"China is highly concerned about the conflict in northern Myanmar and urges all parties concerned in Myanmar to immediately cease fire and stop fighting, pay practical attention to China's security concerns, and work with China to maintain the safety of China-Myanmar co-operation projects and business personnel," foreign ministry spokesperson Wang Wenbin told reporters. Several Kawlin residents who have been away from the town said on Monday that since last Saturday, they have been unable to reach their family members in the district capital by phone. Meanwhile, the United Nations expressed concerns over the heavy fighting in Myanmar. "We are alarmed by the heavy fighting, particularly in Shan State in the northern part of the country, with reports of... airstrikes that led to civilian casualties and tens of thousands being newly displaced internally," said Stephane Dujarric, spokesman for UN Secretary-General Antonio Guterres. A senior police official said that after being shot at, the SDPO was immediately rushed to a primary health centre in Moreh where he succumbed to the bullet injury.

The incident has prompted an operation in the area to capture the militants.

This comes two weeks after members of several civil society organisations, particularly the ones based in Moreh, demanded the state forces be removed from the border town.

As per news agency PTI reports, the Manipur police, in the last couple of days, have apprehended more than 10 Myanmarese for allegedly stealing items from abandoned residences of Meiteis and for illegally entering into the Indian territory.

To this, Manipur CM N Biren Singh had stated, "This happened when some particular organisations were protesting against the deployment of state police and commandos at Moreh town".

More than 180 people were killed in the ethnic violence that erupted in the state on May 3 after the 'Tribal Solidarity March' was organised in the hill districts to stage a demonstration against the Meitei community's demand for Scheduled Tribe (ST) status.

In a statement, the Ta'ang National Liberation Army (TNLA), the Arakan Army (AA) and the Myanmar National Democratic Alliance Army (MNDAA) said that they launched a military operation.&nbsp;

It was not yet known how many casualties were there or whether the rebel groups had taken territory. Pro-military channels on Telegram said that the rebels were attacking 12 towns or settlements across a swathe of Shan state around 100 kilometres across.

According to a report by the news agency AFP, the MNDAA said that its fighters closed the roads from Lashio to Chinshwehaw and Muse on the China border ahead of a "major offensive".

Citing local media and residents, the report said that fighting around Lashio and near Muse, Chinshwehaw and Laukkai was ongoing. A Muse resident told AFP that locals were staying indoors as soldiers patrolled the streets and that the road from the town to the city of Mandalay -- a major trade route -- had been closed.

Meanwhile, a rescue worker in Lashio, who chose to remain anonymous, said that rebels had begun shelling the military base near the town from early Thursday and that the military responded with artillery fire.

An airline ticketing agency told AFP that all flights to and from Lashio airport had been cancelled on Friday.&nbsp;

China's foreign ministry said it was "closely following" the fighting and called on all sides to prevent the situation from escalating.

Myanmar's borderlands are home to more than a dozen ethnic rebel groups. Some of them have trained and equipped newer "People's Defence Forces" that have sprung up since the 2021 coup.&nbsp;

AFP reported that earlier in October, nearly 30 people were killed and dozens were injured in a military strike on a camp for displaced people in neighbouring Kachin state.

The Kachin Independence Army (KIA), a rebel group which controls the area, said that the junta was responsible for the attack.&nbsp;

Weeks later, the junta ordered air strikes and troop reinforcements as it tried to recover outposts it had lost in subsequent fighting with the KIAs.&nbsp;

For decades, dozens of rebel groups have fought with Myanmar's military over autonomy and control of lucrative resources. Ten of these groups had signed a Nationwide Ceasefire Agreement (NCA).

Critics say that since military junta's 2021 coup, the ceasefire agreement is in tatters. The coup, that toppled civilian government by Aung San Suu Kyi sparked renewed fighting with some of the signatories of the government.

Officials from seven of the ten signatories attended the event in Naypyidaw, where barricades and plainclothes security were deployed.

Diplomats from Russia and China -- allies and arms suppliers of the internationally isolated junta -- also attended, as did a representative from India.

Timor-Leste sent a representative although the day came just weeks after Myanmar's military junta ordered expulsion of its diplomat because of a meeting his government held with a shadow "National Unity Government" which is working to overturn the coup.

Several rebel groups have trained and armed anti-coup fighters battling to overturn the military regime.

Two of these groups: the Chin National Front (CNF) and the Karen National Union (KNU), have said last week that the coup made implementation of the previous agreement "impossible".

The KNU and the CNF have regularly fought with the military since its takeover, in the far east and west of the country respectively.

Myanmar: Military junta marks rebel ceasefire anniversary even as clashes erupt

On Sunday authorities reported that 200 mm (almost eight inches) of rain had fallen in the previous 24 hours in Bago region northeast of commercial hub Yangon -- a record for October.

