Here is the interview:

WION: PM Modi will be engaging with the US president and the business community. How do you see this panning out?

Nisha Desai Biswal: This is a very anticipated visit by both leaders, Indian PM Modi and US President Joe Biden. They have many engagements in the past. This meeting comes at a very important time as world is battling Covid. Collaboration of the US and India on Covid is crucial. We are looking to galvanise action on climate change. PM Modi has been a key leader globally in fight against climate change. And [there is] Quad leaders' meeting on margins of UNGA. The importance of Quad is really high in framing opportunities for our four democracies -- India, the US, Australia and Japan -- to create ecosystem and opportunities to benefit Indo-Pacific region. It will be an important meeting and of course, from the US perspective, we hope there is focus on important role of private sector, need to deepen economic ties and trade ties. It will be an opportunity to start those conversations as well.

WION: There has been discussion on a mini US-India trade pact and private sector has been engaging on it. Do you think trade has the potential to expand?

Nisha Desai Biswal: Absolutely, I feel both countries have struggled to align their trade policy but increasingly, we see that trade between our nations, and deepening the economic partnership between our nations is not only important for India but for economic growth of the US too. It is important for our strategic partnership, and strategic power that India has become. So, I think now is the time to focus on how we reach alignment between the US and India. Both are one of the biggest economies in the world, which are outside of some of the big trading blocks in the Indo-Pacific region. This will be important area of focus.

WION: How do you see the evolution of this relationship in next few years?

Nisha Desai Biswal: The US-India Business Council was set up over 45 years ago, because our leaders even at a time when we did not have deep ties understood that we need to have that. Economic relationship is going to be a key part of that. So, I have seen throughout my career how the US and India systematically converged their goals aspirations and aligned their approaches to the point we are today. We are the most consequential partners for each other. We have enormous convergence. We are not carbon copy of each other and our approaches are also different. We have a stake in ensuring the future of Indo-Pacific region and world. I see an enormous potential for further alignment and deepening of ties between our two countries.

WION: Both countries are engaging on Indo-Pacific strongly. How can Indo-Pacific be a region where both countries can collaborate in terms of businesses, trade and connectivity? Is there a transparent way of connectivity that our leaders have been talking about?

Nisha Desai Biswal: I think you are seeing it already. Quad grouping, a framework was initiated when I was in government when Obama was the president. But it has become more and more consequential for the countries. The Quad framework is really about how our democracies can collaborate across a broad spectrum of issues whether it is on combating climate change, collaboration on Covid, on really ushering in the new technology, which are going to comprise future economy. And frankly, how we can support not only our four countries but all of the countries of the region. You are going to see that more coming out of the meeting of the leaders this week whether it is on deepening ties on education, key advanced technology, semi-conductors, 5G, etc. You will see Quad grouping is an important one ushering in the future that Indo-Pacific countries want.

WION: You are an Indian American. Indian Americans are a living bridge between two countries. Many are in present administration. How do you feel as an Indian American connecting between two countries?

Nisha Desai Biswal: Well, I think it's a source of great pride and joy to see these two countries become deep partners that they were always meant to be. I was able to contribute in it as a source with enormous pride and hope to see it get even brighter in the years to come.

WION: China is the dragon in the room. Do you think the Chinese economic crisis will have a wider impact?

Nisha Desai Biswal: I will not speak on it. I think we have global economy crisis right now as we look at it, and the impact of the pandemic has been around the world. What we have seen while coming out of that is that one focus needs to be on diversifying supply chain, de-risking investment and also just fulfill the real need to examine global trade to make sure that we are able to support inclusive growth. Companies are also trying to regionalise, and there is enormous potential for the US and India.

The Prime Minister's meeting with American CEOs from five different key areas is reflective of the priorities of his government.

While Narayen reflects the IT and digital priority that the Indian government is pushing for, Modi's meeting with Lall is significant as General Atomics is not only the pioneer in military drone technologies but also the world's top manufacturer of state-of-the-art military drones, which the US shares only with its key allies and partners.

Jakarta-born Vivek Lall, now based out of California, for over a decade has been instrumental in major bilateral defence deals worth around $18 billion, as India and the US take steps to forge a new relationship in which defence trade is a key pillar.

