashmiri refugees are elite and are disconnected from the ground realities. They see it as an undermining of the local representation and a lack of accountability from the government. The rising prices of flour and power tariffs linked to the Mangla hydropower project have also angered the locals. The locals are demanding major structural reform, like the abolition of the 12 legislative assembly seats, establishing free education and health facilities, an international and national airport, providing subsidised flour, other essential goods and electricity for locals. As Pakistan fears a military escalation, the authorities have closed more than 1000 religious schools in PoK, AFP reported.&nbsp;
"We have announced a 10-day break for all madrassas in Kashmir," said Hafiz Nazeer Ahmed, head of the local religious affairs department.
According to a department source, it was "due to tensions at the border and the potential for conflict".
Moreover, the emergency service workers in Muzaffarabad are also bracing for a "possible attack" by India. The workers have begun training schoolchildren on what to do if India attacks.

Pakistan shuts more than 1,000 madrasas amid fears of military action from India

India's Union Defence Minister Rajnath Singh has urged residents of Pakistan-occupied Kashmir (PoK) to join India. The Bharatiya Janata Party (BJP) leader was addressing a public rally in the Ramban district of Jammu and Kashmir where he said PoK will soon become a part of India.&nbsp;

The union territory goes to polls later this month and BJP has employed its top brass for the canvassing trail.&nbsp;

“Once our government is formed in Jammu and Kashmir, we will carry out development that will make the people of Pakistan-Occupied Kashmir (PoK) want to become part of India,” said Singh.&nbsp;&nbsp;

"Support the BJP to form the next government in J&amp;K so that we can facilitate massive development in the region.&nbsp;There will be so much development that the people in PoK on seeing this should say that we do not want to live with Pakistan and instead will go to India," he added.&nbsp;

"I want to tell PoK residents that Pakistan is considering you foreigner but the people in India do not consider you as such. We consider you as our own and so come and join us."

Singh also slammed the National Conference-Congress alliance for their poll promise of restoring Article 370. Singh said as long as the BJP is in power, such a reversal will remain impossible.&nbsp;

Singh's statement comes a couple of days after Union Home Minister Amit Shah ruled out talks with Pakistan, saying that “talks and terror can’t go together”.

“No question of trade with Pakistan till terrorism is there. We will talk to the youth of Kashmir not Pakistan unless the country stops terrorism.”

Shah has previously stated in the Indian Parliament that the Narendra Modi government was prepared to sacrifice itself for PoK.&nbsp;

"Jammu &amp; Kashmir is an integral part of Union of India. Kashmir ki seema mein PoK bhi aata hai...Jaan de denge iske liye! (POK also falls under the boundaries of Kashmir. We will sacrifice our lives for it.)," said Shah in 2019.&nbsp;

External Affairs Minister S Jaishankar took a similar stance earlier this month when quizzed about the approach of the&nbsp;Narendra Modi government in dealing with Pakistan.

"The era of uninterrupted dialogue with Pakistan is over. Actions have consequences," said Jaishankar.

"So far as J&amp;K is concerned, Article 370 is done. So, the issue is what kind of relationship we can contemplate with Pakistan...What I do want to say is that we are not passive, and whether events take a positive or a negative direction, either way, we will react," he added.&nbsp;&nbsp;

India has laid several preconditions for resumption of talks, one of which includes Pakistan not using 'terrorism' as a legitimate tool for diplomacy.

'Come and join us': Defence Minister Rajnath Singh tells PoK residents to leave Pakistan for India

Pakistan's government has acknowledged before the Islamabad High Court that Pakistan Occupied Kashmir (PoK) is a foreign territory. The rare admission was made on Friday (May 31) during the hearing of the abduction case of local Kashmiri poet and journalist Ahmed Farhad Shah.&nbsp;

The Pakistan government's lawyer told the Islamabad HC that Farhad is under the custody of police in PoK and cannot be presented because he is on "foreign land". The lawyers said that PoK does not come under the country's jurisdiction.&nbsp;

Farhad was kidnapped from his home in Rawalpindi reportedly by Pakistan's intelligence agencies on May 15. Since then, he has been missing and his wife filed a case in the Islamabad HC.&nbsp;

However, recently it came to light that two cases were lodged against him by the police in PoK. The Additional Attorney General appeared before IHC judge Mohsin Akhter Kiani on Friday, telling the court that Farhad had at least two legal cases registered against him in Muzaffarabad and Dhirkot in PoK, local reports mentioned.&nbsp;

After the petition by the poet's wife, IHC judge Kiani asked Farhad Shah to be produced in court.&nbsp;

Advocate Imaan Mazaari, who has been representing the poet, said later that the Additional Attorney General admitted in the court that Farhad was currently present on a "foreign land" and thus could not be produced in the court.&nbsp;