The rainy season typically brings months of heavy downpours, but scientists say man-made climate change is making weather patterns more intense.

"Most of my belongings are ruined as they are floating in the water in my house," Bago resident Aye Kyi Ma, 47, told AFP from a boat on a submerged street. &nbsp;

"Now, I have to stay somewhere else," she said.

"There is no electricity and the water is not clean. So we have to buy our meal as we can't cook."

Rescuers said they recovered the body of one 60-year-old man in Bago.

In Pha Yar Gyi, near Bago, vehicles drove along roads where floodwaters reached bumper levels. Some residents floated along the water on makeshift rafts.

"In some places, the tide is as deep as a person's height," Aung Phyo Kyaw, a member of a local rescue team in Bago city told AFP.

People had moved to higher land and buildings such as monasteries and homes of their relatives to escape the rising waters, he said.

The military and police were also working with rescuers to reach people in flooded areas, he added.

The state-backed Global New Light of&nbsp;Myanmar&nbsp;newspaper said the nearby Bago river could exceed its "danger level" by almost a metre in the coming days, warning local residents to take precautionary measures.

Flooding began in July and has affected nine of&nbsp;Myanmar's states and regions, including Rakhine, Kachin, Karen, Mon and Chin.

Myanmar&nbsp;is in the grip of a bloody civil conflict between the junta, which ousted the government of Aung San Suu Kyi in February 2021, and armed groups opposed to its coup.

Record October rain brings floods to southern Myanmar

Human rights groups on Tuesday urged Indonesia to investigate suspected arms sales by&nbsp;state-owned companies to&nbsp;Myanmar, where Indonesia has been trying to promote reconciliation since a 2021 military coup triggered widespread conflict.

Groups filed a complaint with Indonesia's national human rights commission on Monday alleging that three&nbsp;state-owned arms&nbsp;makers&nbsp;had been selling equipment to&nbsp;Myanmar&nbsp;since the coup, according to Feri Amsari, a legal adviser to the&nbsp;activists.

Myanmar&nbsp;has been racked by violence since the military overthrew a government led by Nobel Peace Prize laureate Aung San Suu Kyi more than two years ago.

The group that drew up the complaint includes two&nbsp;Myanmar&nbsp;organisations, the Chin Human Rights Organisation and&nbsp;Myanmar&nbsp;Accountability Project, and Marzuki Darusman, a former&nbsp;Indonesian&nbsp;attorney general and rights advocate.

They allege in their complaint that&nbsp;Indonesian&nbsp;state&nbsp;arms manufacturer PT Pindad,&nbsp;state&nbsp;ship maker PT PAL and aerospace company PT Dirgantara Indonesia had supplied equipment to&nbsp;Myanmar&nbsp;via a&nbsp;Myanmar&nbsp;company called True North, which they said was owned by the son of a minister in the military government.

The incident occurred in the remote mountainous town of Hpakant in the country’s Kachin state, home to some of the world’s biggest jade mines.

According to reports citing rescue workers, the incident took place on Sunday and also comes days after much of the country was swamped by heavy rains and floods. More than 100 rescue workers were looking for survivors, a member of the rescue team, who spoke on the condition of anonymity, told Reuters, on Monday.&nbsp;

The news agency citing the rescue team member also said that eight people who were injured were taken to the hospital on Sunday.&nbsp;"We found 25 dead bodies in total today," a rescue worker told AFP on Tuesday,&nbsp;adding that 14 people were still missing.&nbsp;

Search and rescue efforts&nbsp;will continue Wednesday, as per the report.&nbsp;Rescuers had to reportedly dig&nbsp;through mud to find bodies, while others were floating in water.

Meanwhile, citing witnesses, Tar Lin Maung, a local journalist said the waste heap that collapsed on Sunday was about 150 metres high. “There is no chance that they would survive in this muddy lake,” said Tar Lin Maung, as quoted by Reuters, on Monday.&nbsp;

<h2>Jade mining in Myanmar</h2>

A report by the Associated Press, on Monday, also citing a member of the rescue team, said that while the search and rescue efforts were continuing, some miners had already returned to the scene in the hope of finding jade.

This comes after the mine’s operations were said to have been suspended following the landslide.&nbsp;

Notably, the site of the incident is said to be the centre of Myanmar’s secretive and highly lucrative jade industry, which is mostly unregulated.

Myanmar produces about 90 per cent of the world’s jade, a gem that is highly coveted in neighbouring China.

Dozens die annually, while many low-paid migrant workers continue to risk their lives daily picking through unstable earth and rubble excavated by mining companies to search for small pieces of semi-precious stone.&nbsp;

The site has also witnessed some of Asia’s worst mining disasters. In 2020, at least 170 miners were killed after a landslide at the Hpakant township.