PM Modi leaves for three-day visit to US

India's Prime Minister Narendra Modi will be in America this week. Who will he meet? What's on the agenda? What can India expect? WION has the biggest team on the ground, covering all developments as they happen. Palki Sharma tells you more.

Gravitas US Edition: PM Modi's America visit: What to expect?

A look back at Indo-US relations as Modi-Biden prep to meet at UNGA

India and the US Are the world's two largest democracies. The collaboration between the two extends from intelligence to maritime ties, and even to cyber cooperation. In the last couple of years, the two countries have grown closer, to combat a common enemy - China.

In October 1949, India's first Prime Minister Jawaharlal Nehru went on a goodwill tour of the United States. He addressed the US House of Representatives and the US Senate and met with US President Harry Truman.

Despite failing to reap any economic benefits for India, the trip managed to lay the groundwork for America's relationship with India.

In December 1959, President Dwight Eisenhower became the first serving US President to visit New Delhi.

Eisenhower's visit helped India acquire adequate financial assistance, and achieve reasonable stability during the Cold War.

Since then, 7 US Presidents have visited India, and 9 Indian Prime Ministers have visited the US. But a strategic partnership between the two countries, emerged only in 2010.

In June 2010, the United States and India formally convened the first US-India strategic dialogue.

A high-ranking delegation of Indian officials visited Washington DC, the US Secretary of state Hillary Clinton called India 'an indispensable partner'.

US President Barack Obama called the relationship 'a defining partnership in the 21st century'.

In November 2010, President Barack Obama visited India for the first time.

He addressed the Indian parliament, and backed India's bid for a permanent seat on the UN Security Council. Obama also announced 14.9 billion dollars in trade deals.

In 2014, the newly-elected Prime Minister Narendra Modi was invited by President Obama to the White House.

Prime minister Modi's first visit included a sold-out event in New York’s Madison Square Garden and meetings with US business executives.

The two countries signed a memorandum of understanding between the export-import bank and an Indian energy agency.

In 2015, President Obama made his second visit to India as head of state for India’s Republic Day celebrations.

He heralded the relationship between the two largest democracies, saying, 'America can be India’s best partner.'

In 2017, US President Donald Trump welcomed Prime Minister Modi to the White House for their first face-to-face meeting.

The joint statement emphasized on strengthening their defence partnership, cooperating on counterterrorism efforts, and boosting economic ties.

Though Trump had raised sharp disagreements with India over trade, Climate Change, and H-1B visas, these issues were sidelined during the leaders’ summit.

In 2018, during a two-plus-two dialogue in New Delhi, India & US signed the COMCASA - Communications Compatibility and Security Agreement.

This gave India access to advanced defence technology in America. The agreement had been under negotiation for nearly a decade.

In 2020, Donald Trump made his first & last visit to India as US President. New Delhi agreed to purchase US military equipment worth 3 billion dollars.

In July this year, US Defence Secretary Austin visited India to boost partnership and discuss challenges in the Indo-Pacific.

Austin's visit aimed to expand cooperation between the two sides amidst China's growing assertiveness in the region.

Austin also called on Prime Minister Modi and discussed international, regional and bilateral issues of mutual interest.

The upcoming Quad summit and the UNGA come close on the heels of US Withdrawal from Afghanistan and the takeover by Taliban.

A look back at Indo-US relations as Modi-Biden prep to meet at UNGA India and the US Are the world's two largest democracies. He heralded the relationship between the two largest democracies, saying, 'America can be India’s best partner.' In 2017, US President Donald Trump welcomed Prime Minister Modi to the White House for their first face-to-face meeting. Indian Prime Minister Narendra Modi on Thursday (September 16) inaugurated Defence Offices Complexes at Kasturba Gandhi Marg and Africa Avenue in New Delhi.

The new Defence Offices Complexes will accommodate around 7,000 officials from the Ministry of Defence and the Armed Forces, including the Army, Navy and Air Force. The buildings will provide modern, secure and functional working spaces.

An Integrated Command and Control Centre has been established for managing building operations, while also catering to the end to end safety and surveillance of both the buildings.

During his address at the time of inauguration, PM Modi slammed critics of the Central Vista project that involves major overhaul of Indian capital's Lutyens area. Modi said that those criticising the project never mentioned that Defence Offices Complexes are also a part of the project as that would expose their 'falsity', adding that modern infrastructure is pertinent for economic development of the country.

