As China and Pakistan kick off their largest ever Naval exercises — the Sea Guardian-3 — reports indicate that there are several frontline Chinese warships docked at the Karachi harbour.&nbsp;

An NDTV report citing high-resolution satellite images from Maxar Technologies also tells of fleet support ships and a submarine at Pakistan's busiest seaport.

<h2>Chinese naval assets in Pakistan</h2>

Among Chinese naval assets at the Karachi port is a Type 039 diesel-electric submarine, said the report. Its precise capability and information about how quiet it is are 'closely held Naval secrets'.

Also present is a Chinese Type 926 submarine tender, which can replenish submarines and assist underwater vessels in distress.

This, as per the NDTV report, hints at the presence of Chinese submarines in the area.

Furthermore, the battle group consists of a Chinese Type 52D destroyer, two Type 54 frigates and a Type 903 Replenishment Oiler, a refuelling aircraft (AOR) that enables warships and submarines to sustain long-range operations.

<h2>Sea Guardian-3 exercises</h2>

These are weeklong drills in the Arabian Sea. On Saturday, the Chinese and Pakistani navies kicked off the exercise in the waters and airspace of the northern Arabian Sea at a naval base in Karachi.&nbsp;

The drills, as per Reuters, include anti-submarine operations and will last till November 17.

As per Anadolu Agency, "The exercise is a "reflection of strong bilateral military cooperation" between the Pakistan and China's navies, and will "foster greater bilateral cooperation."

<h2>China keeps an eye on India</h2>

The number of advanced Chinese battle group naval assets, as per the NDTV report, could be a "prelude" to a greater future Chinese presence in the region.

"It's not a question of if, but when China decides to deploy a carrier battle group in the Indian Ocean region," it reported, citing unnamed sources.

China, as per the South China Morning Post (SCMP) has acquired foothold around the Indian Ocean in recent years. This includes Chinese companies taking control of commercial ports in Pakistan and Sri Lanka, and Beijing acquiring its first overseas military base in Djibouti in 2016.

This increased foothold, as per Swaran Singh, a political science professor at the University of British Columbia in Vancouver, is likely to monitor India's army, navy and air force, including major missile testing sites.

When asked about the relationship between Pakistan and China by one of the attendees, Kakar said, “Pakistan enjoys a strategic relationship with China. We are very clear that there are people who would qualify Pakistan as China’s Israel.”&nbsp;

He added, “It is probably a more good analogy for&nbsp;American audience because you do understand and appreciate the value of Israel for the United States.” He also spoke about how the two countries have “a lot in common in terms of the emergent crises within the region” and “commonalities on certain issues”.&nbsp;

The issues that the caretaker Pakistan PM referred to included the One-China policy, and China’s stance on Taiwan, Tibet and Xinjiang.&nbsp;

Kakar went on to talk about how Beijing supported Islamabad around 2012-2013 when many in the West were “predicting Pakistan is a failed state and it is going to be dysfunctional soon in that context our Chinese friends intervened…with a sizeable project the Belt and Road Initiative (BRI)...”&nbsp;

<h2>‘Shockingly poor language’</h2>

The statement was not well-received by some in Pakistan who took to social media to express their anger over the interim PM’s remarks. “Why would I want my country to be like ‘China’s Israel’? Why can we not just define Pakistan as Pakistan itself, and make it a prosperous example for the world to follow?” said Pakistan Tehreek-e-Insaf (PTI) ex-MPA Taimur Khan Jhagra, on X.&nbsp;

Meanwhile, PTI’s Faisal Amin Khan, pointed out that Kakar may be referring to Chinese General Xiong Guangkai’s quote in the introduction of Andrew Small’s The China Pakistan Axis: Asia’s New Geopolitics which states “Pakistan is China’s Israel”.&nbsp;

“Comparing your country to a bully like Israel isn’t very smart…seemed like the prime minister read the book on his way to New York,” said Khan, on X.