The jade mines are estimated to be worth around $30 billion a year and are said to be an important source of revenue for Myanmar’s military government, which took over the country after a coup.&nbsp;

Recently, Myanmar's ruling military pardoned Suu Kyi on five of the 19 offences, which means six years will be shaved off her 33-year jail term.

The UN report, published by the Independent Investigative Mechanism for Myanmar (IIMM), said there was "strong evidence that the Myanmar military and its affiliate militias have committed three types of combat-related war crimes with increasing frequency and brazenness".

The report covered the period between July 2022 and June 2023.&nbsp;

According to the report, these crimes include the indiscriminate or disproportionate targeting of civilians using bombs and the burning of civilian homes and buildings, resulting at times in the destruction of entire villages.

The report also cited "killings of civilians or combatants detained during operations".&nbsp;

Nicholas Koumjian, head of the IIMM, said: "Our evidence points to a dramatic increase in war crimes and crimes against humanity in the country, with widespread and systematic attacks against civilians, and we are building case files that can be used by courts to hold individual perpetrators responsible."&nbsp;

UN investigators said the Myanmar military "should have known or did know" that a large number of civilians were in or around the alleged targets when the attacks took place. But the junta has justified bombings as attacks against military targets.&nbsp;

Daughter of General Aung San – ‘the Father of Burma’; the courageous champion of democracy and human rights whose shine dimmed due to her controversial stand on the Rohingya issue; the state counsellor or effectively the head of government who lost power because of the military coup in February 2021, Suu Kyi is back at the centre of discussions about the nation’s future. After the coup, even many of her supporters wrote off the 77-year-old leader (now 78). The young generation of democracy activists led by the National Unity Government (NUG) believed that the country had moved on, and that she was now history. Yet, a mere partial pardon of her 33-year sentence was enough to bring her into the international limelight again.&nbsp;

So, what really is the importance of being Aung San Suu Kyi? Can she still make a difference and mould the future trajectory of a crisis-ridden Myanmar?&nbsp;

<h2>Recent developments&nbsp;</h2>

Between 9 July and 1 August 2023, four significant developments took place, which throw light on possible answers to the above questions.&nbsp;

First, on July 9, Don Pramudwinai, deputy prime minister and foreign minister of Thailand, was allowed by the military government to meet ASSK in prison. What transpired at this one-and-a-half-hour-long meeting is known only to the two participants and the military authorities. However, what the Thai dignitary reported about it at the ASEAN foreign ministers meeting in Jakarta is known. He conveyed that she was in good health, and favoured dialogue to resolve political issues. ASEAN foreign ministers seemed divided as some criticized him while others considered the meeting a positive development.&nbsp;

Second, soon thereafter media reports appeared indicating that ASSK has been shifted from the prison to a government bungalow and placed under house arrest. But the military spokesman did not confirm these reports.&nbsp;

Third, on 31 July the government announced the fourth 6-month extension of ‘emergency’ since the coup. This was violative of the 2008 constitution. The announcement was an admission of their failure to restore normalcy and hold elections in the country. Myanmar has been struck by civil strife and an unending cycle of violent clashes between the government forces and the armed resistance. With the two sides locked in an impasse and with no diplomatic breakthrough secured either by the UN or ASEAN, the nation faces a complicated present and an uncertain future.&nbsp;

Fourth, on 1 August, the government announced an amnesty for 7,749 prisoners. Among them figured ASSK and U Win Myint, the ousted president. In the former’s case, the 33-year sentence (covering 19 offences) was reduced by 6 years. In the latter’s case, the 12-year sentence (covering 8 offences) was reduced by 4 years. Both leaders would continue serving their sentences, but it was hinted that further pardon was possible. Critics dismissed it as a travesty of justice, arguing that these prominent figures should not have been arrested or sentenced in the first place.&nbsp;

<h2>Larger canvas&nbsp;</h2>

These developments should be viewed on the broader political canvas of unbroken military rule in the country since 1962, except for the decade of March 2011–January 2021 when ‘hybrid’ (or limited) democracy prevailed. Yet another landslide victory in the November 2020 elections for Suu Kyi-led National League for Democracy NLD) created a deep sense of insecurity for the military. It then felt compelled to snatch power from elected representatives. From then onwards, ASSK’s removal from office, curbs on NLD, and resort to violence against the people compelled the opposition to adopt a new strategy to fight for full democracy and a true federal union. This also implied the goal to drive the military out of power and send it ‘back to the barracks’. However, in Myanmar’s specific conditions and given persisting ethnic divisions, these goals seem unachievable in the foreseeable future.&nbsp;

The opposition pinned its hopes on external partners. The Western nations readily imposed economic sanctions, as they had done in the past, but generally, these hurt the people more than the regime. The UN deliberated on Myanmar question several times, urging that democratic institutions and processes be upheld through constructive dialogue and reconciliation as per the will and interests of the people of Myanmar. The Security Council even adopted a unanimous resolution in December 2022. Further, the UN encouraged ASEAN to serve as the main regional player to devise a solution based on its Five-Point Consensus (5PC). ASEAN tried hard but due to the military’s non-cooperation and the grouping’s internal divisions, it has achieved little success in moving Myanmar towards a democratic path.