A report by Pakistan Today mentioned that the Additional Attorney General said Kashmir is a foreign territory with its own constitution and its own courts. He further added that the judgements of Pakistani courts in PoK are considered judgements of foreign courts.&nbsp;

At least three people were killed and six others injured when Pakistan's occupying security forces opened fire on protesters during clashes in Pakistan-occupied Kashmir's Muzaffarabad across the Indian Line of Control.&nbsp;

According to a report by the Press Trust of India, the protestors were demonstrating against the high prices of wheat flour and inflated electricity bills when they were killed in the firing by paramilitary rangers.&nbsp;

Pakistan's Dawn newspaper reported that the paramilitary Rangers, which were called in to maintain law and order, came under attack while moving out of the region.&nbsp;

Instead of exiting via Barakot, the area bordering Khyber Pakhtunkhwa, the 19-vehicle convoy, including five trucks, chose to exit the region from Kohala, it said.

After entering the city through the Western Bypass, the occupying forces were faced with rocks and stones from the protesters following which the Pakistani forces used teargas and bullets.&nbsp;

The report said that the force used by Pakistani authorities was so intense that the entire neighbourhood reeled from it.

Meanwhile, Prime Minister Shehbaz Sharif on May 13 approved a Pakistani Rs 23 billion subsidy for immediate release to the region after the negotiations between the protesters and the regional government ended in a deadlock.

But Islamabad's decision to roll out the subsidy failed to pacify the region, the report added.

The demonstrations against inflation have snowballed into a movement of resistance against Pakistani occupation of the legally Indian territories with the 'Azadi' (freedom) chorus taking over Muzaffarabad and Kotli regions of the PoK.

According to a report by the Press Trust of India, the protestors were demonstrating against the high prices of wheat flour and inflated electricity bills when they were killed in the firing by paramilitary rangers. Pakistan's Dawn newspaper reported that the paramilitary Rangers, which were called in to maintain law and order, came under attack while moving out of the region. Instead of exiting via Barakot, the area bordering Khyber Pakhtunkhwa, the 19-vehicle convoy, including five trucks, chose to exit the region from Kohala, it said. After entering the city through the Western Bypass, the occupying forces were faced with rocks and stones from the protesters following which the Pakistani forces used teargas and bullets. The report said that the force used by Pakistani authorities was so intense that the entire neighbourhood reeled from it. Meanwhile, Prime Minister Shehbaz Sharif on May 13 approved a Pakistani Rs 23 billion subsidy for immediate release to the region after the negotiations between the protesters and the regional government ended in a deadlock. Pakistan's illegal occupation of the territories of India's Jammu and Kashmir has snowballed into a widespread public unrest. Pakistani authorities have launched a massive crackdown to quell the protests that have taken over the occupied region right across Line of Control.&nbsp;

So far, a police officer has been killed while 90 others are reported injured in the fresh clashes.

"Deeply concerned about the situation in AJK.&nbsp;Unfortunately in situations of chaos and dissent there are always some who rush in to score political points. While debate, discussion and peaceful protests are the beauties of democracy , there should be absolutely no tolerance for taking the law in one's own hands and damaging government properties,"&nbsp;Pakistan PM&nbsp;Shehbaz Sharif wrote on X.

"I have spoken to PM AJK and also directed all PML-N office bearers in AJK to talk to the leaders of the action committee and I urge all parties to resort to peaceful course of action for resolution of their demands. Despite best efforts of detractors, the matter will hopefully be settled soon," he added.

The protests are reportedly led by Jammu and Kashmir Joint Awami Action Committee.

"There is going to be a complete shutter-down and wheel-jam strike observed across PoK and specifically in Muzaffarabad against the police brutality against our peaceful protesters in Dadyal," said Saukat Nawaz Mir, chairman of the Traders Association Muzaffarabad and member of the Kashmir Joint Awami Action Committee, reported news agency IANS.

"I call on everyone to come out today and raise your voice for your rights," he added as videos of locals demanding freedom from the Pakistani establishment went viral.

Last week, while emphasising that Pakistan Occupied Kashmir has always been a part of India, External Affairs Minister S Jaishankar had said the "very sorry state of affairs" has continued in Pakistan.

"PoK has never been out of this country. It has always been a part of this country. There is a resolution of the Indian parliament that PoK is very much a part of India. Now, how did other people get control? Ab ho jaata hai (it happens) when you have someone who is not a responsible custodian of a house, an outsider will come and steal something," Jaishankar said during an interactive session in Odisha in eastern India.

It was because we did not pursue the vacation of Pakistan from these territories in the early years of Independence that this very sorry state of affairs has continued. What will happen in the future is very difficult to tell. But, I always tell people one thing that today PoK is in the consciousness once again of the people of India. We had forgotten about it, we were made to forget about it, but it is back now, definitely," he added.