"The people who were criticising the Central Vista project never mentioned the Defence Offices Complexes, which is also part of the Centra Vista... They knew their falsity would be exposed," he said.

"When we are focusing on ease of living and ease of doing business, modern infrastructure plays an equally important role. This is the idea behind the work that is being done in the development of the Central Vista," PM Modi said.

Mentioning the importance of the new complexes, he said: "These new Defence office complexes will now make it feasible for our armies to operate in better working conditions with all modern amenities."

"The construction of the Defence Offices Complexes completed within 12 months amid the COVID-19 pandemic. This provided employment to hundreds of labourers during the challenging pandemic period."

He also hoped that the construction of the new Parliament building will be completed in the time frame given earlier.

Speaking at the same event, Defence Minister Rajnath Singh said: "Previous buildings were in a tattered state, affected working conditions of our officers, optimum utilisation of space was not done, which is why this complex has been brought up. Over 7,000 workers can be accommodated in good working conditions."

The new Defence Office Complexes are state-of-the-art and energy-efficient, with comprehensive security management measures. One of the defining features of these buildings is the use of new and sustainable construction technology called LGSF (Light gauge steel frame), which reduced construction time from 24-30 months in the case of conventional RCC construction. The buildings utilize resource-efficient green technology and promote environment-friendly.

India and Russia will hold consultations in Delhi on Wednesday on the ongoing situation in Afghanistan, a direct outcome of the talks held between Indian Prime Minister Narendra Modi and Russian President Vladimir Putin on August 24.

In the 45-minute-long conversation, both the leaders had decided to form a “permanent bilateral channel” for consultations on Afghanistan.

The Wednesday talks would be led by Indian National Security Advisor Ajit Doval and the visiting Secretary of the Security Council of the Russian Federation General Nikolai Patrushev.

A release by the Ministry of External Affairs said, “At the invitation of National Security Adviser Ajit K Doval, the Secretary of the Security Council of the Russian Federation, General Nikolay Patrushev is visiting India for high-level India-Russia inter-governmental consultations on Afghanistan from 7-8 September 2021.”

Mullah Hassan Akhund was named as the Prime Minister and he will have two deputies—Mullah Baradar and Mawlavi Hannafi. Sirajuddin Haqqani was named as the interior minister and Amir Khan Muttaqi was chosen as the foreign minister.

Notably, all of them are on the UN terror list, while Sirajuddin Haqqani carries a bounty of $5 million announced by the FBI.

Both India and Russia view Afghanistan as a security challenge. India believes that a turmoil in Afghanistan may pave way for Pakistan-based terror groups to emerge, and for Russia, a spillover of the crisis may have an impact on the former Soviet countries like Uzbekistan, Tajikistan.

Moreover, Modi and Putin are also expected to meet during the BRICS virtual summit on Thursday, hosted by New Delhi.

Apart from that, Putin is expected to visit India later this month for the much-awaited annual India-Russia bilateral summit and deliver the first units of the S-400 Air Defence system.

A visit by Prime Minister Narendra Modi to the US later this month is likely to depend on the finality over hosting of the first in-person summit of the Quad leaders by the Biden administration, people familiar with the development said on Saturday.

The tentative schedule explored for the visit was between September 22-27 and the preparations were focused on three segments -- Modi's address at the UN General Assembly in New York, participation at the proposed Quad summit in Washington and a bilateral meeting with President Joe Biden, they said.

However, the sudden decision by Japanese Prime Minister Yoshihide Suga to step down by the end of September triggered uncertainty over the US hosting of the in-person Quad summit as

Tokyo is learnt to have requested for a hybrid format for the talks.

The people cited above said there was no final decision yet on the proposed visit to the US by Modi in view of the uncertainty over the holding of the Quad summit among the leaders of the US, India, Japan and Australia in Washington.

Suga, who became prime minister of Japan a year ago after Shinzo Abe stepped down, announced on Friday that he will not seek re-election as leader of the Liberal Democrat Party (LDP) at the end of September.

His announcement and the political turmoil in Tokyo have also thrown into doubt the holding of the in-person India-Japan summit for the third consecutive year.