Supreme Court lawyer Zahid F. Ebrahim said, “I did not expect better from Mr Kakar. But, I did expect better from @JalilJilani (Foreign Minister Jalil Jilani).”&nbsp;

He added, “The caretaker FM should have vigorously opposed this outrageously wasteful foreign jaunt by a caretaker PM.”&nbsp;

The group which was composed of scholars and former US ambassadors to Pakistan Ryan Crocker, Cameron Munter and Robin Raphel, along with Pakistan's former ambassador in Washington Husain Haqqani, said that investment and climate cooperation are key to the engagement.

Referring to distrust over Afghanistan the group said "Instead of allowing existing differences to define the partnership, it may be time to recognise that both sides need to understand the other's interests so that they can then find a way to work on areas of mutual concern."

The United States and Pakistan as per AFP were allies throughout the Cold War, however, American authorities lost patience with Islamabad because they believed the government there was secretly aiding the Taliban in Afghanistan.

As per the group, the US in the past had linked the Pakistan relationship to Afghanistan or Islamabad's historic rival India, but it should now avoid looking at it through the lens of China.

Instead, it added, by promoting investment from US businesses and others, the US may "help build Pakistan's capacity for transparency and compliance" with regard to Chinese loans and lessen Pakistan's reliance on China.

"While Pakistan and the US often fail to see eye-to-eye when it comes to Afghanistan, China, or India, they do share mutual interests in seeking stability in the region, combatting the problem of extremism and averting armed conflict in nuclear South Asia," it added.

Why China and Pakistan are not true allies?

Pakistan Prime Minister Imran Khan and Chinese President Xi Jinping on Tuesday agreed to further bolster their bilateral ties, including full realisation of the potential offered by the Phase-II of the Free Trade Agreement to overcome the economic headwinds.

Pakistan has promised aid to the country as the Taliban tightens its grip over Afghanistan. On Monday, a Pakistan International Airlines (PIA) flight landed in Kabul marking the first international commercial flight to land in the country since the US withdrawal last month.

Reports claimed the PIA flight returned to Islamabad with 70 people on board who were mainly relatives of Afghan staffers belonging to international organisations.

Meanwhile, US secretary of state Antony Blinken told the foreign affairs committee that the Biden administration is set to reassess its relationship with Pakistan.

Blinken said Pakistan has been "hedging its bets constantly about the future of <a href="https://www.wionews.com/south-asia/female-students-forced-to-attend-pro-taliban-gatherings-in-head-to-toe-black-robes-at-kabul-university-413034">Afghanistan"</a> while claiming that "it's one that's involved in harbouring members of the Taliban."

The US secretary of state openly told lawmakers that the US government would be looking at Pakistan's role over the last 20 years in Afghanistan and seek to establish the kind of role it would like the Imran Khan government to now play in the coming years.&nbsp;

All-weather allies, China and Pakistan have agreed to deepen their cooperation in UN and other multilateral bodies to back their core interests, the Chinese Foreign Ministry said on Friday.

The two countries held their third round of China-Pakistan Consultations on the United Nations Affairs by a video conference on Thursday.

At the meeting, views were exchanged on a wide range of multilateral issues of mutual interest covering all major areas of the United Nations' work, a press release issued by the Chinese Foreign Ministry here on Friday said.

Both the countries have agreed to strengthen their cooperation on the United Nations and other multilateral platforms and to support each other on each side's core and major interests, it said.

They also agreed to firmly safeguard multilateralism and support the central role of the United Nations in international affairs, work towards the political and peaceful resolution of regional and international hotspot issues, and jointly safeguard peace and stability of the world, especially in Asia.

They have decided to continue to strengthen cooperation on counter-terrorism and peacekeeping in the UN framework, by addressing the issue of terrorism in all its forms and manifestations, and supporting the UN peacekeeping operations, so as to make greater contributions to the maintenance of international and regional peace and security, the release said.

