Myanmar Military General warn civil servants, calls for anti-coup protests to end

Kyaw Tint Swe close aide to ousted Myanmar leader Aung San Suu Kyi was detained on Thursday, said a party official. Myanmar is witnessing fresh wave of arrests following the military coup on February 1. Kyi Toe, an information committee member of Suu Kyi's National League for Democracy (NLD), said Kyaw Tint Swe and four other people linked to the previous government had been taken from their homes overnight, and the top leadership of the former electoral commission had all been arrested.

NLD had won the November 2020 election by a landslide. Military claims that there was widespread fraud in the elections. Myanmar's electoral commission had rejected those claims.

Protesters gathered across the country for a sixth straight day on Thursday.

Hundreds of workers lined a road in the capital Naypyitaw in support of the civil disobedience movement, chanting anti-junta slogans and carrying placards supporting Suu Kyi.

In line with the creative ethos of recent demonstrations where some protesters have worn ball gowns and fancy dress, rallies in Yangon included men and boys dressed in short skirts. "We don't take off our skirt until we get democracy back," one sign read.

US Sanctions

US President Joe Biden on Wednesday approved an executive order for sanctions on those who were responsible for the coup in Myanmar. He has demanded that Myanmar's generals give up power and civilian leaders be freed.

Washington would identify the first round of targets this week and was taking steps to prevent the generals in Myanmar, also known as Burma, having access to $1 billion in Myanmar government funds held in the United States.

"We're also going to impose strong exports controls. We're freezing U.S. assets that benefit the Burmese government while maintaining our support for health care, civil society groups, and other areas that benefit the people of Burma directly," Biden said at the White House.

Washington is likely to target coup leader Min Aung Hlaing and other top generals who are already under U.S. sanctions imposed in 2019 over abuses against Rohingya Muslims and other minorities.

Eye catchy signs, installations & colourful costumes; Myanmar protests get creative

European countries presented a text Thursday to the UN's top rights body harshly condemning the coup in Myanmar and demanding the military release Aung San Suu Kyi and restore civilian rule.

The draft resolution, to be debated during a special session of the Human Rights Council on Friday, also called for the release of all others who have been "arbitrarily detained", and called on the military to refrain from violence against peaceful protesters.

The text was trailed after a sixth consecutive day of anti-coup rallies in Myanmar condemning the ousting of civilian leader Aung San Suu Kyi, who until the coup on February 1 was the country's de facto civilian leader.

She was detained with dozens of other members of her National League for Democracy party, including President Win Myint, ending a decade of civilian rule and triggering international condemnation.

Britain and the European Union on Monday issued an official request for a special council session about the Myanmar situation.

The request has received support from more than 20 of the council's 47 members, easily passing the required one-third threshold to push the session through.

In addition, it was backed by some 30 other countries, including the United States, which announced Monday it would "re-engage" with the council nearly three years after the administration of former president Donald Trump decided to withdraw.

- 'Sufficiently strong'? -

The draft resolution presented Thursday had slightly stronger wording than an initial text circulated to diplomats on Tuesday.

It called for "the restoration of the democratically-elected government," and demanded the "immediate and unconditional release of all persons arbitrarily detained, including State Counsellor Aung San Suu Kyi and President Win Myint."

The text also called for the "immediate and permanent lifting of restrictions on the internet, telecommunication and social media", as well as "full and unrestricted access" to the country by UN rights observers.

The draft meanwhile stopped short of calling for sanctions against the generals behind the coup -- something Washington has said it will do, and Britain said it was considering.

Observers suggested stronger positions may have been avoided in the text to ensure more support in the council, where consensus backing is preferred.

"We do think there is real value if we can get a broad and ideally unanimous voice out of the council sending a strong message, and there are some very strong messages in that resolution," a Western diplomat said, requesting anonymity.

But, the diplomat added, there were limits to how far backers of the text were prepared to go to secure support.

"The text has to be credible. It has to be sufficiently strong, and we are not going to go for consensus at all costs."

The one-day special session, which will be largely held virtually due to pandemic restrictions, is due to kick off at 10:00am (0900 GMT) Friday.

After the restoration of Facebook which was earlier blocked by authorities, live FB video feeds from several cities showed protesters marching through the streets across the street. Meanwhile, police fired shots in the air and arrest protesters in southeastern Myanmar town of Myawaddy. Crowds had gathered in Yangon over the weekend chanting "we want democracy" as they gestured three-finger salute which was the symbol of protests in Hong Kong. Several world leaders including US President have asked the military to return the country to democracy even as Pope Francis expressed "solidarity with the people of Myanmar", and urged the the nation's army to work towards "democratic coexistence".

The United Nations Security Council on Thursday issued a press statement expressing concern over the developments in Myanmar and called for the release of State Counsellor Aung San Suu Kyi and President Win Myint.

The statement said, "members of the Security Council expressed deep concern at the declaration of the state of emergency imposed in Myanmar by the military" and the "arbitrary detention of members of the Government, including State Counsellor Aung San Suu Kyi and President Win Myint and others. They called for the immediate release of all those detained."

On Monday the country saw a bloodless coup with the military overthrowing the civilian government in an action that led to strong reactions globally. Interestingly, the UNSC statement doesn't use the word coup.

UNSC members in the statement "emphasized the need for the continued support of the democratic transition in Myanmar" and "stressed the need to uphold democratic institutions and processes, refrain from violence, and fully respect human rights, fundamental freedoms and the rule of law."

The country saw elections last year with National League for Democracy getting huge support. The actions by the military halts the democratic transition for the country, which started in 2010 after the release of Aung San Suu kyi.

The top UN body "encouraged the pursuance of dialogue and reconciliation in accordance with the will and interests of the people of Myanmar". Concerns have also been expressed at the "restrictions on civil society, journalists and media workers" in the statement.

The UNSC had met on Tuesday to discuss the issue. UK is the president of the UNSC for this month and had backed the discussion on the issue at the high table. The statement mentions the Rohingya crisis with the UNSC members reiterating the "need to address the root causes of the crisis in Rakhine State and to create conditions necessary for the safe, voluntary, sustainable, and dignified return of displaced persons."

The statement saw strong support to regional organizations, in particular the Association of Southeast Asian Nations (ASEAN), and welcomed the ASEAN Chair’s Statement dated 1 February 2021 on the issue. The ASEAN statement called for adherence to the principles of democracy, the rule of law, and good governance.