The annual summit between Modi and his then Japanese counterpart Abe was cancelled in December 2019 in Guwahati in the wake of massive protests rocking the Assam city over the amended citizenship law.

In 2020, the summit could not be held due to the coronavirus pandemic.

The people cited above said India and the US held a series of meetings as part of preparations for Modi's visit to the US, which if it takes place, will be the first one after Biden took charge of the US in January.

It is learnt that the issue figured during Foreign Secretary Harsh Vardhan Shringla's recent meetings in Washington.

The Biden administration has put cooperation with India a key aspect of its overall foreign policy priorities on the Indo-Pacific, a region that has witnessed growing Chinese military assertiveness.

The US has been looking at convening the in-person summit of the leaders of Quad to boost practical cooperation in the Indo-Pacific region as well as to send a strong signal about Washington's commitment to the grouping.

In March, President Biden hosted the first-ever summit of the Quad leaders in the virtual format that vowed to strive for an Indo-Pacific region that is free, open, inclusive, anchored by democratic values, and unconstrained by coercion, sending an apparent message to China.

The last time Modi visited the US was in September 2019 when he and then US President Donald Trump addressed the Howdy Modi event in Houston.

If Modi's visit takes place, then it could signal a new phase in the two-way strategic engagement between India and the US.

The Afghan crisis as well as developments in the Indo-Pacific region could be the major focus areas for discussion between the two sides. US Secretary of state Antony Blinken paid a two-day visit to India in July. Before that, US Defence Secretary Lloyd J Austin had paid a three-day visit to New Delhi in March.

PM Modi likely to visit the US in late September

Stressing that it is a country's duty to protect its history, Prime Minister Narendra Modi said on Saturday that events of the past "teach us and give us direction to move forward", as he dedicated to the nation the renovated complex of Jallianwala Bagh memorial.

Modi, who inaugurated the complex virtually, paid homage to those killed in the Jallianwala Bagh massacre. "The global developments remind us of the importance of self-reliance and self-confidence."

At a time when we are celebrating Amrut Mahotsav, we should strengthen our nation's foundation and take pride in it," the PM said. "Today, if any Indian is in trouble anywhere in the world, then India stands up to help him with all its might. Be it the corona(virus) period or the crisis of Afghanistan, the world has experienced it continuously. Hundreds of people from Afghanistan are being brought to India under Operation Devi Shakti," he said.

Modi said the dedication of the renovated complex in the country's 75th year of independence is a matter of inspiration for all. "It is the duty of every country to protect its history. Events of the past teach us and give direction to move forward," he said.

Horrors like the Jallianwala Bagh massacre and the Partition speak of the sacrifices made for India's freedom and should not be forgotten as they inspire to keep the country above all.

"It is not right for any country to ignore such horrors of its past," he said, noting that August 14 is now being observed as Partition Horrors Remembrance Day. "This place will inspire future generations about the journey of our Independence movement, the sacrifices and countless struggles of our ancestors. "

What should be our duty towards our nation and how we should keep the country above all in everything we do, the inspiration for this will come from this place," the PM said.

Quoting Gurbani, Modi said happiness emanates from empathy and service. For the all-round progress of Punjab and the country, a combined effort is needed, he said, adding that "virasat (heritage) and vikas (development) must coexist".

Modi said the people of Punjab have been the biggest victims of the country's partition. "We still feel the pain of what happened at the time of Partition in every corner of India and especially in the families of Punjab."

We will have to work together for the progress of Punjab and the country in every sphere with the spirit of Sabka Saath, Sabka Vishwas and Sabka Prayas," he said.

Referring to the Jallianwala Bagh massacre, the PM said those 10 minutes of April 13, 1919 became the immortal story of India's freedom struggle. He said Jallianwala Bagh is the place that inspired countless revolutionaries and freedom fighters like Sardar Udham Singh and Sardar Bhagat Singh to make sacrifices for the country.

During the event, Modi also digitally inaugurated the museum galleries at the memorial. The event also showcased the multiple development initiatives undertaken by the government to upgrade the complex. The PM noted that tribal communities contributed greatly to the freedom struggle and made many sacrifices. However, their contributions did not find mention in history books to the extent they deserve.

He added that work is underway on museums in nine states of the country to showcase tribal freedom fighters and their struggle.