The two sides would also consolidate strategic coordination in the field of human rights, jointly opposing "double standards" and the politicisation of human rights issues, and working for the promotion and protection of all human rights in a cooperative manner, it said.

Pakistan is planning to buy 7 million doses of the coronavirus vaccines from China as the nation is experiencing a sharp rise in COVID-19 infections, a top minister has said, its first purchase from any country.

Earlier, Pakistan has said that it is not planning to buy vaccines anytime soon as it aims to tackle the COVID-19 challenge through herd immunity and donated vaccines from friendly countries like China.

Herd immunity occurs when a large number of people, usually 70 to 90 per cent, become immune to a contagious disease after being infected to it.

Planning Minister Asad Umar, who also heads the National Command and Operation Centre (NCOC),&nbsp;on Thursday said that the first consignment would arrive in Pakistan before the end of this month.

''We are in the process to procure Sinopharm and CanSino from China. Two batches of the vaccines, including 1 million doses of Sinopharm vaccine, will reach Pakistan by the end of this month,''&nbsp;Umar said.

He said the government was planning to bring more people into the vaccination drive by including those over the age of 50 years from next month. Earlier, only health workers and those above 60 years of age were being vaccinated.

Pakistan launched its vaccination drive on February 2 with the frontline health workers which was expanded on March 10 when people of 60 were included. But the country has faced problems in getting enough vaccines to include everyone.

The country aims to vaccinate 70 million people this year.

Pakistan is also endeavouring to procure vaccines from other sources, including the COVID-19 Vaccines Global Access (COVAX) ? a global initiative for equitable access to the vaccines led by Unicef, Gavi, the Vaccine Alliance, the World Health Organisation (WHO) and others.

Last year, Gavi had announced to provide 17 million doses to Pakistan in March. However, as the pandemic escalated worldwide, Europe's own production could not meet the requirement of its own population and the doses could not reach Pakistan.

Initially, China donated 500,000 doses of Sinopharm on February 1. In March, Pakistan received the second shipment of half a million doses of vaccines donated by China.

Meanwhile, the virus is spreading rapidly and Pakistan has recorded 10.3 per cent positivity, the second time when positivity crossed double digits this week, according to the Ministry of National Health Services.

A Pakistan military aircraft brought back the country's first consignment of COVID-19 vaccines from China on Monday, the country's health adviser, Faisal Sultan, said.

China's envoy in Islamabad would formally handover the 500,000 doses of vaccine produced by Sinopharm later on Monday, enabling Pakistan to begin its vaccination drive this week, officials said.

"Thank God, the first batch of Sinopharm vaccine has arrived! Grateful to China and everyone who made this happen," Sultan said in a statement released on Twitter.

"I salute our frontline healthcare workers for their efforts and they'll be first to get vaccinated," he said.

Pakistan has asked China for another one million doses. It has also been pledged 17 million doses of AstraZeneca's COVID-19 vaccine under a global scheme to deliver coronavirus treatments to developing nations.

About 6 million doses will arrive by the end of March under the COVAX scheme, with the remainder due by mid-year, Sultan announced last week.

Pakistan, a country of 220 million people, reported 1,615 new infections and 26 deaths in the latest 24-hours, taking the total number of cases to 546,428, with 11,683 deaths.

"All eligible citizens as per phases will be informed to register once the vaccine process will start," health ministry announced at its website.

Pakistan signed up last year to the vaccine sharing scheme coordinated by the World Health Organization to support lower-income countries.

Praising the Chinese development model, Pakistan Prime Minister Imran Khan on Friday said his government wants to learn from China's industrial development to accelerate economic growth and eradicate poverty.

"If we can learn from any one country in the world, it is China. Their development model suits Pakistan the best," Khan said while speaking at a ceremony in Islamabad.

"The speed with which China developed in the last 30 years is something we can learn from," he added.