<h2>Implications for stakeholders</h2>

Against this backdrop, the implications of the recent developments become clearer.

When it carried out the coup 30 months back, the military had hoped that, as in the past, it would successfully impose its rule. This did not happen. It then announced its plan to hold elections in August 2023, presumably as a means to acquire legitimacy. But, as foreseen by many, violet clashes and nationwide insecurity made it impossible for the government to hold polls. Therefore, it has now taken initial steps to demonstrate that the NLDs can be brought back into political play – for a price. If the old leaders are willing to be pragmatic, they can gradually regain their freedom, provided they agree to an internal political dialogue aimed at re-installing a collaborative model of democracy.&nbsp;

Besides, the modest pardon to ASSK is a means to divide the opposition, Western governments and ASEAN. It also reflects the military’s implicit recognition that Suu Kyi continues to enjoy an extraordinary sway over her people. The opposition which had written her off, may now be forced to redo its calculations.&nbsp;

ASEAN, in particular, faces a new dilemma. With its unity on Myanmar broken into pieces, it should recalibrate its approach before its summit in September. It cannot suddenly abandon its 5PC. Nor can it prevent its individual members – not only Thailand and Vietnam but now even Malaysia and the Philippines – from talking to the military government. Perhaps it can urge all Myanmar stakeholders to find a pathway to internal dialogue while offering its help to facilitate it.&nbsp;

Most importantly, how is ASSK likely to react to the current political impasse? She is a patriot and a politician, acutely conscious of how history will judge her. Therefore, it is realistic to assume that, if and when she regains freedom, she could still be of immense service to her nation. Besides, she carries the moral burden for the coup: many believe that had she shown a flair for ‘give and take’ in January 2021, she might have avoided provoking the generals to stage the coup.&nbsp;

Based on my deep study and several interactions with Daw Suu Kyi Kyi, I wrote last August that “the Army can keep her shackled for as long as it wants, but whenever it is ready to craft a political solution to the governance issue, the Generals will need to return to her, consult with her and carve out a place for her.” A year later, I stand by this assessment.&nbsp;

Myanmar's ruling junta has officially postponed an election promised by August this year after its 2021 coup, state television reported late on Monday.

Junta leader General Min Aung Hlaing, in a meeting on Monday with the army-backed National Defence and Security Council (NDSC), extended a state of emergency by six more months.

The military had pledged to hold elections by August 2023 after it overthrew the elected government headed by Nobel laureate Aung San Suu Kyi, but it cited ongoing violence as a reason to postpone the vote.

"While holding an election, in order to have an election that is free and fair and also to be able to vote without any fear, necessary security arrangements are still needed and so the period for the state of emergency is required to extend," read the junta statement on state TV.

Myanmar junta officially postpones election promised after 2021 coup

Days after Myanmar's ousted leader Aung San Suu Kyi was moved from jail to house arrest, state media reports on Tuesday (Aug 1) said she has been pardoned in five criminal cases in a junta amnesty.&nbsp;According to a junta spokesperson, Suu Kyi's sentence has been reduced by six years in total after the partial clemency.&nbsp;

Suu Kyi was arrested two years ago in a daytime coup, after which the military junta took over the reins of the nation.

"Chairman of State Administration Council pardons Daw Aung San Suu Kyi, who was sentenced by the relevant courts," a state media report said.

While Suu Kyi received amnesty in five cases, she still faces legal troubles in 14 others.&nbsp;Sources told AFP news agency that despite the clemency, Suu Kyi will not be freed from house arrest.&nbsp;

"She couldn't be freed completely although some sentences against her were pardoned. She still has to face 14 cases. Only five cases out of 19 were pardoned."

<h2>Reason for clemency?</h2>

The junta clemency is part of a religious ceremony, due to be held this week&nbsp;(August 3).&nbsp;The military has built a new giant sitting Buddha statue, as a symbol of devotion and will open it to the public on August 3. Apart from Suu Kyi, more than 7,000 prisoners have been granted amnesty as well.&nbsp;

More than 3,700 people have been killed in the military's crackdown on dissent since the coup, according to a local monitoring group. Meanwhile, more than 23,000 have been arrested during the same period.&nbsp;

Last month, a vehicle carrying Chinese military personnel was attacked by an armed ethnic group, according to the Myanmar junta.&nbsp;The Chinese convoy was travelling to a meeting on border security when the alleged attacks took place. According to the junta, the armed group&nbsp;Kachin Independence Army) (KIA), which belongs to NUG, carried the attacks.&nbsp;