Underlining the brave tradition of Punjab, Modi said that following the path of gurus, brave sons of the soil have fearlessly stood like a rock against all dangers facing the country.

Union Culture Minister G Kishan Reddy, Union Minister of Housing and Urban Affairs Hardeep Singh Puri, Punjab Chief Minister Amarinder Singh, Lok Sabha and Rajya Sabha MPs from Punjab and members of Jallianwala Bagh National Memorial Trust, among others, were present on the occasion.

As part of the inaugural event, a wreath-laying ceremony was also held and a two-minute silence was observed in memory of those killed in the Jallianwala Bagh massacre.

A sound and light show was held to depict the events of the day of the massacre. Four museum galleries have been created through adaptive reuse of redundant and underutilised buildings. They showcase the historical value of the events that unfolded in Punjab during that period, with the fusion of audio-visual technology, including projection mapping and 3D representation, as well as art and sculptural installations.

Over 1,000 people were killed and hundreds wounded on April 13, 1919 when British troops fired indiscriminately on an unarmed gathering of thousands who had assembled in Jallianwala Bagh amid nationwide protests against the Rowlatt Act which had extended wartime repressive measures.

Stressing that it is a country's duty to protect its history, Prime Minister Narendra Modi said on Saturday that events of the past "teach us and give us direction to move forward", as he dedicated to the nation the renovated complex of Jallianwala Bagh memorial.

"The global developments remind us of the importance of self-reliance and self-confidence." "Today, if any Indian is in trouble anywhere in the world, then India stands up to help him with all its might. -Uplifting small farmers

"In the coming years, we will have to increase the collective power of the small farmers of the country. They have to be provided new facilities," the PM said during this Independence Day speech.

"More than 80 percent of the farmers of the country are those who have less than 2 hectares of land. In the earlier policies that were made in the country, the amount of focus on these small farmers was left," he said.

"Now decisions are being taken keeping these small farmers in mind."

The PM said that road and electricity has reached the villages in the last few years with optical fibre network providing power of data to villages. "Digital entrepreneurs are getting ready in villages too," he added.

-Connectivity & infrastructure

"Today a new history of connectivity is being written in the north-east. This connectivity is of hearts as well as of infrastructure," the PM said adding, "soon the work of connecting all the state capitals of north-east with rail service is going to be completed:

"Ladakh has also progressed towards its limitless possibilities of development," the PM said.

"Ladakh is witnessing the creation of modern infrastructure, while on the other hand 'Indus Central University' is also going to make Ladakh a center of higher education," the PM added.

The PM said the government will soon launch Gati Shakti plan, a 100 lakh crore national infrastructure master plan which will make a foundation for holistic infrastructure and give an integrated pathway to the economy.

-Thrust on Sports

"There was a time when sports wasn't considered a part of the mainstream. Parents used to tell children that they would spoil their life if they kept playing. Now, awareness regarding sports and fitness has come within the country. We have experienced this in Olympics this time," India's prime minister said.

India's prime minister said sports has been made a part of mainstream education instead of being limited to an extra-curricular activity.

"It's a major turning point for our country. In this decade we will further speed up drive to bring in talent, technology and professionalism in sports in the country. It's a matter of pride that India's daughters are giving a splendid performance, be it Boards exams or Olympics," the PM said.

-Energy independent India & Net-zero carbon emitter

"Today, we have to pledge to make India energy independent before completing 100 years of independence. India has moved towards electric mobility and work is underway on 100 per cent electrification of Indian Railways with the aim to becoming net-zero carbon emitter by the year 2030," the PM said.

-Simply government procedures

"Our priority will be to ensure that the services reach the last person seamlessly. For the all-round development of the nation, it is essential to end the unnecessary interference of the government and government procedures in the lives of people, PM Narendra Modi said.

"Earlier, the government was sitting in the driver seat. Maybe it was needed at that time. But the time has changed now. Efforts have increased in the last seven years to free the people from the web of unnecessary laws and procedures. Several unnecessary laws have been scrapped so far," the PM said.

-Surgical strikes and new India

"By conducting surgical strikes and airstrikes, we have given a message of the emergence of a new India to our enemies. It also conveys that India can take tough decisions," the PM said.