Khan said that Beijing had managed to prove that poverty alleviation is real development.

"The way they industrialised, made special export zones, brought investments from abroad, and used those investments to increase their exports, all resulted in China increasing its wealth," he said.

"They used that money to bring their population out of poverty [...] there is no other example of this in history."

He said that his government was focused on making Pakistan a welfare state and eradicating poverty.

China last month announced that all registered impoverished counties in the world's most populous country have shaken off poverty.

Khan said that the government had made special economic zones to attract and relocate Chinese industries so that they can export their products from Pakistan.

The prime minister said that the new year would be the year of economic growth as the country was moving in the right direction.

''Our exports are increasing as compared to our competitors, so Pakistan is headed in the right direction,''&nbsp;he said.

Khan said his government would focus on industrial development during the current year that would have a positive impact on economic growth. He noted that the cement and textile sectors recorded fast growth in recent months.

The premier said that the government's policy was simple and based on the concept of supporting business for the creation of wealth that would lead to prosperity.

He said the government has dealt with the COVID-19 challenge in the country effectively.

Separately, Khan in a series of tweets said that 2020 was a tough year for Pakistan and the world because of the pandemic.

''But by the grace of God, we fared far better than most. We not only managed to protect our people but also saved them from hunger. We are moving forward to making Pakistan a welfare State,''&nbsp;he said.

He made two New Year resolutions for 2021 about completing two projects.

''One, universal health coverage to all our citizens. It has begun in KP (Khyber-Pakhtunkhwa) and&nbsp;will soon in Punjab and&nbsp;GB (Gilgit-Baltistan). We hope other provinces will replicate this programme,''&nbsp;he said.

''Two, we will start our most ambitious nationwide project "Koi Bhuka Na Soyay" (No one should sleep hungry) under Ehsaas programme. By the end of the year, these two projects will move us closer to our goal of making Pakistan a welfare state,''&nbsp;he said.

"Pakistan's economy has been in a critical state and this will further dent the situation, including the execution of CPEC. The CPEC has been slowing down for various reasons and the existing crisis will have its own implications on the projects," Raghavan said.

According to the US Institute of Peace, "political upheaval, a violent insurgency fed by the war in Afghanistan, and the inability of successive governments to carry out reforms are to blame for this decline".

"Today, a polarized political environment and elite intrigue among civilian, judicial, and military institutions has made sustainable economic growth and reforms that much more unlikely."

It further said that the global outbreak of the coronavirus pandemic has further made it challenging. Pakistan's headline inflation in September stood as 9 per cent.

"The current political turmoil will definitely dent the countries the economy. For any economy to grow, political stability is critical and there seems to be no solution in sight," Shakti Sinha, director at the Atal Bihari Vajpayee Institute of Policy Research and International Studies.

When Khan took charge as the 22nd Prime Minister on August 18, 2018, Pakistan's economy was in a shambles with multiple macroeconomic challenges -- widening current account and fiscal deficits, dwindling foreign exchange reserves and unemployment among others.

However, after the initial turmoil, the Khan government's focus on the economy had started to show results. In January this year, Khan at the World Economic Forum said that Pakistan would see healthy growth in the year 2020.

At that time, some signs of economic progress were beginning to show. Khan had managed to reduce the current account deficit, the difference between inflow and outflow of foreign currencies, gap and foreign direct investments had begun to flow in.

Last December, Moody's Investor Service upgraded its outlook for Pakistan from negative to stable, while the World Bank acknowledged that Pakistan was among the top 10 "most improved" countries in terms of the Ease of Doing Business index.

However, things have changed rapidly since then.

On the one hand, Khan has strengthened bilateral relations with China. He has alienated Pakistan from other major forces, including the old allies US and Saudi Arabia.

Recently, Islamabad repeatedly nudged the Saudis to convene a meeting of the Organization of Islamic Co-operation (OIC) to discuss the issue of Jammu and Kashmir as India abrogated Article 370 last year but Riyadh refused to oblige the cricketer-turned-politician.

Last December, Moody's Investor Service upgraded its outlook for Pakistan from negative to stable, while the World Bank acknowledged that Pakistan was among the top 10 "most improved" countries in terms of the Ease of Doing Business index. He has alienated Pakistan from other major forces, including the old allies US and Saudi Arabia. The Federal Investigation Agency (FIA) on Monday arrested the suspects, including ring leader Abdul Latif, at the Lahore's passport office.

Previously, the FIA arrested a number of suspects involved in illegal organ transplant, especially in Punjab, where the people from the Gulf often visited for kidney procedures.

According to FIA Punjab Deputy Director Sardar Mavarhan Khan, on receiving information that an international gang was active in Lahore in illegal transplant of human organs in China, a team conducted a raid at the passport office and arrested seven suspects, including donors and agents.

"The agents would allegedly motivate poor and needy people to sell their liver and kidney and then had the organ transplant conducted in China. During preliminary investigation it has transpired that the agents had contacts in China where they managed to get the organ transplant conducted by Chinese doctors," he said.

"This is the first time that such a gang has been unearthed which is involved in illegal human organ transplant in China. An agent pays around Rs 400,000 to a donor and arranges his travel to the country. A recipient usually reaches there (China) on his own. This gang has transported around 30 people to China for the purpose so far,''&nbsp;Khan added.

The FIA said that recipients of organs usually come from the Gulf, India and Bangladesh and also from Pakistan.

A case has been registered against the suspects under sections 10, 11 Punjab Transplantation of Human Organs and Tissues (Amended) Act 2012.

According to media reports, China's illegal organ transplant industry is worth millions of dollars each year. Earlier, it was alleged that the organs of prisoners were harvested illegally in China.

Pressure is mounting on the Pakistan government to review its China policy or risk the prospect of facing global isolation and condemnation along with China in the wake of China`s clash with India in Eastern Ladakh.

Pakistan government under pressure to review China Policy

Director General of Police of Jammu and Kashmir Dilbag Singh today chaired a high-level meeting of officers to review the security scenario of Union Territory of Jammu and Kashmir particularly on the borders where he said that in view of the Ladakh standoff, Pakistan will try to infiltrate more terrorists and also give impetus to violence in Kashmir Valley and elsewhere.

DGP Singh further said that cross border infiltration attempts are being made continuously from Pakistan even during this pandemic and we have to be extra alert to thwart all such attempts.

The officers expressed their sympathies with the bereaved families of the martyrs.

In his address, the DGP Dilbag Singh complimented the Police, Army, and CAPF for outstanding performance and impressed that we must continue with the efforts to maintain peace and create a further conducive environment.He said, "Our officers and jawans of Police, CAPF and the Army are continuing with successful operations in counter-insurgency grid and on borders."

J&K issue: Attempt made by Pakistan through China to misuse UNSC platform, says India

China is on a spending spree, building roads and buying influence and now it has bought an entire country. It is called Pakistan, the latest colony of the People's Republic of China.&nbsp;

China has invested billions in Pakistan as a result of which Pakistan owes more money to China than it owes to the IMF.&nbsp;

The China Pakistan Economic Corridor — or CPEC — is turning out to be a road to financial hell for Pakistan which is in the middle of an economic crisis.&nbsp;

Slowed down projects, missed deadlines, unavailability of cash and China's refusal to give more credit has led Pakistan into doing what it does best - ask for more money.&nbsp;

The Imran Khan government has turned to its neighbourhood for help.&nbsp;

Using marketing to hide its financial crisis, Pakistan is now selling a new proposal called 'CPEC Plus'.

The pitch is that Iran, UAE and Saudi Arabia should invest and become partners in the infrastructure projects.

Pakistan wants more people using CPEC, only then, can it hope to make enough money to pay back its lender - China.

The plan is quite simple, Pakistan will offer land to these countries, who should put in money to build railway lines and highways.

Since CPEC is proving to be a black hole for funds, it looks financially unviable, the projected revenues won't even cover loan payments.

Under Imran Khan, the progress on CPEC has been even slower, making China impatient which is now controlling not just the business but also the government of Pakistan.&nbsp;

China is deciding the makeup of the Pakistan cabinet and even sacking Pakistani ministers.&nbsp;

Last month, Pakistan missed the deadline to put the CPEC projects back on track, leading Beijing to jump in, who met officials from the Imran Khan government.

Some of these ministers were not playing ball, so, China had them fired from the position.&nbsp;

Case in point - Makhdoom Khusro Bakhtiar who was the minister of planning and development for Pakistan.

According to reports Bakhtiyar met with the Chinese two weeks ago, to get more financial commitments from China.

The pitch is that Iran, UAE and Saudi Arabia should invest and become partners in the infrastructure projects. Pakistan wants more people using CPEC, only then, can it hope to make enough money to pay back its lender - China. The plan is quite simple, Pakistan will offer land to these countries, who should put in money to build railway lines and highways. Since CPEC is proving to be a black hole for funds, it looks financially unviable, the projected revenues won't even cover loan payments. Under Imran Khan, the progress on CPEC has been even slower, making China impatient which is now controlling not just the business but also the government of Pakistan. The biggest opposition is coming from Balochistan. The people there oppose Chinese investments. The Baloch people fear that they will become a minority in their own province if CPEC is allowed to go through.

Baloch nationalists have threatened and carried out attacks on Chinese installations.

China has invested too much in CPEC to back down now. Beijing has demanded security for Chinese nationals from Islamabad.

More than 17 thousand security personnel have been deployed for this purpose. But, china remains unhappy. Its investments still face the terror threat.

So Beijing is taking matters into their own hands. Some reports claim that Chinese troops have been spotted near CPEC projects.

By 2022, it plans to have its own city in Gwadar that will accommodate half a million Chinese citizens.

CPEC: A project that turns into a roadblock for Pakistan Economy

China's foreign minister Wang Yi&nbsp;on a visit Pakistan met Army chief General Qamar Javed Bajwa and had "in-depth exchange of views on bilateral, regional and international issues of mutual interest", Chinese news agency Xinhua reported.

"China will continue to staunchly support Pakistan in its efforts to safeguard the sovereignty and territorial integrity, to maintain domestic stability in a bid to boost economic development and to play a bigger constructive role in international affairs," the Chinese foreign minister was quoted as saying.

Qureshi said Pakistan was keen to boost the construction of other crucial projects in the Gwadar Port which is the cornerstone of the CPEC project. Wang also met Pakistan President Arif Alvi at the presidential palace in Islamabad and Prime Minister Imran Khan.

"We told them when we use their products at home we become emotionally attached to them as well. But if the sentiment that you stand with the neighbouring country on issues sensitive to us prevails, then eventually it is bound to hurt the trade relations between two countries. If we see you siding with the neighbouring country, it hurts the sentiment of country and the trade between the two countries." he said.

Besides Singh, the delegation comprised foreign cell in-charge Vijay Chauthaiwale, Gopal Krishan Aggarwal, spokesperson, -Shiv Kumar Udasi, Suresh Pujari, Mahesh Poddar, Ramesh Shejwalkar and Raksha Khadse (all MPs) and some other party members.

They also discussed export of agricultural product especially soya, rice and sugar by China.

The BJP delegation also raised concerns about fiscal deficit and said it is a challenge.

"There are ways to cover this deficit through technology transfer, integrating MSME through the supply chain. FDI, transfer of technology and development of MSME and integrate into Chinese global chain. We raised concerns about visa norms and China`s stand on terrorism. As a political dispensation, we need to raise public concerns as well, " Aggarwal said.&nbsp;
